What had not been mentioned directly in the text, though rather in the file attached, was that none other than the Eternal Noldorin Empire of Menelmacar was a backer for the lump-sum purchase price to be paid. The State was there-fore of the belief this endorsement would shine enough to thrust them closer to their prize than any other claimant could dare hope.
