Berchman's Isle has long been known as a location of peace and solitude. However, this changed quickly. Five years ago, the government recently approved the building of Saint John, a new city. Quickly, business built up. However, the Cesari Coporate Body purchased a strip along the entire south west coast of the island. Here, Paul Cesari built up three enourmous Casinos, restaurants, bars, and nightclubs. At the grand opening of the new City, the King cut the ribbon. The city was an instant success. People literlly flooded the street, hunting for entertainment. Of course, the most popular place's was the Cesari District, as the Southwest had been dubbed.
----
Paul Cesari looked out over the floors. He was sitting at his desk, in his main office, in the Seaboard Casino. Across from him were Geroge Rosario, his head of security, Carmine Angelo, his "Vice President", Michael Marino, his advisor, and Salvatore Marco, his enforcer. They all wore expensive tailored suits. Paul removed a cigarette from his mouth, and said, "Look at all those idiots. Wasting money away like its nothing. Geoge, make sure your men inform me of any cheating. We need to make examples before evicting people." He reponded, "You know I will, Paul." He smiled, "Excellent." The men all poured the finest wine available, and drank to the strips success.

As the tall Noldorin elf stepped through the doorway and into the office of Paul Cesari’s secretary, he could not help but chuckle at the security process he had to go through. His identification card had been given to the guards. But it was of little use to anyone except for providing a picture and a name, for all the information contained within, including the DNA sample, could only be obtained through a certified ID card reader that was built specifically by the Corporation. The weapons search had amused him too. What could he possibly do with a sidearm? He was not a soldier but a businessman and an administrator. For the past eight years, he had been the chairman of the Waterfront Development Commission. The name was a misnomer though as the commission did not only oversee the commercial development of the waterfront area but instead the entire cities of Caprica City, New Newport News, and Wilmington, the three largest industrial and commercial areas in the entire nation.

He tugged at his expensive black suit slightly and checked all of his buttons before he moved forward to the secretary’s desk. Others would find it odd that he was not wearing the traditional robes but he had wanted to “fit in” with these people, something that would help in negotiations. With a bow of the head, he introduced himself to the secretary. “Good evening, my name is Glarafon. I am here to speak with Mr. Cesari concerning a business matter.”

The attractive young secretary said, "One moment please." She picked up the phone, and said, "Mr. Cesari, some, ah, man is here by the name of Glarafon, I believe. He is here to see you." he replied, "Very well, send him in, and check up in a few minutes." The secretary said, "Certainly, Mr. Cesari." SHe hung up and said, "You can go in."

When he went in, all the other superior men were walking out, into a side room. They gave funny looks at the Gandolfo, and then closed the door. Cesari leaned forward on his desk and said, "How can I help you?" He turned the volume on the computer off, which currently had a security camera up, just as a young woman began to perform Peggy Lee's You give me fever.

With his hands neatly tucked behind his back, Glarafon gave a gentle nod and began. “I have come here on behalf of the Northrop-Grumman Waterfront Development Commission, which oversees all the economic and commercial revitalization of the three major cities. We essentially travel around the world looking for individuals that can offer us a business which will assist us in our goal.”

He slowly took his hands out from behind his back and gestured to the building around him. “This very establishment caught my eye when it was first being constructed, and from the grand opening onward, I have been watching to see how well you would fare here. I must say that overall I am quite impressed. Such an establishment would be a welcome asset to our capital city. I could go on, if you are interested.”

Cesari stood up, and motioned to a chair across from him, "I am very interested. Please, have a seat." He walked over to the bar and poured them both a glass of the finest red wine in the Empire. He handed one to him and said, "However, I must have a guarentee that the establishment be allowed to run security as it sees fit." He smiled, "By little brother, Vinny, would run the place. Now, please, go on." He sat back down, and waited.

“Thank you,” replied Glarafon as he gently took the glass of wine from him and sipped a small bit of it. “Most excellent wine, I must say. You certainly do have good taste.” He rested the glass on his lap and continued. “I can offer you a sizeable portion of land, approximately thirty acres, along the waterfront area of Caprica City to rent with the option to buy in five years. There you can construct whatever size casino resorts you feel would be necessary to serve a city of over forty million. I can say this though, if you accept, you will be the first casino ever built in the capital city. It would surely be a monopoly.”

Cesari's eyes flsahed at the word monopoly. He said, "I will certainly take the offer." He envisined it in his mind, casinos, all bearing the Seaboard name, lining the ocean, with hotels in between, fine restaurants, docks, and all sorts of enterprises. "I trust you will help us remain a monoply. Others will surely try to copy, and I trust you will help us deal with them?"

Glarafon chuckled. “Of course, that can be arranged quite easily for I have many connections within the Corporation. Things can be made extremely difficult for those wanting to go through the needed paperwork to get the license to establish a place like this, but I can get around many of that for you so you needn’t worry.” He grinned and took another sip of his wine. “And those that do manage to get through will be stopped using numerous methods. But I must say though, such luxuries will be provided at a cost.” Once again he rested his glass on his lap and waited for the reaction.

Cesari stood up, "Of course. You can also look the other way for some activites others wouldn't get away with. Nothing serious, just some, ah, bullshit laws. Minor shit." He smiled and said, "Now, shall we sign the papers?"
The secretary called and Cesari said, "Thanks. Tell Sal to get his buddies to retake his old restaurant." He hung up, and waited.

Sal Marco used to own Paisano's. He had sold it to a Frenchman. However, he was no longer losing power. Cesari's organization had taken his over to prevent them from giving the whole thing of theirs a bad name. He alerted his men within Carmel. They walked intot he retaurant, force dtheir way into the owners office, and demanded he sign it over to Sal Marco again. He refused, and a gun was palced to his head. He began cowering, "Alright, alright." He did, and a bullet was placed in his head. Cesari, through Marco, now owned Paisano's, the King's favorite restaurant.

When the appropriate papers were laid out upon the desk, Glarafon signed his name ornately with just the twist of his wrist and handed the pen over to Cesari. “It has been a pleasure doing business with you, Mr. Cesari. I assure you that if your first casino is a success, there will be other opportunities that will arise for you to open others in the other two cities that I hold land in.”

He took a pen out of his suit pocket- gold, with silver lettering that spelt his name. With a floruish, he signed, Paul M. Cesari, the M standing for Michael. He smiled, and opened a desk drawer. He removed two of the best cuban cigars, and a zippo lighter with the Seaboard casino on it, and the words, The Seaboard. He lit on, and put it in his mouth, and offered the other to Glarafon, and kept the flame up, so he could light it. Cesari also turned the volume back up, and another woman began perform Mambo Italiano with a man of the same age.

Smiling at the thought of a relaxing smoke, Glarafon gently grasped the Cuban cigar and politely thanked his host and new business partner. He examined it for a moment and put it into his mouth, leaning over the open flame to light it. Within a few short seconds, he was happily puffing away on his cigar, enjoying the taste of it. “In addition to the wine, it appears that you have an excellent taste in cigars, too.” He chuckled slightly.

Cesari said, "You will find I only tolerate the best." He smiled, and pulled an unopened, large box of Cuban Cigars. He handed it to him and said, "A gift to you, Glarafon." He puffed his cigar, and also gave him one of the few original Seaboard lighters. "That lighter is worth more than 3,000 dollars, take care of it." He opened the door for him and said, "You may enjoy the Casino, if you wish. The food is excellent. I will be in contact with you, I am sure. Let me know ehn there are openings in the other cities." He then shook his hand.
