Karmanyaka Issues Architectural Contest

The Lord Tengil of the Dominion of Karmanyaka and the Council of Knights have issued an international architectural contest. The occasion is the upcoming election which marks the final step from dictatorship to democracy.

As democracy liberates the opressed people the Dominion of Karmanyaka will become the Democratic Dominion of Karmanyaka. The Karmanyakan people will also elect a Council of the Dominion in place of the old authoritarian Council of Knights. The position of Lord Tengil will be replaced by an elected Tengil Premier. To celebrate this transition into freedom the Council and the Lord Tengil have decided to build a new Dominion Hall.

In order to emphazise the transparency and internationalism in this democratization project, an international contest will be held to conclude who will design the Dominion Hall. The winning architect will have the honor of overseeing the construction of the parliamentary building in cooperation with the Council, the Lord Tengil and Professor Halvar Odinsen of the University of Katla Department of Architecture.

Rules:
The proposal must be submitted before the end of February
The proposal must capture the Karmanyakan spirit of north germanic democracy
Dominion Hall will serve as parliament and meeting point for the Council of the Dominion, it will also house administrative units and coordination offices for the departements and public authorities and agencies. It will also be a meeting point for political and democratic movements - a true House of the People.
The proposal must respect the surrounding city and may not dominate the skyline excessively
The building/buildings should be both modern and functional, yet it/they must also capture the building traditions of Karmanyaka

The Manor and City Magazine would like to ask the following questions for an article on the competition:

First what number of represenatives will the new democratic Dominion Council have? Is the nation to remain a uni-cameral legislature or shall the Council of Knights continue to meet?

Shall the Tengil Premir have an office in the building? Futher how much office space (in square meters) is planned for the various departments?

Thank you for your interest in this contest.

The Tengil Premier will only have a small office in Dominion Hall, around 300 square metres, including space for staff and conference room. The Tengil Premier will continue to have his main office in the Tengil Palace, half a kilometer from Dominion Hall.

As the Conucil of Knights will dissolve the elected Council of the Dominion will be the only legislative body of Karmanyaka. Hence there will only be one chamber housed in Dominion Hall.

The Council of the Dominion will have 301 elected representatives, and the hall must also house at least 1 000 spectators.

The various departments and government agencies will have offices of varying size in the complex, but a flexible solution of approximatley 800 square metres per office is desireable. With around 50 such offices a good plan would suggest between 40 000 and 50 000 square metres of office space. Add to that the office space needed for Council administration staff and a generous approximation leads to about 70 000 square metres of office space total. It is very important that future growth and changes are not impeded by lack of space.

Dear sirs,
Our firm of Metropole, Vadim and Strnad would like to offer our design for consideration in the Dominion Hall design contest. Our design is by Jaanos Strnad , famous in Ilek-Vaad for his Neo-Byzantine architectural designs , and famopus world wide for innovative designs in steel and concrete.

The design that we offer is a Neo-Byznatine hall that will exude dignity, solemnity and respect from it's very appearance, as well as accomodate all of the needs of the site you have chosen.

In Design Image Number One, we can see the entrance side, which would be facing a wide park on the Dominion Boulevard side, The out buildind to the right, would serve security needs, giving a perfect view of all who enter and leave the grounds. The tall facade will be decorated with freizes and ornamentation in a Neo-Germanic style.

The Central Dome will house the floor to be occupied by the elected representatives during session. The 'Pit' will accomodate up to 350 officials in a semi circle around the 'Speakers area' directly opposite the entrance. The circular chamber will be lined with public viewing areas in three tiered levels, with a fourth level for security, or for press viewing purposes.



In Design Image Number Two, we see the River Side. This side will house several smaller domed auditoriums for committee meetings, and othe functions that do not require the use of the Main Hall. Off of the smaller domed auditoriums will be plenty of office space, that will give an unobstructed view of the river and a green park that will provide a buffer between the building and river traffic.

The other areas of the building will e designed as miscellaneous office and conferencing areas, perfect for press releases, debate, dinners or press conferences.

This design is versatile, and carries a sense of order and dignity that is essential for any government.

We thank you for your entry in this contest. It is an interesting and promising design and the jury has only two questions at this stage. We would like to enquire about the transport and logistic plans of this building. Where does goods and supplies arrive and how many parking spaces are there? It is of great importance that there is a secure and easily accessible parking garage in, or connected to, the Hall.

We would also like to know if the Dominion Hall is accessible from the river. Of course the safety demands are extreme, but it would also be interesting if one could moor small and medium-sized yachts and motorboats next to the Hall.

The plans call for the Dominion Hall to be surrounded by a buffer zone of green park. It would be easy to build river access and we could also plan for underground parking along Nangiyala Boulevard, that could be connected directly to Dominion Hall.

Architectural contest closed

The Jury has now gone through the entries to the contest and its members have reached a conclusion.

The Jury finds that the submitted proposals have many qualities and show the architects' outstanding ability to adapt to Karmanyakan conditions. All participating offices will recieve a gorvernment contract for a public building of some kind.

However, the jury has decided all the entries lack the final touch that is so important to a building of such a high symbolic value as the Dominion Hall. Therefore none of the entries will be used in the final design of Dominion Hall. Due to lack of time, a local consortium consisting of leading Karmanyakan architects has already begun their work in designing the parliamentary building of the Democratic Dominion.

Here is a list of the respective contracts for new buildings:

The Office of Metropole, Vadim and Strnad LTD from Ilek-Vaad will be responsible for designing the new council hall of the Segland Tract, north of Karmanyaka's capital city, Katla.

Grand Architect Llamanama of the Llarra Clan from the Sandeyan Empire will be given the mission of designing a new tourist reception building on behalf of the Regional Tourist Board of South Nangiyala outside the city of Marcus.

The Office of Valdemar Planning from Alsdair will be designing a new summer residence for the Knight Chief of the Cherry Valley.

The Architects of Orzhova are put to work on a new wing for the Technological University of Astridburg, which wants to expand their department of ceramic polymer research.

The Office of R.J. Muttonchops from the Queendom of Robots and Ham have become responsible for planning a new industrial design museum for the University of Koorb.

Once again, the Jury, the Government of Karmanyaka and the City of Katla would like to thank the submitting architects for their participation and their excellent attempts at designing a suitable symbol for Karmanyakan democracy.
