Governor of Caratia plans to step down; small restructuring of gov't to occur

Recently the Caratian Parliament, responding to an economic crisis and public pressure, invoked an unusual power granted by the Constitution of Caratia and appointed Prime Minister Marcus Opraeti as the temporary Dictator of Caratia for no more than six months. As dictator (the title "Governor" is used in international affairs due to the connotation of the word), Dictator Opraeti essentially has supreme control over the workings of the nation, aided by handpicked advisors. In the meantime, Parliament is to meet once per month to discuss Dictator Opraeti's performance. Should Parliament decide that it is unsatisfactory, the Dictator must resign or risk facing charges of treason, a humiliating prospect.

Dictator Opraeti's work was rated as "Exceeds Expectations" for two months straight, and the economic crisis began to resolve. But, exploiting various loopholes in Caratian law, Dictator Opraeti suspended all Parliamentary activity until further notice. There was, needless to say, somewhat of an outcry, but Dictator Opraeti insisted that not only the government would soon be returned to its original state and that he would step down as soon as possible, but also that it was "for the future of Caratia."

It seems as though Dictator Opraeti has not gone back on his promise. Last week, he announced that he would step down by the end of the next month. He also, however, said that there would be some changes to the government. Some major points include:
-The executive branch of the government would have slightly increased power, and that it would primarily consist of two consuls, instead of a single prime minister. Advisors would be appointed by the consuls and confirmed by the Senate.
-The Parliament of Caratia shall be renamed the Senate of Caratia and both Houses of Parliament are to be combined into the Senate.
-There shall be one High Senator for each province, elected by the entire province, and a number of other Senators dependent on the province's population.

One poll shows that, in urban areas, Dictator Opraeti's plan is widely supported, while a number of rural areas are opposed to the plan. According to another poll, some believe Dictator Opraeti, widely known as a staunchly conservative leader, is changing sides. Others say just the opposite, and that he is honoring Caratia's roots in the Roman and various German empires.

However, there have been rumors of terrorist threats and even the beginnings of a secessionist movement.

Dictator Opraeti has asked for the support of other nations and the U.N. in this matter, and for military aid, should it ever come to secession.
