Kasparov swirled his glass of ice water with a straw. His arm leaned on the rounded table as the other members of his Cabinet sat in their seats reviewing documents. "And, you think Mr. Novalis, that the situation will only worsen?"
The alien had grown accustomed to the suspicion offered him by the Eratis and the Cabinet. He openly despised democracy, and had no doubt in this situation others fully believed he would push the government to despotism. He knew their fears and supsicions weren't totally unfounded, but Consulacör of Foreign Affairs Xirnes Novalis couldn't help but feel angry at the rejection nonetheless.
"Yes, sir, I do. If you have doubts about my analysis, by all means do say so." Trade Consulacör Anastasia Koyaschev quipped, "There are no doubts about your analysis. The people in this room rather doubt your ability to offer solutions that will preserve democracy and liberal values at all costs." Her glare was strong, and refused to soften as the alien stared her down viciously.
Etarosi Haven was becoming a problem. Paralleled or not, Joseph Van Arsden's return to the Etarosi protectorate had been coincided with a loud cry for independence from the central government in Orbitas Enosti. It was true that Etarosi Haven had grown used to a very high degree of freedom, and was also far more progressive socially than the Fatherland, but apparently people there were beginning to desire more. Small resistance forces had begun to strike at outlying villages under Etarosi control, and terrorist attacks had been directed towards government buildings. The situation was not out of control yet, but many feared it would be soon. Etarosi conservatives were of the opinion that the protectorate must be brought to its knees through force, and then the Congress must establish stronger power in the hands of the Eratis so that he could control the situation more easily.
The Cabinet disagreed, and hypothesized that if more freedom was granted then Etarosi Haven could be counted as a strong, semi-independent ally. Their reasoning was that if the ethnic Lietuvs were granted their own semi-autonomous country, they would halt attacks and seek friendship. Top supporters of this opinion were Anastasia Koyaschev and Consulacör of Finance, Rebekah Natalya. Both were members of the Etarosi Green Party, and therefore naturally opposed the use of military force in nearly any situation. Also as a consequence, they wholeheartedly supported freedom and democracy.
On the other hand, Consulacör of Defense Oröphin Telemnar nós Fingolfin was a chief proponent of the opposite opinion. He had witnessed personally hundreds of incidents in which gunboat diplomacy, the use of force, and a strong military will had forced others into reasoning. He was of the staunch opinion that terrorist activities in Etarosi Haven deserved nothing less than swift and striking retribution in the form of crushing explosions and pervasive occupation.
The Eratis was torn between the two opinions. After Koyaschev made her remark, he decided to speak. "Enough. Both sides of this argument have valid points. At this time, we will do nothing more than--"
"Excuse me sir, but doing nothing will only threaten our sustainability. The longer we wait, the more we bring harm to ourselves," said a slightly alarmed Oröphin. The Eratis simply looked at him. "I understand that, Oröphin. Before you interrupted me without permission, I was going to say that we will do nothing more than increase intelligence gathering to protect civilians from further aggression."
This time, Novalis chimed in. His usually pale skin began to darken, and his eyes shone faintly. "With all due respect, Mr. Kasparov, I believe you need to reconsider your position. Any further delay, as the Defense Consulacör rightly pointed out, will only result in increased resolve on the part of the insurgency."
"Insurgency, Mr. Novalis? You indeed overstate the situation," said an outraged Natalya. "I am seriously beginning to question your ability to adopt peace as a platform on the part of the Foreign Consulacöris. You are the one in need of reconsideration, sir, and I suggest you do it quickly." The alien's stare was now nothing short of frightening. His normally soft orange eyes were blazing yellow. "Ms. Natalya, you are in control of this nation's finances. I am in control of maintaining this nation's image and ensuring that diplomacy is our top priority across the world and galaxy. I would suggest you not meddle in the affairs of my department again."
The Eratis stood swiftly. "This meeting is hereby adjourned. My judgement stands."
Needless to say to the reader, that Cabinet meeting ended with nothing but bad moods and anger. However, the pacifists had their way, and were therefore pleased. The country would soon hear that the government would remain pacifistic, though falling short of granting semi-autonomy for Etarosi Haven. In the protectorate, agitation would only grow. More would be convinced that the only way to autonomy was insurrection. The crossroads was approaching, but the Etarosi government little understood that the stability they counted on was as reliable as water in open palms.
Statement from the Erasati Republic
To allies and friends,
The Erasati Republic is strong, brave, and willing to commit itself to stability and strength. As in all nations' histories, ours too is once again tested in this matter. The Etarosi government has adopted a strict policy of pacifism, and shall never fall short of supporting democracy and freedom across the world, system, and galaxy.
Etarosi Haven, the Erasati Republic's only protectorate, has been calling for autonomy as of late. The government of Etaros cannot go so far as to support this movement, because we have concerns about the sustainability of a free ethnic Lietuv nation with no military support. Therefore, we have decided it is best to continue on our current course, and encourage more elections in the protectorate that has remained so loyal to our control.
Though terrorist attacks against Erasati property have been reported sporadically, we believe these incidents will decrease as the people of Etarosi Haven begin to realize that their fears are unfounded and they need not tarry with worrying about autonomy. The Erasati Republic is benevolent and democratic, and we proclaim that the interests of Erasati Haven are represented in the Congress.
With wishes of peace and stability,
Cyrus Kasparov

OOC: Meh. Assuming from the lack of response, people either aren't interested yet (or never will be) or they don't care to join an RP in which they don't know the basic storyline. So, here it goes.
Basically what's going to happen is, eventually, there will be an attack within Etaros proper. That will spark a good deal of anger from the populace, and lead to a more restrictive form of government. To say more would not only be spoiling the story, but it would be kidding myself. I still don't know what exactly I'm going to do, but I have a general idea. ;)
IC:
"No, I don't doubt that they will only try harder. The government thinks otherwise," growled the tired commander. Major General Sasha Ivanski was short with a fully shaved head that glistened in the dim light of the deep recesses of EHDF headquarters. His stocky figure was little match for his boisterous personality, as he typically seemed to be the guy you'd want over for a family dinner. His professional stamina was unrivaled by those below him, and those above were considering a promotion for the 53 year-old Lietuv.
His remark had been directed at his subordinate, Brigadier General Nikita Alexandrei. Her blonde hair was cropped close to her rounded head, and shocking blue eyes were set like perfect almonds in her fair face. She grunted. "Of course they do. And, just to make you more agitated, I thought you'd like to know that the insurgents have hit Novajslachevki." She pointed to a small dot in the northwestern area of the digital map of Etarosi Haven laid out on the flatscreen beside them. "Intel reports indicate that the village was raided for munitions, and reports of stolen vehicles have been filed." Ivanski arched a brow. "That village is not anywhere close to a munitions depot." She grinned. "Ahh, but Igor's Guns n' More sold military-grade weapons smuggled into Etarosi Haven before it was looted and blown to pieces last night. According to Igor, that is.."
Ivanski sighed. "Civilian casualties?" The subordinate looked over her datapad. Her face fell. "Sir, every male in the village was killed. 243 dead.." The superior officer shook his head. "That's the worst yet. I'm having your brigade relocated to Novajslachevki immediately. I want full sweeps of the area. Take as many prisoners as possible, just in case their leaders are lying low. Air support will be fully provided." BGen. Alexandrei snapped a salute and responded, "Yes, sir!" He snapped a crisp salute back, and dismissed her.
The situation was not improving, and he was beginning to feel angry. The entire stability of the protectorate was the responsibility of the Etarosi Haven Defense Force, a division of 10,000 troops. An Erasatöhar Brigade had also been dispatched, but its duty lay with protecting the colonial government in Utenshka. His superior officers had to know that the entire situation was ridiculous, and he knew well that Oröphin Telemnar nós Fingolfin had struggled in the latest Cabinet meeting to get the others in the government to stop thinking with their hearts and use their brains.
However, the Eratis clung strongly to his feel-good philosophy and failed to order more troops to the area. All Ivanski was going to get was better intel; an improvement, no doubt, but not a solution to the perceived imminent threat.
Regardless, the seasoned warrior knew that BGen. Alexandrei would perform the task to the very best of her abilities and beyond. The EHDF was definately not lacking in courage or skill, it was simply lacking in power.
---------------------------------
Fifty transport helicopters took off from Nortanis Air Force Base, carrying a load of twenty troops each. Packed along were extra gear, emergency kits, and other necessities required on the battlefield. Oaks, hickories, and other dedicious delights shuddered violently as the helicopters began emptying their cargo into the streets of Novajslachevki. Soon after the entire brigade was dropped in pre-arranged perimeters around the village's inner core and outer bands, another contigent of choppers swooped in, dropped off a number of armored vehicles, and quickly withdrew from the drop zone.
Headquarters was promptly established in the still-standing town hall, and the Fourth Brigade of the EHDF rigged up the little stone building so that it was as close to impenetrable they could get. Inside, rows of soldiers charged with intel gathering and situation reports were seated in front of their laptops, reporting disturbances and organizing the brigade.
The village, on the other hand, was in disarray. Women and children were still traumatized from the experience of having their fathers and sons ripped from their lives so fast. A gray sky looked down upon charred bodies of insurgents and deceased villagers lying in the streets. Buildings were damaged all over the place, especially in the immediate vicinity of what was once Igor's Guns n' More. Igor himself was hanging dead from a rope in front of the remains of the store, seemingly executed by ERASE agents. It was an obvious sign -- break the law, suffer the most severe consequences.
Meanwhile, Nikita Alexandrei reviewed the information she had just received. Paths in the forest indicated the insurgents were several kilometers north, and moving. She promptly contacted HQ, and was told to keep track of them, and deliver an assault by nightfall.
---------------------------------------------
Back in Orbitas Enosti, Oröphin knew he had defied orders from the Eratis by simply allowing the EHDF to do its job. It requested orders, he gave them -- "Protect Etarosi Haven's government and stability." So very vague and completely legal, yet so durably easy to manipulate. Which, of course, is what the elf intended. Major General Ivanski had caught on early, and settled with small campaigns to root out insurgents attacking outlying villages. For this, Oröphin was glad. It gave him little to be reprimanded for, and much to gain from.
And until the Eratis changed his mind, it was the best he could do.

“Consulate I urge you to reconsider. They haven’t been doing anything for several months now, why should we bother clearing them out?” The officer sighed and rubbed his eyes before taking his cap off and running his hands through his shortened Straw coloured hair. Dawn was just beginning to crack through large windows of the office.
“Look at this map Colonel, just look at it!” clipped the Consulate, Nigel Harris, a middle aged man with silvery hair and piercing green eyes. He pushed a map of Monte Marte over to Colonel Jefferson, there were several of the small islands in the gulf between them and Etarosi Haven, still marked Lietuveska, circled in red.
They clustered more to the North of the gulf than further south.
“Your optimism is false Colonel; the latest MIRA report tells me that they’re active, they’re getting armaments from somewhere, and neither of us know, the Merchant Navy who does ferry runs as well as goods are getting nervous, if they stop going across the gulf, this colony stops, are we on the same level of understanding?” The consulate spoke down to the Colonel, a politician feeling he’s superior to a simple military man. Typical.
The Colonel sighed and looked at the map, then across to the Consulate.
“Some of these are dangerously close to Lie-hrm, Etarosi Haven you do realise this, Consulate? They have been having problems as of late, perhaps we should double check with them before blowing stuff up.” He replied sardonically.
“That will not be necessary Colonel, until I damn well say so, is that understood?” he snapped back, a fist slamming down onto the table.
The colonel simply sighed and shook his head “Yes Consulate.”

Letzebuerg [City], Letzebuerg State
"I think, what Esmarelda is trying to say, General," motioned a more lean figure in the courtroom. "Is that even though our contributional offer may be small in numerical order, that it would be appreciated enough for them to at least recognize the actual significance from our own perspective."
Esmarelda smiled, and only nodded from within her pleasant demeanor. She looked to the General for lead. And the General noticed, certainly.
"Hmph," grunted the old and balding man. "Im still not sure. Would it be wise for us to commit the Letzebuerg State into such a conflict which may bring some, 'negative attention', per say?" He gestured toward a more silent gentleman to the right. "You, surely you must have an opinion in all this."
"The foolish are quick to speak," muttered the man who stood to his feet and began to pace the courtroom. Soft chuckling ensured. "Naturally, I would have liked to reserve my personal judgement for a better day." His eyes drifted toward the window, which revealed a grim overcast sky. "But, being forced into such a position to actually reveal one's own opinions is... unfortunate; wouldnt you say General?"
The general only grunted. It seemed it was all he could do these days. Grumpy old man.
The man, of whom is name was still not known smirked gently, and cautiously. "I would find it personally appauling if we were not to strike when the opportunity presents itself. Our government has been silent on such international matters for how long now? We cannot afford to continue this sort of foriegn policy. It is exist, and unprofitable as it has been shown countless of times over the centuries. And if it means to risk making an enemy or two, then so be it. Risks, come hand in hand with the profitable. Let us not forget that." And so he smiled. "Men such as the general ask questions such as 'Why?'. When it is clear that the ladies and gentlemen of tomorrow will be asking, 'Why not'. Let us not become dinosaurs in this day and age. I say we go for it, make the offer, and then wait with patience and dillegence."

To the Esteemed Eratis of Etaros, Mr. Cyrus Kasparov,
Mr. Kasparov, it is my honor to be writing to you today, and it is with my respect that I come to you to make an offer. I have heard of the impending situation within Etarosi Haven, whereby certain 'groups' have become increasingly active in their resistance toward your own central government, and upon your latest news release I could not help but make some form of commitment toward yourself and the people of Etaros. Whilst I am more than aware, that there is probably very little that I nor this government could offer you that you could not handle already, I hope that you will at least accept what I have.
I have One Hundred and Twenty, Military Police Officials, on standby for your own use within Etarosi Haven. Obviously, whilst they might not make so much as an indent into the soveriegn territory, I hope that they might make for some use to yourself. They are our finest, and I am more than confident in their ability to serve under your command.
Mit Respekt,

“I’m getting immensely pissed off with ruddy Consulate Harris, arrogant prick, not at all like the last one.” Growled the Colonel as his jeep bounced around another corner in the cluttered streets, tooting its horn impatiently as native merchants milled around, headed towards one of the quays, piles of good balanced on small motor carts, or on their heads, the deafening yammer of voices thundering and crashing against the walls of the narrow street way.
“Bloody marvellous.” He growled, folded his arms and slumped back into the seat.
Office of the Consulate of Mont Marte
Dear Premier Kasparov,
I am writing to you to inform you of current events taking place in the islands to the south of your border, as you well know these islands are administered under His Majesties Greater Kingdom and trade flows between these archipelagos. As of late we have noticed increasing numbers of pirates and terrorists threatening the merchant shipping lanes as well as Etarosi and Greater Kingdom citizens. It has been noted to me that terrorism is a current problem in both of our states, most notably in the area to the North West of Mont Marte, and the Northern areas of Etarosi Haven. Perhaps some sort of liaison between our departments responsible for Counter Terrorism is vital?
Yours sincerely, Nigel Harris, Consulate of Mont Marte.

"Haven?"
"Haven."
"Shit."
Haven, as a region, was not a major part of the Tiburonese consciousness any longer. After having created an independent state (Cocentrica) from its former Havenic posessions, Tiburon tapered off its presence in the region. The region itself did not measure too favorably in Tiburonese opinion after alternating periods of violence and inactivity became the pattern of Havenic politics, and thus the region was relegated to a part of the geographical area under the watch of various divisions of the Aerospace Force, as well as a moderately small fleet of the Navy. The possibility of Tiburonese forces being required to actually do something in Haven had not been considered for nearly 60 years.

Eratis Kasparov and Consul Harris,
The United Solaris Federation, although not a major power in Haven as our Havenic foreign policy objectives- which coincide those with our ally, the Allied Solaris States of Cocentrica- would be thoroughly remiss in its duties if it did not give its full support to its Concordat and VERITAS allies in Etaros and Midlonia. To this end, we offer any support we can give, and wish to know how we can assist our allies in securing stability and peace.

The Erasati Report
Growing cries for independence from Etarosi Haven
Kasparov baffled, apparently unaware of growing threat
ORBITAS ENOSTI -- Yesterday, the colonial authority in Etarosi Haven officially announced that it was facing a "growing crisis" in regards to increased protests, riots, and death threats directed at the imposed government. Colonial spokesman Riannor Cyranír stated yesterday in a press conference that, "Etarosi Haven is now facing a growing crisis with regard to violent protests directed toward Etarosi control that is maintained over the populace."
The situation appears to have escalated when it was reported that a military strike was directed at the small village of Novajslachevki. Reports indicate that over two hundred civilians were killed in the fighting, sparking much controversy as to whether the strike was warranted. The Etarosi Haven Defense Force has denied that civilians were killed in the fighting, creating further confusion. The EHDF claims that insurgents are responsible for the apparent massacre that took place, though many experts are at wonder how they would have achieved such a goal without destructive weaponry. "It is possible that the militant faction of detractors has acquired more powerful weapons capable of such a degree of destruction, but the government's military actions are certainly not improving the tense situation," said Professor Boris Ilyanovich of Utenshka University. He went on to say that, "military strikes are likely going to result in fanning the flames" of outrage that have swept over the protectorate.
Regardless, the government in Orbitas Enosti has stood firm with the decision to strike the village. "We maintain the right to weed out insurgency in our sovereign lands. Violation of Etarosi laws will not be tolerated under any circumstances," said the Eratis in a speech last night. He has lately appeared to be hesitant to respond to the calls for freedom just last week, and has suddenly had a change of heart. When asked about this he responded, "I have merely realized that the threat cannot be contained with ignorance. It was a mistake on my part."
Despite the Eratis' words, there have been rumors that more conservative elements in his government may have played a heavy hand. Those rumors are strongly disputed by Kasparov's staff and the rest of the government, who uphold that Cabinet meetings are discussions, and that no member of the Cabinet has any desire to plot against the Eratis.
The question of whether Etarosi Haven, which has become to be called by protestors as "Parunevhi", will achieve independence has not been answered by the government. It is indeed doubtful that Etarosi will receive any solid answer until the situation devolves into one in which our government oppresses a people that deserve to be free, if they so wish. Or, on the other side, if a volatile people have the right to use violence as a means to achieve their ends. Many experts on both sides of the issue do agree, however, that the situation is likely to get worse before it gets better.
----------------------------------------------
In Orbitas Enosti, tempers were running high. It was obvious that press coverage of the strike at Novajslachevki did some damage to the government in polls, but the real scandal was beneath the eyes of the people. Cyrus Kasparov was in outrage that his orders had been violated, though subtly, and further enraged that other Cabinet members apparently knew about it beforehand. He had threatened to fire the Defense Consulacör as a result, but that was met with opposition from everyone. Though evidently angry, they were unwilling to lose such a valuable member of the government. Oröphin did however see a substantial cut in his pay. It was something he was willing to take, because he knew that at the end of the day, they would see he was right.
That attitude was obvious at the Cabinet meeting. The small, dark room was occupied in its center by a long table. The Eratis sat at its head, with Cabinet members sitting along its sides. Everyone had notes and papers out in front of them, as well as glasses of chilled water. The situation that had occurred had forced them to reconsider, because now they would have to dedicate more troops to Etarosi Haven.
"Good morning, ladies and gentleman. First of all, I would like to say that I am still upset, and if anyone ever defies a direct order that I have given with my granted authority, you will be promptly fired. This is a very substantial exception, and it will not happen again." The Eratis stared at Oröphin, who closed his eyes calmly and nodded.
"Now, on to business. It's obvious that we're now required to send more troops for the safety of citizens in the colony. What worries me is that it's beginning to catch the attention of others, especially Midlonia and Tiburon. Mr. Novalis, could you please inform us fully of that situation?"
The alien nodded and looked to his notes, and then at the rest of the Cabinet. "Within the past few days, my office has received messages from Midlonia and Tiburon. All of you should have a copy in front of you." They did, and each read to him/herself as Novalis talked about them. "The Midlonians are upset, with reason, about piracy and smuggling issues that are causing trouble in the Hvittsted Strait. They have offered to aid us in cracking down on the matter, and I personally feel that the insurgency in the colony is using these smuggled shipments to better arm themselves.
"The Tiburonese apparently noticed the military strike we initiated, and have offered to help in any way they can. I feel that it would be prudent to accept a small force that will rest off the coast, to be called in if the situation gets too dire. I do not believe, however, that putting foreign soldiers on the ground in Etarosi Haven will aid us in our endeavours further."
The others seemed to agree with this assessment, and the Eratis charged Novalis with the task of responding to the messages as soon as the meeting was over. He then turned to Oröphin. "Mr. Telemnar, what is the current status of the EHDF, as well as the Erasatöhar brigade established in Utenshka?" The Defense Consulacör looked to his notes and took a sip of water. "As you may know, the EHDF only comprises of roughly 10,000 ground troops. Armored vehicles number in the hundreds, and our air force there is small but has been sufficient. Naval presence, obviously, is high. The Erasatöhar brigade is good enough to serve its function, which is to protect colonial authorities from harm.
"However, in light of the situation, I would suggest a detachment of two more divisions from the Erasati Army, as well as an increase of a few thousand armored vehicles and several wings of bombers and fighters. We'll also need more ships in the area if we plan on combating the piracy issue."
This proposal sparked anger from the more pacifistic elements of the Cabinet. The Consulacörs of Trade and Finance once again spoke passionately about the need to remain peaceful in the situation, saying that if the people of Etarosi Haven (they dared not call it Parunevhi in front of their peers just yet) wanted independence, it should be partially granted.
In the end, the Eratis was convinced that the military option proposed by Oröphin Telemnar was not wise. He opted for a stronger naval presence to combat pirates, and was willing to send in another brigade of troops, but no more. This once again led to frustration among the more conservative elements, who loudly protested again. However, the decision was made, and resolve of insurgents would likely deepen as a result.

Mr. Harris,
It is indeed troubling that such acts of piracy and terrorism are threatening trade and stability right on our doorsteps, and Etarosi concern regarding our colony is growing deeper by the days. I personally apologize that we were not on the matter more closely before, and the government has decided to send more naval forces to the area to combat the pirates and help patrol the area. It is our worry that insurgents are using these paths to acquire weapons in their mission to encourage instability and havoc in the colony.
I will inform the necessary officials in the Etarosi government that Midlonia is interested in a liasion of counter-terrorism forces between our nations.
Thank you for contacting us.

Vice President Bell,
The Eratis is thankful of your message, and I speak on behalf of Etaros that we are very grateful for your desire to aid us in our troubles. There is, in fact, something that Tiburon could do to ensure that stability is maintained.
Midlonia and Etaros are currently linking forces in an attempt to weed out piracy and terrorism in the waters of the Hvittsted Strait, as well as off the coast of Etarosi Haven. It is our belief that insurgents are using these channels to acquire weapons from an unknown source.
At this point, the Erasati Republic will not request troop involvement, but we would find it greatly helpful if Tiburon would station a small contigent of forces off the coast in international waters to provide for a quick reaction if the situation devolves further. Which, unfortunately, is expected and likely.
Thank you for your concern.

Secluded bay, Mont Marte, 000hrs
The man inspected the dark patches under his arms and drew another breath from his cigar; the embers glowed gently before flying off and settling in the sand. Christ he hated the heat at times. His comb-over fluttered across in the wind as he stood and waited, the darkened silhouette of the tramp steamer could just be picked out in the setting sun, the tarpaulin over, what he assumed to be the front net reel just visible as green amongst all the rust. A small inflatable motor-dinghy was bouncing over the waves towards him as he took another puff on his cigar. The small boat beached and a tall man strode from it to meet him.
“Ah, Jasper, I take it you got everything I ordered?” the figure’s voice sounded like that of an angels as the figure motioned to the small lorry behind them.
“Oh yes, quite easily, Even got a coupla the old Motocross bikes too if you want’em.”
The figure chuckled and simply nodded.
“Good, my nephew was going to order them next time anyway” chortled the figure.
Jasper merely nodded, his hair fluttering a little.
They both tramped across the sand towards the lorry before Jasper undid the lock and threw up the rear door, inside were around 10 green cases made of metal, one made of wood and two small bikes.
“Oh, case of Whiskey, um, your brother ordered that.” Jasper spoke hastily as the figure noticed the wooden case.
“Ah.” The figure simply muttered and hefted one of the cases out and began to pace towards the boat. He yelled something in Elvin as three more figures jumped out and began to carry cases down too. After a few trips, one threw out a bag which Jasper caught before they vanished away again in the little Dinghy. Jasper checked the money before clambering into the battered old truck and drove away quite quietly, the bay was silent once more.

“I’m Sorry Consulate, but our company will no longer be running any ferry or Boat trains across the Hvittsted Strait, it’s that blewdy simple.” Barked the man in a thick Yorkshire accent, the rolls of fat next to his face rippling slightly.
“Directing 824b damn well says you’re to maintain the service!” yelled back Nigel, his face bright red with rage.
“Directive 824d says that the lanes will be safe to operate in.” Roared back the giant Yorkshire man, his moustache and Cheeks shaking violently.
“Get out, I’ll have your damn staff impounded instead then!” screamed Nigel as he simply threw a book at the Yorkshire man.
The Tall podgy man simply yelled something about Nigel’s mother before slamming the door shut.
Nigel was furious, this was the third company to have come in to tell him they were no longer running routes across the Strait.
The Navy was proving incompetent with its searching using Cutter ships. Something would have to be done soon.
But first he badly needed sleep after this stressful day.
Cutter Jacobite Hvittsted Strait, 0100hrs
“Spotted the Tramper Skipper, she’s making about 5 knots, headed towards one of the red islands.” The voice crackled down the bakelite telephone to the captain of the vessel.
“Roger, catch up, draw alongside her and order them to prepare to be boarded.”
A Cutter ship is the Midlonian Equivalent to a patrol boat; they are armed with one single 4” gun and tend to have some kind of small VTOL craft for Search and Rescue missions. The call had come from the Jacobite’s VTOL craft, its “eye in the sky” in the hunt for smugglers.
Jacobite, Hvittsted Strait, 0120hrs.

A scratchy megaphone reply snorted back from the tramp steamer before the tarpaulin vanished revealing a turret made of scraped metal, a 5” gun poking from it.
“Sweet mother of-” Was all the Captain managed before vanishing in a cloud of heat and shrapnel.
The Bridge of the Jacobite vanished in a cloud of smoke and began to drift lazily with its rudder jammed in position the Jacobite began to turn gently to Starboard, still moving steadily. The crew not knocked out by the blast, or wounded were frantically running around to get the engines shut off and to stop the fire. The Tramp Steamer kicked up plumes of Sooty smoke as its engines chugged and whined as it escaped from the wounded Cutter.

OOC: Wasn't sure, but figured it. Writing style and letter format's the same after all. ;) Sorry about that. Though it's a break from what I intended in my first post (related nations only), I don't see why I can't let it slide. Good opportunity and stuff.
Response to the Letzebuerg State
Xirnes looked over the latest information he had received in his inbox. He sighed as at least two dozen messages poured in from Etarosi Haven, most of them requesting more resources to combat more problems that were arising. He sent a dry response to all, indicating that per order of the Eratis, no further arms could be sent to the colony. He did, however, promise an order for more police forces. He had received word from Oröphin that Taraskovyan mercenaries were offering such services, and was glad to be able to promise something worthy to those who needed it.
He finally ran across another message, that was a couple of days old. He cursed his inaptitude, which was indeed a rare occurrence, and checked the message. Intrigued and satisfied, he sent an optimistic and promising reply.

Subject: RE: Etarosi Haven
Mr. Walker,
I thank you wholeheartedly for your desire to aid our nation in such a time of trouble. It is my belief that small nations such as Lëtzebuerg need support from larger nations like ours, and I will convey to the Eratis that some reward for your offer is in order.
In the meantime, Etaros will gladly accept your offer for military police. I must impress upon you the importance that these police not become active until the colonial authority in Etarosi Haven requests it -- and they will only request it at the command of the Consulacör of Defense. Until that time, Nortanis Air Force Base will accomodate the housing and maintenance of your forces, free of charge. Please note that Nortanis AFB is only forty kilometers from Utenshka, the colonial seat.
If any forces of Lëtzebuerg enter Utenshka or any other Etarosi municipality in uniform, they will be promptly arrested. This is only a precautionary measure to ensure stability -- we hardly want the civilian populace to have an actual reason to be in outrage.
With thanks and gratitude,

To the High Council,
I am pleased that your offer has come at such a convenient time when Etarosi in the colony are needing such services very badly. The Defense Consulacöris is willing to sign a contract with the Guild to hold the two corps you mentioned for an unspecified period of time.
First, I must impress upon you the importance of the Corps not leaving its bounds of duty. Any irregular actions taken by your forces will result in immediate arrest, if not worse. The Erasati Republic upholds a policy of using non-lethal weapons against unruly citizens, and we will accept no less from you.
The corps may make themselves most useful in various locations in the colony, and my subordinates will be happy to relay you the information. I am sure that Utenshka will be needing assistance, as well as other areas of governmental importance.

The rain gently splattered against the mud-stained windshield of the cumbersome carrier truck. Fog grew thicker as the large vehicle slowly crept its way down the muddy road, closer by the hour to Lake Lietunovi. The driver was a middle-aged man with very short black hair and a field of stubble on his weathered face. His luminous blue eyes peered out in front of him, heavily concentrated on the path ahead. The passenger seated next to him, a very old man with a wild bush of white hair and a thick, unsettled beard, was fast asleep. As Viktor drove, he wondered with a sense of amusement how the other could sleep so soundly in such a persistent racket.
A flash of lightning illuminated everything as far as Viktor could see, which in all truth, wasn't far anyway. It did, however, give him a short glimpse at the outline of a gate ahead. He moved his foot from the gas and began to slow down in a cautious manner, so as to not slide off the sludgy path and render the truck immobile in such ghastly conditions. The brakes of the monstrosity squeaked as he slowed to a stop, awakening the old wizened man beside him. The elder blinked as he was stolen from his rest, and sat up more straightly.
A guard appeared from the makeshift kiosk that had been set near the barbed-wire gate, and a few other men were visible. They all were heavily armed, and their eyes told that they were suspicious of everything, not daring to give anyone the benefit of the doubt.
Viktor rolled down his window as the guard approached and barked, "Coraso de idartifikasen tuor!" The driver reached over the steering wheel and handed over his indentification. The guard returned to the kiosk as quickly as possible -- the downpour was unpleasant. When he returned, he nodded to Viktor. "Gobodesket. Girtosket nachti!" Viktor nodded in thanks and rolled up the window with some difficulty as he waited for the gate to open.
Once it did, he drove through slowly. Not more than ten minutes, he had to stop again and go through the same process. This time, however, the guards searched every inch of the truck they could. Their top superior told them to only allow the large yellow crate in the truck to receive exemption from their inspection, and they did. Once the guards were satisfied, they allowed Viktor and his passenger to roll on.
The truck again slowed to a stop, but this time in the middle of a small collection of buildings. The largest, a tin-roofed barn, immediately swung its doors open. More heavily guarded men could be seen all over the place, or as far as the fog would permit those in the truck to see. Viktor drove into the barn, and heard its large doors swing shut as he fully entered. He and the passenger exited, and walked over to the uniformed man standing a few meters away.
The former Lietuv commander of an army division, Mikhail Kostrona was now directing insurgency operations in the Etarosi colony. He was large and muscular with a pleasantly round face and shiny bald head. His brown eyes were a blend of hardened experience and innocent joy, his smile was charismatic and bright. Viktor held out his hand, "Comrade, it is good to see you!" Mikhail laughed jovially and brought his hand forth, clasping it with the others in a masculine grip. "And you, my friend! I see that Mr. Van Arsden is not quite so happy to be here."
Van Arsden was indeed unhappy to be there. His writings had been manipulated by Kostrona in order to fuel an insurgency to topple the colonial government in Etarosi Haven. Van Arsden's intentions had only been to inspire ethnic Lietuvs into nationalism and peaceful protests -- Kostrona had taken it to an extreme that the more pacifistic man disliked. However, he did see uses and benefits with an insurgency victory, and that's why he decided to act as Kostrona's foreign affairs advisor. Viktor was acting as trade advisor, responsible for the successful smuggling of arms and other goods that would aid the insurgency.
Van Arsden simply grunted at the comment. Kostrona smiled, "Oh, come now, comrade! The Parunevhi People's Liberation Army (the PAPLA) is most improved with your expertise. If I did not think you were worthy of such a position on my staff, I would not have requested your services!" This only resulted in a nod from the old man, which was sufficient for the middle-aged revolutionary.
Kostrona glanced at the truck. "It is here, then?" Viktor nodded with enthusiasm. "Indeed, comrade Commander. It has been through rough times, but I believe that all is required now is its detonation in a population center." Van Arsden glanced up. "I was under the distinct impression it would be used for a military target only." The other two shared a look. Kostrona stepped forth with a jovial laugh. "Oh! You have to understand that our mission is not to remove a military threat, Josef! Our aim is to drive the pathetic Etarosi government into fear, so that it may not wish to inhibit our efforts to liberate the people of our great Parunevhi!" Van Arsden widened his eyes. "You..mean to align yourself with terrorism, Commander?"
Kostrona sighed. "Look, Josef, it is our duty. I hate it as much as anyone, but I can honestly see no other way! Now come, and have a cup of tea with me."
-------------------------
OOC: Midlonia, I'm not sure what to do with the little operation to remove piracy threats from the Hvittsted Strait. Perhaps we can talk about it on IRC and go from there?
Also, I haven't decided if I'll have any nations funneling money into the PAPLA. This will result in a big enough domestic crisis as it is, and I honestly don't feel like living up to my old reputation of having an instable government. So if someone offers and I feel it sufficient, I'll think about it. I'm convincable. ;)

Gagra Sovereign Base Area,
Haven
Whilst it appeared small on the maps, little Gagra was actually spreading over thousands of square kilometers (not including the territorial waters) and was even larger than some sovereign nations. And all that land was administered by the Taraskovyan National Defence Forces, who built quite numerous installations. Gagra featured several airstrips, docks, with a myriad smaller bases spread throughout the territory, including the security perimeter around it, long range defence systems installations (artillery, anti-air, etc). There were also some civilian residential areas, for the families of the servicemen deployed in Gagra.
All in all, the area had all the facilities required for a full scale deployment in that particular area of Haven. But in absence of such deployments, the TNDF was quite happy to grant use of certain facilities to the Guild of Mercenaries, with which the army had a long and lasting friendship. As such, one of the airstrips was granted to the two Mercenary Corps that have deployed earlier and were now in the final preparations for direct deployment in Etarosi Haven.
Colonel Vitali Diatlov of the Minstrel Knights was chosen as the overall commander and representative in front of the Etarosi authorities. It was custom, if several Corps were deployed, for the most respected and battle hardened commander to become the overall leader. And Colonel Illiath Telkheret of the Buoyant Armigers was a young man who came to his position not too long ago after the previous commander of his unit retired.
As such, it was Diatlov who was coordinating the deployment. Yet, before any took place, an inspection of the equipment was in order, to be sure that everything arrived and the men would miss nothing when on the ground.
“Happy gas?” Diatlov inquired as he looked down through a list, standing in a warehouse. Telkheret nodded. “All here, personally made sure every canister was delivered.”
Dyatlov nodded and put a tick next to the name of the non lethal “riot pacification means”. RPM-41CU, or “Happy Gas” as it was casually referred to by the police, was a special substance developed on the basis of the military grade EDM-17RDDD which caused the subject to erupt into uncontrollable state of elation upon inhaling. As such, instead of throwing stones or nastier objects, the rioter would roll on the floor laughing hysterically. The effect of RPM-41CU wore off quite quickly (within an hour) and was lesser than the EDM-17RDDD used by the army (after all, they did not call it “enemy debilitating means - 17 really deep doo-doo” for nothing…) It was, thus, a perfect “means” of riot control.
“Dreamers?”
“All here.”
RPM-14GN, or Dreamer, was in fact a rifle or a handgun that, instead of shooting bullets, stunned the subject for some period of time. It was quite popular with the Federal authorities during the times of the military junta, since demonstrations and riots erupted a bit every week.
“Riot suits?”
“Everything is in order.”
Obviously, the riot suits, based on the military personal combat armour, were designed to prevent police officers from being “damaged” by various flying objects. And the resistance to fire and acid helped quite a lot when dealing with particularly nasty and inventive rioters.
There was also other equipment going through the check list. Special police APCs, UPACs (Urban Pacification Aircraft – the name speaks for itself), other RPMs, as well as live round weapons. Non-lethal means were all cute and fun for dealing with rioters, but no self-respecting Taraskovyan mercenary would go out in the wild without at least a handgun. Just in case they had to encounter some armed resistance.
After the check, it appeared that all the needed equipment was in place, ready for deployment on the ground. As such, the two Colonels proceeded to ready their men with a final briefing and council.

Subject: Etarosi Haven [Re: Independance Movements]
Mr. Cyrus Kasparov,
Having had the unforunate experiences of being familiar with terrorism, and an insurgency against the government, I can honestly say that it was not a pleasant one. Indeed, such a movement against the former government by the various revolutionry forces have created disaster... disaster that now I, as Leading Governor of the Austar Union have been commissioned to clean up. In the meantime, apart from our obvious concerns for the various loyal friends and allies of this state, this is the reason that I have taken particular interest against the independance movements within Etarosi Haven. Not only have they shown themselves to be an unreasonable force of political affilliation, they have embarked on a public media mission against the citizens and innocent lives who may or may not be affected by their selfish desire for "gain". And as such I cannot help but lend my support behind you and your government in these matters of affairs. On that note, I have certain information which indicates to me that the former government had actually assisted in a similar situation of your own. And if my memory serves me correctly, that would have been the development of "propeganda" material, advocating a peaceful solution; and hopefully the acceptance of government jurisdication, and the rule of law.
Please, if I can assist in this way, or any other way as the former government had done so before, do not hesitate to contact myself. If you require any material, I will be able to address any main points that you wish for me to, and as such, hopefully reduce the severity of the situation you find yourself in. Of course, I respect too that this is a matter for the central government of Etaros to handle yourselves, and as such, until I hear from you again I will assume that my services will not be nessasary.
Kind Regards,

Official Statement Issued By Largentian Government
AS continuing efforts to help stabalize the Etaros economy through free trade from both parties we are increasingly concerned with safety of Largentian tradesmen and trasports in the area, as well as the cargo Etaros ships will carry deep within Largentian territory. We will certainly continue with our attempts to aid a fellow member of the TNA but will hesitate to do so if the situation either escilates or seems uncontrollable.
If the Etarosi government would permit the escort of all Largentian vehicles by either military or law enforcement personel it would greatly settle the nerves of those involved in our current business and would help it to continue in a sustainable manner with no possiblity of a Largentian withdrawl of trade goods from Etaros; however, we would be equally willing to allow Etarosi escorts to protect Largentian citizens in volitile regions if the government would prefer that.
On an entirely different note we would be willing to supply a small force of peacekeeping troops to aid Etarosi forces if they would feel it would be of any real assistance. The presence of any Largentian military would also mean the guarantee of Largentian assistance in the rebuilding of whatever is damaged in this testy time whether Largentians were the cause of it or not.
We will be in contact with Etarosi officials to see what can and will be done to aid them and their people.

A message was soon sent to Etaros essentially restating everything outlined in the press release. Although, the Minister of Foreign Affairs had added one small line he hoped that friends in Etaros would take to heart. It had not been long since Largent had experienced similar problems and they had learned one lesson: sometimes a government must assume the role of protecting people from themselves; and Etaros was certainly no exception.

“Sir, we’re seeing activity at this location, approximately five kilometers away. We have lost the signal from the Jacobite.” The navigation officer looked to the captain of the small cruiser. The Etarosi Naval Command had strategically placed over a dozen such cruisers patrolling the Etarosi side of the calm, dark waters of the Hvittsted Strait, and the Telanno was just one of them. Several rogue shipments had been seized as time went on; the number of seizures had increased a considerable amount since the insurgency had begun to really pick up speed.
Captain Ikui Naladorath nodded at the officer. His ship had received word moments before from the Midlonian Jacobite that they were in the process of intercepting an unidentified vessel en route to Etarosi Haven, suspected of smuggling as all unregistered, unidentified, and unscheduled ships were. Captain Naladorath ordered the Telanno to make haste to the location where the last transmission took place from, only to see the Jacobite burning and desperately trying to survive. Not far away, there was a smaller boat that was the obvious culprit.
The captain ordered all guns aimed toward the Hvittsted Star and made the standard announcement through the ship’s loudspeakers: “You are to desist and surrender as per the Joint Initiative Protocol in execution by Midlonia and Etaros. Any unidentified ship that refuses to do so will be fired upon. We will not repeat our orders again.”
The moment was tense because it was blatantly obvious that the ship’s gun (or guns, for all they knew) was powerful enough to wreak havoc on any other vessel that crossed its path. As soon as the Midlonian vessel had been sighted, calls were made to send in air support promptly.
Back at Nortanis Air Force Base, a squadron of fighters lifted off simultaneously into the dimming horizon, flying at high speed to the point of crisis in hopes to blast some insurgents to hell, or at least ensure the safety of the Telanno and her crew.

I thank you for your contact, and must extend my appreciation with regard to the Guild’s efforts to help us in our time of need.
At the current time your services are required in Utenshka, the colonial seat of Etarosi Haven. Widespread protests and rioting have become common and the police force there could really use a boost.
I have sent a file to you regarding the reported number of crimes suspected to be related to the insurgency or protests, and I would request that you send other contingents to any of these cities at your discretion. Nogovdina, Bessel, Cracincas, and Gyordevchikov are the four most needy cities or towns at this time, and I will continually send you updates on the situation.
I will also have ground commanders liaison with your forces in order to maintain a notable level of cooperation and efficiency within these population centers.

Official Statement from the Erasati Republic
It is our duty to protect those that trade with us when their national assets have reached into our borders, but have no means to protect themselves. The Erasati Republic has always followed a policy of protecting the interests of trade partners and military allies alike, and will continue to follow such a policy. We grant our full assurance to Largent that the situation is not so desperate that any consideration of the temporary cut in trade is necessary. In fact, to suggest that the situation has gone beyond control of Etarosi military forces and the colonial government of Etarosi Haven is a misnomer and the result of false knowledge.
The only known city that Largentian ships have been received in Etarosi Haven is Utenshka. It is the seat of the colony, and therefore is highly protected. Any security concerns need not be mentioned – the Etarosi Navy has taken the liberty of ensuring the security of the surrounding waters.
As for concerns on the ground, the Etarosi military and police forces, along with hired mercenaries, will fully ensure the protection and safety of every foreign national within the bounds of the Erasati Republic. Escorts, increased security measures, and the protection of commercial assets are a top priority of the EHDF.
If any nation, including Largent, feels that it wishes to send peacekeeping forces, they may be allowed to park ships in or near the waters of Etarosi Haven. We will not be permitting troop entry into the colony for the time being, because we are interested in letting the people of Etarosi Haven know that we do not seek to oppress them by military means, or any other form.
A violent sect of the population, a very small one at that, has taken arms against a rightful government. Such action is reprehensible and highly undemocratic – it will not be tolerated. Those Lietuvs that have demanded that we grant them a semi-autonomous government should know that the Erasati Congress is deliberating and considering certain allowances to Etarosi Haven. To the Lietuv people, Etaros pleads that you must maintain a fair, reasonable position. The militants within your ranks are dangerous, counter-productive, and risking the very institution that you proud yourselves upon. Democracy will prevail – all that is required is patience.

The tramp steamer simply continued to power away as quickly as possible, from the turret a voice screamed out to shift the gun towards the other naval ship, to drive them off if nothing else.
Two other men ran to the turret and began to push on pieces of metal sticking from the side. With another shout they stopped and let go.
The gun barked as it flung another shell at the Naval vessel that was little more than a shilouette.
Jacobite
"What else can be done Sir? She's stable fer now, listing bloody badly and I'd really prefer us to get her back to port, preferably ASAP.
The Junior officer nodded, before turning to what remaind of the standing crew, about 17 in all had been unscathed, another 6 or so had minor abrasions and could help, the rest were either unconcious, had limbs blown off or were currently fish chow.
The Jacobite had lost all of her comunications and the Junior officer, now Acting Captain by default stared around.
"John?" Asked another naval officer, his uniform tattered and bloody, he himself covered in soot and oil, had become first mate.
John Mckinner simply turned. "Yes Bill?"
"There's still a search light available on the prow, we can clatter the shutters in old morse code, contact that naval ship o'er there."
"I was just thinking that myself Bill." muttered John, "But the comms room was vaped along with the command staff. I dunno if anybody can even bang out SOS on that bloody thing."
"Anybody know Morse code?" yelled out Bill, there was a shout from one of the men firefighting, Bill waved him over and pointed a grubby bandaged paw at the searchlight. "Bang out SOS on that thing lad, we're in a shitty state and we're gunna need help."
The unamed lad nodded and ran over to the light and began clacking it open and shut, it was slightly slower than a morse code light used to be, but it should work.
Cyrus Kasparov adjusted his navy blue tie as he briskly walked past staff and security agents. His advisors were struggling to keep up with him but he gave no mercy and simply plowed his way through the government complex. Moments ago he had received a call from the Foreign Affairs Ministry telling him that the situation in Etarosi Haven had deteriorated to a degree that an emergency Cabinet meeting was requested. After reviewing information sent to him, the Eratis determined that a meeting was necessary.
Bursting through the large, oak doors to the secretive and fairly dark Cabinet Meeting Room, Cyrus looked upon his nervous group of government officials. As his advisors took their seats along the wall, Kasparov walked forward to his seat where more documents and images were presented to him. He sat and looked at them for a moment, the silence of the room begging for his voice to offer some sort of voice on the matter. "Very well. How did this happen?"
According to the information placed in front of him, an insurgent group had managed to launch a full-scale assault on a small town about 100 miles from Utenshka, the seat of colonial authority in Etarosi Haven. Missiles were apparently launched at the town of about 15,000, followed by a raid of hundreds of insurgent units before the EHDF could respond. As a result, over 300 civilians were killed by the rebels.
Oröphin Telemnar looked to Novalis, who nodded his head and motioned for him to speak. "What happened, with all due respect, is the suggestions of experienced Cabinet members were totally ignored, and now the result is a military force incapable of handling a very volatile situation. For months since the deployment a single brigade to Etarosi Haven the insurgency has been growing, no doubt aided by your orders to sit and wait. In my valid opinion, these people are terrorists and not to be negotiated with. You have failed innocent civilians." Oröphin stared into the eyes of Cyrus Kasparov. His words were totally unexpected by nearly everyone in the room. Kasparov felt a boiling anger growing inside of him, but only because he knew that Telemnar was right. However, the Eratis was stubborn and asserted his wisdom. "I did not fail. At the time the judgement was fair. You were free to suggest an increase in troop numbers as time progressed." The elf became infuriated. "You were free to take into account my first suggestion, which was to respond with a fully equipped and powerful force of over 20,000 trained Etarosi men and women. Mr. Kasparov, if you intend to turn this on me, you can count me resigned from this position as of three months ago when you failed us all." The exchange was obviously heated, and Kasparov sensed he was about to lose a vital asset. He sighed and looked at his Defense Minister. "Look, I know I screwed up. But for us to attack each other will solve nothing. We need solutions." The other responded frustratedly. "Then do as I suggested, Eratis. Deploy two divisions, a multitude of tanks and armored vehicles, more aircraft, and increase our numbers in the water. Preemptive action is not shameful, it is necessary in some cases. In this case, it is no longer preemptive, but responsive."
This time, nobody spoke a word of disagreement. This event had only strengthened Oröphin's position in the Cabinet, and there was no question that what he was saying was only truth. There was no bias, no political agenda. They all agreed to respond with the force he suggested. Novalis backed him fully. The Eratis, having been embarrassed by insurgency actions, decided to put out a public statement condemning the attack and letting the world know just how strongly the Republic would respond to aggression.
Official Statement from the Erasati Republic
In response to the evil and vicious attack on innocent Erasati citizens in Etarosi Haven by insurgent terrorist forces, the Republic will act with vengeance and full force to root out the forces of terror and injustice in rightful lands that have been in connection with Etaros for decades. The cultural, political, and economic cohesion of these two places are not breakable, bendable, or in any way to be perverted by forces that seek to upset the harmony and justice that has been achieved through hard work and dedicated men and women.
To these insurgent terrorists, the Republic can only say that they will meet their ends in a merciless, horrible death. Etaros is mobilizing two full divisions to be sent to Etarosi Haven, as well as a multitude of armored vehicles and military aircraft. The waters around Etarosi Haven will be patrolled like never before with the solid aid and support from powerful allies in the immediate region. The Erasati Republic will never waver in the face of terrorism and blatant disregard for innocent life. We will prevail.
The cool night breeze curled and floated over grassy plains and rolling hills near the small port city of Utenshka, the former seat of colonial authority in Etarosi Haven (now renamed to Free Etaros for the purpose of boosting public relations). The city is home to people from all walks of life, and is quite popular amongst ethnic Lietuvs who had to relocate from Hvittsted after its status as a cultural center was disintegrated due to repeated wars. Its stone, European-style buildings in the center of the city stand in remembrance of times long gone when Lietuveska was a thriving and prosperous nation. Streets are fairly planned, though some wind around into big circles and few are actually clean. In fact, most buildings in Utenshka are rather derelict, marred by hanging shutters and broken windows with old, barely hinged wooden doors. However, the local populace prefers this setting, as they love to make a spectacle of what was once shabby. The poorest areas of Utenshka are a sight to behold, with grafitti decorating (or desecrating, depending upon the viewpoint of a visitor) many buildings and murals stretching for entire blocks along old brick and stone walls. The downtown of the city is quite modern, in contrast to the rest of the city. Though the tallest building is only 500 ft., it is a beautiful glass structure with an abstract architecture. Other high-rise buildings occupy the immediate area around it, but the downtown area is only about 20 city blocks in diameter.
Major General Sasha Ivanski sat on his balcony overlooking the city from Katar Hotel, a fairly prominent building resting on one of the outer hills of the city of 200,000. On the horizon he could see the moon reflected on the dark ocean of the Haven Straits. In a matter of days, large destroyers and carriers would enter the bay and unload two divisions of troops, tanks, and a host of weaponry. He was currently placed in charge of the Province of Free Etaros, a name that was quite ironic in that the change that occurred with its introduction actually brought the former colony under the iron grip of the Erasati Republic. It was just a name that made the land sound more free than before. Reality showed a completely different scenario. Ivanski sipped his late-night coffee and thought out the previous week. It had all started with a terrorist missile attack on a village not far from Utenshka. The government in Etaros became frightened and not only deployed a massive military force, but also went a step further and incorporated the colony as a province of the Erasati Republic. The majority of Lietuvs in the province are dismayed that they are no longer on a direct path to having their own nation once again, but some understand that the military campaign requires more government presence in the land they call Lietuvaros, a name that attempts to blend both cultures and economies, but signifies enough separation from Etaros to warrant its own governance.

While a group of naval ships made their way into Haven Straits to complete the journey they'd been assigned, a much smaller group was trying to save the crew of the Jacobite, a Midlonian vessel that had previously been charged with haulting smuggling attempts into Free Etaros. The Telanno came within sight range of the Jacobite (which was flashing an SOS message, and in response the cruiser flashed a message signifying they were on the way to help) and, at the same time, tracked another unidentified vessel moving away. "That must be the attacker, Captain," commented a young officer seated on the bridge. Captain Ikui Naladorath agreed, and contacted the incoming fighter jets immediately. "Attention Delta Squad. This is Captain Naladorath of the Telanno. We have an unidentified vessel that has refused to follow direct orders. Requesting an immediate neutralization of the enemy vessel. I'm sending coordinates now. Vessel is moving quickly to the northwest."
-----
Delta Squad Leader received the incoming call and responded, "Aye Captain." He switched to the private intercom the six other pilots of his squad shared. "Move to this position in loose formation. Target moving northwest at a rapid pace. Orders are to neutralize target completely." The others acknowledged the order and the entire group changed direction in unison as streams of thick cloud poured from their rears, leaving the mark of a giant claw across the night sky.
-----
When Captain Naladorath was assured an airstrike was on the way, he immediately ordered the Telanno to move in closer range of the Jacobite. He activated the cruiser's loudspeakers and spoke clearly: "Attention crew of the Jacobite, this is the Telanno of the Erasati Republican Navy. We are here to rescue you and salvage what may be left of your ship." The cruiser moved into within 50 yards and sent out small lifeboats to help the Midlonian crew board their ship.
An immediate report was logged and sent to military headquarters in Orbitas Enosti as the fighter jets raced through the brisk air and closed in on the maurading Hvittsted Star...
