It's almost done in Chicanada for a second time, so how about signing up for the third edition of the tourney. And no, Chicanada will not be hosting this time.

About the NEW NEW RANKINGS, i didn't punish LE or Swilitia or Becquerelia or
Spruitland or Casari or San Haven or Krytenia . Since they weren't in the 2nd cup i couldn't give them points.... I guess i could just give them the 1.70 pts for Non-Qualifiers though... gimme a minute to fix it.

On behalf of the New Montreal States Ministry of Morale, welcome. Without further ado:

Our Qualifications

The NMS have co-hosted both the XVI Cup of Harmony and Love Haiku Contest (http://forums.jolt.co.uk/showthread.php?t=444351&page=1) and WC28 (http://forums.jolt.co.uk/showthread.php?t=479412) with The Archregimancy. Both were well received.

Our Scorinator

Has an even more impressive record than we do, having been used for both WC25 and WC28, and having been created by Kaze Progressa, the legendary Excel stud. It will accept styles from -2 to +2. Point values from Qazox's Q Ratings (rather than sequential values) will be used.

Our Format

With 31 nations signed up and the floodgates seemingly closed, we've prepared two possible formats, but would be perfectly willing to improvise if need be.

Our 32 Team Format would be the basic men's World Cup Finals format - 8 groups of 4, top two advance. Placement matches for the top 16 would take place along with the finals.

Our 36 Team Format would consist of five groups of seven playing home-and-away matches. The top three teams would advance. We'd award ourselves a bye to round out a group of 16, and everyone would place.

Our Schedule

Stepping out of character a moment, the Group Draw would take place on the 22nd or 23rd of July. 48 hours (probably a little more than that) will be alloted for rosters and such, and then the tournament will kick off. As of right now, I should be able to scorinate one matchday per RL day without problem. This is, of course, subject to change.

LE was only down to 14th after NOT partcipating in the 2nd cup and only went up 2 spots after readjusting... it will be up to the host(s) as to which one... either way.. after the 3rd CUp.. the rankings should be stable (i hope)

Sure, in anticipation of a possible normal WC bid for 31 or 32, the FALE will big to bring the cup to the home of the first Women's World champions.

So, uh, yeah, if you're wondering what Liverpool England has hosted, we've hosted two FHWCs, one BoF, one World Cup, one Cherry Cup, one NSFA Cup, and effectively F1GP4.

Scorinator and Rankings:
NSFS, with styles of -5 to +5. Simple and easy to deal with. We'd be using the points from the rankings, rather than linear rankings.
I'd adopt whichever is the consensus choice for rankings, even if it makes a difference between whether the first world champs are ranked mid-table or very, very poorly.

Format:
32 teams: regular WC format
34 teams: 7 groups of 4, 1 group of 6. Group winners qualify. Second placed teams from all groups, plus the third and fourth teams from the group of 6, rearranged into a table, top 6 qualify, leaving four teams to playoff for the remaining two spots. From there, a straight knockout 16 -> 8 -> 4 -> 2 -> 1
36 teams: 6 groups of 6. Top two from each group, plus best 4 third placed teams qualify.
38 teams: 5 groups of 6, 1 group of 8. Top two from each group qualify. All third placed teams, plus the 4th and 5th placed teams from the group of 8 (8 teams), playoff for the remaining 4 spots.

RP bonus
Per 150 words, or part thereof, earns you an additional 2.5% of your linear ranking to your points, to the second decimal (IE, lower-ranked teams get more RP bonus for the same amount of RP as a top-ranked team would get, as a 20th ranked team would get a 0.5 scorination point bonus, while the 1st ranked would earn just 0.03 (rounded up from 0.025), which in this case where the points are so closely packed, would mean RPs count much more). This is however not taking into account quality. Poor quality RPs (defined as anything that isn't coherent, incivil, or just obvious bitching - unless it is done ICly; dyslexia and grammar mistakes can be forgiven) will see a 15% deduction of your scorination points.

Schedule
Unlike NMS, I would not be able to scorinate every day - Mondays GMT would be the day I cannot scorinate. However, I can start the cup much earlier than he can (I can do it anytime).

Updated to San Haven. Almost listed Jeruselem as a participant twice. And links for both bids are on the main post. Qazox has taken the initative to get the voting started (grazie!) so please send to Qazox or Chicanada (since I sorta kinda is the president sorta of the thing in some roundabout way, dontchaknow) by Thursday July 13. Winner announced after the final tally taken. Hopefully, the qualifying/finals/what have you can start the following Monday

Bumps for Qazox while we wait for the Host Announcement. As well as confirmation that Juve, Fiorentina and Lazio got sent to Serie B and AC starts 15 behing Inter and Roma. And that Juve, while in B, must win 7 matches to get back to 0.
