There are no controlled substances in Mythotic Kelkia. All drugs are legal for all.
All drugs are legal, taxed, and sold in limited quantities in government-run drugstores. Street dealers are arrested and given relatively heavy prison sentences, but these occurrences are fairly uncommon. Age limits such as those in real life for alcohol and cigarettes are imposed individually for each drug. The lowest is marijuana, at age 16, and other drugs range upwards in age from 17 to 19. These limits are very rarely enforced, though, and underage drug use is essentially an ignored violation of the law. All it would get you is a small fine even if you were caught.

Ha! The sheriff's tortures are as childs play. Think darker, more eviler. Imagine how much worse things are, when you cannot die, even when being completly dismembered. But the worst torture of them all, is the Agony Matrix. Imagine the worst pain you've ever felt, physical emotional, inteluctual, Spiritual, or otherwise. Now multiply that pain by a factor of 100^10. Now imagine that pain continuing forever, never ceasing, without end, and each passing second is as though the pain just started. Drugs, along with pretty much everything else, are legal. However, there's minor regulations prohibiting sale for profit of them. Or at least, sale of many forms of drugs with highly addictive effects. And putting them into foods un-declared is illegal.
Of course, it's quite simple for anyone to make even very complex ones, in many cases, inside their own bodies.
All Drugs are illegal, including Tobbaco and Alchol.

Allanea has practically no drug laws.
If you're an adult Allanean you can purchase, and consume, anything - rat poison, opiates, whatever.
The only two caveats are: 1. No cheating. If you're marketing it as 100% rat poison, it better be 100%. 2. No selling to children (below 16).
There's obviously no government regulation of medicine either, but civil lawsuits prove to be a nice bludgeon agaiinst mischievous institutions.

Drugs in our dual monarchy r divided into 3 categories:
Class A drugs consists of harmful drugs such as opium, heroine, ecstasy, speed etc. Illegal under all circumstances.
Class B drugs are controlled drugs used solely for medical purposes, they are legal as long as there are proper documentation to show this.
Class C drugs are tobacco, alcohol etc, they are legal to all but those under the age of 18.
The drug laws in the dual monarchy r as followed:
Illegal sale of class c drugs to minors (ie those under the age of 18): Prison term for not more than 3 yrs, double the penalty for repeated offenders, and (for males only) not more than 10 lashes.
Trafficking of class c and class b drugs: Prison term for not more than 5 yrs, double the penalty for repeated offenders, and (for males only) not more than 20 lashes.
Illegal sale/possession of Class B drugs: Prison term of 10 to 15 yrs,life imprisonment wif a parole date of 30 yrs for repeated offenders, and (for males only) not more than 50 lashes. Death penalty (for males) or Life w/o parole (for females) may b seek in case of sales resulting in death
Illegal Sale/Trafficking/Possession of Class A drugs: Death (for males), Life wif a parole date of 30 yrs, w/o parole in cases in which death result (for females)
As our death penalty laws onli apply to females in murder cases, females found guilty of capital drug offences will be sentence to life instead.

Drug laws in Gruenberg are complicated by several factors. Notably, devolution of powers means they differ from province to province, depending on the particular proclivities of the Governor involved, and cultural or economic factors involved. As a general rule, the west and east have the strictest laws, while the centre, islands and coastal areas have the laxest. Further, psilocybe mushrooms are the sacrament of the Wenaist faith. The use of other entheogenic substances is also reasonably common.
So, in contrast to its authoritarianism in many other matters, Gruenberg is relatively "liberal" (though its legislators would not use that term or identify with its connotations) regarding drug laws. For a number of substances, including magic mushrooms, peyote, cannabis, tobacco, khat, tea and coffee, there are no prohibitions: regulations are mainly industrial in nature, regarding required content, labelling standards, agricultural practices and so on.
Opiates are a different story. Partly because of the influx of smuggled heroin from Gurglestan in recent years, laws on heroin are especially harsh: possession carries corporal punishment and lengthy imprisonment; involvement in illicit trafficking or conspiracy to supply large quantities can carry the death sentence. The medical use of opiates is very tightly regulated.
Manufactured drugs such as MDMA or amphetamines are illegal, as is cocaine. Though less harsh than with heroin, sentences are still tough: those caught in possession will find themselves in prison, and those making or selling them praying for the blessed relief of solitary confinement.
The biggest point of vascillation is alcohol. Gruenberg has one of the most active temperance movements in the world, and many scholars have asserted that the Wenaist texts explicitly forbid the consumption of alcohol. It has been prohibited numerous times; it is currently legal under national law, but more than one province retains prohibition laws. National laws prohibit its sale on the Holy Day, have made public drunkenness a serious offence, and tightly regulate its contents. All cars are equiped with a breathalizer and blood analyzer before you can even start up you have to breath and be pricked. Also if you are arrested on domestic abuse related to alchol it is a sever penalty.
In Qazox only the following drugs are legal:
Cigarettes- Free in Qazox, but limited to possession of no more than 3 cartons at one time per residence.

Alcohol- BAC limit is .05. The penaltie for DUI are as follows:

2nd offence- Mandatory 3 year sentence, loss of licence for 7 years.
3rd offence- Mandatory 7 year sentence, permanent loss of licence.
4th offence- Life imprisonment, eligible for parole after 25 years.
All other drugs are prohibited, except with a physician's perscription and appoval of the Qazoxian Drug Board. Any possession of illegal substances above legal limit is subject to the following penalties:
1st offence- Mandatory 25 year sentence. No parole.
2nd offence- Life imprisonment or death, as jury decides.
Drugs such as Marijuana, Cocaine, Heroine, other narcotics, etc, are all illegal in the Republic unless used in medical purposes. Possession is is punishable by up to a 90-day jail senence and a $50,000 fine or 60 days community service. Selling of said drugs can warrant up to 20 years behind bars depending on the circumstances and severity. For minors the punishments are considerably less harsh but more than enough to leave a lasting impression and dissuade them from doing it again. Tobacco is very legal but can't be smoked in public places such as bars and restaurants unless the establishment obtains a permit and posts a sign.

Drugs are pretty much legal in the Union. Like the Allaneans however, all forms of drug must contain what it says they contain; no "cutting the coke" or adding other forms of chemicals without listing them. Consumers under the age of 21 arent allowed to buy them however, and selling to them can lead to massive fines from the Drug and Alcohol Division of the Department of Commerce-enough to make it not worth even doing it once, since it takes only one breach to induce penalities for both Retailer and Manufacturer.
Private sales of drugs are banned also.
In Altanar, all drugs are legal for use above our age of majority, which is 17. We do hold people responsible for the things that they do while using them, however. For example, if you were drunk or high on some substance, and ran over someone and killed them, you'd be charged with intoxication manslaughter.

Health problems arising from use of substances, however, is not covered by state medical assistance.

Drugs are mostly legal, with only the hardest drugs regulated heavily (such as heroin and morphine), or banned outright (crack, crystal meth, PCP).

Posession of Opium- Legal, no limit on posession. Must have safe dosage level printed on package. Age to purchase is 18
Possession of LSD- Legal, no limit on posession. Must have warning label and safe dosage printed on the packet it comes in. Age to purchase is 18
Possession of Heroin- Decriminalized, 10 gram limit on posession. Unauthorized sale is punishable by two years in prison, but it can be purchased in authorized vendors by anyone who is 18, taxed at 100 Rials per kilogram. Penalty for more is either drug rehabilitation or 6 months in jail, depending on the desire of the individual in question. Can be perscribed by a doctor and can be legally produced with governmental license, for export purposes or authoized use or sale only.
Posession of Crack, Crystal Meth, and PCP-Banned, posession of any amount will result in a choice for the accused to undergo drug rehabilitation or spend 6 months in jail.
Trafficking of Marijuana: Legal to import and export to nations which consider it legal. Imported marijuana must conform to Parthian Purity Laws, including an honest declaration of what it is laced with. Also taxed at 10 Rials per kilogram.
Trafficking of Speed, Opium, MDMA, Cocaine, LSD: Legal to import and export to nations where they are legal. Substances are required to be either completely pure or have their overall purity declared. Taxed at 25 Rials per kilogram
Trafficking of Heroin: Legal to export to nations where it is legal, and to import for medical use, with proper licenses and pharmecutical company buyers already lined up. Importing recreational heroin can only be done by setting up a licensed buyer to take posession of the heroin and pay the tax required.
Trafficking of Crystal Meth, Crack, or PCP Illegal to have in Parthia, trafficking in any direction will result in a ten year prison sentence in the case of Parthian citizens and residents, or a 1.5 million Rial fine and deportation for foreigners.

Kahanistanian drug laws are similar to Allanea's, but with a few major points:
1. The minimum age is 15 for hard drugs. (Cocaine, crack, amphetamines.)
2. Heroin is still used in Kahanistan as a pain-killer.
3. There is no minimum drinking age.
4. Smoking marijuana, crack, etc. are covered by the same laws governing smoking cigarettes in public - most public facilities have designated smoking areas, usually in the higher floors of the building.
5. Driving or operating machinery (trucks, aircraft, weapons, etc.) are illegal while intoxicated on pretty much anything.
6. It's common to go into a nightclub in a Kahanistanian city and be able to buy MDMA, ketamine, powder cocaine, etc. over the counter.
7. Employers have the right to restrict drug use on their time, but cannot interfere with drug use off duty. In the military, drug use is common, but commanders can set their own policies, usually at the battalion level, and drug use in a combat zone is prohibited, as is getting high during a training exercise.

Everything's legal in Ice Hockey Players as long as it's registered with the government. Synthetic drugs are illegal unless they are registered with the Department of Substances. Anyone who produces drugs is required to give samples for identification; anything that cannot be identified is punishable.
Also, selling any substance without a government license, including caffeine, is illegal and punishable.
For individuals, the penalties are:

Three shops' 2nd offenses: Additional fine of 25,000,000 pucks and one final warning - if it happens again, the entire chain closes
Four shops' 2nd offenses: All assets are liquidated, all employees not responsible receive one year's salary as a payout, all other assets go to the government pension fund, all executives are fined one year's earnings, those who cannot pay go to jail for 10 years, those who can pay but choose not to go to prison for life
This applies to selling substances that cannot be identified or to selling without a license. However, in all honesty, it's not a problem because drugs have a bad reputation in Ice Hockey Players; it's not that people don't like what they do to one's mind (believe me, they love that) but to most, they're prohibitively expensive. A case of Eskimo Beer costs, on average, 75 pucks, and the expense of producing bootlegged drugs usually drives black market prices even higher than what the government charges. Weed costs about 150 pucks a gram, coke goes for about 750 pucks a gram, and meth goes for about 2,250 pucks a gram. It's legal, but it's cheaper to buy a new car than an ounce of meth. As we say, "Meth and coke leave you broke."

We have semi-liberal drug laws in Nationalian allowing marijuana but not heavier drugs.

Anything which you grow yourself or create yourself and make only for personal consumption is legal (this is called the Sanxani law). Karelizing and takilizing drugs are legal as well, but must be declared on the wrapping of the product. most soft drugs are legal, hard drugs are illegal, but the Sanxani-law and 'efficiency' tend to help the convicts here. Rejistanis say the drug laws don't work against drugs but against greed (you don't only make it for yourself but want to earn something), studipity (you get yourself caught) and integrity/poverty (you don't bribe enough for the charges to be dropped). The usual sentence for dealing is a prison term and for possession/consumption social work.
