The definition of who exactly was a Tiburonese was loose. Demographically, humans- specifically, athiest humans of North American, Japanese, or Indian (from India) descent- made up the bulk of the population. A point of pride about Tiburon, however, was its inclusiveness. Any race, any religion, any "ism" that one could think of (yes- including, unfortunately, the bad ones- that's what one gets in a free country, after all) could be found in Tiburon.
Overwhelmingly, though, a few things help defined the Tiburonese spirit. In general, there was an acceptance of science as the prime mover of the universe, and some measure of understanding and disapproval of those who preferred to shelter themselves in the myths of the supernatural. There was a belief in the system that had worked so well for Tiburonese- the liberal democratic system, based on freedoms and progressivism. And there was the desire to work hard and aim high. And in this, the last two converged perfectly, as did the cogs of gears intermeshed in synchronization.

First, let me extend my greatest gratitude to you and your fellow exiles for doing the work you have for so long. The battle for freedom and liberty, that most noble of battles in the geopolitical realm, must always be fought wherever it is met, for a threat against freedom for one, anywhere, is a threat against freedom for all, everywhere.
With that in mind, an apology on behalf of myself and my nation is in order. We have historically opposed in principle the Reich- have given asylum to those who sought it, have given any sort of assistance that they have sought- but we did not feel that we could provide the assistance that a government-in-exile requires to reconquer their rightful territory. We believe that now is the time that we are able to do this- hence, the issuance of this letter- but we must apologize regardless for this lapse. If any forgiveness can be granted to us, please, accept our offer of assistance.
This offer- the meat behind this message- is by no means limited. We are currently negotiating with the Um Lizaan government to assist them in their battle against oppression, and we wish to do the same here. And as with them, we make this offer to your government- an offer of open assistance. Any request your government makes, we promise to do our utmost to meet. Tanks. Fighter and bomber planes. Infantry weapons. Training. Financial assistance. Intelligence (this, however, must naturally be screened past our Division of Intelligence, as all intelligence to any government must). Communications equipment. Transportation. This much we pledge to you and all those that continue to fight the good fight- and more.
I wish to meet with you as soon as is possible for you to arrive in Tiburon- I promise to make myself immediately available to you when you arrive.
