"Hello, and welcome to a special edition of World Cup Sloths from the King Francesco Stadium in Kingsbury, I'm Mike Jones..."

"...and I'm Kenny Sanderson, and..."

MJ: "Wait, what are you doing here?"

KS: "Well, the SFF wanted to send one of the surrent players along for this edition, and so they considered my experience as a part-time radio personality and sent me."

MJ: "You're not after our jobs at all?"

KS: "Of course not!"

MJ: "Good."

FS: "Anyway, we are here to see Schiavonia and The Islands of Qutar put forward their bid to host World Cup 30, although if you ask me, they're wasting their time going up against the WCC President and Vice-President. Stupid idea."

MJ: "Shut up Filipo, or we will give Kenny your job!"

FS: "Sorry."

MJ: "Now come on, we need all the support we can get. Now Kenny, is this bid any different to the one we put forward last time?"

KS: "How should I know? I'm just one of the players. Although the three of us will be producing a radio guide for visitors to the islands should our bid win."

MJ: "They didn't tell us that!"

KS: "Well, they remember the Lemmitanians doing such a thing at World Cup 12, and we thought that some people don't quite get what Schiavonia is about, so we're going to do a version."

MJ: "But why are you coming along?"

KS: "Work experience!"

MJ: "You're after our jobs!"

KS: "I'm joking! No, it's just who the SFF have chosen to do it. Of course, out version isn't going to be as entertaining as the Lemmitanian version, but then, what is?"

MJ: "Indeed."

KS: "And they said that if we don't host, then we might get to do a special series on historical World Cup nations instead."

MJ: "Well, history isn't really our strong point, Kenny. We've only been on the scene since twenty-six. Stupid idea if you ask me. Anyway, Harvey Alfredo, Chief of the SFF, is taking to the stand, let's hear what he has to say..."


Harvey Alfredo steps up to a podium with the SFF logo on it and opens up his pre-prepared speech.

"Ladies, gentlemen and whoever else might be out there, welcome to Kingsbury, where we hope to welcome you all for the opening ceremony of World Cup 30. Now, I am here today to tell you about the hosting bid between ourselves and our coleagues in The Islands of Qutar. Oh, and if any of it seems familiar, then it would do, what with it being a repeat bid."

Harvey puts the first of a number of slides on the screen behind him.

"As you can see, we... um, how did that get in there?"

He pushes the button again to change the slide again.

"Ahem, sorry, must have left that in there from... yes, well..."

"This is our bid to host World Cup 30."

NUMBERS/FORMAT
"Once again, our bid does not include a specific number of participants, because the scorinator can easily be altered to amend for numbers. As long as it's reasonably simple to work with. Else we'll just hold up until another couple join in. Which doesn't usually take long.

"One important this to note will be that while the qualifying draw will, as ever, be seeded, teams will be put into the groups in different, randomised orders. So that when 1v2 takes place, it could be between any of the teams in the group, and thus not all the games involving the top teams will take place on the same day."

SCORINATION
"Our scorinator will still be the Schiavone International Scorinator. Schiavonia's version will be the original OpenOffice spreadsheet version, while Qutar will be using a PHP version he has created using the same formula. They are the same, just in a different format.

"What makes the scorinator special is the formula used. It uses a more ratio-based formula, so that, for example a team with 20 KPB ranking points are twice as good as team with 10, and they, in turn, are twice as good as a team with 5.

"The reason we hav done this is to make the whole system fairer. Currently, over 30 points seperate the top ranked teams from 17th place, while only fifteen cover everyone from 38th down. So an unranked team is twice as close to 38th place as 17th are to the best team in the world.

"Now, stop me if I'm wrong, but that doesn't quite seem right. So, let's put it this way. The top ranked team, currently Bedistan, have 62.33 KPB Ranking points. The teams closest to half that are in 17th and 18th place. Now, if you look at the listings, you'll see that the teams with around half of their rankings points are roughly just as far away, around 37th or 38th. Half again is down to the late 60s and early 70s, then to around 110, and so on. That's why we do it, and that's why we think it is the best method.

"Which is slightly different for the team with the higher rank than it is the lower rank..."

A goal is scored if...

where R = Random number, 0 < R < 1
+ is used for the team with less ranking points, - is used for more.

"Basically, the formula takes how good teams are proportionally to each other, so that teams with 30 and 60 ranking points have roughly the same chances of beating each other as teams with 3 and 6 ranking points. However, it isn't exactly like this, as teams with no ranking points at all wouldn't fit into the equation, so they are given 0.001 of a ranking point for the sake of the equation.

"To account for any home advantages that may occur, the number produced from the formula that R must be greater than is reduced by a third of 1 - this number. So, say that a team scores if R > 0.88, but the team are at home. This then becomes R > 0.84, as a third of 1 - 0.88 = 0.04, and 0.88 - 0.04 = 0.84

"Now, you might be able to notice a slight difference to the formula from the version that you saw in our last bid. This is because the scorinator was not just fair, but also predictable. Now we have added a little more unpredictability to the scheme of things, although not on the scale where it becomes ridiculous. And it will still be fair in that everyone in the rankings is as liable to shock results as everyone else.

"Each team has 12 attacks (chances to score a goal using the formula)."

RP BONUS
"Our RP bonus will be a quantity bonus. But it won't be a plain quantity bonus. It will have limits (we're not telling you what they are), which you should easily reach the maximum for if you RP regularly, or even have to miss a couple of days and make up later (because we know you can't all make it on every day!). The only quality limit will be that no bonus will be given for anything that shows a complete lack of imagination, such as just writing out the table situation into sentences. We know the tables already, for chrissakes!

"The bonus will be given in rankings points, with up to three to be gained. This means that it is worth more to those who need the boost more (those with less rankings points), while those who don't need it as much still feel the effects, just not as much.

STYLE MODIFIERS
"The SIS does allow for style modifiers if you so desire, and this time they will be from +5 to -5, giving enough variation to be fun, but not too much as to over-complicate things."

"Information about the locations in Schiavonia and Qutar to be used will be featured later. If anybody has any questions about the bid, please feel free to ask, either here or by telegram."

"Finally, we would like to announce that the 'Legends Penalty Shoot-Out Competition,' which will be held between World Cup Qualifying and the Finals, would take place in this very stadium. All we request is that the said legends are still alive. No zombies, ghosts or anything like that, please, as they are illegal in the Forty-Six Islands."

The Stadium of Light is the pride of The Islands of Qutar, and rightly so with iits newly upgraded capacity over 80,000 football hungry fans can see thier teams try to win footballing glory. In the domestic season it is the stadium for Cëre United, and plays host to the final of the Qutari Cup.

Liberty Stadium, Bembridge
Capacity - 76,200

Liberty Stadium was the largest in Qutar until recently, and has built up a repuation of being one of the most atmospheric as fans of Bembridge FC will tell you. While fans are eagerly waiting to get into the stadium or nervously awaiting the second half, they can enjoy good quality grub from the catering avalible in the stadium, rated the best in Qutar.

Dove Memorial Stadium, Arun

The home of the past masters Arun City who stormed past all opponents back in the 70's, still a great stadium even though it nearly never draws in a capacity crowd for Arun City, but they are fickle fans and when there is a full house the atmosphere will be electric. Named in honor of Paul Dove our national manager and ex-Arun City manager in its hey-day.

An aptly named stadium as it has seen many a dream realised, althought not too recently for the fans of Sofia, though there fans are loyal and even though they have slipped to becoming a mid-table First Division side there is nearly always a capacity crowd. Close to facilities nearby, you won't find a lack of hotels, restaurants or pubs in Qutar's third largest city.

Albatross Stadium, Newport

Known affectionatly by fans as the Sweet Wrapper Stadium, the Albatross Stadium is home to Newport FC, and has increased its capacity recently in an unorthodox fashion leading to the look of the stadium. Known for its excellent grub, excellent atmosphere, and of course its looks.

Kennedy Stadium, Fareham

Named after the Fareham's most famous striker Ben Kennedy, who many critics are puzzled as to why he wasn't capped for often. But it left him more time to dazzle the Fareham fans in the old stadium, this new stadium was built after being in the Premier League the old stadium was rather out of place. Easy access by road, rail and parachute.

Ashgrove Park Stadium, Bristol

One of the most unimaginative stadium names in Qutar, but Ashgrove Park have done the imagining inside the stadium, climbling from Non-League status all the way the Premier League in consecutive seasons. The little stadium/field just wasn't going to do anymore, so the new stadium has been built just in time for this World Cup, and in a place known for its rain you'll be glad to know that its all roofed, no need to bring your raincoats. Well in the Stadium anyway...

Built to see in the new Millenium, home to Highfield Althletic and thankfully unlike Bristol its a very sunny place, so you can bask in the sun while you watch the game unfold beneath you. They were planning to write Millenium round the stadium but they ran out of paint.

A question for the Islands of Qutar: How would hosting World Cup XXX affect your nation's hosting of the NS Champions League and NSFA Cup?

It would not, I've just returned from holiday and plan to start the NSCL and NSFA Cup off very soon, so only the end of the tournaments would coincide with the start of the qualifiers but there shouldn't be any disruption

A small balding man, heads up to the podium in front of many representatives of the world media to announce details of the Schiavonia-Qutar Bid

Thank you all for coming here this morning, I as head of the Qutari side of the joint Schiavonia-Qutar bid, have come to announce a decision made by the joint committee regarding the complaints procedure used during the World Cup in both its stages. We have decided that we will accept complaints written to the Joint Committee regarding the issue of Yellow & Red Cards given, poor quality of referees, and general unfair play. Yellow and Red cards can be recinded given the appropriate evidence. The committee cannot of course change the outcome of the game, but we can only hope to change the situation so that such wrong-doings are less likely in the future. Thank you that will be all

The King Francesco Stadium is the centre of the Schiavone sports scene. What with it being the national stadium and what have you. The KFS will host the Opening Ceremony, but not the final, as this will be held in Qutar, as they have a bigger stadium. Still, it will be a proud moment if the orange and scarlet army get to start the World Cup party!
Would host: Opening ceremony, three group games, second round, semi-final, 3rd/4th place game.


The Throne, Kingsbury
Capacity - 58,000

The Throne is the home of Kingsbury's top club side, Kingsbury Monarchs. It is also the biggest club stadium in Schiavonia. A stadium fit for a king. That is, if he didn't already have a better and bigger one...

Sedgefield Park, Sedgefield

Sedgefield Park is the biggest stadium in Schiavonia's second city, Sedgefield, and is also the biggest outside Kingsbury. Hard to believe, but this place sterted off as a tiny little field amongst a bunch of houses. But the locals love the game and their team so much that they gave up their homes in return for appartments overlooking the pitch at the northern end of the ground.
Would host: Three group games, quarter-final.


Shamrock Park, Threlo
Capacity - 47,565

Threlo is the centre of Schiavonia's not-that-big celtic community. Thus Shamrock Park is the centre of their community, what it being big enough to seat a vast proportion of them. But hey always come for the sport, and this is one of the best loved stadia in teh Forty-Six Islands.

The Headland, Kingsbury Rock, Kingsbury
Capacity - 42,000

While it is only Kingsbury's third biggest stadium, and that Kingsbury Rocks who play there play in the shadows of their local rivals, The Headland is one of the most spectacular locations for a stadium in the world. Kingsbury in one direction, Kingsbury Bay another, the blue oceans of FIFA in another, and finally the beautiful rolling countryside of Schiavonia the other. A beautiful location for a beautiful ground.

Il Parabol, Unimo

The stadium is thus named because it originally only consisted of one of the curved end sections. However, this left players exposed to the wind, so they put a matching parabol at the other end. Only once they figured that stands down the sides, to make a complete ring, would completely keep the wind out, did this stadium finally become complete.

Stonyshore, Welkay
Capacity - 37,780

Stonyshore is built upon the banks of the lake to the south of the town of Welkay. If it wasn't for the Headland, this would be the best-located stadium in the country. Still, the nearby hills would make a beautiful backdrop for any international sporting event.

For some bizzare reason, this stadium is named after the King of Spruitland. Why the natives of Heartellpool gave their stadium this name, we don't quite know. They must just be really odd.

Herculean Stadium, Cartfield

In all honesty, nobody in their right mind would call this place Herculean. But then, you have to scare the visitors somehow. If the name doesn't get you (and let's be honest, it probably wouldn't), the toilets will. Or maybe the quality gourmet menu of sludge and cardboard. The perfect pre-match meal!

OK, this is sort of a geekish question about your scorinator formulae, but this is how I've been trained to think about things:

Based on the formulae provided, an extreme limit of the probabilities of a goal are .17-.03 (based on the lower ranked team having rating 0, match at neutral site, no RP bonus, etc.). Now doing a quick simulation I find that, in this case, the probability of the lower ranked team winning is about .05, and the probability of a draw is about .15. These probabilities (especially the draw) seem really quite high for a match of such extreme ranking difference. Do you have any comment on that?

I have a question about the RP bonus. Specifically, when you say "writing out the table situation in sentences" as being "unimaginative," does that mean newspaper-styled accounts of a match and a standings review won't count on a RP bonus?

I think if someone puts effort into typing a RP post, the fact someone puts any kind of thought into it should not be penalised. One sentence "RPs" are what you should be trying to avoid.

That's a pretty cool link except for two things: One, how do you scorinate the nearly 100 games per matchday without having to enter that information for each individual game? Two, there were some annoying pop up ads that prevented me from manipulating the information too often and for far too long.

I might even be able to scorinate tournaments using that formula if I were permitted to...

Since you seem to be a new nation to the WC, you probably want to sign up for the Baptism of Fire cup as well, intended to give new nations a boost before World Cup Qualifying begins.

I'll also be using the spreadsheet version. Same formula, different layout. Comew with the fixture lists worked out already.
