That's absurd.
A nation would not come out and ask if anyone wants to fight a war with it. If it really wanted to fight a random war for the hell of fighting a war, it would just go ahead and attack someone. It wouldn't ask if there was anyone who wanted to be attacked first.
His/her/its question was an out-of-character one directed at NationStates players themselves, not an in-character one directed at the RP governments of other countries in the NSiverse.
