Through our enlightened leadership, our nations grow. So should our region. If left ungoverned, we will surely experience unrest and chaos even here. We therefore invite all nations of Hyper Nordica to participate in this committee, this amalgam of equals, so that we may strengthen the bonds between our sovereign states. Thus we may ensure growth and security for each of us.

We have ordered that the Hyper Nordica-Tower shall be erected in Our nations capital, Port Skogheim. This building can house trade-delegates from all nations of our region, as well as political representatives. We hope that this building and the organization it represents will act as a beacon for all of us, so that we do not become content with mediocrity, and instead comtinue to strive for improvement.

due to our recent boost in the health care sector, we will open a free market in the region for commodities, services and research in this field.

For this purpose, we will open a trade office in Port Skogheim. The chief of staff will be professor Kürt Friel, whos particular field of research is international trade relations. He and his staff will oversee, debate and report on free trade within Hyper Nordica and evaluate the progress and profitability of the intercourse.

Professor Friel will be open to other free trade suggestions, but Hordapolis is currently consoildating assets and will not lift tolls on any other products and services at the moment. We hope you understand our position in this matter.

Fellow CTS-delegates,
I would like to call the Initial guidelines for the Hyper Nordica Committee for Trade and Security to the agenda. These guidelines were initially set up by the Bertlingian Government to ensure the integrity of this organization. But in their nature lies their weakness. This organization must not become the extended arm of one nation, but rather a strong amalgam of many.

It is therefore I ask that the guidelines be submitted to the CTS, and if the delegates find them unreasonable, they be stricken. Also, should the CTS demand further regulations to be imposed, they should be addended.

I'm afraid Hordapolis has no medical supplies to sell. In this area we are buyers.

However, our extensive medical research and the recent expansion of Häkälund Central Hospital puts us in the market, as we have an abudance of premium treatment available and top-notch science to sell.

This is basically because the geography and, indeed intention of, Hordapolis does now allow for us to actually manufacture much. Put quite simply, we don't have real estate available for manufacturing plants.

Of course, some extremely delicate instruments and certain types of medication are produced on site. We will offer them to you as we start making more than we need ourselves.

Hordapolis has no objection against Bertling's move and even second the proposal.

We wish for Le-Greidia and Pastafariland to take more part in the comittee.

Also, we propose to lean pressure on Artic Scandinavia to abandon their regional administration and join Hyper Nordica. We propose that the states of Bertling, Le-Greidia and ourselves perform acts of diplomatic intricacies on the state of Bjoernar, a key state in this region. I believe we have several means in disposal to make a peaceful move in this direction. Naturally, this is in the spirit of security, given that they are close neighbours and therefore constitute a liability to us.

Of course, we respect Bjoernar's sovereignity.

in response to the information released by Bertling, we will follow suit and present you with the following facts:

NUCLEAR SCIENCE:

* Hordapolis owns and operates several nuclear power stations within our own borders. We have done so for a long time.
* Hordapolis has a university with it's own massive nuclear science department. All aspects of the physics surrounding this area are explored. We are however, currently, bound by the UN's Non-Nuclear Profilation Act.
* Hordaplis has safe waste-deposits and offer our neighbours to take advantage of our facilities. Please telegram your requests to make arrangements.

ROCKET SCIENCE:

* Hordapolis has recently undertaken a giant effort to reach the stars.
* We have a.....fully operative space program.
* Said university has an amazingly large scientific force on this program. We are literally pouring billions of hords into this project.
* A lateral effect of this program is severely sophisticated rocketry (including guiding systems and robotics).
* We can and will sell you (and other nations) advanced satellite imagery, telemetry and sensor data. Telegram your requests.

We realize the combination between nuclear power and advanced rocketry may appear to be intimidating. This is precicely why we are coming clean with this. We would also like to emphasize that we are bound by UN not to develope and/or contribute to development of nuclear weapons.

Since there is peace in the region, we remain in the UN. We will however not tolarate any non-UN members of this region to develop, manufacture OR contribute in any way to such activities, nuclear weapons.

We remind you that our satellite network is in place, operating perfectly and scrutinizing every inch of the globe. It also carries some very energy-consuming active optical sensors. The tweaking of this technology has displayed exciting attributes with interesting ways of application.

We do not mean to stamp on any country's sovereignity and will actively help any nation in the region to develope peaceful applications of nuclear technology. Due to the very compressed demographics of Hordapolis, we do regard nations with nuclear weapons a threat to our own sovereignity.

Earlier the esteemed mr. Kare Spacetwat announced that Hordapolis had achieved several breakthroughs in their space program. While the Kingdom of Bertling wholeheartedly congratulates Hordapolis with this monumental scientific development, there was a sinister untertone in Spacetwat's address.

The Rittergeist Installation has recently been brought to Faze Three in its development, and three other Nuclear Plants are currently at Faze One. The Bertlingian Nuclear Development Program (BNDP) has as its primary function the production of energy. Given the environmental ramifications from leakage from one of the plants or from the waste produced, we have taken great care to insure a high level of security around these areas.

However, as the world is in a constant state of unrest, it would be sheer folly not to utilize the strategic potential of such forces. Therefore, we will not hide the fact that the first Nuclear Device was tested beneath the Jotunmarch Mountains early last NS-year.

The Kingdom of Bertling will not let other nations dictate in any way how our Most Just and Righteous Monarch, King Harald II, uses the resources available to our nation. Let there be no doubt in this matter. Any attempt to sanction or cajole Bertling into relinquishing our national sovereignty will be interpreted as an act of aggression.

This being said, we have no intentions of war with any of our neighbours. Further, we certainly have no intentions of taking any conflict to such a level as to mandate deployment of WMDs. We regard such actions to be the mark of desperation. But, since desperation may rear its ugly head in any nation brought to the brink of defeat, we reserve the right to manufacture and deploy Nuclear Devices as a deterrent, both to our and your enemies.

On a different note, I have been instructed to offer the support of the Kingdom of Bertling in a joint Hyper Nordican space program. We move to make this an independent agency, subject to this committee.

The Board of Directors wish to inform our regional partners that our isolationist policy has come to an end. We have completed our market and economic restucturing and are ready to trade with all regional states.

I am concerned by the tensions in the nuclear development issue. I implore the parties to let friendship and peace weigh heavier than pride in this matter.

I respect the views of both Bertling and Hordapolis, but ask if perhaps a middle way could be an acceptable solution? Perhaps an independent group of inspectors could be used to insure that no nation develops weapons of such a strength that another is forced to answer, thus starting an arms race that can only result in grief for all nations of Hyper Nordica.

While we respect the Protectorate of Helsford’s view, we are reluctant to second any motion prohibiting our nation’s free utilization of our resources.

However, we see the value of the proposal, and for this to be considered by our nation, it would have to cover all non-conventional weapons, including orbital based weapon systems. It would also have to cover all nations of Hyper Nordica. Should the esteemed Mr. Earl Dönner manage to rally all of Hyper Nordica behind such a proposal, the Kingdom of Bertling will follow suit.

Dear neighbouring states,

I am assuming personal control over this issue as I regard it important.


As a part of our non-toleration towards nuclear weapons, we will cease and prohibit renewed trade between the Kingdom of Bertling and ourselves. As we are good friends with said kingdom, diplomatic relations from our side will continue undisturbed. This is a matter of principle. Embargos will be enforced on every country that is to follow Bertling's suit.

As for said kingdom and other nations in the area thinking about nuclear weapons; we are not afraid of a direct attack. Given the general political climate and strenght of our potential countermeasures, what we fear most is a massive buildup resulting in a conflict where the fallout itself will be the problem as this does not know any borders.

Therefore, we support Helmford's initiative on inspections. As for orbital facilities, inspectors will be invited to commence the same type of activity as for nuclear weapons. We, as a peaceful and small citystate, do not have any orbital weapon systems anyway. Every single facility and/or satellite is equipped with instruments and programming adapted to scientific purposes.

Remember that our uncompromising policy on nuclear weapons is a result of us being the regional delegate of the United Nations. It is our responsibility to protect the interests of UN members in Hyper Nordica, including our own.

The board of directors wish to express our compliance with Helmsfords proposal regarding an independent control group inspecting weapons of mass destruction troughout our region.

The Executive Director Johnathan Cross has instucted me to propose that this expert panel be brought together as soon as possible and that it be called "the Hyper Nordicanl Weapons Control Board" (WCB for short). We also move to propose, our formost scientist in the field of nuclear physics, Dr. Albert Enola Blixt from Amalgam Prime ltd., as a member of this board. Further we place trust in the good judgement of Pontifex Kare Spacetwat and propose that Hordapolice be host for the WCB.

The incorporated states of Le-Greidia will not support a trade embargo on Bertling. We have good relationes with our regional "father" and wish it to stay that way. We therefore, as a gesture of good will, offer a 20% discount on our brand new "Elite-series BlackNight Laptop computer, with the improved paradox X-8 hot-chip" from Ultra-Lohft inc. to Berlings goverment (must be an order of at least 20 000 units). Similar arrangements with other nationes will be negotiated separatly.

The Hordapolitan delegate to this committee stepped over the thin line with his attempt to impose his nation’s laws upon others, he further aggravated the situation by discontinuing all trade with our nation. While we can accept that Hordapolis might not wish to import our goods, we will not tolerate any attempts to interfere in any relations between the Kingdom of Bertling and a third party. Sirs and Comrades,

The recent trouble between Hordapolis and Bertling has seriously disturbed us. Not because of the presence of atomic war capability in this region, but because we would so readily breech the harmony of our subcontinent like this.

I have always been an advocate of internationalism in my nation. I believed that, to prosper, humanity needs to work together and all its nation-states must cooperate for the greater good. This is not a sacrifice of patriotism, but a recognization of mankind's duty to itself. Such is why my country, despite disagreement with many resolutions, is a part of the United Nations.

As such, I will advise that you all take consideration of the advantages of regional cooperation. We are all Hyper Nordic countries, and as much of an internationalist as I am I do accept that there are other regions and nations who are ruthlessly expansionistic.

To Hordapolis and the Pontifex I say: Bertling's possession of an atomic weapon is not a threat to anyone for the time. While I support world-wide nuclear disarmament, this is not likely in the forseeable future. Nuclear capability is a threat, such is why no country with it does not advertise it. Bertling having this serves to protect our region, and does not threaten anyone but those who would threaten us.

To all, I suggest: Hyper Nordica implements a system by which it will require majority consent to use nuclear weapons, for which a locked access system will be in place. Also that the use or testing of nuclear weapons within Hyper Nordica be outlawed.

In an interview with a local media star, the pontifex of Hordapolis, Kare Spacetwat hinted that the nation might leave the CTS. Public sentiment against the comittee have grown considerably the last days with the government becoming acutely aware of it's own faulted powerplay.

Spacetwat:Quite honestly, I think we might just leave the whole comittee all together. I think some representatives may be using the CTS as a way to powerplay, but I don't know to which end. This other day, when we said we would ban all trade with Bertling because of the nuclear weapons, a lot of people in the CTS thought we wanted everyone to embargo them. We've never said such things, we've said we will cease trade.
Rüpert Dokken: Maybe this was just a misunderstanding?
Spacetwat:For god's sake man. These people are statesmen of large and important countries. Any "misunderstanding" is intentional. I see hostilities building up within the CTS and certain people twisting our words, making matters look worse, to their own ends. Hey, we never had any considerable trade with Bertling anyway!

It is with great concern that Generalissimo Erico Grande of The Armed Republic of Erikandia notes that foreign powers wish to sneak-a-peak in the internal military affairs of Erikandia. Erikandia is a militaristic country, but not by choice. Our beautiful land, Noznia, was recently torn appart by internal strife after the Hordapolis defection. That the General was able to seize control and bring peace, prosperity and democracy was Godsend. We would like to point out that 100% of the population voted at the last election. Now, very few countries can actually boost of that, you know (The exact number was actually 102.35%, due to an overzealous official. This will not, repeat not, happen again). The voice of the peolpe were clear, everybody from the lowest cadett to the mightiest Field-Marshal voted for Gen. Grande.

But our country is full of enemies of the state that wish to tear down our new and growing democracy. Since the country are the Army, end every Citizen has a place in The Armed Forces, everything is off course a part of the military structure, and as such not open to foreign inspection. We fear that the enemy of the people will use the idea of a "Snoop-Force" as an excuse to infiltrate the very core of our defences. As such, we can never condone activeties of this kind. Erikandia thinks that every people belong where they live and should bloody well stay there. This incudes weapon inspectors.

On a lighter note we wish to announce that the Erikandian Uranian mines now are producing at full trottle(Gee, it was there all the time, under all that unproductive rain forest). We are starting the construction of our first nuclear powerplant as soon as we has "accuried" the know-how to do so. We do hope that clean nuclear energy will solve the worlds horrible inviroment problems. This should be a great concern for us all, as not only we, but also our children will benefit from a cleaner, better earth.


Also, we have a healthy surplus in our production. If anybody want to trade, we will be open for negotiations.

As always, His Grace, Duke Indrik Vandegraff’s keen political mind cuts clean to the core of an issue. The Kingdom of Bertling has no, and I wish to make this crystal clear, absolutely no intentions of using atomic weapons as an offensive asset. Not against you, fellow Hyper Nordicans, and not against any other nation. We recognize the inherent threat of a nuclear exchange, and we will not be the nation who condemns regions to an atomic holocaust. We believe that a war should be fought with conventional weapons, and that it is fact lost already when one resorts to such desperate means.

This is also the reason that we will continue with our nuclear program. We must be prepared to stand up against those who would prey upon us, and as the esteemed Duke pointed out, the Bomb is the most effective deterrent to bandit nations. Here I wish to address the Hordapolitan delegate. To you, Mr. Spacetwat, I will say that instead of alienating your nation by trying to fight a necessary evil, you should focus on the increased safety this brings to our region. It would also be damaging not only to yourselves, but also to our region, should you as the regional UN-Delegate choose to isolate your nation from this forum.

As to handing over our launch codes, I have been insured by His Highness, King Harald II, that this will not happen. We are certain that other nations in our region will soon develop nuclear weapons of their own. By gathering all our eggs in the same basket we surely place ourselves at jeopardy. An enemy nation or a group of terrorists might seize the codes and thus hold our entire region hostage.

When it comes to the ban on test detonations in Hyper Nordica, Bertling will reluctantly second this motion.

I am sorry to say that The Rouge Nation Of Bjoernar find Bertling’s arguments regarding Nuclear Weapons illogical, and wholeheartedly support Hordapolis’ counter actions.

Recently we discovered that The Nation of Bertling have used a Bjoeren vessel to smuggle weapons into the armed conflict in Danteri. Perhaps if the Nation Of Bertling stopped meddling in other regions affair he would not feel the need to “protect” himself with Nuclear Weapons?

Some issues to be dealt with here.

Colonel Jingo Smythe-Rhodes, Commanding Officer of Trade and Industry of Erikandia, we will assist you in developing all peaceful applications of nuclear technology. Seeing, however, how easily certain nations have jumped on to the nuclear arms race, we set two conditions:

You must return ALL of your nuclear waste to be safely deposited in Hordapolitan waste deposits. Given that we will design the plants for you, we will know how much waste you will produce.

If we at any point see that you develope a nuclear weapons program, we will terminate the project AND commence a trade embargo.

For the sake of precision I would like to point out that, when Hordapolis enacts an embargo, it means that all trade with that country will cease. We do not, as Bertling seems to believe, urge other nations to follow suit.

since we are currently very busy solving this issue through diplomatic channels, we don't have much to say to you in public.

We would however like to lecture you somewhat in the art of international politics:

When we explicitly ask countries not to do this and that, this is neither disrespect of your sovereignity nor meddling with your internal affairs. If we at some point actually managed to directly impose on any internal decision you have made, THAT would be a breach of said privilige of a free nation. We have merely set forward a request.

Your repeated "stay away from our business" attitude with threats of using force is plainly powermongering without any legitimate basis. We regard your action in the nuclear weapons issue, and that only, as a direct disrespect for our sincere wish of a WMD free region AND a possible threat to any country herein's sovereignity.

As for nuclear attacks from bandit states, we have already told you that we have a very fine satellite network that, in gathering for instance meterological data, closely monitor our skies and are ready to take defensive actions although they are not specifically designed as weapons platforms. When I say "our skies", I mean the region's sky. This pretty little network up there is a benefit to the entire region, you as our regional father and largest country especially!

We realize this is becoming somewhat of a prestige-battle, but we urge you to aknowledge that you have manufactured and possess weapons that do no good to anyone and are polluting the region with test detonations. That you will agree to stop your testing, we find to be a very commendable move on your part and we thank you for this.

Let me ask the following question: how does Mr. Spacetwat intend to solve any issue if he claims to be too busy to address the representative of the very same nation he seems to have a problem with?

While I am grateful for the lecture, it prompts another question? How would the esteemed Mr. Spacetwat respond if I were to point out that a nation openly admitting to having spy satellites in our sky might be seen as a threat to regional security? I for one find this disturbing, and my government is very much in accord with this view. How may we be assured that Hordapolis has the regions best interests in mind? Simply because they are a UN-Member? Or because they are the Regional Delegate to said organization? Given NS-history, I do not find this reassuring, as several UN-Members and Delegates have attacked other nations without provocation. I do not insinuate that Hordapolis has plans to invade any of our nations, merely that when discussing advanced weapon programs we should make sure that we are thorough.

As for Mr. Spacetwat’s wishes for a WMD-free region, these are understandable, if naïve. I to have wishes, among them a world free of nuclear weapons, but one has a hard time defending oneself with ideals and wishes. We cannot boast of meteorological spy satellites, but we have the will and the means to defend our people and our way of living.

We very much support the notion of ceasing all testing of nuclear weapons.

Of course, we would like to remind the nations of the region that Bertling has now secured itself as the only country in the region with such weapons and noone else here can successfully develope such themselves.

Mrs. Harland-Brunt's speech rises some interesting questions. We are certainly open about our satellites. Just as open as we are on our budgets. Every person can see for themselves that we spend absolutely no money on the military whatsoever. Our intentions have always been up-front and in the best interest of humanity altogether.

However, why a nation like Bertling, a known international arms dealer and weapons supplier need even more weapons to defend themselves, is somewhat unclear to me.

We again ask Bertling to terminate their nuclear weapons program and destroy the units of such that they have in store.

Lately, the Republic of Helmsford has been ravaged by riots. The capital, Helmsstad, is now under control by a militant group calling themselves Helmsford Alliance of Radical Militants (HARM). Reports say that the group has arrested the majority of the Parliament, as well as President Dönner. We have not yet been able to confirm this with any representatives of the government.

Otto Johanssen, our reporter in Helmsstad, is currently on Independence Square, only a few hundred meters from the Parliament. How are things down there now, Otto?

[Cuts to Independence Square, where the reporter stands in front of a wrecked car. In the rear of the picture, silhouettes of several armed men can be seen against the white marble of the Parliament.]

As you can see, Lisa, things are rather quiet here now, but only minutes ago, gunshots were heard not far from here. Reports say that a group of peaceful demonstrators tried to get to the Parliament earlier today, but they were met by a group of HARM-militia. Eye-witnesses tell that at least a hundred civilians were killed, and several others wounded. Hospitals all over the city are filled beyond their capacity, and what remains of the police are totally helpless.

Dear Nations of Hyper Nordica,

Hordapolis has been without communications for several days now. A major breakdown in our switch system has isolated us completely for the elapsed period of time. All errors are now weeded out, servers rebooted, some physical lines replaced and things are generally better than they were before.

This was not just a strange happening. Too many small errors have been "coincidental" lately, and finally everything collapsed. Only due to highly skilled technical personell and excellent chaos-mathematicians have we been able to backtrack the complete chain of events.

We strongly suspect an external party is responsible for our communications breakdown.

Helmsstad

Gray-clad Bertlingian soldiers control the area around the Longwood International Airport and the harbour. There has been some resistance from the HARM-militia, but so far, they have not proven to be more than disorganized rabble.

Morgiland's troops have started to land, and the only official spokesperson they have met, one Günther Wail, a subsecretary to the Measurer's Comittee, has asked them to secure the city's outskirts and the power stations.

Le-Greidian aid packages have started to arrive, but so far, there has not been any distribution.

Our main and only airport is Bjoeren International Airport. We have used a lot of spennitos to make it as environmental-friendly as possible. We have also tried to make it colourful, and hence you will not find any dull white colours there.
