Hi, I'm from Earth II, and we want to hold our own WC, but we have no idea how to get started. Could someone give us some hints? Also, how do we go about scoring the matchs, and yellow cards etc?

Read the wiki article on Scorinators (http://ns.goobergunch.net/wiki/index.php/Scorinate), then read the FAQs (http://ns.goobergunch.net/wiki/index.php/World_Cup_FAQs) article, paying attention to the 'What is RolePlay?' and 'Rosters' sections.
Personally, I'd reccomend NS FootySim (http://ns.goobergunch.net/wiki/index.php/NSFootySim) as a scorinator. I checked your E2 forums and whoever had the idea about TGing a number between 0 and 4 and one between 0 and 3 for goals and cards - or something similar - is hugely over-complicating something that's very simple in reality.
Host posts scores, players RP said using said scores. Anything else - like cards, snipers, riots, cheerleaders, fights, etc - goes, pretty much.
