Outer Heaven MK II

All Nations in Universe Alpha,
It is with great sorrow that I transmit this message. Recently, Outer Heaven has been suffering some great inner turmoil. Many uprisings have occured in some inner sectors, and a new threat has emerged that we, for the moment, refuse to reveal, for fear of brining unnecessary panic to some Alpha Nations. However, rest assured that the situation is under control.
But, after some debate, it has been deciding that, as of 16:03 GMT, Outer Heaven MK II is closing off it's borders, and access to it's space. All major outposts in Universe will be dismantled, and fleets redirected to Outer Heaven space, except one. The Tau Sigma outpost will stay in operation, and the Third Royal Fleet, and all it's complements will stay with the outpost.
It is unknown when Outer Heaven will reopen, but I can assure you personally that one day, we will return. Tau Sigma will continue it's mission of mapping out Universe Alpha, and any messages you wish to transmit to Outer Heaven you should leave at the Tau Sigma outpost. These messages will be sent in a heavily encrypted comm-burst across to Universe Beta (and therefore, to us) via a hidden Ta'DERE in the Tau Sigma system. We cannot guarantee that the messages will be answered in a timely fashion, but rest assured, we will have read them.
The ITH is permitted to stay in operation, however, no Ta'DERE will be able to access Outer Heaven space. Any attempts to do so will result in a slingshotting into a nearby system, safely away from Outer Heaven Space. All ITH Police Forces will stay, however, and continue to help our Balroggan Allies.
