Rules for Diplomatic Personnel and Embassies are as follows:
Extraterritoriality of Embassies
Embassies are considered to be extraterritorial and sovereign territory of the Embassy government. Freethinker personnel and officials may only enter with the permission of the Ambassador or the Foreign Service of the Embassy government.
Embassy Law Enforcement & Security
Embassies are responsible for their own security and law enforcement within their respective compounds. Embassies are permitted a small, established force of up to 44 soldiers, intelligence service agents or national police officers; however, the total combined number of these personnel must not exceed this limit.
Weaponry that may be stored at the embassy for the use of these personnel include;
> Up to 50 concealable side arms (Pistols and light Submachine weapons/FT equivalent)
> Up to 50 standard army side arms (Assault rifles/FT equivalent)
> Up to 4 SAW light area weapons (Light machine guns/FT equivalent)
> Up to 4 infantry-based anti-tank weapons (SAW/RPG/FT equivalent)
> Up to 12 unarmed (excluding non-lethal defensive systems) powered humanoid-sized armour systems.
Additional weapons may not be stored within the Embassy beyond these limits, nor additional equipment housed outside the Embassy for use by Embassy staff. Only security personnel may carry weaponry beyond the Embassy confines and such weaponry is limited to concealed side arms carried on the security staff’s person whilst on official duties. Only ten armed personnel may be outside of Embassy limits at any one time. The Freethinker government reserves the right to veto any specified class of weapon or defensive system.
External security on Freethinker soil for the compound will be provided by armed contingents of human agents of the CNIO, and vampire Pathfinders of the Navarrok Guard. These small contingents will not monitor nor restrict access to the Embassy grounds for either staff or visitors. Objections to particular units involved may be accommodated dependent upon security considerations. Additional external protection may also be provided if considered necessary. Embassies may be equipped with non-lethal defensive measures including IED jamming gear and non-manipulable shielding.
During a security incident Freethinker security services will inform and liaise with Embassy personnel in order to secure the safety of the Embassy and its staff. All domestic intelligence directly related to the operation and security of the Embassy will be passed as soon as possible to Embassy security personnel, in turn the response to such incidents will be lead by domestic Freethinker personnel, including national conflict, terrorist attacks and incursions by native wildlife.
Subjugation of Freethinker Law
With the exception of the Ambassador, their spouse or partner, and eight members of the Embassy staff (chosen by the Ambassador and confirmed by both governments) who will be granted Extraterritoriality, all Embassy personnel are subject to Freethinker law outside the Embassy limits.
Expelling of Diplomatic Personnel
The Freethinker government reserves the right to expel any and all members of any foreign government at any time, for any reason.
Communication Outside Embassy Compound
Each Embassy compound is permitted one- and only one- secure satellite communications station within the Embassy compound. Communications carried on this system may be encrypted or employ any other anti-intrusion measures the Embassy personnel consider prudent. All other message traffic must go through public communications circuits or be carried in the Diplomatic Pouch.
Communication with Nationals Accused of Criminal Activity
Embassy personnel will be permitted to communicate confidentially with citizens of the Embassy's government accused of crimes within Freethinker territory. The Embassy will be expected to supply translation and legal representation to any of its citizens held in Freethinker custody.
Embassy staff will be immediately informed independently if a citizen has been arrested to the best of the police service’s ability, and all relevant documentation including warrants will be accessible upon request by Embassy personnel. Travel expenses within the Commonwealth for Embassy personnel will be expected to be covered by the Embassy or its parent government.
Diplomatic Vehicles
Each Embassy will be permitted to either import or domestically purchase a number of vehicles for use by Extraterritorial Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by Embassy personnel with Extraterritoriality, these are:
Two (2) Class 1E Vehicles: The Embassy may carry two armoured civilian transports for the transportation of the Ambassador, their secured diplomatic items, and visiting dignitaries. The vehicles may carry armour sufficient to deflect explosive blasts and heavy projectile fire. Additional security devices including NBC protection, personnel weapon storage, secure ground communication systems, anti-hijacking protection, and other systems. The Freethinker government reserves the right to refuse the installation or operation of certain security systems in these vehicles.
Two (2) Class 3 Vehicles: The Embassy may carry two unarmed light military standard utility vehicles for use during emergencies and evacuation. These vehicles are NOT permitted to leave the Embassy compound without prior permission of the Freethinker government. The Freethinker government reserves the right to refuse the installation or operation of certain security systems in these vehicles.
Four (4) Class 1A Vehicles: The Embassy may carry four civilian model cars for use as Embassy personnel transports. Minor security system installations excluding weapons carriage may be allowed dependent upon circumstance. The Freethinker government reserves the right to refuse the installation or operation of certain security systems in these vehicles. These vehicles will be considered extensions of the Embassy compound ONLY if occupied by an Embassy member of staff granted Extraterritoriality. It is highly recommended that all vehicles be adjusted and acclimatised for heavy off-road travel.
Prior to entry in service, all vehicles will be thoroughly inspected by a team from the Freethinker Foreign Office in the presence of Embassy security staff. All equipment installed in or on the vehicles will be demonstrated to Freethinker personnel. Any additional equipment installed subsequent to approval must also be examined by Freethinker personnel and its purpose demonstrated. Diplomatic vehicles will be examined at random intervals agreed to by the Ambassador. Any alteration to the agreed equipment will be considered a violation of the Diplomatic Agreement.
Aerospace Transport Appended:
The Embassy may have a VTOL/STOL or GravPort within its grounds if space permits. No aerospace craft may be based at the Embassy itself but flights may be operated to and from the Embassy without landing within Freethinker Commonwealth sovereign territory. All aerospace movements must be filed with Freethinker ATC for the relevant aerospace, and military or other armed craft must be cleared by the Freethinker Government for flights over Commonwealth aerospace. Aircraft departing the Embassy to a point within the Commonwealth must land at an official Port of Entry either at or on the journey to a particular destination. The Freethinker government reserves the right to refuse any flight plan for any reason.
Diplomatic Personnel and Espionage
Any Embassy personnel caught engaging in espionage will be summarily deported (if granted Extraterritoriality) or prosecuted within the full extent of Freethinker law (all others). Details of the relevant procedure and warrant will be made available (with reasonable restrictions) to any query by the Embassy’s government. Repeated violation or attempted violation may result in censure or restriction of Embassy access and travel, or outright expulsion if deemed necessary.
Travel Restrictions Placed on Embassy Personnel
There are no effective travel restrictions for Embassy staff beyond standard prohibitions on secure areas and private property. National and diplomatic identification should be carried at ALL times when on Freethinker sovereign territory. It is advised that travel beyond the secured city perimeters should only be done either by trained and cautioned personnel or with domestic security teams or armed guides.
This Diplomatic Agreement is considered non-negotiable and binding for all signatories. Please send any applicable restrictions for Freethinker Diplomatic personnel in your territory.
