Occidental Diamond Company

Established in 1974, the Occidental Diamond Company has been trading in export quality diamonds successfully, rendering a 16.4 Billion USD income for the Democratic Republic of Sahara Occidental. From mining in its rivers and lakes to actively negotiating deals for diamond exportation, diamonds from the Occidental Diamond Company has supplied its product to contribute to jewellery now worn by millions of universal citizens from an almost equal amount of countries.

Having recently located a new source of diamonds, the Occidental Diamond Company is now looking for prospective buyers who are interested in an almost constant supply, or might even be looking for quality diamonds to contribute to one-time ultra-extravagant pieces such as the Le Grande Chandelier (http://www.jamesrmoder.com/images/93608F.jpg) as featured in $nation's Parliament, or even in a bid to glamorize your own Crown Jewels. You might even choose them, if you are a head of state or of a large corporation, to give your lady-partner a gift of something even greater than the average piece of jewellery.

Because remember, diamonds are a girl's best friend...

OCC: Perhaps you have seen Blood Diamond? I have, fairly good movie!
OOC: Indeed, it was. The only problem is that now, after seeing that, and doing my own research on the diamond industry, my girlfriend will have to settle for whatever engagement ring I am able to find for under $1000. It has nothing to do with blood diamonds, mind you, but the fact is, I know how they controll prices in the industry.

Mr. Adam Livingstone
CEO and Spokesperson
Occidental Diamond Company

Mr. Livingstone, I and my organization have recently been made aware of your advertisment for fine diamonds. While I regret to inform you that neither I nor my company are currently in the market for diamonds, I believe we may be able to provide for you a rather valuable service in this modern world in which we live.

I represent an organization known as Reflex International, an Imitoran based Private Security and Defense Contractor. Our organization provides many sorts of contract work that offer both protection and peace of mind to discerning private individuals and companies at highly competitive rates. Not only do we provide security for individuals, but are able to provide secuity for worksites, manufacturing plants, and the general work force of an organization. Further, we offer the ability to ease logistical tasks, such as driving and trasnportation of goods, providing food and other services, and training of personnel, with efficiency and guaranteed results.

We understand that in the diamond industry, many groups wish to see failure, from other competitors to so called ecoterrorists. My company is more than willing to assist in preventing other organizations from damaging your operations, assulting your workforce, or causing other losses upon your company. I look forward to hearing from you, and hope that we may come to an agreeable arangement.

With Respect

OOC: Sure have seen Blood Diamond, it's a good movie - albeit a little misrepresenting of the true state of affairs of Sierra Leone. Common criticisms are that it was more about the gore than facts surrounding the event, but it was a good movie anyways, and certainly a way to raise awareness of the Blood Diamond trade.

To: Whom It May Concern, San Monticaz

Whilst the Occidental Diamond Company does not at this time handle the shipping aspects of its diamond cargo, we do are in fact able to supply large quantities of diamonds for whatever use you need it for (read: You don't need to disclose your reasons for wanting the diamonds, merely establishing a desire to have them will be more than enough). That is of course, dependent on what your own definition of large actually is; whilst we don't exactly have access to enough resource to build a planet out of diamonds we can probably cater for most needs. Shipping is handled separately, and if you wish we can set time aside to arrange negotiations regarding charges for both the diamond product, and the inclusion or exclusion of shipping charges.

Nevertheless, we also accept most forms of payment; so whether you're a private citizen with nothing more than a paypal account or a government wanting to set up some kind of monthly arrangement, we should be able to work something out.

I look forward to hearing back from you.

Signed,

Adam Livingstone

Similarly, a message was sent in response for the offer to provide services of security. Adam wasn't particularly interested or rich enough to pay for things such as these, but he did have something else in mind.

To: David Kelly, RIA (Ret.), Reflex International
From: Dr. Adam Livingstone, the Occidental Diamond Company

Thank you for your inquiry Mr. Kelly, and also for your offer to provide security services for the Occidental Diamond Company. I suppose whilst it's no secret that the diamond fields of Africa are at worst, a target for insurgencies looking for additional funding, we can safely say that we have managed to strike a deal with the government in which we have organized a 'You scratch our back, we scratch your back' kind of operation. Let's face it, without the government providing support for security in these areas, we probably would have our staff fired upon almost every given week, and we are thankful to have a force such as theirs willing to help.

It is with this already existent deal in mind that I regretfully inform you that we will not be needing Security services at this time; however if our situation changes you will be our first point of contact if we do require your services in the future. On the other hand, the Occidental Diamond Company is interested in acquiring a reliable and cheap supply of used or not used firearms. Preferring them to be of the automatic variety, these will be used to help secure the fields against any militia that do exist around these parts. I was wondering if Reflex International are able to provide such arms, and if so, will they accept payment in the form of diamonds?

Naturally, I would expect such a deal to be kept in the strictest of confidence, as I am sure you would also.

Making a telephone call, Dr. Livingstone contacted General Ghufran at a time when it was most appropriate. The General was by his nature, Adam's superior in all matters to the Occidental Diamond Company, and this was a vaguely important matter.

"They want to inspect our production sites, General."

The General chuckled, well in control, "So, agree and bring them over. I'll rattle the chains a little bit and at the last minute we can make a change of plans and declare the fields 'off-limits', for safety reasons. They will of course be fully able to visit a couple of the factories, that clean and sort the diamonds from trash. We can organize conditions to be much more internationally acceptable there."

"Very well."

From: Dr. Adam Livingstone, the Occidental Diamond Company

Thank you for your inquiry with regards to the fine diamond product the Occidental Diamond Company might be able to provide you with, we are certainly confident that our diamonds will not only match, but exceed your company's expectations. Appropriately, we would not only like to welcome your Vice President of Merchandising and Director of Quality Control to the Democratic Republic, but would like to extend an invitation to both of them to come and inspect our production sites.

Here, you will able to view the process of how we acquire our diamonds from visiting the diamond fields themselves, into our factories where the diamonds are cleaned and the best are selected, and then onto our port docks where they are exported and then arrive several weeks later into the ports of other nations. In the meantime, I can make myself available to you when you need me, feel free to contact me with a date you find most appropriate, and we too will make arrangements for your arrival.

Kelly looked over the response, contimplating the offer. He couldn't make the descision in the office here. He picked up the phone, calling the switchboard for the compound, working to locate Nevin. Cal Nevin was a former IMC armorer and the director of Reflex's armory. Finding out that he was at the range, David headed out to his car for the two mile drive across the compound. It took him minutes at most to make it to the range, where the cracks of gunfire broke the silent southern Imitora air, as the field operators for Reflex honed their shooting skills. On the various ranges, paper, wood, and cardboard targets exploded as they were pepered with various rounds from multiple weapons. Cal was standing back, watching two men work their squad automatic weapons, shreading downrange targets.

"Cal," David called out, "I need to talk to ya."

"Sup Kelly, what can we do for ya?"

David handed Niven the return comuniqué. The former Marine looked over it, nodding. "Pay with diamonds, eh? Sounds a bit conflictish to me."

"Same here. What are you thinking?"

"How do you mean?"

"You were the one who got the law degree before the commision."

"Well, internationaly, they are illegal. But Imitora doesn't have any position on blood diamonds, assuming these are blood diamonds. If they are, then the international community is gonna be pissed, but the government wont do anything to us. It'll be up to INTERPOL or some other group to come get us."

"So?"

"I say we go for it. I can get a response up from our armory, if thats your call. What did Wick say?"

"Wick gave me the go ahead, said its my operation. Go ahead and send them a response, be sure to cee cee me. Good stuff?"

"Works for me. Have a goodun'."

"You too Cal, have a goodun'."

Dr. Livingstone,

I have recently been forward a copy of your communication with Mr. David Kelly, the Director of Operations for Reflex, International.

As Armory Director, I would like to inform you of the offers we currently can complete. Our standard armory offer is your specified number of CAR-56 rifles. The CAR-56 is the standard weapon of the Imitoran Armed Forces. It is a contract built weapon from Imitora Military Industries (IMI), manufactured at the River Rock Plant in Dustin, Imitora. Based on the US Armalite design, they use a piston system instead of the standard direct gas impingement system. This system is slightly more complex, but it allows the use of lower quality ammunition that may be more readily available, as well as reducing the amount of fouling to the weapon's action. The CAR-56 fires the NATO Standard 5.56x45mm round, has a standard solid stock, and a 20 inch barrel. The upper reciever holds a standard MIL-STD-1913 Picatinny rail that allows the mounting of any scope with a matching base or scope rings or a carry handle. Each rifle comes standard with a Trijicon 4x ACOG.

We also are able to offer the CAR-68 rifle. The CAR-68 (Officially: Imitora Special Operations Rifle, Caliber 6.8mm Remington SPC, Model 68) is the official IMSPECWAR rifle. The CAR-68 rifle is semi standardized using the same common parts. The rifle is built by mating a Lewis Machine and Tool CQB MRP to a Rock River Arms lower receiver. The stock grip has been replaced with a Hogue grip for the dominant hand, and the standard collapsible stock replaced with a NSWC-Crane butt stock. The barrel is custom built in Imitora from high quality chrome-moly steel, 14” long, button rifled with a 1:9.5 twist, and air gauged. The muzzle is threaded for a standard flash suppressor, or the use of a supplied QD silencer from AAC. Each rifle is custom made by an armorer at the Imitora Military Industry Black River plant. Each rifle is supplied with an Aimpoint CompML3 red dot sight, a dual visable/infared laser unit, and a Surefire weapon light, forward vertical grip, and other accessories.

Also, recognizing the versatility, availability, and popularity, we offer sales in bulk of the numerous AK rifles. We sell them by the crate, each crate holding 50 AK variant rifles, with two magazines per rifle. However, we can not vouch for the condition of these specific rifles, as many have been confiscated from POWs and other battlefield conditions.

All prices are of course, negotiable based on amount purchased, and diamonds are of course an acceptable method of payment. Further, we understand and appriciate the need for secrecy and confidentiality, and you have our promise that these deals will be done with the upmost of confidentiality. We look forward to your response.

Respectfully,

Dr. Livingstone,

At measure of your order, three million rifles would come in at approxamately sixty thousand (60,000) crates, at fifty rifles per crate. In order to prevent an under arming of your force, at no extra charge, we will varry the crates between AK-47s and -74 rifle varients, as well as RPK machine guns. At a bulk discount rate, the charge averages at 1500.00 USD per crate. At this, the payment estimate is ninety million (90,000,000) dollars, US. However, as a frist time customer, as well as such a mass bulk order, we will offer you three million rifles, in mixed varients including PKM machine guns for an ultra low four point two million (4,200,000) USD.

Further, as my treat, we will also supply one crate (100 rifles) of CAR-68 standard rifles at no extra cost. Also, I am offering a free training seminar at the Reflex North training facilities that will include house to house combat, prisoner detainment, and site security, a six thousand USD per person value. The class, deisgned to train up to forty two of your commanding officers, will teach them the basics of some of the harder aspects of combat, in order for them to relay these skills on to your basic combat soldiers.

I hope these numbers are indeed suitable to your needs, and if you have any questions or further orders, please, feel free to contact me directly. I have been authorized by both David Kelly, Director of Operations, as well as Jerick Wickwire, CEO, to handle your contracts. I look forward to working with you now and in the future.

Laban Liberman saw the newly expanded resources of the Occidental Diamond Company as an opportunity to expand his enormous business empire into yet another field. It was a relatively small matter to set up Diamond Traders Incorporated as a subsidiary of Liberman Enterprises, placing one of his most trusted friends and lieutenants, Napoleone Occhena, in charge. Mr. Occhena wasted no time at all in establishing a corporate headquarters in Utrecht, Corral (not to be confused with the Knootian city of the same name). He then established tentative contact with some of the more important retailers as he moved to establish contact with the ODC.

Dr. Livingstone,

We are highly interested in the recent expansion of Occidental Diamond Company's resources. We seek to purchase large quantities of diamonds of varying quality to sell to diverse markets. We are looking for a long term supplier rather than a single purchase. We have good reason to believe that we can effectively market these diamongs to a wide-range of retailers within the Resurgent Dream as will as in many of our country's trading partners in the North Atlantic Comprehensive Treaty, VERITAS, KIST and the TNA. We would wish to negotiate a specific business arrangement as soon as possible.

Michael Bill was sitting on the public gallery of the Ptolemais Stock Exchange when one of the messenger boys came in

"Mr. Bill, there is a call for you downstairs on line 209"

"Thank you," said Mr. Bill who proceeded to give him a two and a half Sesterii tip (OOC: there are 20 Sesterii to the Gold Denarius).

Michael went downstairs and picked up the line. The Ptolemais Stock Exchange was unusual in that it reserved so many different lines for strangers in the building, as non brokers were called.

"Yes, Michael Bill"

"Morning Mr. Bill, apparently there is a new diamond company on the block, a Occidental Diamond Company and they want to sell diamonds to all comers - maybe it is time that we get ourselves a constant supply of diamonds, instead of having to rely on those useless nations."

"Hmmm, I'll get back to the office, tell me more there."

Back at the office, Michael Bill read over the brief statement and proceeded to type a letter of his own

Dear Dr. Livingstone,

I am very interested in your company's recent expansion and would hope that there is room for a firm such as Michael Bill Jeweller to purchase some of the diamonds that your company mines. Our current suppliers are from eight different nations and supply tends to be limited; our diamond based jewelry is usually never in stock because of supply problems.

Our current suppliers sell us half a million carats of diamonds a year. We hope that your firm would be able to at the very least match that, if not permit us to purchase a further million and a half carats of diamonds. We hope that this will allow us to increase production of our diamond jewelry and increase the size of our company.

Yours Sincerely

Frederik stepped off the aircraft and wandered into the Resurgent Dream. Given only an address and name of a person he was to meet, he was left to survive in a foriegn place he had never been before. The son of Adam himself, he had enough money deposited into an accessable bank account to make this possible, of course. And he had his luggage - not really a bonus but something pretty standard. He looked forward to it, actually.

Soon, he would have checked himself into a pre-booked hotel and unpacked his things. Getting business out of the way was high on his priority list, and then he could explore this country, much richer than his own.

He made a phonecall; "Hello, this is Frederik Livingstone from the Occidental Diamond Company wanting to confirm my appointment with you tomorrow? Are we still set for One-o-Clock?"

And then sleep - the jetlag was horrible.

With that done, he forwarded a full electronic copy of the files to Jerrick Wickwire, the CEO and President of Reflex who would be available to veiw his copy upon his return from an out of nation vacation. Another copy was sent to Cal at the armory, for his own records.

He then waved over one of his department chiefs, and handed him another copy of all the comuniqués, plus the information sent out by the Occidental Diamond company, and information he had gathered on his own. The manilla folder was fairly thick with information, and full of opinions put out by Reflex's numerous analysts.

The flight could have been much longer, of course. The Principality of Corral, one of the ninety-five Members (units of the local federal system, comparable to a State or a Canton) of the Confederated Peoples of the Resurgent Dream, was a collection of islands in a larger archipelago located along the Atlantic Ridge. It was a much shorter flight from Africa than New Amsterdam or Madero Cabello would have been.

Utrecht itself was a bustling multicultural city of a little less than a million. A little over half of the population were of European extraction, although there were also large East Asian, Arab, black and South Asian populations. The two most commonly spoken languages were English and Dutch, both of which were official. The city was clearly prosperous and largely commercial in character. All sorts of things commonly illegal elsewhere, even elsewhere in the Resurgent Dream, were legal here, including marijuana and public nudity.

A woman's voice picked up when Frederik called. "This is actually Mr. Occhena's secretary, Mr. Livingston. But, yes, Mr. Occhena looks forward to seeing you tomorrow at one o'clock. Do you know how to get here?"

Occidental Diamond Company

The Occidental Diamond Company - An Overview

Founded in 1972, the Occidental Diamond Company was started by a group of Saharan-Africans searching the jungles in the south of Sahara Occidental for prospective business opportunities. Having stumbled across one of the first diamond fields ever located, they quickly found investors and formed what the corporation is today. Over twelve fields and mines have since been located, and are all operated beneath the O.C.D.'s various licenses that allow mining operations to continue.

In August last year, five additional fields have been said to have been discovered, but efforts to further develop these prospects have been insofar been hindered by local government and militia conflict, and the exact location of these fields have not been revealed to prevent targeting by some of the local militants. Diamond output is generally not restricted however, since the export of diamonds provides both an income for the government and general citizenry of Sahara Occidental. Currently, the Occidental Diamond Company exports some $20.6 Billion USD for the local economy, or approximately 95% of the country's GDP.

Despite popular accusation, the O.C.D. remains to be politically neutral by nature, simply maintaining a profit for both itself, it's investors, and providing locals a means to earn an income on behalf of their respective families.

Main Assets include:

- 12 Fully Operating Diamond Fields/Mines
- 5 Not-Yet Operating Fields/Mines
- 3 Diamond Treating Plants
- 1 Main Office(s) [Capital of Sahara Occidental, El Aaiún]

It would have been usually quite strange for a diamond company to be signing for so many rifles. But customs were used to turning a blind eye when asked of it, and for the right amount of money per individual. Nevertheless, such pay-offs had been made and all sixty-thousand and one crates had been accounted for, loaded into trucks, and taken to remote facilities owned by the O.C.D. but thought to be empty. Fortunate for them, not even the government would be tracking such a purchase and nor would they have realized that aforementioned arms had been smuggled.

Providing arms for both the rebellion and pro-government forces was after all, little more than a kind of tribute to each of the relevant armed forces and militia - to which in return would respect the authority of the O.C.D. on the diamond fields, even though each of them may or may not have claimed a portion of the profits for themselves as additional 'protection money' - that is, for each of the fields one by one.

A Few Days Later...

Gareth adjusted his tie as he watched through thick, black framed glasses - aircraft landing and departing through a giant window display. He had arrived rather at the airport rather early, and wouldn't be expecting the executives from Landejiu for a couple of hours. Regardless, he calmed the nerves by pouring himself a cup of coffee from a nearby vending machine, and awaited firstly for government protection to arrive (naturally supplied by the Army), and secondly for the executives to walk out of Gate 3.

Sometimes, time just seemed to last forever.

The Resurgent Dream

"Yes," Fredrick replied. "I should find it just fine. Thank you."

As he hung up the phone, he exhaled a sigh of relief. Normally he would have made such a call before he left his home-country of Sahara Occidental, but due to some disorganization and a numerous amount of other factors, he was forced to take a gamble and hope that his appointment wasn't pushed back to next month.

Finally, time to relax.

Unfortunately, the son of Adam Livingstone was not one of those people who could sleep on a mid-flight aircraft. Especially on that from his nation, planes that were in use were generally declared unfit for flight in the more developed world; usually one engine wasn't working, or the interior lights would flicker on and off, or they were overly crowded on the inside, people sleeping in the aisles just to find space or whatever.

No matter the circumstances of his aircraft he hated flying, and for good reason; it made him very nervous. Especially when if the aircraft itself was fine, and you were flying over a conflict zone in some other nation where terrorists targeted passenger flights with their respective ground-to-air weaponry. Again, something that could have been avoided by flying with a more expensive carrier, but the one most people flew with was cheap for a reason. His continent for the most part, was no place for billionaires from the developed world. Those who grew up there were usually used to it, and so it was only natural that he was also.

Still, even visiting such a place as The Resurgent Dream was daunting, with such busy and well developed cities. People actually had peace here, there were no shots of gunfire at night that he could tell, and being hungry could be fixed by visiting a local fast-food restaurant, no more than a few blocks away from wherever he was at the worst of times.

One thing was for sure however, you could take the man out of Africa, but you couldn't take the Africa out of the man. He missed home.

The Day After...

Following a poorly scribbled address on a poorly torn off piece of paper, Fredrick almost bumped into a woman as he came to a halt. He apoligized, and looked up at the tall tall skyscraper.

"Holy," he muttered in his native tongue, and straightened his coat, organized his things et cetera.

Walking in he picked an elevator and chose the relevent floor as per his instructions. And arriving there after a wait of just a couple of minutes, he wandered into one of the suites, and then to a reception where a girl sat working.

"Can I help you?" she asked him.

Fredrick nodded, taking a more confident composure. "Yes, actually. My name is Fredrick Livingstone, and I have a business appointment with Mr. Occhena? I'm representing my father at the Occidental Diamond Company, in Sahara Occidental?"

"Of course." the woman said. "Mr. Occhena is waiting for you." The secretary was a black woman in her early twenties. In physical appearance, at least, she could have passed for one of the women so routinely persecuted by Occidental Saharan. If she knew of the violence in that country, it didn't show. Of course, if she knew, she might still not have especially cared. It was tragic, yes, but had nothing to do with her. She worked for one of the richest men in the city, wore designer clothes, had a university degree, spoke perfect English with a Dutch accent and, most importantly, was both a citizen and a resident of the Confederated Peoples. The world's problems might be tragic but they weren't her problems.

Mr. Occhena rose from behind his large mahogany desk as the Occidental Saharan entered the room. He was a small, wirey man with spectacles. He had a light olive complexion, dark hair and the build and manner of a man who had spent his in offices. He smiled as he offered his hand to Livingstone. "Napoleone Occhena. It's nice to meet you, Mr. Livingstone."

Unfortunately, the Vice President of Merchandising and the Director of Quality Control had been called away at the last minute. They were megacorporate executives, running a massive megacorporation that practically dominated the Aerionian diamond and jewelry market through its various subsidiaries. Not everyone could afford the luxury flagship line that was Landejiu, but they could afford one of Landejiu’s brands.

Ondaure Kasin knew in reality that the Vice President of Merchandising was probably at his 20 million Aerionian Gold Leaf estate that he was able to get from the ridiculous salary and stock options available to megacorporate executives. The Director of Quality Control, on the other hand, was probably truly busy. Both probably did not want to go because they did not like visiting what seemed to them third world countries.

Ondaure did not have time for his family like the Vice President did, he was actually busy traveling around trying to find quality diamonds for Landejiu to sell to its millions of customers through its wholesale and subsidiaries.

One higher executive would, however, travel with Ondaure. That would be Jack Seurv, the Assistant Director of International Quality Control. He was mainly to be sent with Ondaure because of the size of this deal. Ondaure was worried, as Jack Seurv had never been out in the field as Ondaure had so to speak. Out diamond buying in some of these countries. The closest Jack Seurv had probably seen to poverty was the ghettos of Aerionian megacities, with the 50 story concrete apartment blocks with one room apartments, but the Aerionian urban ghettos had running water, electricity, and food. They did not live in huts. There were vacant lots filled with homeless people in Aerion, but these were off dark side streets and not readily seen to someone like Jack Seurv.

Jack Seurv would travel with his personal assistant, and personal butler of all people. Ondaure would be with himself, he for the most part handled his own affairs except for his normal office secretary at his office.

They all found themselves, along with members of Landejieu Corporate Security, on an older corporate midsize Takares business jet. Larger jets, and newer supersonic jets were reserved for things more important, mostly like executive travel.

The midsize business jet was made by Takares Aerospace Corporation, and was approximately 90 ft long. It had the logo of the Landejieu diamond company, a diamond with a crown atop it.

The pilot relayed the appropriate codes, then spoke “This is the Landejieu corporate jet requesting clearance.”

After presumably receiving clearance from Air Traffic Control, the mid-size jet came to a landing on the runway.
