I am not entirely sure this is the right place to post this at.

Now, with that said, I would like someone expirienced in this game to tell me how I might be able to create a UN proposal which calls for increased research in the area of Earth to Space travel.

I am not familiar with the format in which this would fit in.

UN proposals and UN questions should be posted on the UN forum - you'll get more experienced useful help there where folks who are used to playing can send you in the right direction. Good luck with it - though I'll note there are alreay issues in play with the game that do this.

Many UN members are of different tech levels, and not all of them position themselves on earth, as well as some being FT nations that are massive galactic empires, that would be a bad idea for a proposal.

also, lets not forget about the PT nations, which might not have space programs.
