We are a new democratic regime devoted to developing the technology to one day getting to the point where humans can live and work in space.

A whopping two fifths of our 5 million citizens work as scientists and engineers working to develop our nation's primary product: Advanced technology. This product is our livelihood. Much of our technology is sold to and becomes integrated into other larger societies which translate into economic, agricultural, medical, or military benefits.

Living in such a barren land, the economic return from this product allows us to import crucial resources needed to support our way of life as well as lets us focus the resources we need on our nations primary goal.... developing the technology neccessary for space exploration and development. While most of the citizens who are employed in our technical sectors produce our advanced technology products, approximately 1/4 of them are directly focused on working on space development projects. As a result our aerospace knowledge base exceeds those of nations many times our size.

As our nation progresses, we seek to enter into many profitable economic relations with nations inside and outside of our native region (West Pacific). Since we are small, but have such a large technical sector, our capabilities for focused technological development are world-class. Thus for nations larger than ourselves, we offer research/development and technology integration services.

Intracircumcordei is a budding space age nation. In our recent history we have launched our first post orbital craft. Our commercial partners are actively pursueing and subsidizing our space industry. Our physicists are actively researching a mound of data in regards to potential developments.

We are very much interested in a partnership and specific trade arangments for technology and join development.

Our state is specifically specialized in underground construction.

We are very much interested in creating a space based construction site and some form of resource development scheme in space.

We propose an economic and intellectual partnership based upon freetrade and join information sharing for mutual benifit. We also propose a treaty of mutual respect and recognition for peaceful coexistance.

We are located in the East Pacific, centralized in the Xian Shaanxi region and have a relatively small population of 50+ million.

As a country of expatriats from many of the nations of the world with advanced space programs our scientists and engineers are extremely well versed in the advanced space technology solutions that are needed to successfully pursue a space program. We currently posses a lion's share of space hardware and are consistently running space technology development programs at all points in time.

We accept your partnership :D and will provide the technical expertise and technologies your nation needs to make your in exchange for, currency, economic, and agricultural goods (our lands are quite barren).

We also accept your offer of peaceful coexistance and recognition. Our nation was founded upon democratic and cooperative ideals and are always a friend of similary minded nations.

We have begun construction of two sites which will be made available to Space Technologists when visiting ICCD. One is an underground research facility and the other is a vacation resort / planet based test bed in the scenic Southern mountains so that your brightest that come to visit in ICCD have a nice place to veiw a world other then desolatation.

We feel that some launch system is required to start sending our material aid to your space bound citizens. We propose that transport vesels are first undertaken.

We feel that we should see about a transsystem fleet as soon as posible and start levereging ourselves with unmanned and manned scout missions in search for more land to provide economic supplies to our space efforts.

We would like to build a 'depot' / construction yard that can administer our space launches.


Although our technology understanding may be lacking yours we prropose the construction of an earth orbiting elevator and a space based, reusable, transorbital railroad,

We would like to start lunar energy beaming and establish a moon base for research and construction purposes.

We would like to invite some of your great minds with the time to teach at our universities and integrate with our commercial research facilities.

An adoption of any of your benificial technologies to our highly automated factories, in addition to establish new factories in space specifically to assist your space requirements, perhaps as a joint venture or we can act as sole supplier.

We have a number of satellites that we would like to launch.

The development of spacecraft servicing facilities at way points is so required.

The establishment of a space acadamy specific for training our level 13 Officers who are traditionally our Mecha and Space Branch of our security forces, and the required training site for this. We currently do not have a large number of officers at this level, only around 1 million security personnel are at this level from our 60+ million population. HOwever we would like to change our grading system to be 16 levels rather than the 15 we currently have. This extra level will be for officers space specific training level 14, where as mecha specific training will be level 13. We would like to house facilities to train and house atleast half 500000 of these individual on space missions and training within the next 5 years.

We would like secure medical facilities to facilitate personnel and travellers if so required.
Finallly we would like to establish space tourism stations and we would like your reconmendation on any particularly beautiful locations.

We feel that the majority of our effort should be 'automated' and that we should start a construction model to 'amplify' continued resource development.

We need post system missions to colonize every resource location around. We are willing to move the people if so required to the firmament of these locations and apply our extensive terran based underground contruction and automated factory expertise. OUr population as part of their education are computer experts atleast programming wise, and as such we should be able to immensly add to any AI/CI requirement you require if not already possessed.


Ideally we need to reduce our planet material cost down to less than $100 per pound and we feel this is realistic witht the EOE. I am not sure how many states are already in space at your level in the area?

Can you tell us anything about any competition? Or is it open for development?
