Treaty of Mutual Interstellar Cooperation between the United Solaris Federation of Tiburon and the First Distributed Kingdom of Weyr

Preamble- The nations of the United Solaris Federation of Tiburon (USF) and the First Distributed Kingdom of Weyr (FDK) on this date, June 10th, NCE 271, agree to unite their nations in an agreement of mutual cooperation and alliance. The parties to this treaty redeclare their dedication to the advancement and maintenance of peace and security throughout the multiverse and express their goodwill and their desire to live in peace with all sentients of the multiverse. These nations also declare their determination to safeguard the freedoms and liberties of their sentients, based on the principles of democracy, individual liberty, the rule of law, and progressivism that both nations share. They wish to join in alliance to preserve and protect the safety and well-being of their respective nations throughout the multiverse, so that no potential aggressor could be under the illusion that any of them stand alone. They therefore agree to this Mutual Interstellar Cooperation Treaty:

Article 1- In order to formalize and secure the mutual cooperation between the USF and the FDK, these two nations agree to enter a status of alliance, mutual defense, and collective security. This status shall not be abridged while this treaty is in effect, and abridgement of this status shall represent an immediate withdrawal from this treaty by the respective party.

Article 2- In accordance with Article I of this treaty, the nations agree that an unprovoked attack on any territory under the jurisdiction of either nation, an unprovoked attack on any property under the ownership of either nation, or any other unprovoked act of war, shall be interpreted as an attack on both nations, and each respective government shall take any actions it deems necessary, including the use of armed force, to maintain the security of both nations.

Article 3- These two nations will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, by promoting conditions of stability and well-being, and by promoting the spirit of progressivism throughout the multiverse.

Article 4- In accordance with Article I of this treaty, the two nations will engage in an intelligence-sharing program such that each nation shall share any and all classified information if it represents a critical point of information for either nation or if it is requested by the other nation. All such information shall be released at the discretion of the sending nation.

Article 5- In order more effectively to achieve the objectives of this treaty, the nations, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 6- The nations will consult together whenever, in the opinion of either of them, the territorial integrity, political independence or security of either of the nations is threatened.

Article 7- Matters regarding the Mutual Interstellar Cooperation Treaty (MIC Treaty) shall be forwarded to and determined by the heads of government of each respective nation (the President of the USF, and the High King of the FDK). These two shall act as the executors of the terms of the treaty.

Article 8- Either nation may, when it deems necessary, request a renegotiation of the treaty, at which additional points may be added to or subtracted from the treaty.

Article 9- The official version of this treaty, and all documents pertaining to this treaty or this alliance forthwith, shall be in the International Standard version of the English language.

In the early hours before sunrise, the Distributed Representation emerged today after two days of continuous debate, to announce the ratification of the first bilateral treaty signed by Weyr in two hundred years not dealing with territorial transfer. With strong support from the Jovian colonial assembly, and from the High King, the treaty passed in the Distributed Representation by an overwhelming majority. "This is a very welcome step," the High King said. "This treaty is the embodiment of all the ideals expressed in the Standard Law."

The treaty formalizes existing sociopolitical ties between Tiburon and Weyr. The two nations have scored high on the United Nations' listings of politically and socially free nations, and both nations claim to strive for the increase in civil and political freedoms abroad. The core of the treaty, however, is the mutual defense pact. Many analysts view the additional clauses of the treaty as padding to conceal the military nature of the new alliance.

"We're seeing a repetition of the Standard Law," professor Hiro Tanaku said. "There is very little explanation for how the political and social goals outlined in [the treaty] will be carried out. Most of the text is spend outlining the mutual defense pact." Of the nine articles that make up the treaty, six deal with mutual defense and its related activities. Two concern treaty modification and nullification. Only one discusses the common ideology that has linked the two nations.

Recent developments in the Jovian system suggest the Distributed Representation ratified the treaty not out of any concern for the welfare of the international community, but because of increased evidence that This United State may pursue an aggressive policy on Callisto. Tiburon has already suggested it is interested in pursuing expansion into the Jovian system, and may establish a settlement on Callisto or Ganymede, both of which are currently predominantly under Weyrean control. The High King has dismissed such claims as "pure nonsense." She noted that Tiburon is a member of one of the largest full-spectrum alliances in known space, and did lack for allies. The Jovian Colonial Authority has denied allegations it is seeking to establish a network of military alliances to use against This United State.

Tiburon's membership status within the Triumvirate of Yut is claimed by some elements to be the cause for the warm relations between the two nations, and there are suggestions that the High King may request sponsorship from Tiburon in order to be considered for membership in the Triumvirate. Whether Tiburon's network of alliances is truly the cause for the treaty's ratification is not clear, but it is likely that should this alliance prove effective it will be followed up by inquiries regarding ultimate application to the Triumvirate.

Consortium, Distributed Representation Ratify Tiburon-Weyr Treaty

NEW YORK, June 11- Yesterday, both the National Legislative Consortium and Weyr's Distributed Representation ratified the recently developed bilateral treaty between Tiburon and Weyr, formalizing the terms of the pact signed by President Richard Bell and High King Kira li'Starhavven. The treaty, coming after decades of warm relations between the two states, delineates a mutual defense and intelligence-sharing pact based. According to the text of the treaty, the basis of this pact is the longstanding tradition of freedoms and liberties that each nation has had, and this treaty comes after decades of a warm relationship between the two states.

The text of the treaty delineates a mutual defense pact based on the text of the North Atlantic Treaty, which was used as the basis of the North Atlantic Treaty Organization (NATO-I) with three articles out of nine relating to the procedural aspects, one recognizing the foundation of the treaty, and the rest dealing with military aspects. Dr. Akash J. Charendra, a professor of political science at Stanford University, explained: “This treaty is really only covering those aspects of international relations which these two nations already do not have cooperation in. Due to the economic laws of both nations, a state of free trade has already existed, so there’s no real reason to formalize such a status.” (For the text of the treaty, see Page A4.)

There has been some speculation within Tiburonese political circles that this treaty is partially intended to enhance the rosters of the Alliance of Progressive Nations, an organization currently being created in closed-door meetings by President Bell, Supreme-Emperor Rrit of Scolopendra, and Prime Minister Jaime Wolfe of Haraki. The preamble of the treaty makes a direct reference to the spirit of progressivism and has a few parallels with what sources within the Executive Complex claim is the intended purpose of the APN. Bell Administration officials did not comment on this, but noted that “the primary purpose of this treaty is to bring together the nations of Tiburon and Weyr which have had a history of agreement and warm relations, stemming from their common government systems.”

There has also been some speculation that this treaty was also created partially to advance Project Stardust, the long-standing Tiburonese project which only now requires a settlement on a Jovian moon to be completed. Weyr possesses significant territories on the Galilean moons of Callisto and Ganymede, and recent developments on Callisto indicate that Tiburon may be undergoing the final phase of Project Stardust. The Bell Administration dismissed such statements, noting that, between its diplomatic system, its military might, and its allied support, it certainly had enough support before the treaty to advance a settlement on a Jovian moon, and pointed again to the traditions of freedom and liberty common to both nations as the basis of this agreement.
