There's plenty of precedent for countries spying on each other, despite not being at war or even being allies. You probably remember the Anglo-Russian rock scandal. Check this out if you don't:

I'd like to do an RP that contrasts closed-doors diplomacy with poky journalists and public perception of what the government is up to. Anybody else interested?
