In relation to this program, I am writing to you upon the matter that a search of our records indicates you have a significant interest in the Jovian moon of Callisto. Quid pro quo, we would like to make your government a fiscally generous offer for the transfer of recognition of title upon Callisto to us in the immediate future. This will naturally include transfer of all expected sovereign rights and duties over the asset to us.

Our terms are an immediate, sizable monetary transfer to your accounts as well as a promissory note of five to ten percent of total refined product from proposed T.U.S. mining ventures, should they proceed. In the interest of best business practice, we will establish this percentage relevant to the speed of your definitive, positive reply to our offer.

Regarding ourselves, we, the State, are a peaceful and profitable social, political and economic entity with good references, [ Secure File Attached ] - whom exert caution regarding whom we practice business with in order to ensure good local security. How-ever, I am sure that Director Kom would be more than willing to personally address any concerns or conditions you may wish to air in your response to this. That was, such as it could be, the long of it. The short of it was that the Imperial Union had something the State wanted, and the State was willing to pay a good price for it. What had not been mentioned directly in the text, though rather in the file attached, was that none other than the Eternal Noldorin Empire of Menelmacar was a backer for the lump-sum purchase price to be paid. The State was there-fore of the belief this endorsement would shine enough to thrust them closer to their prize than any other claimant could dare hope.

The message is reviewed, bounced about government departments in both the imperial and colonial levels, until eventually decision is made. The colony on Callisto has been steadily shrinking for the past few apparent decades, as more and more people move to more habitable and wealthier worlds in other systems. Now only a few dozen million remain behind. Eventually, a compromise with those remaining is met, with a new colony being guaranteed on resource-rich moon a core-spin system.

My government has decided to accept your offer for a transfer of our colonial territories on Callisto. The lump-sum and mining percentages you have suggested have been deemed sufficient for transfer of the territory itself, and major installations such as colony domes, life support, and existing mining systems will be left intact. Non-essential systems, including all military systems beyond minimal anti-meteorite defenses, that can be removed will be. However, we are willing to leave any requested non-classified government equipment you request in return for a fair market value of those items, and you are welcome to send inspectors to see what is currently in place. In addition, this transfer will not take place for one Terran year, in order for the current inhabitants to be removed. If these terms are acceptable, we will begin preparations for the transfer once a payment of one-half the agreed price is paid, with the rest to be paid upon final transfer of the territory. On behalf of the Director, T.R. Kom, I am writing to inform you we welcome the decision of your government. In recognition of the speed of progress, we will set the agreed percentage to the full amount of ten. You will find the first payment required in your government account at the time of acquiring this notification.

We find your own terms most acceptable and thank you for the noted infrastructure which will remain intact. Please feel free to remove the non-classified government equipment you mention, it is expected that we shall install our own proprietary systems when and where required. Based on the association of the Imperial Union with interests friendly towards our own, we do not feel a need to dispatch inspectors at this time but we thank you for your assurances.

We enthusiastically await the agreed dead-line for your exodus so we may actualize our initiatives.
