New teams can just signup, however if you played last cup you need to assign skill points into the 5 categories. A simple 1-1-1-1-1 for Shooting, Keeping, Defending, Attacking and Stamina is all you need. I will be listing how many points you have at that bottom of this post. People with skill points will get preference over those without.

As I'm sure some of you are aware the way I generate results has changed little since WC3. You have a defence number and if a random number is higher than it you just let in a goal. This defence/random number check is also known as an "attack". In WC3 I change the game from dice to rankings based on the record in the past 2 cups. The higher your rank the higher your defence number.

The new system uses the same defence number/attack system.

Old U21
Attacks were fixed at 12 and 3 more for extra time.
New U21
Attacks are a variable, effected by Attacking and Defending. Attacking increasing yours and Defending decreasing your opponents.

Old U21
Defence number was constant for all attacks.
New U21
Stamina drain will slowly reduce your defence with each attack. Spending points on Stamina will lower the reduction.

Old U21
Ranking increased your defence number. Well good ranking :)
New U21
Keeping increases your defence number with Shooting decreasing your opponents

The FANA would like to submit it's application to participate in the U21's World Cup.

The Sports Secretary of Nouvelle Angleterre and Chairman of FANA, Matty Buxton, said "FANA firmly believes in the nurturing of young footballing talent. We believe that it will help our fledgling domestic leagues establish themselves on the world stage. We also believe that it is good for the nation to compete in international sporting events."

The national U21's Head Coach, Dan Saunders, said "We have a great bunch of kids who have some real talent. This team, although from a nation that has so far enjoyed little sporting success, is full of quality and could spring a surprise."
