Official Announcement of the United States Government

As some of you may or may not know, the United States of Allanea has recently acquired Roanoke Island, a large swath of land in the Haven region. As it is very lightly populated, and as our economy is still in need of foreign investments, we request that foreign corporations (OOC: Both MT and FT) arrive and invest in building factories in the United States of Allanea, and in particular on the island of Roanoke. A large amount of land in our colonies is still unclaimed by any private individal, and we'll happily include that as a benefit for every nation that applies for opening a factory.

So, what are the benefits for building a factory in the United States of Allanea?

1.First of all, there is no income tax anywhere at all. In those territories that have not received statehood yet, namely Roanoke Island and New Earth Great Britain, (http://forums.jolt.co.uk/showthread.php?t=461487) no taxes will be collected at all for the next ten years. Furthermore, in most of Allanea, there is no minimum wage, and wages meander from a de-facto minimum of $3USD per hour in places like the Hash and to $5 on Roanoke Island. Naturally, this will allow you to profit greatly from lowering construction prices whenever and whenever you build.
2.Second, land prices are really low. As we said before, large swaths of land are still not in private ownership. Any corporation willing to build factories on Roanoke Island only will be granted twenty square kilometers of land on which to build it. Those will be personal property of the corporation, to do whatever in the seven hells it wishes.
3.Third, any arms corporation willing to open such a factory will receive priority over foreign companies when contracts for the United States military are considered by the Department of Defense.
4.Fourth, any corporation opening a factory in the United States of Allanea will receive a 10 billion USD loan from the United States Department of Commerce, to be repaid over a period of 100 years. This is very easy to repay.
5.In addition to the above, arms factories will receive an additional 20 billion USD loan over and above the sum mentioned above.
6.(OOC: This is obviously only for FT Nations) Those opening factories on Midna Ceti, Helios IV, Zarahemla, Zara-Khrishta, Nova Texas will receive a land claim of 1,000 square kilometers instead of 20, on the condition they later re-sell half of that area to settlers.
7.Except the fact all of the companies that apply under the auspices of this program are exempted of all tax for the period of five years from their opening, they will otherwise be bound by Allanean law in all things. Considering Allanea is a libertarian state, this should not be a major problem.

Noting that Kriegzimmer is a popular storefront destination of your government, Kriegzimmer would like to return some that back to the client. In other words, we are most interested in this newly established land deal and we are prepared to pay full price for 20km², and more if it's at all possible. The factory would serve to produce Kriegzimmer's naval products, including munitions and independent weapon systems. Through the use of large and extensive shipyards Kriegzimmer can effectively exponentially increase the amount of simultanuous production it can undergo - the quickness of larger orders which already manifests itself as possible in the catalogue is testament to this. We believe that Roanoke Island would serve as a perfect location for yet another factory. A large Kriegzimmer factory will also employ a great deal of workers and will boost the local economy since Kriegzimmer absolutely does not pay less than what it considers mininum wage [~8 Reichmarks an hour... which is pretty damn good]. "...forcing labour costs up another sixteen percent in the next financial year." droned on Sir Guy Zoltaire, Peacock Motors' Chief Financial Officer.

The Peacock Motors Board of Directors listened somberly as the company's office bearers ran through the dark clouds which loomed everywhere on the company's horizon.

"The Imperial Government's new environmental regulations has led to total suspension of operations at the Adrienople plant for the past three months, as you know, while the plant has to be redesigned, more or less from scratch. Since we've had to keep the Adrienople employees on the payroll and are unable to force them to relocate to the Demetriopolis plant, or even our plants which aren't already over-staffed, we've offered bonuses for employees who will voluntarily relocate to Demetriopolis to continue work. These bonuses started at ?1000, but have now increased to ?20,000 as it has become obvious that the Adrienople plant won't be re-opening until late 2007. So far less than ten percent of Adrienople employees have taken the offer and moved to Demetriopolis." Zoltaire continued.

"I can't believe we really have to keep on paying the rest of them to sit around and not do any work..." complained the company's president, Thierry Saltz.

"It wouldn't be so bad if Peacock Holdings Group's profits had remained at their 2004 levels." Sir Guy replied. "I'm telling you, gentlemen, allowing Princess Christiana of Excalbia's take-over of Peacock Holdings to go ahead was a fatal mistake. Peacock Housing actually runs at a loss, entirely predicated on the massive investments it has made in the Despotate of New Constantinople, investments from which there has been no return, and from which no return is expected..."

"I have an obligation to our shareholders!" Sir Thierry del Moray, Chief Executive of Peacock Holdings Group, replied. "Her Highness insists on certain standards of operation... we're trying to make things profitable, but we don't have the structures in place... I'm proposing to my board that we divest our interest in Peacock Airlines. That should provide us with enough capital to see us through the rest of our projects in the Despotate, after which we should return to profitability..."

"You should sell Peacock Housing!" snapped Thierry Saltz.

"Impossible, I'm afraid. Her Highness won't allow it." Sir Thierry del Moray shrugged.

"In any case, Holdings is no longer an effective counter-balance to rising labour costs." Sir Guy continued. "I project that by the end of the decade, our profits will amount to less than one billion ducats per annum."

The board members grumbled, dissatisfied with the startling decline in Peacock Motors' profitability. Sir Guy glanced sideways to Franc Thrakos, the company's Chief Executive Officer, who nodded appreciatively. Sir Guy's bleak assessment had laid the ground work for the suggestion Thrakos was about to make, which might otherwise never be contemplated.

"Gentlemen..." Thrakos said loudly, hushing the discussion and focussing the board's attention on him. "I can see only one solution. For Peacock Motors to reach, and exceed, the profits of one decade ago, we need to cut our labour costs. Dramatically."

"Well, either that or we could take a pay cut ourselves." joked one of the board members. Nobody laughed, and the rest of the board glared at him until he shrank back slightly in his seat.

"As I was saying, we need to cut our labour costs." Thrakos continued. "I propose moving our manufacturing operations off-shore. Hear me out... we need to move somewhere where the labour market isn't so over-regulated as it has become here in Pantocratoria, where we needn't worry about the election of a socialist government like the Drapeur Government destroying our profitability, where industrial relations are more balanced rather than totally skewed in the employee's favour. We also need to move to a country where the levels of technical expertise are at least comparable, if not better, to what they are here in Pantocratoria. Gentlemen, we need to move to the United States of Allanea."

There was an excited murmur from the board members, some of whom were clearly incensed at the idea.

"This is a Pantocratorian company! Pantocratoria's greatest company!" protested one of them.

"Please, Jacques, get a hold of yourself." Thierry Saltz told the board member. "I want to hear Franc out. Franc, how do you propose we finance such a major shift in our manufacturing? Rebuilding the plant in Adrienople is expensive enough, let alone enough all new factories to replace our existing manufacturing capacity."

"Two answers to that, Thierry, and I'm glad you asked." Thrakos smiled. "First of all, regulations aren't as strict in Allanea. We'll be able to build factories much cheaper than we can here. Second point, the United States Government is offering a ten billion dollar loan, to be repaid over a century, to any company opening a factory in Allanea."

There was an even more excited mumble from the assembled directors.

"Oh, and if we build on Roanoke Island... we'll be given free land and guaranteed no taxation of any kind for ten years." Franc Thrakos added almost as an after thought. That remark proved to be the clincher, the negative voices in the board were now silenced and everybody was nodding enthusiastically.

"If we have to, gentlemen, we'll take a vote... but I think we can say that the board unanimously supports our CEO's recommendation, don't you think? All in favour?" Sir Guy asked. Everybody raised their hand, although one or two board members seemed more hesitant than others.

"Well, I sure feel a lot better about the direction of Peacock Motors in the future now." smiled Thrakos. "Thank goodness we have a board filled with men of vision like you gentlemen..."

Our Chief Financial Officer, Sir Guy Zoltaire, will shortly be lodging a formal application for a loan as promised in section four of your offer to the world's manufacturers.

We ask, Mr Secretary, that you keep this matter in the strictest confidence until we can come to some arrangement over all the operational details. The timing of the announcement is particularly important to our existing operations in Pantocratoria, especially in those sections of our business which we intend to move off-shore.

Roanoke Island, Haven, Six Months LAter

President Atchinson smiled as he looked upon the shores of the new Allanean colony. Granted, calling this an 'island' was slightly an understatement, as this was approximately the size of Non-Earth Australia. Nevertheless, it was absolutely freaking awesome. The shore was packed with construction machinery, smoke rising from hundreds of chimneys as dozens of foreign companies struggled to make their mark on the landscape.

The presidential airship soared over the massive Kriegzimmer Corporation docks, where already thousands of Allanean laborers toiled over the massive hulls of the Zealous superdreadnaughts, readying the next generation of Allanean military hardware. It flew over the Greater Prussian Wine and Spirits corporation vineyards, where oceans of green already began to unfold at the behest of the Dersconi proprietors.

Around the island, a ring of steel began to form, built by the renewed Taggart Trains Corporation. Since the failure of mass-transit in Allanea, they have restricted themselves to building cargo train lines for heavy industry – and it seemed that it was here on Roanoke Island that Dagny Taggart would once again see the dawn of a victorious day. The Taggart Roads division was building magnificient six-lane highways for the thousands of Allaneans who poured onto the island, attracted by the 8-dollar-an-hour Kriegzimmer corporation jobs, and Allanean Arms had subcontracted to build waves and waves of red-roofed, comfortable family homes for these workers.

Off-shore, Andropov Petroleum rigs punched holes in the continental shelf, feeding Roanoke Island with high-quality Haven Oil – which was twice cheaper to produce then what was produced by Andropov Petroleum's thermal depolimerization plant. The cars that would run on those magnificient six-lane highways would have plenty of diesel to guzzle.

Somewhere high between the clouds, aboard the presidential airship, the Allanean president raised an exquisite cup, crafted from the skull of an Antanjyli soldier and filled with champagne. His cabinet members, likewise, lifted their own cups – made from the skulls of Edolian, Yurkan, Halladi and other troops that have faced Allanea in the past. They smiled at the President, and one of them – Secretary of the Treasury Michael Raymond Trump – said gaily: “It's your toast, Mr. President.”

President Atchinson smiled. “We all remember a time when Allanea was a third-world state, ravaged by civil wars and foreign incursion,. We all remember a time when we were afraid to speak up, fearing that our voice would offend the powers that be. We all remember the poverty, the horror, the humiliation.” This was of course an exaggeration – quite a few members in the cabinet were too young to remember the One-Day War or the civil conflicts that followed the FSP occupation. “We all remember that. But now look below, and tell me – are we still in that era?”

Below, the docks of Baltimore Shipyards floated leisurely past them, powerful combat vehicles leaving the docks and beginning their long journey to whoever their client was - a private corporation, a wealthy collector, or maybe a nation's army. Here was the CMDC commercial port, were cargo was unloaded and pumped out to all of Roanoke Island, and from which the products of the island's nascent industry poured out all over the world.

“Look now – and we have olny developed less then half a percent of the island's territory! Look at Roanoke Island! And that island is only a fraction of Allanea's wealth and power! Look at it's military power! Look at it's wealth! Look at it's luxury!”

Below, military facilities went by, rows of polished Mekugian M6 CTEL launchers glinting at the sun with a sort of an unholy greenish glint. On the runways, Velkyan Sturmfalke aircraft waited, their wings slanted ominously, ready to wreak violence and death on any foreigner who would raise a hand against the life and liberty of Allanean citizens.

“What does it look like to you, my friends? Does it not look to you that we are already out of the deep woods of oppression – and running on the wide, open plains of liberty? Have we not succeeded, while all was slanted against us?”

The cabinet members nodded in agreement, as their craft sailed over the roofs of Dupont Chemical Industries plants, the CMDC aircraft factories, the powerful Gage munitions gun factories, already supplying Allanean consumers with rifles and belt-feld weapons of their choice, the Lockheed corporation aircraft factories and the tank plants of General Dynamics.

“And why have we succeeded? We have not succeeded due to a benevolent and wise state, but due to the greatness – the laboriousness – the imagination – the creativity – of the individual Allanean, who hs struggled for liberty, for prosperity, for security, over dozens of years, who had persisted centuries before we were born, and who will not stop millenia after we are all dead. Ladies and gentlement, I propose a toast -”

There was a pause as the airship began to approach its landing spot, near a private hotel standing just off the property of the Enara Space Factories re-entry vehicle construction plant. The cabinet members smiled approvingly, as they were guessing the conclusion.

“Ladies and gentlemen, here's to Allanean invidualism and to Allanean individuals!” - smiled the President..

The champagne was excellent.

Galashiels is a relatively new nation, wishing to set up points in foreign nations from which trade and industry can be conducted in a safe and productive manner. "Steel demands have gone past what we could supply, especially since we export to a lot of various countries. We need more steel plants, perhaps in a foreign location far from Magnus Valerius in case we suffer from damages during this war."

Ivanov spoke in front of Valeririjk's corporate board. Valeririjk was established at first as a steel corporation, but now has grown into many other areas and has become Magnus Valerius' largest corporation. The steel and various other products of Valeririjk have been spread throughout the world. Founded in 1844 under the reign of His Imperial Majesty, Tsar Basil V, Valeririjk has grown from a small steel mill on the outskirts of Isangrad to an industrial megacorporation within a little over 100 years.

"I suggest that we expand off-shore to further our product sales and exports outside of Magnus Valerius. If we have an off-shore plant in a foreign nation, we will surely get more acclaim and thus gain more customers!"

Similar cries of expansion off-shore have arisen in many other Valerian corporations, all which are being tended to by Basil Paparigas, Minister of Trade and Commerce.

The grand office of the Lord High Chancellor was comparative to almost that of the Lord High Steward and the Monarchal Office itself. A grand marble room in the miles large Royal Palace in the megacity capital of Aerion, Astevane. A huge arched paned window set behind an custom carved fine Aerionian redwood desk with intricate detailing on the front. An cushioned burgundy chair sat behind the desk, in which was built a digital terminal hidden within the desk. The ceiling was almost 20 ft high with elegant recessed lighting. Glass cases on each wall held copies of ancient treaties, dating far back in Aerion's history even before this government. The Lord Chancellor, an sophisticated middle aged Eastern Aerionian, named Adlin Eroe sat in the chair working at his terminal. An electronic message appeared on his terminal from the Bureau of Economic and Business Affairs of the Royal Ministry of Foreign Affairs with Allanea's proposal, and comments as well as reports attached of those corporations who had heard and expressed interest etc. The Lord Chancellor read over them closely, and decided rather than allow the Ministry to respond he would respond himself.

The Town of Kouzephia

The small County of Kouzeria was an agrarian province out in the state of Romanovna. This fertile county was small yet rather prosperous, and an estimated 250,000 people live here, mostly in the county capital of Kouzephia. Outside of Kouzephia lies the manor of Count Dimitrios Triarkos, the Count of Kouzeria. His family were Valerian Greeks, and have lorded over the fief for centuries. One issue, however, was most of the Count's subjects were ethnic Valerians, and Valerians are Slavic; Valerian commoners were often at odds with the Greek nobility in the State of Romanovna.

Seeing as he was Greek and obviously 'superior' to the Valerian farmers and other agrarian offal dwelling in his fiefdom. His estate was wealthy, yet much smaller than other nobles across the Grand Empire. His father managed his land well, but Count Triarkos was terrible. Recently, a poor harvest, thanks to his administrative bumbling, caused for alarm. The Imperial Government sent in several tons of foodstuffs by trucks and train to ensure that the population in the county did not starve.

Even with his obvious ineptitude, he believed himself to be much more superior than his subjects. Just recently, he raised taxes on the farmers in the fiefdom, causing a stir of unrest. When lines of unhappy subjects stood outside his estate manor, he scoffed, "Let them eat cake!"

Utterly fed up with the Count, a young man by the name of Lazar Riurikovich gathered a group of angry citizens to protest the actions of Triarkos.

"Fellow Valerians! We must teach this bastard of a count a lesson! But I have a plan! We shall fight him not through violence, but through a demonstration!"

Lazar unfolded a newspaper and lifted it above him.

"Today's Isangrad Times mentioned that several corporations have set up shop in Roanoke Island, a mostly unsettled region in the United States of Allanea. I want for all of us to leave this oppressive fiefdom and head to a land of freedom, democracy, and of course, a land without a count! We shall leave our homes, taking all we can carry, and head off to this land! The count will be bewildered when he finds that this town of Kouzephia will be mostly abandoned when he wakes up tomorrow... it will make him a laughing stock among the aristocracy, and we will have paid him back for his tyranny in that matter! Plus, we can go to a new, pristine land and build a new home, a new community. It is the promised land, folks..."

And so, many disgruntled Valerians in the fief decided to follow Lazar in his demonstation of mass migration, an exodus from Kouzeria to the new land of Roanoke Island. The majority of people who heeded his call were young, recently married couples with few or no children; most of the older people with children or the elderly didn't have the energy nor the will to leave their homes. In all, around 50,000 Valerians packed all of their belongings, abandoned their homes and apartments, and made for Alexandria, the nearest port city, which laid about an hour away. Lazar made sure to message the Allanean government to request if the exodus of Valerians could settle in Roanoke Island.


To the Allanean Foreign Ministry,

I am speaking on behalf of a group of an estimated 50,000 Valerian migrants. We are refugees, taking flight from a minor county in the Grand Empire, which has recently seen the rise of a tyrannical count. We would like to settle in Roanoke Island. I have heard that it is rather unsettled, and surely, having us populate some of your land would surely help, not to mention adding very energetic Valerians to your local workforce there. I beg of you to allow us to settle there; if you refuse, I, along with many of my compatriots trying to leave our homes, will be enslaved by this cruel count, or even executed!

Please consider it. We will all be grateful from all of our hearts if you were to allow us to make our new homes, a new community, on Roanoke Island.

The refugees need not worry about transportation it seems; not everyone was a peasant. There were some businessmen and wealthy Valerian entrepreneurs and shopkeepers who were dissatisfied with Count Triarkos' treatment of the farmers, not to mention that new tolls were placed on them as well. These businessmen paid for passage for 50,000 Valerians on two cruise ships. The Valerians crammed themselves on these vessels, and were only waiting for the response from the Allaneans.
