Imperial Decree of the Most Holy Tsar

As Most Holy Tsar of the Eternal Empire, the power of the crown vested in me on behalf of the Grace of God, Lord Most High and King of Kings, I issue this proclaimation, as is my divine right, presented to the Andropov Family by the Lord Most High.

As Man is falliable, and his systems falliable along with him, no such system can be perfect and uncorruptable;

As the life of Man is Precious and Holy, granted by the Eternal Grace of the Everlasting God and His to manage and maintain, to give and take;

A system designed by Man cannot claim the right to take a human life, when the system is inherently falliable;

Therefore,

I hereby order the restriction of the ability of the courts to take a man's life: the death penalty shall be abolished as an applicable punishment to be issued by the corts.

HOWEVER,

In the most extreme cases, the Most Holy Tsar, who acts on behalf of the Grace of God and therefore carries out His Divine Will, Imperiator of All Under Heaven, may issue an execution order in the most extreme and henious situations, if that by permanent removal of the person society will be better protected. This power is only to be reserved in the most extreme of cases.

Subject: Restrictions of death penalty

Dear Tsar,

I would like to pensonally congratulate you for restricting the death penalty in Derscon. As human errors are possible, death penalty is not a way to rule something, as it can be overused in some cases, sadly. We also hope your subjects will enjoy that decree as much as Oliverrians did when death penalty was banned.
