International Summit to Stop Genocide

To Whom it may Concerne,

Modern Society became truly aware of the evils of Genocide only after having suffered the Nazi Holocaust. In modern day, we have forgotten the lessons that Hitler's mass murder has taught us. The allowal of Genocide in such far flung places as Darfur, China, and the Balkans, not to mention many other places is abominable and the purpose of this summit is for the governments of the civilized world to jointly decide how to deal with this threat to all species of sentient beings.

Elves and other non human beings, and Christians are the most threatened as of late by racist and intolerant governments. It is the responsibility of the civilized nations of the world to put a stop to this. I invite you all to attend and I ask you to make great haste and not attend to this lightly. The lives of millions may hang in the balance of the decisions we make here.

The Summit will be held in Reichsburg, Reichskamphen in the Parliamentary Palace and all delegates will be provided with top notch accomidations and food at no expense to your governments.

Two Aerion Aviation Engineering Corp 550g jet planes touched down at Reichsburg International Airport. At 112 feet in length, they were the larger business sized jets in the company's line. Painted in burgundy lines along the side, the tailfin features the flag of Aerion prominently. They were designated for use by the Ministry of Foreign Affairs.



Royal Ambassador Patharen Ke'Jan arrived, along with the delegation which included 4 other upper mid-level Royal Government officials of any note, his personal aides, personal staff, and 12 Ambassadorial Guard who would guard himself and other members of the delegation.

From one of the planes, the Royal Ambassador's designated regular plane he traveled on, Royal Ambassador Patharen emerged as the stairway was rolled up to the side. He stepped down the stairs, along with an suited man in sunglasses presumed to be a guard, his butler close behind, and what appeared to be two aides.

Ambassador Patharen himself stood out from the others, in that instead of a black suit he wore an elegant three piece dark gray suit with a burgundy tie Ambassador Patharen was an middle-aged man with the common features of an Aerionian, darker tanned olive skin tone, and prominent features with blue eyes that were distinct of the Eastern Aeronians. His hair was graying slightly, but was cut in an business fashion, combed over to the side. Overall he gave the impression of an intent, attentive, and confident individual. He carried in his right hand an black leather briefcase.

Departing one of Royal Atrurian Airways' Boeing 747s, Alistair Sullivan heaved a sigh of annoyance. No sooner had he flown home from Durenhall, Atruria's capitol city, from welcoming the Yallakian Lord Balor to Atruria, he had recieved a letter waiting for him. This letter, from the Emperor, had told him that he had newly been assigned as Atruria's delegate to some 'Convention to Stop Genocide.' Now, the cause was noble enough, he thought, but attending this conference was for mid-level staffers, not high-ranked officials who already had so much stacked up on them to complete. As Alistair passed through Reichsburg International Airport's security and customs checkpoints, he finally decided that the Emperor was probably right in sending him. Alistair left the terminal and waited for the vehicle designated to pick him up.

Reichsburg International Airport

The mammoth VC-92C Starlight finally touched down, after a brief two hour trip. Ironically, the longest portion of the flight had been slowing down to land. The Starlight transports were suborbital cargo and personnel carriers, reaching Mach 17. There were only two C variants in service, and both belonged to the Imperial Family.

As the debarking ramp was wheeled up, the first down it was not the Emperor, but rather a squad of Mithril soldiers. While Reichskamphen was friendly territory, Mithril soldiers were paid to be paranoid, and the soldiers belonging to the Imperial Bodyguard had the unofficial duty of making Russians look gullible. A platoon and their battle suits had travelled with the Emperor, not expecting to be needed, but there just in case they were needed.

We have received your invitation to the summit, and are most interested in sending representatives to give the opinion of the Senate and Republic of Ventuus.

The Chivalrous Word, an Unstinting class diplomatic frigate named with typical Asran boldness, dropped out of the Main Stream and anchored itself far above the planet, its pair of escort frigates positioning themselves carefully to the fore and aft of the anchor position.

The sleek white-and-gold shuttle descended from the body of the Chivalrous Word, the Senate-marked ship making an easy descent through the First World's atmosphere, sending out diplomatic signals to ensure the safety of the Senator and Crusader aboard.

The shuttle itself is approxomately fifty feet in length and enamelled in white, bearing gold trimming and markings to denote its affiliation to Senate rather than another Ventuusi organisation. The Star-and-Beam of the Republic proudly displayed upon its hull.

Upon landing, the belly of the ship opened smoothly, forming a simple ramp to the ground. The first out of the craft were not the two diplomats, but rather two armoured men.

One wore the white-and-red of the Servants of the Senate, insignia marking him out as one of the Custodians, a military organisation functioning under the Servants as protection for the Senators themselves. Silvery armour shone in the light beneath pristine white robes with the symbols of Senate, Servants and Custodians in red stitching. Bound to one armoured arm is a force-shield, a small buckler about a foot in diameter, and currently deactive. The other hand holds a Custodian's Rod, a white, engraved metal baton about a foot in length.

The other is wearing what looks surprisingly like a medieval suit of armour adapted for the advanced technology of the Republic. Or perhaps it could be more accurately described as powered armour designed to appear in keeping with a medieval knight's full plate. Across his front is a tabard depicting the Star-and-Beam. In his hands is an Asran Longsabre - the preferred energy weapon of the Asran Knights.

They take up position to either side of the ramp in the traditional we-are-not-needed-but-look-impressive pose adopted by diplomatic guards throughout the ages, as another two men (accompanied by a small number of unarmoured retainers in the White-and-Red of the Servants) descend the ramp.

The first, obviously the Crusader Lord Kerrain Lyssair by his garb, is dressed similarly to the knightly bodyguard who descended with the Custodian. He is dressed similarly to the bodyguard, but with far more ornate armour chased in gold, and with the sigil of a starburst upon his tabard. He does not bear a weapon, and his helmet is carried under his left arm to reveal the face of a man in his mid-thirties with pale gold hair and a noble appearance.

The second wears the white toga and gold ornamentation of a Senator, and the golden torc favoured by House Derus. His left hand holds part of his toga , while his right bears his Rod of Office - looking similar to the Custodian's, but engraved with gold inlay and bearing the seal of the Senate upon it. He looks more the image of the reserved Senator, appearing to be in his early fifties, with black hair speckled with grey.

Their retinue appears to be fairly standard - archivists mostly, all adorned in the White-and-Red. The sole exception to this is a man who is obviously the Crusader's son, with many of the same facial features and also bearing the Starburst, although in silver rather than gold.

The Federation of Kramsey has long felt that the issue of Genocide must be addressed. This is an issue of such great importance that I, the Great Emperor Kramsey, shall personally attend the conference. OOC: For time purposes, I am going to speed it up a bit.

IC: All representatives and delgates, when they arrived, were picked up by either Rollsroyce or Mercedes Limousines...all antique.

The Limousines rolled down the paved streets of the outer sections of town, and then into the cobblestoned streets of the Historic centre. The city looked like a great combination of Paris and Vienna to give one a reference point, but mostly like Paris. The city's architecture was always ornate and glamourous, and it was well known to be the centre of culture and refinement in this part of the world. If one should want anything, one would find it in Reichsburg. Finally they reached the foot of the object that stared at them from the distance, the Tower Napoleon, erected by Napoleon IV in honour of his two other Imperial relatives and the Imperial Dauphin, Napoleon II

The tower soared thousands of feet into the sky and was monumentally higher than any other structure in the city. Atop the neo-classical looking monument sat three goldplated Imperial Eagles back to back forming a triangle if one looked down on them from the top. Their eyes were giant rubies that glittered in the son and seemingly floating in air, though in actuality suspended there rather cleverly, was a Gold Plated Crown. This was the city centre, Douzains of other streets revolved out of it like spokes on a wheel and as the limousines turned in the roundabout, they finally reached the correct street, and the widest in the capitol, the Via Victoria.

The Via Victoria was laid in honour of the victories of King Alexander II in 1832 and stood as a hall of monuments to the victories of Reichskamphen, and now the Empire. On one side of the street stood the International Headquarters of the Imperial Guard and the Imperial Gendarmes, on the other, the imposing Parliamentary Palace which had been erected in 1773. If one continued down the street, one would pass several arches of Triumph before reaching two which had lost their tops, the marble rubble laying beneath them on the sides of the road. If they looked up ahead, they would see the ruins of the first Royal Palace which had been destroyed 75 years earlier by rebel fire during a Civil War. A road had been constructed through it that led to the new Royal Palace on the same hill. Inside this palace were several smaller palaces and apartment complexes that were used for guests of the King and the Emperor. Many of the delegates would be staying there while others would have paid rooms at some of the finest Hotels in Reichsburg.

After all had attended to their housing, all reconvened on the Parliamentary Palace where a giant reception was being held to welcome them all. In usual Imperial Pomp and elegance, there were douzains of Imperial Guard regiments stationed outside of the Palace bearing the colours of His Majesty. Butlers in tuxedo served the immaculately attired guests from trays of divers delicacies and glasses of the best Champagne the Empire had to offer.

The Emperor sat stationary in the centre of the back wall of the large rectangular room attended by a scant two men, but surrounded by many others who seeked to speak with him.

President Klotchkovsky of the Confederate States of Allanea was more then a little bit cautious as he advanced through the crows of various representatives. He knew that while Allaneans played a role in the Imperial government, Allanea herself as a nation was of little importance – in the Empire or in the International community.

As a representative not only of Democrat, but also of Hamiltonian interests, it was his duty to try and improve Allanea’s lot in the Empire – while of course helping the potential victims of genocide all at the same time. He eyed the different members of the Conference.

At first, he noted former President Kazansky. The man – or rather the being –sat in a corner of the giant room, typing at a highly-professional speed at the keyboard of a laptop styled with Imperial logos.

Klotchkovski swallowed. Whatever else, he had to speak to Kazansky. This being – demigod? Maia? – Had, centuries ago, created the Confederacy. Surely, Kazansky would be wise enough to advise him on the due course.

He has made his way to Kazansky – and smiled at the figure in the familiar black armor the Quintessential Allanean used to conceal his face.

‘Excuse me, Mr. Kazansky…. I’m the current umm, person on your former job, and, well, ahem. I’m here at the conference, and since…’

Kazansky turned his head towards Klotchkovsky. Even despite the modifications to the helmet voice synthesizer designed to conceal emotions, his voice seemed to drip with derision – a low, poisonous whisper, barely audible in the hall’s noise.

And since you couldn’t find your way between two trees if your life depended on it, you ask Uncle Sasha to help you out again. Yadda yadda yadda. Go away. I don’t want to have anything to do with you or your filthy kind. You can quote me.

The current Allanean President returned to his place, pale and shaking. He has already decided he would not quote his meeting with the Founder of the Nation to anybody. Ever.

Royal Ambassador Patharen Ke'Jan of the Grand Kingdom of Aerion stepped into the room wearing an elegant black tie tuxedo with silk satin lapels, and shiny black shoes. His olive skin, and gray hair could make him stand out distinctively. The two other middle aged male members of the Aerion delegation accompanying him wore plain black tie tuxedos.

He stepped confidently, with an trained business-like air that many of the high society in Aerion had. However, as this was a social affair as well, and the meetings had not yet began he would graciously smile more than most Aerionians did.

As he entered the edge of the room, he glanced briefly toward the throne upon which sat the Emperor himself, whom he gave a formal nod to as was custom in some countries even though he may not be looking.

He grabbed a glass of Champaigne from one of the trays of the passing butler, but the other members of the delegation did not follow suit. He sipped it properly, and gazed around in a sociable manner as he made a few comments in aside to the two other delegates from his nation accompanying him.

Sandford Isleton strode with apprehension into the fabulously-well decorated and magnificent Parlimentary Palace, he fidgeted with his bow-tie as a few heads turned to view the latest arrival to the reception. He glanced around nervously, "there's the Royal Ambassador Patharen Ke'Jan of the Grand Kingdom of Aerion" he muttered to himself. A quick flicker to the right and he caught sight of The Emperor - a vast army of servants badgering with cocktails and a multitude of delicatessens sprawled around him - he nodded courteously towards him, but his response was never received.

"Just keep a low profile" the newly appointed Autrean Foreign Affairs Minister muttered under his breath - after all it was his first international meeting without his mentor, the renowned Honorary Sir Charles Bessat.

The lights of the thousands of chandeliers glistened off the eloquently sculpted glass goblets, filled with the finest champagne, being distributed by tuxedo-clad male servants. Suddenly, the lighting was dimmed - after a moments pause - the Emperor rose from his high chair, "ahem may I have your attention" a voice called mere metres from the Emperor.

Alistair Sullivan, Imperial Minister of the Ministry of Foreign Affairs, from Atruria, stepped into the room. He was dressed in the full red Class A attire of a military captain, a rank that he formerly heldin the RAAF. As his just-polished black boots thudded into the room, through the open doors, the Minister realized he was slightly later than he had anticipated on arriving. Already, he noted, somebody had begun speaking. Catching the "Ahem, may I have your attention," Alistair turned to see the man who was speaking. Not recognizing the speaker, Alistair listened intently as he edged his way towards one of the servants holding a tray of champagne glasses and picked one up. As he took a sip, he murmured contentedly "Ahh... Almost as good as that ol' Atrurian." He did so, of course, under his breath, as to not offend his host-nation or its people.

In decades previous, the United Star Empire of Valinon and the Greater Prussian Empire once enjoyed a very close diplomatic relationship. Although we disagreed in several areas, we were willing to lay them aside to recognize our mutually shared values, ideals, and ultimate goals.

It is with great regret that Her Imperial Majesty, Empress Friedelinde Alderman I, and Her Majesty's Government recognize that this relationship has largely be forgotten and that the distance of time has eroded it considerably.

In order to begin the reconstruction of the relationship between the Star Empire and the vast realm of Greater Prussia, Her Imperial Majesty has commanded that a representative be sent to observe the proceedings of this summit on genocide post-haste. To this effect, Consul Cordelia Mincio will arrive in Reichsburg to assume the position as Her Imperial Majesty's personal envoy to the summit, and direct representative of the interests and policies of the Star Empire.

Her Imperial Majesty and Her Majesty's Government look forward to rebuilding our relationship with Greater Prussia, Your Highness, and will follow the proceedings at this summit with considerable interest.

After departing hurriedly from the sleek courier ship that had carried her from Alpha Centauri, Cordelia Mincio hurriedly left instructions with the young Kriegsmarine Bootsman commanding the small ship that he was to see her personal effects were properly taken care of. Most likely he would see them safely installed at the lodgings being provided by the Prussian imperial government for those attending the conference.

Mincio races through the aerospace port's concourse, carrying only her attache case. Once she arrived at the main entrance to the concourse, her eyes search around looking for some representative of the Prussian foreign office that would provide her transportation.

OOC: Reich, feel free to accelerate me on up to the palace if need be. I don't mind in the least.

OOC: I see your nation is new, you are doing well and use good grammar, the only thing is Napoleon is my character and cannot be controlled by other players without my permission. I am sure you didn't know that, so I don't look down on you for it. Just a general heads up.

Valinon, I already rushed everyone to the palace as I want to go ahead and get things started. If you should so desire, I give a brief...well, brief for me...description of the Capitol city and the steps every rep. will take before reaching the reception.

The Emperor sat stationary on his seat. He chose not to actually have a throne present, this was a convention of national leaders. Though all were certainly not equal, he was certainly not going to impose himself as a level above everyone else, even though he was the host. He wore merely a green greatcoat and suit that appeared to be from the late 1700s. This was largely the fashion among Imperial nobles as it had been for Royal Nobles ever since the 1700s. The only thing suggesting that he was Emperor was the sword he carried by his side and the Legion d'Honneur that was upon his chest. Bourienne, his secretary and confidant leaned down as Napoleon motioned for him to do so. "I suppose its time for me to stop being lazy and start being Emperor eh." he chuckled softly. "Make sure the Parliamentary chambers are prepared for the meeting." He tapped Bourienne on the shoulder in a fraternal way and the man went off to ensure the job was completed.

Out of the corner of his eye, the Emperor saw the Allanean Ambassador. "Citizen President." he addressed the man, falling back on the title that men called eachother during the Revolution. "I greet you not as my subject, but as my friend. How are things holding up in Allanea?"

OOC: We can fill in the conversation between the two, but I will move on for the moment.

IC: After the two had finished talking, he assured those waiting to speak to him that they would have their chance during and after the meeting. Then, he promptly stood. This caused most of the heads in the room to turn immediately. He then motioned with his hand towards the guardsman with a trumpet beside him who played a short fanfare that called the attention of the rest of the room to the Emperor.

"Citizens and Subjects, Movers and Shakers, Weak and Strong, I greet you all. It is not merely the will of Emperors and Presidents that changes the world to their liking, it is the will of their people. It is the great as well as the small that will accomplish the goals we set here today. We can but draw outlines. It is our people, it is the people of the world who must then colour it in.

For too long, we have sat idly by and watched as Christians and Jews, Elves and other non Humans, and essentially every other group of people have been systematically exterminated in a myriad of nations. We see the images flowing into our homes through the television of the monstrous things occuring, yet we sit idly by and tend our own camp fires, not caring enough to spread the flame where it is needed. (OOC: A good deal of the time it is because alot of the nations that do it are idiots and it would be an embarassment to RP with them. This is a summit aimed at dealing with the ones that RP well.)

We in the Empire are very free people, there are always limits, but the rights of our people are zealously guarded by every fibre of the establishment. I am sure that this is more or less the same in your countries. We have a gift from God in the form of our freedoms and rights. It is therefore we, who are the lampbearers to bring forth light into the darkness, to purge the bloodstain from the white sheet that is our world.

Unlike many who make this call, I am not of the illusion that our will alone, or the will of any sovreign people alone will accomplish. It is true that in conflict, Moral is to the Physical as Three is to One...but even then we are vastly outnumbered. The goal of this summit is not to fashion a fancy 10,000 word rehashing of previous denounciations of this horrible crime so that we can go home to our families, pat ourselves on the back, and feel as if we've done something. Our goal also isn't to spread a series of protests that will SURELY force these rebel governments to desist.

I tell you, and I tell all those misguided souls that believe such a thing can be done that they are so very wrong. Protests, foul words and even bricks hurled will do little to phase any government that felt so untouchable as to be able to put these policies into effect in the first place.

We have three swords with which we shall conquer and without which nothing shall occur, the Spiritual, the Economic, and the Military. Together, if not individually, we these swords will lay low any enemy of freedom.

There is a trend in the world today to only seek to level economic sanctions for any attrocity simply because the fatcats and bigwigs who make policy in these backwards and leftleaning nations have not the spine to actually DO anything about it. A despotic government that has the strength to put in place such measures will not succomb to economic bullying ALONE. Indeed, it may strengthen their grip on the people as their bitterness turns toward those nations for ripping the food out of their mouth and accomplishing nothing for it.

Yea, brothers, the only language that tyrants...true tyrants...speak is force. It is their currency, it is their lifeblood, it is their chief end and mean. As such, we must all be prepared to strike at the great dragon when the time is right.

At this summit, we will discuss specific nations and actions that should be taken in regard to their own unique political and socioeconomic considerations as well as devise a template on how best to deal with any such rogue nation and find ways to draw those nations which abstain from our meeting today into our fold that the message of righteousness may be delivered all the louder.

We must deliver to these tyrants not the Army, but the Nation in Arms! We must deliver to them the sovreign people, bearing the iron hand!

Let us not faulter or squabble, but let us all be united in this...that the time for toleration has ended...and the time for elimination has begun!"

As the Emperor finished the last words of his speach, the giant wooden doors to the Parliamentary Chambers swung open, revealing a type of marble ampitheatre where the delegates would be sitting. Their places were already labelled and set. Great chandeliers hung from the cieling and their was no end to the elaborate ornamentation on every facet, no matter how common, of the room.

The representatives began to flood in. "Madame," Napoleon greeted Consul Mincio as he finally saw her out of the corner of his eye. "It is a great honour that you are with us today. I send your nation and its sovreign my greatest regards, and I should like dearly to speak with you perhaps after todays discussions have been closed."

Napoleon then walked through the doors of the parliamentary chamber where all were seated and waiting. The Chamberlain announced him. "Ladies and Gentlemen, l'Empereur!" Napoleon made his way down to the very centre of the room where a throne stood. It was flanked by Imperial Standards, and the carving at the top of the throne was a golden Imperial Eagle carrying a crown in its beak so that it seemed the Emperor was being further crowned as he sat there. This throne was a monstrousity that had been there for years as it was the Emperor's custom to occasionally preside over the Senate. It was not intended to put anyone off, but if it did, Napoleon knew it didn't matter. He was not the issue at hand. It was something far more important than Imperial vanity.

"I hereby call this summit, the Summit of Reichsburg, to order." The Emperor announced loudly. "If you listened a moment ago...you will know to some extent the position of my governement and of myself. In order to not take any agreement for granted, I would like to first open the floor to comments, questions, and opposition to my speach of a moment ago."

Sandford Isleton fidgeted nervously in his place, risking glances around the superbly decorated meeting place. There was a slight murmur of voices following the Emperor's opening speech - S. Isleton, trembling slightly, raised his thin arm very tepidly, a finger protruding ever so slightly in an upwards direction from it.

A renewed hush fell over the room, a tension sweeping the great room as it had when the Emperor first spoke. "I have a query about your proposal, Emperor Napoleon IV" a voice quivered from towards the back of the room.

"You speak of a force being required and that economic sanctions are ineffective" the voice continued - an air of confidence gradually creeping into the speaker's tone. A nervous hand brushes the sweeping, brown hair to the one side of his face in an ungainly manner to which one would usually associate with a young schoolboy awaiting the headmaster's office. "I do not feel i can agree with this; well executed economic sanctions can bring even the greatest of nations to it's knees and an aggressive maneouvre may do no more than increase the ruthlessness. And the latter may evolve into great loss of civilian life - on both sides. Not to mention the damage a war-effort can inflict on all aspects of life for smaller nations: such as Autrean." His fingers interlocking as his hands finally clasp together, signalling the end of his comments for the time being.

The Senator had noted the passing city with interest, while his companion remained largely neutral, the Asran people not being well known for interest in architecture, although he had made a brief complimentary comment on the Tower Napoleon.

The trip was largely uneventful, and marked only by the faint sounds of the Archivists noting down interesting features of the city for the Senate's archives. Upon seeing the transportation the two diplomats had stripped their retinues down to their minimums to take up the smallest possible number of vehicles.

The Senator himself was accompanied by the Custodian, a pair of Archivists and a personal servant, while the Crusader's retinue consisted of his son and another Archivist.

The two Ventuusi representatives had quickly made themselves at home in the rooms they were assigned, with the Senator's servant arranging things to his desire - arranging the room for aesthetic and meditative pleasures, while the Crusader's son (who presumably serves as Squire to his father) seemed to assume that his father would be content with the room as it was. Senators are often known for being picky about their living areas, whereas the Asran are much more accepting when abroad.

After settling in, the visitors moved into the impressive Parliamentary Palace, the Archivists comparing notes with one another upon topics they found interesting - artwork, defensibility and architecture, while remaining observant for important issues. As the Archivists in white and red talked amongst themselves, the Custodian remained alert, face hidden by his helmet but posture clearly showing the care he was talking over the Senator's health.

The two armoured Asran visitors - Kerain Lyssair and his son - were paying particular professional interest to the military presence in and around the palace, murming complimentary statements about the soldiers to each other alongside impressed comments about the food and drink offered.

The Senator himself was sampling the delicacies with great care, taking time to assess each one, interspersed with sips of champagne, as he studied the slaves to politics around him. It never hurt to see how others approached the politics and courts of their own nation.

Then the Emperor began speaking.

The Archivists' attention snapped to the Emperor, paying close attention to each word and nuance, recording it all in Cerebrarchives as the Senator and Asran listened carefully, nodded frequently and occassionally clapping politely.

After the session opened for comments on the opening speech, the Senator paid attention to the uncertain voice of the representative from a nation called "Autrean", a man who was obviously uncomfortable in the ornate surroundings - particularly with the number of national leaders in the room. Despite his apparent lack of experience in such situations, the man had spoken up for his concerns regardless, something that the Senator admired despite knowing that his companion would frown as he perceived weakness of purpose in the quavering voice...the Asran were definately keen on the idea of strength.

The toga'd man nodded slightly to the comments by the Autreanian (term?) and then rose himself, one of the archivists responding to the habit of decades and saying:

"Senator Lord Navassir Haeden Derus, High Lord of House Deradan, of Ventuus"

Before the Senator gestured for him to be quiet. He could do without a listing of titles here, it would likely have little effect amongst the Premiers in the room - one of the disadvantages of a Senate when compared to a single ruler.

The Ventuusi representative spoke in a confident voice honed by years of speaking in the Senate, a voice that builds up in points, and is occassionally accompanied by a gesture with his rod of office.

"Esteemed ladies and gentlemen, Representative...Isleton makes the valid point that military interference in another nation's internal workings can often lead to problems in the future, in addition to casualties and suffering in the present.

"If military action is taken, then weapons honed by genocidal tactics could be brought to bear on the troops sent in to aid those suffering, leading to suffering in our own nations in addition to future problems in the country which we are dealing with.

"However, I agree wholeheartedly with the Emperor Napoleon, our gracious host, who said that military methods are the only language that these leaders understand. In such a situation, I cannot but agree with our host...

"While economic sanctions and punishments can prove greatly effective for minor issues, the Tyrant will not succumb when he has resources of his own, or allies who could supply him with what we seek to deny him. The Tyrants in question care not for the suffering of entire segments of their population, and eocnomic sanction would serve only to worsen the lots of this section of society - justifying genocide by starvation, or culling to keep the remainder of society intact. While those that the Tyrant deems as 'inferior' starve, his chosen will continue as they always do.

"In many situations, war is the only option, and it while it takes effort, pain and courage to implement, it is often the best solution to troubles of millions of oppressed."

The Senator seated himself again, folding hands neatly over the white and gold rod on the table before him.

Emperor Paul VII was rather pleased with the opening of the summit. Putting a forceful end to genocide and similar atrocities had always been Civitas Americae policy. There was only one thing that he was uncertain of.

"Your Imperial Majesty, We desire a brief clarification. Do you propose an international military, composed of volunteered units, or an alliance system with treaty obligations to intervene in the case of genocide?"

"You do raise an excellent point sir. The thing that perhaps I didn't clarify enough is what ways can force be applied...either by threat or direct application of it. I believe economic sanctions are effective in certain cases, but in many they only serve to deepen the crisis if they are the only tools used. Economic sanctions must be used in conjunction with other diplomatic and military tools to be optimally effective in the opinion of the Imperial Government. I do agree with the esteemed gentleman from Ventuus in his overall assessment of the impact of economic sanctions.

As to force: If it is applied there will be friendly losses. Such is always the case. But this is why we are indeed here. We must stand together with a solidarity and a purpose that cries to the world that the fate of our fellow maenn is more important than the fate of our thrones.

The purpose of this summit is to work out exactly how far we are willing to go to ensure the safety and survival of our fellow men...and how to go about doing it. Force and the threat of force will have to rank at the top of the list, but there are other tools and there are isolated cases in which the application of force would be the worst thing to do. That is why at this summit, we shall seek to analyze each situation individually and draw up responses to them individually.

Though now, I believe, is hardly the time to talk about any military strategy as our friends in Civis Americae have proposed, or begin to even discuss in that realm, it needs to be raised eventually and when the time comes to handle this, we will all know as one what must be done from the results of previous work...atleast that is my hope.

We must remember that sometimes, the only way to bring about peace is through great strain and stress. Let us be open and let us be unafraid." Napoleon said with a sort of finality. We of course rembmer the Holocaust,(RL) and other smaller Genocides. The orgnization known as GEOM or the
Group for the Elimination Of Minorites and freaks, is in part a major suporter to tyranical rulers, by supling armes, munitions, money and propagand to feed further Crimes Against Humanity. GEOM is relativley unknown, but operates in several countries. Kanami has found several cells within our borders, but we are making an effort to stop these groups. But we fear the international comunity is not doing enough. In part of the convention we should also go into Crimes Against Humanity, Ethnic Clensing, Democide Politicide. But I do have concerns about ECO SANC. As that can often be used as a tool of Genocide. Rival Tribes tend to use Famine as a weapon.

The Arch Duke Charles von Essen stood tall for his seat. "I think it is indeed necessary that this summit accept a definition of genocide. Though occasionally remaining vague is an additional tool, here it is not.

As to Kanami's points," he picked up the piece of paper his recorders had quickly scribbled down the Kanamians speach on. "I have serious issues with points a and b and I would respectfully call for them to be modified." The Arch Duke, a man of about 75, had gained the nickname "Napoleon's Bulldog" due to his staunch advocacy for the Empire and the throne against its opposition. He was slightly stooped, but still a forceful looking man.

"Point A reads: 'Killing members of the group'. By that vague account, though it is surely not the intention of the Kanamians, a random murder can easily be classified as a genocide and be grounds enough for war. If one you stands and shoots me in the back, according to this definition, you have committed the crime of genocide against the white race. Further, let us take for example the very recent arrest of douzains of noblemen throughout the Empire for treason. Their class alone makes them a separate group of people, in addition to the fact that their French blood is a bit thicker than the rest of the population. The penalty for their conspiracy to assisinate our beloved Emperor was death. He graciously commuted the sentence to life in prison for them all...but if he had gone through with the punishment prescribed by the court system, he would have been committing genocide.

Further, following the same situation, would you not say that being detained in common prisons for the rest of ones life would result in great mental damage? According to point B, which gives genocide the definition of " Causing serious bodily or mental harm to members of the group.", wouldn't this legal act for the protection of our security be then dubbed an act of genocide?

I propose a wording change. I propose the point a should read "The systematic, widespread killing of a group of people" and point B should either be stricken entirely as it does not relate to genocide as we understand it, or we should eliminate it in favour of two other points which more specifically describe the conditions in which mental and physical harm without death can be regarded as a genocide...such as the Christians of a nation being enslaved."

"Esteemed delegates, and heads of state. The Grand Kingdom of Aerion has had, I am saddened to say, an unfortunate history that includes acts of genocide and violence against specific peoples. The most recent example of genocide, which is thankfully some time ago, was when the old regime of the Prelacy killed several hundred thousand Catholics after loading them onto cargo ships which then exploded. The Prelacy, and the tyrannical "Divine Empire" before also targeted, and persecuted numerous other religious groups.These acts of genocide had an irreversible effect on the nation, effectively wiping Catholicism from Aerion's history, and the only surviving Christians in Aerion are now the Quakers.

It has been the foreign policy of the Grand Kingdom in the past to ignore the internal events of other nations unless it affected us, or the general international stability. His Royal Highness, Prince Damoen Wasterin, intends to change this in his statement on the issue he quoted the leader of his faith, quoting from His Holiness the Makan Buddhist High Lama to reflect his view on these issues. "The dharma must be preserved, the sanctity of the life of a sentient being must be protected above all things."

Another personal point I would make on this issue, from my experience with business, is how ignorant economically an action such as genocide is. The Holocaust, for example, was a great loss of valuable human resources. The Jewish population was on average very intelligent, and productive. Scientists, lawyers, doctors, and business men. The elimination of valuable productive citizens is truly an act of ignorance from any point of view.

So in closing my introduction of the Grand Kingdom’s present stance on genocide, and discussing the present specific issue that genocide must be stopped by military or economic means. Whichever seems most prudent on a case by case basis. I would like to suggest that A and B of the definition of genocide be changed in A and B to sum, “Killing or causing physical harm to members of the group solely because of their identification with or inclusion in the group” “

It is an action that we must to eradicate in any and all places, and to stop any and all people who would condone or undertake its actions."

Before we move into that proceedure we would like to bring about a point of order Jewish population was on average very intelligent, and productive.

We doubt not the intelligience of religous groups, in general or of the Jewish group, but we fear that is more of a demonstartion of Eugenics, defined as

Semir-randil smiled. He had never been in Reichskampfen before, but he had no doubt that at least some would have recognized him. And although the old EOTED and Reichskampfen had, indeed, shared better relations than the defunct Empire had with any other old Reich state, he didn't doubt there were those who hated him with a passion. There was that little incident involving the nuclear strike, after all.

Going on with no pause, the vaguely accented voice of the High King continues: "I suspect that my people, the Nenyar, bring a somewhat different viewpoint to the conversation, as we ourselves... deeply oppressed... The Emperor was years upon years from being born when the nuclear strike happened, but he knew the Nenyan man well...or atleast knew of him well. It was an issue of forgive and forget as long as the hostility had dissappeared.

"I believe that the Hegemony should be discussed first on the agenda so that that assistance from our governments, and if not our, then atleast my government, will be able to arrive in time to have a positive impact. Further, the Imperial Government concurrs with the new definitions on genocide.

As to the question posed by His Majesty, let us take the situation with Islamic terrorists. If Islamic terrorists set off a bomb, here in Reichsburg, I would immediately order to have all threats put under intensified surveillance and those threats that needed to be removed, removed. Those executed for the crime and in protection of the state would all be Muslims, but that isn't Genocide. Hitler believed he was protecting his people and his master race by removing the Jews. That was genocide. The question of whether or not an act is genocide revolves around both motives, and the scale and necessity of the killing. If there is a particular instance you would like to place before the council for discussion upon whether or not it is genocide, I suggest you do so during the next portion of the meeting.

It is called the Alliance of Stability and Harmony, and I do believe I played a major role in the drafting of the Treaty which shall give birth to it's bold and bright future."

"However, I suspect there is a more... intriguing question to be asked." The smile spreads, widening to a degree that has almost never certainly been publically seen on this face. Alarmingly wide, one might say. "Why is it that of all the states gathered in representation in this place, only one - one! - actively subscribes to non-lethal military doctrine, and strives to apply it across the entire spectrum of military activity?

"By my standards, all of your states are genocidal. You kill people when there is an alternative. You specifically target certain groups - entities such as New Ortaga. Perhaps the New Ortagan government is in a position of wrongness - I would require specific data from our intelligence services to even consider such an accusation on behalf of the Nenyar People - but does this give you the right to slay them? How then shall they know that they were wrong and yourselves right? What victory is there in this? What honour? What valour?

"We Nenyar, and we Iluvauromeni too, do kill, it is true, but only in defence in space or in the air, where there is no such thing as non-lethality... yet. But whereas your soldiers march into battle armed with brutal and deadly weapons, ours bravely march into battle - on those rare occasions that it is required of them - without the comfort blanket that bringing death to the enemy can provide."

And of course pirates. One might recall that Iluvauromeni warships reguarly target pirate vessels for extermination.

But Semir-randil does not pause long enough for interruptions:

"We fight with no safety net. When we die, we do not kill in retaliation. We incapacitate, treat, and return those who are captured to their families, whole and intact.

"And when we saw fit to release the Rukemian people from a government intent on wielding an iron fist, we conquered Rukemia in just hours. Their soldiers did not have the will to fight with the knowledge that their own civilians would die at their hands - but never at the hands of their enemy.

"What, then, is the excuse to be today? What excuse will you hold up in the face of Nenyar righteousness? For in this, we are unequivocably right. To slay another sentient is a crime, whether in war or not."

Semir-randil leans back, still smiling warmly.

The self-righteous twaddle from Semir-randil was severely exasperating to the Emperor, moreso than they might have due to his degrees in theology and philosophy that had focused on just war doctrine, among other areas applicable to ruling his nation.

Standing up, the Emperor began his response.

"What say we? We say that your speech, in addition to being deliberately inflammatory, is completely ignorant of the realities of warfare and your so-called ethicists fools."

"We limit the destruction as best we can, but there is no way to have a bloodless fight. But please, if you have discovered a way for bombs, shells, and bullets to neutralize soldiers, ships, and tanks without killing anyone, please inform us," he finished, voice dripping with sarcasm towards the end.

One hand raises, and items are calmly counted off on his fingers. "Ultrasonic weapons may be used against certain sentients to affect balance or even induce unconsciousness; tanks can be disabled with microwave or electromagnetic weapons, or by depriving the enemy of the capacity to supply those tanks with fuel; ships can be disabled by disrupting their propulsion, or via electronic warfare, or by use of electromagnetic or microwave weapons.

"Where there is a will, there is a way, Emperor. We have been willing and able to provide such weapons for some time, but very few states have even bothered to approach us on the subject. We devoted signficant resources to the development of such weapons - in fact, you may be aware that we had to buy projectile-based armaments for our air force, as we did not actually know how to build such weapons ourselves."

A smile. "Our warfighting ability was developed with a view, eventually, to prevent death. I played a major part in that drive, personally. Yours, on the other hand, is intended to kill, to maim, and to cause fear. To crush the enemy. - I am prepared to admit that my beliefs may not be correct or efficient, but can you say the same? Did you come to this conference with an open mind, or merely to appear to be doing something? Eh?"

His two attendants - still covered head-to-toe in robes - remain utterly still and silent.

Semir-randil sighed internally. Carefully, he kept in mind the incredible social gulf between his people and - in all likelihood - all of those here. And even more carefully, he tried to remember that no way was necessarily superior. Not even his own.

Still, it took effort to hide his own exasperation. But, the ancient Nenya mused thoughtfully, one must always be patient with those of the Human species. They are swift to decision and slow to change, whereas we tend to be the opposite.

The Crusader rose slowly to his feet after the Nenyan spoke for the second time, his voice clear, resonant and clearly used to authority.

"Assembled Lords, our Nenyan friend here claims that lethal force is a crime wherever it can be avoided. Unlike my political friend here..."

He gestures to the Senator beside him.

"I am not given to long speeches or fancy turns of phrase, so I will be brief and spare your attention spans.

"We of Asra, in the interests of our codes of chivalry and honour, once sought to fight with minimum loss of life, using non-lethal force wherever possible in our Crusades.

"That stance granted us the moral high ground that the Lord who just spoke can rightfully claim...but it also led us into a war that lasted decades against the Novodari. Our retaliatory strikes against the Novodari - a race who later came to attack Ventuus itself, leading to their Second Crusade and bringing both Novodar and Asra into the Republic - were aimed at causing no loss of civilian life, and using the people in our support.

"While Lord Semir-randil's methods may work in the example he gave, rather than causing our war to be over in 'hours', it resulted in conflict of far greater scale, and the loss of billions of lives where thousands would have sufficed in a quick strike with some collatoral damage.

"I salute the Nenyan Lord, but where a nation doesn't give a damn about who it is killing their civillians, or is determined to cause pain and suffering to as many 'inferior' people as possible, sometimes the only course is death."

The golden haired man turns from addressing the company at large, to the Nenyan emissary.

"Sir, your have my greatest respect for succeeding with that tactic, but I would not voluntarily send my men into combat without that 'comfort blanket'. You hold the moral high ground, I hold the memories of the world of Asridor burning, and the slaughter of thousands of innocent slaves to the Novodari being executed in the latter stages of the war."

He turns again to the company at large, making a short bow that appears a ceremonial acknowledgement of his finishing, making one final comment before seating himself.

"I apologise, it was not my intent to speak overlong."

It would appear that the Asran have an interesting definition of "overlong", but then, they are a people given to action rather than words.

The Vrakian delegation was small and, since they were sent to Reichskamphen, did not have any walruses in the party. Still the special envoy was accompanied by two towering Inuit bodyguards as he surveyed the room and quietly listened to all the representatives speak. He was particularily keen on what Semir-Randil had to say, as well as Napoleon IV. The ones from Valinon were also of interest since they did lend strength of arm to defeat Dozle. His photographic memory would make up the bulk of the report that he would send back to the Diplomatic Corps. He smiled faintly at the banter between Randil and the delegate from Kanami. He made a mental note to speak privately with the ones from Valinon and the ICEL if possible during this conference, although his official role was to only gather information and not sign any kind of treaty. He was not conferred with that type of authority.

The envoy himself was a man of medium stature with graying hair and wearing a smart but nondescript suit. The two seven foot bodyguards were smiliarily decked out, although it was hard to stuff huge muscles in any kind of suit. They wore the typical shades with the ubiquitious ear mics with military cuts. If one looked closely, they each had a tattoo of a large spider on the back of their left hand. Their eyes constantly roved over the audience and kept others at a distance from the envoy.

They would be armed in accordance with the host country’s restriction. Customarily, they wouldn’t be so as not to draw attention to themselves and, of course, they would depend on the host providing protection should an unwelcome situation develop. It was thought that this would not be the case in Reichskamphen.

The Emperor had sat and listened to the delegates bat the argument back and forth and finally he had enough. He took his gavel and pounded it on the stand infront of him silencing the room.

"I would urge the delegate from Ma-tek to conduct himself in a way that will forward the aims of this convention rather than stall them in argument. If your principle action here is to attack these nations which are attempting to better the world and themselves, then you are dismissed from this assembly.

I find your conduct arrogant and unbefitting a person of your good breeding. I also find your rhetoric hippocritical. My father fought in the Royal Army of Reichskamphen and remembered well the radioactive cloud that slew hundreds of thousands of innocent civilians...the radioactive cloud caused by your nation's nuclear strike.

Your ideas are admirable, I agree that all should be done to eliminate loss of life, but I also accept that the reality of the situation is that though such tactics may work at some junctures, they cannot universally be applied without great risk to the soldiery as well as to the nation. Further, since you admitt to killing where no alternative is possible...and say that any death is a crime against a humanity, would that not make your nation a criminal one just as you have accused us of being.

Your righteousness is far from complete, yet if you hold it to be so, why are you chastizing a group of nations who are doing their best to reform themselves and the world? This is like shouting "Drunk!" at an alcoholic going into an AA meeting.

We must all accept realities of the world, and as much as I wish that no one ever had to die and that peace and harmony could be effected only by wishing and nonlethal means...it is not the case. Sometimes it is necessary to do a little evil towards a greater good. Kill 50 SS guards to save a few hundred thousand jews.

If you wish to cooperate with this council and constructive add to its development, the you are welcome to remain. I do not ask for an appology, I just ask for cooperation. If we cannot get that...you are invited to leave."

Royal Ambassador Patharen Ka’Jen and the other two delegates from Aerion sat silently, their heads turned toward whomever spoke, though the one to the right of the Royal Ambassador particularly observing Semir-randil. One of the delegates had a very small digital laptop which he was taking quick notes on, while their chief delegate the Royal Ambassador listened intently while moment to moment glancing over at the notes being taken. As the Emperor of Greater Prussia spoke, the three delegates listened intently, then gazed back over to Semir-randil.

Royal Ambassador Patharen seemed to be ready to speak on something said earlier, though was going to wait until this situation played out.

"The Ortagan Hegemony is the largest nation in terms of territory within the Raumreich, proclaiming its dominion over thirty-two star systems. Nine of these are the 'home suns' of the Ortagans, including their home sun of Roum, but two of them were created as fortress systems specifically to serve the Ortagan military machine."

"The relationship between the Ortagans and our own nation is a long one, stretching back into the early history of both our peoples. However, the Ortagans have changed immensely in the last few centuries of our relationship with them. They are a people who have allowed themselves to become dominated by their own fears, and those fears have led them into ever more desperate actions. Before the Hegemonic government, the Ortagans were governed by a constitutional monarchy of sorts, with an Archduke at its head, but after the Grand Duchy lost the Colonial Wars and the first Ortagan empire the House of Corrin produced one mediocre ruler after the next until finally the Grand Duchy was a powder-keg with the members of the aristocracy and the common citizens fighting against to see who should control New Ortaga."

First the Ortagans annexed the system of Seljuk through a military action, and from our intelligence reports are accurate they have turned the Seljukite world into a vast prison camp. Its original populace are forced to live in hovels and shanty towns on the fringes of their former cities, cities now populated by their Ortagan overlords. When Seljuk proved to be insufficient to feed their need, the Ortagans started annexing the other systems of the Great March. Most were thankfully unpopulated, but in a few cases the Ortagans found developing races that were in bronze or iron age equivalents. It was here the first whispers of the now enshrined xenophobia are found."

"The Hegemonic government continually spouted lines of how the citizens of the Revolution were better than the developing races, inherently superior through the mere accident of birth. Before long the developing races were turned to slave populations, similar to the Seljukites. But since these distant people were all aliens, their lives were even more worthless. One by one the races the Hegemony initially found have all disappeared, either worked to death in chains or simply exterminated to make way for the resource gathering machinery necessary to feed the Ortagan military that allows the decaying welfare-state to survive a little bit longer."

"In time the Ortagans came in contact with the Wickians, a group of humans that were extensively modified and genetically manipulated against their will by an alien power they had since overthrown. The Wickians possessed a capable navy, and the Hegemonic government feared them. In time the Wickians were declared to be alien, and the Hegemonic government moved to treat them as such."

"To date there have been three wars between the Hegemony and the Wickians. The first one ended in a stalemate, with the Wickians checking the powerful Solar Navy armada sent to take over their home system of Thetis. However, the Hegemonic government did not admit defeat so easily and the Solar Admiral in command of the armada ordered the six kilometer 'super-battleship' known as the Behemoth to crash into the Wickian homeworld. The Wickian homeworld was devestated, with over fifty percent of the entire Wickian populace exterminated."

"In the next war the Ortagans once again returned to Thetis, the Wickian home system. Still not fully recovered from the previous war, the Wickians lost, forced to withdraw to a small colonial outpost in the Ticonderoga system. But the retreating Wickian military and fleeing civilians were forced to abandon over 400 million people at Thetis. It has been over fifty years since anyone--Valinor, Verniian, Liberationer, Vaku, or even Wickian-has had any concrete reports on their whereabouts. They disappeared into the Ortagan labor camps decades ago."

"And in the current war the Solar Navy has already struck at the last surviving outpost of the Wickians in Ticonderoga. They used singularity missiles and a formidable monitor small-craft flotilla as the basis of their attack, and in this attack they demonstrated their willingness to strike at civilian targets. Five million innocent Wickians were slaughtered in an instant when the Ortagans targeted and destroyed one of the orbital habitats in Ticonderoga. And given the chance again, we are certain they would inflict even greater harm to the Wickians."

"This is the basis that Her Imperial Majesty and Her Majesty's Government would submit this issue before the summit. The Ortagan Hegemony is a brutal occupier that cares only a little about the citizens in its home suns and cares nothing at all for those in its 'annexed' and 'occupied' territories. Those races and people they encounter are treated as nothing more that targets until they are conquered, and when they are conquered they are little more than slaves and cattle to the Ortagan war machine."

"It is a viscous cycle that should have been put to an end years ago. However, many of the other nations in the Raumreich including ourselves were content to deny the problem. We are moving to deal with it now, but the Ortagan Hegemony has now been swollen by conquest and military build-up and it will now be a long a difficult war that we have no one to blame but ourselves."

He did?

"So I shall speak for the Hidden Kingdom, the lesser in strength of two brothers who is rarely seen but often heard by a different voice. We agree, politically and diplomatically. It is critical to enshrine the definitions in clear and concise terms."

And she sits again, gracefully. Her head lowers humbly; thus presenting herself in a posture that very few Humans have ever seen one of her species.

"Assembled persons. Esteemed delegates. Our gracious host Napoleon V. I am Special Envoy Justin Akiut. Let me first convey the apologies of the Vrakian government for the King of Vrak not being in attendence. In truth, he does not leave the Royal Palace for any overseas visits."

At this, a bow towards the Reichskamphen Emperor.

"We would like to know if this those who would partake in the agreement of this summit as to whether diplomacy is the first step. Our past experience with other...well-meaning nations...has shown that this is rarely the case."

Another bow and then he surveyed the room to gauge the impact of his words and the reaction of the various delegates.

"It is of the opinion of the Empire, further, that in regards to the issue presently at hand...that being the definition of genocide...that it is necessary for this council to reject the definition of genocide that would establish all military deaths as acts of genocide and murder as such a stance is unacceptable to the majority of the convened governments and would be a hinderance...more than a hinderance...it would cause any futher discussions to be pointless simply because we could effect no change without breaking our own rules, and the list of offenders then expands to include the entire world, civilized and otherwise. Also, as to the question of numbers, while it may be necessary and productive for national law enforcement authorities to differentiate between mass murder and the regular kind by a set numerical value...it is impossible to do so with genocide. We must take into accounts that certain groups which may be targets of extermination may be only 100 or 1000 strong. For instance, there is a village in Poland that was settled by the retreating Mongel armies. They still speak a variation of that language to this day and are racially differant from the rest of the country. However, the population of the town is at the very most under 1000. Would not a systematic slaughter of these people be genocide? I contend that genocide is not a question of numbers...of quantities...but of actions and intentions.

As such, if there is disagreement on my statement, I ask that it be brought forth now. If not, I would ask that someone present the agreed upon definitions of genocide, newly modified, for a vote."

The envoy merely nods at the remarks made by Napoleon. He then tilts his head to one side as if picking up a transmission. He is, in fact, and it most likely will be picked up by those who monitor such transmissions by the host nation. The origin would be from the hypersonic transport out on the tarmac which receives its intel updates from the Vrakian satellites bouncing signals from the capital. The same information is also being downloaded onto his personal palm sized computer.

Still, the language is in Vrakian so it might be difficult for a codebreaker to make sense of it. However, it is nothing sinister since it is an update on the Xharn situation and the Vrakian efforts to difuse the situation. He decides to hold onto the information for the moment.

Royal Ambassador Patharen stood once again after the Emperor of Greater Prussia finished speaking, again clasping one hand behind his back, and gesturing with the other as he began to speak in an oratory style. The other two delegates looked up as he stood, then began what seemed to be watching the reactions of the other delegates.

The Royal Ambassador cleared his throat, his head turning to gaze across the room, "Esteemed delegates, the esteemed delegate from Kanami pointed out that eugenics was the cause of many genocides." He pauses, "I wish to note that while we agree that racist eugenics were the cause of several historical genocides, eugenics does not always lead to genocide and is not within itself a negative scientific study."

He continues, "While past Aerion regimes have indeed negatively utilized eugenics, King Wasterin X sponsored several positive liberal eugenics programs combined with genetic engineering research, establishing the Office of Genetics under the Royal Ministry of Health and Social Affairs and setting up the National Genetics Registry Library which contains millions of samples from the population at the time. Though not well publicized, these programs are still in effect today, though His Royal Highness Prince Damoen Wasterin has not yet made a statement on his policy related to them, many feel it is a positive thing. We wish to make a note that liberal eugenics is not negative, and can have many positive benefits to society as well as the human race overall."

With that note, he takes his seat once again, the other delegate from Aerion typing into the laptop.

A slight clearing of his throat. "At least in the Commonality. - And to us, eugenics is - if you will excuse the language - quite distasteful. Our position there will remains unyielding, though of course it is not our place to judge others." A shrug. "I'll simply say that such avenues of investigation did not go well for us."

"If there are no further questions or comments, I ask that the definition be brought to the floor for a vote. This would entail a delegation motioning for it to be brought forth, a second, and then confirmation from the Chair and then the conducting of the vote."

Molly Anderson, the Minister of Homeland Security stood up to talk. "We doubt not the posotive possiblites of eugenics, but we should urge caution in it's use. As it was said before, it often does lead to racial supriority and murder. Delegate from Ma-tek, you mentiond Genocide is not about numbers and is about intent. We think you might be on to something there, would you like to further elaborate?"

Out in the hall way, Steven got off the phone, with the news of the attack.
Perhaps he should adress it to the comission.

He came back in.

Molly sat down. Steven spoke. "Would the chair entertain a motion to tempory suspend the agenda, for a case off the agenda?"

The Knootian delegation to the Conference was less-than-glamorous, to be sure. State-secretary of Foreign Affairs and Defence Tim de Boer (http://ns.goobergunch.net/wiki/index.php/Tim_de_Boer) had something of a public profile because of his role in the Shadow War, but he did not appear an overly interesting person, or even one who was overly excited at the prospects of this particular conference. However, as the Dutch Democratic Republic had been invited it was only so polite to be there. After all, the Green/Liberal administration of Jan Willem Daatman could never say no to something multilateral and vaguely noble-sounding, especially as Knootoss was technically the representative for Genocide at the Human Rights Council founded by New Genoa.

Generally speaking, the Knootian delegation was looking a bit bored, more observing than participating in the discussion. De Boer managed a few polite nods of appreciation when Semir-randil brought up the Alliance of Stability and Harmony (to which Knootoss had committed itself to signing – if a significant amount of others would. This, in the mind of the new Knootian state-secretary and long-time diplomat, was the best of both worlds given that no other nations had yet volunteered to sign as well.) Polite nods also as the Valinon representative spoke.

"Make friendly noises if encountered", one of De Boers senior aides cynically whispered to the most junior Knootian diplomat whilst nodding in the direction of Mincio, then moving his eyes over to the Reichskamphen delegation. "Emphasise how we were once a Great Protestant Nation fifty or so years ago with them. Their intelligence agency doesn’t seem to have picked up the changes yet", he added, "and make friendly but veeeery noncommittal noises. The Concordat don’t like 'em too much, and they've got Allanea for friends." Judging the other visitors in turn, the Knootian remarked… "Evil... evil… avoid… a nobody, another nobody, never even heard of them… oh, and avoid those like the plague… yes, great conference this." The junior diplomat chuckled quietly, causing De Boer to turn about and glare.

"You two can gossip during lunch break", he remarked sternly.

Technically, none of the cloaked figures in the back were heads of state -- Alexei was about ready to head off to Pschycotic Pschycos, and Papen, the Foreign Minister, was in Cherry Ridge on vacation -- but one was Prince John Rekjyavich, although one would never be able to tell. John pinpointed the Knootian delegacy which had just walked in, and the three men walked over and sat down behind them a few rows back, making not a sound.

Reading the summons to a regional conference, one that required the Emperor's personal presence, put an end to that however. It's nice to have help who anticipates your needs he thought to himself as he stood up.

But Im sure the Knootian intelligence would tell you that there is now complete freedom of Religion in RK as well as there has always been in the rest of the Empire...and we really don't emphasize being a purely Protestant region so much anylonger. This Emperor has taken things in a differant direction, one Im sure that the Knootians would hardly be fully pleased with, but more so than they were with previous ones. The Concordat doesn't like us. You got that right.

I'm too tired to post anything extensive now, and I regret having to adjourn so soon into the talks. I personally say we should run the working lunch in another thread and continue the summit in this one. Ill start the thread tommorrow, or Kanami or whomever can if they dont see a post here that Ive started it.

They hoped to have some words with Semir-Randil, although the envoy was nervous about speaking to the High King of, well,...anything. His two bodyguards remained impassive though and stayed at each side of the envoy continiously scanning the crowd.

Semir shook his head slowly at the still-hooded third delegate, but whether or not he was going to speak becomes one of those eternal mysteries of the universe. Or something like that.

This, of course, is because he looks up at the approaching Vrakians, greeting them with a somewhat wan smile. "Greetings, friends," he offers, simply, tilting his head somewhat to the left and forwards. An Iluvauromeni would recognize the movement instantly as an old Imperial device - the Degrees of Respect, Degrees of Honour, Degrees of Servitude. An ancient system now almost only used by the Nobility (the hereditary variety, which was now quite lacking in numbers) and the most ancient of the Nenya and Iluvauromeni Noldor.

The old sentient in a youthful body draws a deep breath, however, and appears on the verge of saying something more...

Which also doesn't come.

Perhaps irritatingly to some, the second delegate, the woman who spoke earlier, nods slightly, and smiles. As if Semir did say something.

Which, all things (all things, in this case, being the psionic nature of his species) considered, is relatively likely.

The envoy paused as he neared Semir-Randil and tilts his head. The breakdown of the talks between Xharn, Novacom, and Franco-Philia held in the Vrakian capital was not unexpected, but still disheartening. The envoy was instructed to show the leaders of this conference that while they discussed the items of genocide and dithered over definitions, Vrak was actually taking a proactive role – even if only playing a neutral host. In fact, the envoy was instructed to ask input from the gathered delegates to see if they wished to monitor the situation so perhaps, he thought, something still could be salvaged.

The envoy bowed low to the High King and said.

“Greetings High King Semir-Randil and to your fellow colleagues. I am Special Envoy Justin Akuit of Vrak . At the moment, while those at this summit gather to discuss genocide let it be said that we have recently hosted a summit between concerned parties concerning the Xharnian crisis. In other words, High King, while we are not inclined to intervene, perhaps one such as yourself might.”

"I'm afraid not, High King. I'm certain that our archives have a record of it but it may be when Vrak was much more isolationist. We really came out of our shell, so to speak, when we hosted the World Court designed to head off a conflict between Christofi and...Menelmacar."

The envoy nearly spat out the last name. And we never forgave the insult those stupid elves leveled against us he mentally added.

The High King smiled faintly at the way 'Menelmacar' was spat out. His own feelings were not exactly against that state, but they had forced the Commonality into widening it's trading circle. Something which nobody - absolutely nobody - had wanted or desired.

He stifled the age to sigh. The wound was still fresh.

"Mmm, well, it was before the Commonality precisely existed. Back then we were still known as the Empire of the Eternal Dawn. The Amerigon Slaver War erupted because... well, of slaves. Amerigo refused to back down on it's pro-slavery position, and some interventionist sorts took exception. Pro-slavers and anti-slavers came together in a rather large, flamboyant war.

"The Empire was nothing but a third-rate power, but through careful structuring of our involvement, we convinced a great many states to be wary of us. The war was significantly interrupted by our forces, because although we remained neutral, we fought regardless. Both sides suffered interruptions to their war effort - we had a good air force and navy, but little in the way of well-trained ground troops. So we fought an air war of annoyances.

"Eventually, perhaps due to our own, uh, interventions, both sides came to the table. The war would have been far too costly otherwise, for all involved."

Small smile.

"Or it might not have had anything to do with us. Opinions differ. But either way, we came out of the war looking by far stronger than we actually were. Do you see my point? There's no need to take sides.

"We can, however, strive to make the war very expensive for them. That is a starting point for peace... no?"

Finally the third individual speaks, but he does not sweep back the hood which obscures his face. Voice deep and low, he observes, "When peace and war lead the heart in a circle, the mind seeks the centre."

IC: Napoleon returned to his chair in the centre of the Parliament room. The delegates had already returned to their seats, but were talking somewhat noisily. The Emperor picked up his gavel and slammed it down on the table next to him. "I hereby call the Council to order."

"As we seem to be agreed on the definition, I believe it is time to move as quickly as we can to creating an executive body to judge these situations on a case by case basis and reccomend solutions.

It is the reccomendation of the Greater Prussian Empire that the governments of this summit comprise the first 'Executive Council on the Preservation of Life'. Further, any nation that wishes to join, upon analysis of their national record and policies, will be voted on by all members of the council requiring a majority vote to enter. This Council will be given power to examine each individual case, and according to the regulations and precedents which we shall set here, shall advise a solution to all member governments and proceed to coordinate international efforts towards solving the problem.

The chair of the Council shall be voted upon by all members, requiring a majority vote to elect, and shall hold his office for two years. It is further suggested that the chair of this conference be made the Chair of the Council for the remainder of this summit by acclaimation in order to avoid the waste of time that an election now would cause. Once the summit is adjourned, an election can be held.

As our friends in Kanami and Valinon have pressing issues that the council will have to deal with, I suggest to all parties involved to speak their peace quickly and to allow this conference to stall again on matters of words and definitions.

If there be any objections or comments upon what the Chair has proposed, all are invited to raise them. If there are not, then I ask that we take a vote on the issue."

“I think I understand, High King Semir-Randil. We didn’t hold the world court long ago to necessarily promote ourselves but to actually pursue peace. At that time, no one else in the international community dared even to risk having such a conference. And we did have a lot of help at that time from fellow Klatchian states and outsiders such as Scolopendra and Angelus.”

A pause as if to gather his thoughts.

“I will concede that the failed court did raise the profile of our state on the world stage. And at that time, we were leaning more towards the…ermm…how shall I say this…the more idealistic side of the world? Fighting the good fight. Protect the weak. And so on.

But this was in opposition to how we Vrakians are as a people. We’ve fought our own wars of which the outside world knows little about. And, you know, we’ve had great threats against the Klatch as a whole yet managed to emerge victorious. I don’t mean this to boast, High King Semir Randil. It is just the history of the Klatch. We are too busy dealing with nations trying to pry into our affairs that we haven’t been able to help others or, as you put it, made it too expensive for others to fight. The King of Vrak (OOC: alive at this point) does wield considerable influence, but has to cajole, persuade and even threaten some of the other FKC states to follow. And given the recent history, I daresay that most of the Klatch are wary of outsiders and deign it not their concern to worry about the rest of the world. After all, what has the rest of the world done for the Klatch? Those that are allied with Menelmacar and her ilk, and here I speak of the Triumvirate of Yut and possibly others, missed their chance to draw the Klatch closer to them. We seek other alternatives to protect ourselves.

I suppose the ‘center’ we seek is to chart our own destiny. We prefer not to seek war, but it seems to find us.”

Justin stopped, wondering if he truly understood the full implications of the High King’s word and especially the Bok-like phrase expressed by the third individual.

For one thing, no offence to any one, but some of these discussions could be better had in theri own thread, especially the ones concerning specific events.

This is a thread, a general summit to stop genocide and possibly set up an international organization to do so.These individual situations can be roleplayed about in other threads.

I think people need to stop seizing the thread for character to character discussions that only involve a few nations. We were on the right track when we were discussing the definition of genocide, but then got sidetracked by people's individual plots.

The High King fell silent, listening (it would seem carefully) to the Emperor's words.

After, he said very little.

"The Commonality has no interest in joining a redundant organisation. Redundant in the sense that we have already begun the undertaking of negotiations to set up a free and fair Alliance dedicated to ideals of far higher aim than those I suspect could be forwarded by the proposed Council.

"Therefore our interest is in observation and co-operation. We have no interest in a role beyond that."

And again the third figure speaks: "The Kingdom of Tumnore says: The outside world does not look to us, and we do not look to it."

The second figure - the woman who revealed her face earlier on - adds, "You can kill yourselves or not. It matters little to us."

The two Aerionian delegates accompanying Royal Ambassador Patharen frowned deeply at the words from Ma-Tek, one whispering to the Royal Ambassador, "They secretly think they are some kind of gods."

The Royal Ambassador ignored the other Aerionian delegate's words, and kept his same, attentive look as he listened politely to the delegation from Ma-Tek.

The Royal Ambassador stood, crossing one hand behind his back, "The Grand Kingdom of Aerion fully supports this proposal, and I feel that we can better discuss these issues in such a way. I feel like we all agree that something needs to be done about these issues, and therefore the Council reflects that we are all united in this endeavour. We can discuss semantics later."

He then nodded, and took his seat.

The Vrakian bowed to Semir Randil again. He then turned to the Reichskamphen Emperor, bowed low withhands outstretched from his sides palms up.

"We are here in a purely observational role, mostly because such organizations as this have had...adverse...effects on the Klatch. I have not been conferred with the authority to sign any type of treaty. I do not with you offend you, Emperor Napoleon IV, but this is the current stance of the Glorious Kingdom. But, I should add that long ago in the past we once held to the...idealistic...notions set forth in this gathering. There is some lingering interest within some back home to feel that this conference may be different. In other words, we are keenly interested in the development of this conference and its ramifications."

It would seem that politeness does not extend to the Tumnoreans. The one whom's face is visible stares, quite openly, with curiousity.

"If we believed we were gods, we would not be here," she smiles, warmly. "We are striving for curiousity but find little to wonder at in a world of blood and death far removed from the placid mountain upon which we dwell. We Tumnoreans are not like our Nenyar cousins."

Pause.

"Though like our cousins, we do have excellent hearing, you understand."

The three cloaked figures quietly left the room in search of food, and not finding anything within the immediate time elapsed, simply stood around, observing the beings around them. They, of course, would not make any mention that they were Dersconi, as some of them would likely be outcasts due to their....less than natural abilities.

At that point, what seemed to be the leader of the three pinpointed the food and they made their way over to it.

"Well, to run the risk of stepping from 'observation' to 'consultancy', I would say that striking out Article III, clause 'g' would be excessive, perhaps. Maybe an amendment to something which provides strength to the agreement, incentive to comply, but which does not allow overzealous punishment to compound difficulties faced by those persecuted who we strive to protect. Punishing the people you wish to protect would be ill-met."

Some junior members of the Knootian delegation began to frown as the resolution was read. Gradually, however, their frowns turned into grins, then giggles, and then suppressed chuckling.

"Perhaps the issue of promoting literacy should be considered at this summit as well," the cynical senior diplomat who had been exchanging quiet remarks on the nature of the participants before lunch told his junior partner. "Just look at this thing... the definitions are just ripped from some other document. What war? The assumptions behind the resolutions show a sub-literate level of understanding. And the format..."

Tim de Boer started to turn around with a stern expression again.

"Sir," the diplomat began in a hushed voice, "this thing is just.... errrr... how to put it." The diplomat paused to think. "The most ridiculous resolution I have ever seen. We must intervene now lest this actually be adopted in some form."

De Boer nodded gravely, and raised his voice to address the conference.

"My delegation sees some problems with the document as proposed" he indicated in English as he glanced at Emperor Napoleon 'the Fourth'. "There are some issues of, uhm, grammar and perhaps some assumptions which may not be as grounded in fact as would perhaps be desired for any document which is to be adopted by the parties here." He inclined his head politely towards the sponsors of the draft resolution. "And also, there are perhaps some wordings which in their nature are not so suitable for adoption amongst the parties present, or which may move, unintentionally, beyond the point desired by the parties at this conference. Most notably in, uh...." he looked over the draft document and sighed. "Perhaps my delegation could propose a redraft to make the draft resolution even better?"

"Apart from a few spelling suggestions which I will put through to the Prussian representative" - he motioned his hand and the junior Knootian diplomat moved over to hand Kazansky a piece of paper.

"Knootoss stands in opposition to clause '1d' which the representative of Greater Prussia has wisely put between brackets. Furthermore we have some serious questions with regard to the proposed international body for humanitarian aid and feel that any provisions regarding such a body need to be given content.

Finally, I would like to point out that the Human Rights Council created by New Genoa already exists to monitor human rights violations. Knootoss has been assigned as the responsible country for monitoring genocide. We would support that clause four instead endorse that all countries present here become members of this council and remain actively involved in its affairs. This is perhaps a modest step, but one that we feel ought to be taken first and foremost."

"I believe the missing part of this message," Napoleon turned to Semir, "Is that we have NO INTENTION of harming those who do not deserve it. War is a last option as always...but as opposed to other gatherings, it is AN option. I agree very much that it is the people who will remain long after any government leaves, even my own. For that reason, I wholeheartedly support trying to create an insurgency within their own nation, or doing what we can outside of foreign intervention. However, take Germany...we could have tried these tactics there and failed simply because the German people were so ennamered with their leader. Granted, they weren't all Nazi's...but Hitler had few opponents and few enemies while he was doing well and the Jews were certainly in no position to stage a revolution. The whole country was brainwashed, under a spell. It took an Allied invasion to break it.

This is the purpose of analyzing each situation separately so we can decide what is the best option...not just invade for EVERYTHING. I have no thirst for or love of war...nor do any of the people convened here I am sure. I seek freedom, happiness, and peace for all of these oppressed peoples...and it can only be gotten by doing what is necessary to get it. Hopefully that means we can diplomatically discuss it, or use the people of the country to do it, but if not...we have NO other choice."

Honestly use common sense. Act like the Brilliant Politcal minds you like to make us think you are. Clause B does not have definate absolutuions, as every genocide is diffrent. Many of you bicker of the sake of national soverignty, but how can you respect such foolishness when thousands are dying as direct result of the Government Obviously you should not turn the blind eye! No one likes war, but what are you going to do when the Government orders people to run around with macheties killing eachother? Slap him on the rist and tell him it's BAD? NO you will take action to sustain life. This alleged council, I have never seen it. I haven't seen it work. We need an international council, outside the U.N. and with cooperation of the International Court. Now I'm willing to annex the ideas of Allanea, but I feel the resolution speak for it's self. Promotion of literacy won't stop it, you have to teach to NOT hate. You have to shove it down peoples throats. Stop arguing, start taking action, tell me what you would like, and I'll see if I can or will make modifications."

There was something slightly unnerving about his innocent glance. "...but with all these bold words I cannot help but wonder what Reichskamphen and indeed the Greater Prussian Empire are doing to stop the ongoing genocide against the non-human peoples in the Reich?" The Knootian smiled faintly, lowering his voice. "The Reich is a political arrangement that your nation should be fairly familiar with, I believe?"

Semir laughed, softly, shaking his head slowly. The laughter helped cover the alarm he felt at the Knootian line of questioning; this was an oppurtunity for building a better future (even if not immediately so), not an oppurtunity to throw mud.

"Yes, yes, we are all aware of our respective pasts, Knootoss. I seem to recall that Knootoss was once an economic power with imperialistic intent - oh, but so it is still."

Smile. His attention shifts to Napolean again. "But you are astonishingly optimistic for a national leader, Reichskampfen. Yet I recall... similar optimism in the past. We were optimistic that idiots would not open fire on recon planes; that a show of force would be all that was needed to prevent further conflict; that our warship stationed near Reichskampfen would not be nuked by madmen sick with power.

"We were optimistic that providing aid to a downtrodden people would not result in their over-assertive attacks on others, and, eventually, their relocation by our allies to prevent harm to themselves and others... at more than considerable loss.

"We were optimistic when we believed that the Reich would develop into a peaceful and tolerant society of it's own accord.

"My species was optimistic when it said to the Humans who encroached on our land, 'Come, be welcome.' That gave rise to two thousand years of optimism of the 'soon they will all be dead' variety.

"Yes, optimism is valuable, and is of great worth indeed to many of the living. To the dead man's family, however, it is of little use. Will you stand over the corpses of countless thousands, before their relatives who cry for the blood of those who slaughtered them in their defence, and say, 'But I was only doing good'?

"I'm sure such hollow words would bid you well with your constituents, but they are meaningless in reality. A treaty cannot state ideals alone. You all must allow for the worst that can happen as well as the best, or there can be no good outcome to this. The hand that frees can be tyrannical as truly as the hand that smashes and destroys.

"What is it, that Human saying? 'The road to hell is paved with good intentions'? Be wary, then, I suggest. Pave your road with good intentions, but do not let the intentions blind you to the destination.

"Face the challenge, then. Find a phrase, a statement, a way of describing what is to be done. Establish process. Do not simply say 'it will be done' and expect it to be enough."

There's no effort at gentleness, now. Gone is the wholly-pleasant approach, replaced with disdain and displeasure. Ancient amber eyes focus on each of the attendants, one by one, challenging in their fiery intensity, before the High King takes his seat again.

Clearly a subject close to his heart, this.

After he is seated - and thus decreasing any considered aggressiveness - he places his piercing amber gaze on the Magic Sorcery speaker. "You do not understand."

The Vrakians watched the drama unfold. They were shocked at the manners displayed by the delegates from Magic Socery and now could detect a noticeable rise in tension between the Knootians and Reichskamphen. Outwardly though, the envoy didn't show his feelings instead choosing to adopt the placid mask of his two bodyguards. Inwardly, he thought that some bickering would be inevitable but wondered if past histories among the gathered would be too much to resolve.

The envoy met Semir's gaze with a non-commital shrug and small smile as if to indicate Well, what do you think the chances of success are now?

Napoleon smiled widely. Finally, he had his chance. "You may be surprised, Ambassador, but the Reich is one of the principal reasons this summit was called. It has been my intention to do my utmost to bring that organization before the bar of the world for the dispicable crimes they have perpetrated. This, I believe is my best avenue of doing so. Most nations, it seems have been so helpless and afraid of approaching or condemning them for their actions because they believe it will have no effect and that the Reich military will pummel them. I believe it is WELL past time for the Reich to have world attention refocused on their ongoing crimes against all sentient peoples.

You may not know this, but I have never known anything but Greater Prussian Rule...for my entire life. Reichskamphen at one time belonged to the Reich, though never participated in such actions. Your nation should well know this as it was partially your efforts that managed to effect our separation from them. Whatever mistakes we have made as a nation, they are in the past. What matters is that in the present, it is our furvent wish to do the utmost to free the oppressed sentients of the Reich, as well as New Ortaga, or any other such nation."

Napoleon had not wanted to bring the Reich up so early, but it seemed since he had the perfect chance, he would take it. He knew well the animousity felt towards the inhuman murders there and hoped that something could be done to bring an end to it.

I also believe that you are being a bit hasty by condeming us on not setting down specifics when we have yet to get to that point yet. You act as if we will neglect it. I don't know how much more PLAIN I have to be with you. It is not my AIM to punish people who don't deserve it, and insomuch as I can keep it from happening, to the best of my ability I will. You seem so bent on this idea of us doing so much collateral damage, and I have no idea why you insist on it even after I reassure you we will do our best to avoid any of it.

Further, I suggest, if you want to truly make a differance, assume an active participatory role in this conference and not merely the rather aloof role of 'just observing'. If you feel so compelled about all this...become a participating member of the council."

"I have developed a fond appreciation of our shared history, Your Imperial Majesty", the Knootian state-secretary of Foreign Affairs and Defence said with a diplomatic smile and a polite nod of acknowledgement, "and the Dutch Democratic Republic has delighted in the changes in Reichskamphen. Far be it for me to distract the Conference from the resolution proposed by the G.P.E." he considered with a glance at Kazansky, "but the Dutch Democratic Republic supports the Iesus government in exile, headed by the Prieston family, arguably the legitimate heirs to the throne and friends to Knootoss and her allies. We feel that any… military… response at this time would set back the development of any serious potential oppositional movement in the Reich for years, and frankly the international community passed over the best possible opportunity for intervention when it did nothing to defend Syskeyia from aggression when it was invaded by the Reich…" He paused briefly, looking around at the assembly at large. "However I would not want to bore this Conference with such tedious historical considerations…"

"I would caution the representative from Knootoss not to jump to hasty conclusions as to what this council shall reccomend for an action against the Reich. During my entire address to you, the only mention of anything militaristic involved the recounting of the fact that many nations are far too afraid of the Reich's army to do anything." The Emperor cleared his throat. "My name may be Napoleon, but the military is not my answer to everything. I would rather it be the answer to as little as possible. When the issue of the Reich is brought up before the Council, I will ask that you present this lucid assessment of the current situation then. It will be of great help to us in determining what course to take. However, SOMETHING must be done, even if it is only further embargos and isolation etc."

The Royal Ambassador from Aerion, Patharen, sat quietly with the other two Aerionian delegates observing each delegate in turn as they spoke. The other Aerionian delegate sitting to Patharen's right had a small digital laptop which he typed rapidly into, most likely notes and transcripts as well as pulling up information.

The Royal Ambassador stared for a moment over toward the Knootian delegation, perhaps simply for observation of the man's intentions in his comments, and then returned his attention to the Emperor whom was speaking.

The Aerionian delegate sitting to his left, the one who had whispered the comments earlier which brought the attention and public comments by the delegates from the Kingdom of Tumnore in the Ma-Tek delegation, sat quietly appearing quiet pale. The Royal Ambassador had whispered something to the man about losing his job for that "incident."

The Royal Ambassador kept a calm, attentive look on his face as he observed the proceedings.

"Bickering is pointless and is getting us nowhere. Now we have a fine working paper, that you can consider, or you can start drafting your own. Mind you we're not the only paper pushers here. Farnkley both my self and MS want to see more action, and less talk. While The (we the) Republic and the Empire of MS can not intervien on every mass murder in the world, we can certianlly make an effort for all nations to get involved in some way. If there are people running about with macheties slaughtering eachother b/c of Government propaganda, then the Government should be help accountable. If a few radical rebels start enticing riots, then the Rebels should be accountable, maybe even the government if they don't make efforst to stop them. There is a point when free speech becomes too free, and we are tormented over what's right, and what's legal. Frankley I would rather break the law to do what's right, and take action against thoes committing genocide, instead of saying "soverinty" An international body to watch at Genocides and possible genocides can keep the public informed, and turn some heads in the international community. Surely not every county can be so apathetic as to ignore the problems of others. When 1,000's of lives are at stake, that is the time to step in and stop. Even if we fail, I would have rather failed trying than lie sleepless at night thinking what I could have done. The failed attempt at the League of Nations would have coverd such
issues with an international security council. It's time to stop the bickering, and let's start taking action. Let's not contradict every little thing eveyone here says, you want to make a working paper, I'll look it over and decide if I'll be a sponsor or a signatory. "

Tim de Boer frowned as the Kanami delegate rambled on, tapping a tiny earpiece as if he was waiting for a translation into English or Dutch. Obviously, none was forthcoming and he decided to leave it at that. Behind the state-secretary, a young junior Knootian diplomat was trying to supress a giggle whilst his senior senior companion looked at the scene with a poker face.
