Format
There will be a two-stage qualification process. However, unlike the CasFM bid, high-ranked teams will receive a bye to the second stage of qualifying.
The qualifying format is designed assuming 92 teams will sign up (it will be modified if needed). The bottom 60 ranked teams (excluding the hosts) will participate in the first stage of qualifying, arranged in 10 groups of 6. The top 3 teams in each group will advance to the second stage.
RPers among the top 30 teams will be invited to a tournament during the first stage of qualifying, which will have no effect on anything except the level of boredom and the number of friendly matches to be scheduled.
The second stage will involve the 30 qualifiers from the first stage and the top 30 ranked teams, drawn into 15 groups of 4. The top 2 teams from each group will qualify for the World Cup.
While the byes do give an advantage to the allegedly-entrenched top 30, they have to face much stronger opposition in the second stage of qualifying than they do in a conventional qualifying group, giving a greater chance of upsets. Scorinator
Matches will be scorinated using leagion (specifically, using the KPB-points formula in leagion). An quantity-based RP bonus will be used, but the effect of the bonus will be randomized.
