Things would never get back to normal in this country after the end of the merchies, and with Lorain apparently gone for good, it took many months for things to even reach the point at which they could rebuild anything.
With their only city so completely gone that all that remained was a colossal hole in the earth, civil reconstruction was out of the question entirely. What could be rebuilt was the administration, and the military, and this was done with much patience, and thought about what a rebuilt military would mean to the nations that were responsible for this massive hole in the earth.

With the woman that used to enforce his words gone, Movodor was forced to listen to his people by way of council, even if had been a somewhat competent ruler beforehand. And thus he, and the council came up with a way of apologising to the nations that the merchies had attacked. First off, Movodor penned a letter to the Federal Diplomatic Corps of New York and New Jersey, the Diplomatic Offices of The kingdom of Britmattia and the administration of the Federation of Sentient Peoples, to be delivered by the most convienient route for all concerned, and which contained the following...

To my counterparts in the Federation, the Kingdom, and New york, let me convey a message of apology from my people, and from myself in particular. Now I know mere words wont satisfy you, and the merchies themselves are no longer here to say 'sorry', so let me gift to you one of their aqquisitions, the planet Tarin, a world rich in both mineral and less physical wealth. This planet is not empty, as it was occupied after the war by our forces, but we are willing to remain to provide the labour force neccessary for you to aqquire all of these riches, for however long it takes. No investment on your part is required beyond accepting the resources that flow from this world. I hope this gift will satisfy your mistrust of us, such that we may finally walk on the path of reconciliation.

The letter was received quickly; the problem was no one in the nations Foreign Relations department knew how to respond to it. Obviously the letter was sent up to the office of President Santos who scanned over the brief message. The damage reports from the 1st Federal Fleet had been damning for the nation that had prided itself on its Space Forces. After the incident, most of the Admiralty involved, directly and even indirectly had been replaced with a newer breed of officers. Familiar faces within the fleet were changing over. Old arrogance was washed away, but the stability that was once there was shaken. The morale of the fleet after the debacle of the brief intervention was at an all time low. Recruitment into the Federal Stellar Navy was at an all time low and the idea of cutting down on the amount of battle groups per fleet in order to assure that each ship was fully crewed was circulated amongst the top players of the government. The idea was rejected though, and the solution was just to toss money at the problem with a new billion-dollar recruitment campaign.

And that is where the first spark of how to respond to the message came up. A low level clerk in the department would suddenly be recognized for the idea that would revitalize an entire nation. Expansion beyond the Kupier Belt was always something that had been envisioned as taking place at some point in the history of the republic. However this was the chance they could utilize. And soon the proposal was sent up to President Santos who quickly fired off a replied, typed up by his secretary and sent out several days later. The political isolation of the Republic was going to be eased out. But it wasn’t going to be quick.

The Federal Republic acknowledges your wish to make reparations of the incident in question. You were correct in your assumption that mere words would not make up for the actions of the past, however the actions that you have undertaken go a considerable way to rectify the problem. We shall begin to hold hearings on this subject matter within the top circles of my government, and an official response shall be given shortly. However I do believe that even the most stalwart of opposition to this endeavor can be overcome and we shall begin to send a preliminary research team to the world of Tarin, followed by a prospecting team and finally mining equipment. Hopefully this will be the beginning of a new cordial relationship.
