It was unusual. Highly unusual. They were among the same circle of nations- both were allied to the same nations, both were liberal democracies, both were preparing for a war against the Antarans. (http://forums.jolt.co.uk/showthread.php?t=456863) In fact, VERITAS modules considered, both nations were members of the same alliance. And yet, while Tiburon had certainly heard of the Resurgent Dream, and the Resurgent Dream had probably heard of Tiburon, neither nation had interacted with each other- ever. And this was not only unusual, it was inexcusable.

After a periodic review of allied commitments and nations relating to such, it seems that our nations, although signatories of the Vinyatiriton Treaties, have not had much interaction whatsoever. Our nation finds this as a most egregious error on our part, and would like to apologize in full for omitting to do so. In order to make amends, we wish to formally invite you to the United Solaris Federation of Tiburon.

The Tiburonese message was, of course, quite welcome. It also, unfortunately, arrived at a rather poor time.

While we join you in lamenting our lack of relations up until this point, we must share the blame equally. We could just have easily have initiated relations and yet neglected to do so. We would propose the exchange of embassies on the normal terms and would wish to appoint, on our part, Dr. Cain Reece.

Unfortunately, I cannot presently except your personal invitation as it is too near the end of my term in office. If you are willing to wait for the Right Honorable the Viscountess Kirias, the new Minister, to return from her holiday in Midlonia, I am sure she would gladly accept the invitation. However, it might be better were such a tour to be made by another dignitary, perhaps a member of our Royal Family or, in light of the current struggle against the Antarans, our new Minister for War might meet with your people in a planning session as well as making a good will visit. Please let me know your wishes.

The proposal to establish embassies is quite amenable to the Division of State. On our behalf, we shall be appointing Ambassador Chad Trowbridge. As for the touring schedule, any arrangement that best suits the Danaan schedule is perfectly acceptable to us. Given the urgency of the situation in Sslaa, however, we request the timeframe for any visit by the Danaan Minister of War be accelerated- although no immediate danger lies to either the Danaan High Kingdom or the United Solaris Federation, we feel it is prudent all the same to prepare for as much time as possible during a wartime scenario.

Because of the need for an accelerated time frame, which you correctly point out, it is our hope that you might schedule appearances and meetings for the Minister such that she will be able to return to us within one week's time.

Two Days Later

The pomp and circumstance had been pulled out for this occasion. Tiburonese aren't known for their ostentatiousness, but the recipients of the honor are an unknown factor, and the government does not want to take any chances as the Force Director of Defense waits on the tarmac of John F. Kennedy International Aerospaceport, New York City, Tiburon.

Hannah Weidenseld adjusted her dark pantsuit as she stepped down from the jet. She was a fairly short women in her mid-thirties with a somewhat muscular frame, a bold face, and raven black hair. A slight smile crossed her face as she approached the Force Director of Defense.

Following the Defense Minister were Janai Liberman and Charna Cantor, two of her principle aids. They remained silent, alertly watching interactions going on around them.

William Acheson stepped forward from the flanking of bodyguards that was given to any high-ranking official, and bowed slightly in the presence of the Minister. "Minister Weidenseld, I believe? William Acheson. Welcome to New York City." Behind him, one of the bodyguards had opened the rear door of the car that had brought Acheson, and placed his hand as if to suggest invitation inside.

Weidenseld returned the bow and then offered her hand to Acheson, with the palm vertical and facing inward, as for a normal handshake. "Force Director Acheson. It's a pleasure to meet you. I must say that the legendary city of New York is even more impressive in person."

As she was gestured, she entered the car. She sat with her hands folded flat on her lap, feet together and flat on the ground. Her aides sat in a much more relaxed fashion, listening carefully as the Minister and the Force Director spoke.

Acheson nodded. "We haven't heard much so far, and I don't expect many problems in the course of the war, given the sheer power of the Trium and VERITAS combined space forces. However, I believe this war highlights the force projection capability discrepancies between various members of our alliance, and this presents an area to change that. To our knowledge, the Danaan High Kingdom doesn't have a space force at all, and I was wondering how amenable you'd be to discussions on purchasing Tiburonese space ships and planes."

"Actually, that is not quite accurate." Weidenseld commented. "The Danaan High Kingdom has a small fleet of FTL-capable ships and a substantially larger fleet of intrastellar shuttles, all armed with a combination of projectile, atomic, and electromagnetic weaponry. What the Resurgent Dream doesn't have is a basic infrastructure designed to acommodate large scale interstellar traffic or any interests beyond Luna."

"We would be willing to enter negotiations to consider possible purchases of military hardware. However, to me the issue seems less to be one of discrepancies of force projection as it is one of fundamentally different defense orientations and priorities as well as fundamentally different situations. Not only the Resurgent Dream, but also Knootoss and even Lavenrunz, one of the largest militaries in VERITAS, have defense capabilities primarily, if not entirely, oriented towards terrestrial conflicts. Aqua Nation Atlantica, while possessing a level of technology comparable to most interstellar powers, has defense capabilities primarily oriented towards oceanic conflict. The issue, in my opinion, is how best to harness the full military strength of every nation in the alliance for conflicts outside their normal sphere without forcing any nation to reorient fundamental defense policies away from their own defense situation and their nation's own interest." she continued.

With a slightly noticable hint of being pleasantly surprised, Acheson responded, "Agreed. In that case, I think it would be more beneficial for the entire alliance- and, since this current discussion is only involving our two nations, the Danaan-Tiburonese alliance- to identify the particular sources of each nation's technological and/or material strength in the future, with each member itself defining which aspect of defensive capabilities it is best suited for. Tiburon itself, while more built upon forwards-projecting aerospace and land forces, has also a very capable naval force, so we're only somewhat tilted in one direction. With respect to the Danaan-Tiburonese alliance and the Antaran War, is there anything that Danaan High Kingdom is specifically interested in?"

Weidenseld frowned slightly. "There is also a larger concern with regard to the Antaran war and more generally. That is the almost complete withdrawal of many of the traditional leaders of VERITAS, including the chancellor, from active involvement in international affairs. But...that is hardly something that can be solved between us."

She glanced out the window at the passing streets of New York, taking in the sight. "So what do you have planned for my visit here?"

"When I was a little girl, my parents used to tell me about some of the landmarks in New York City. They'd only been once or twice but they always insisted that it was the greatest city in the world. It certainly is impressive in person." she continued.
