Official announcement of the Veneysian First Council to the leaders of the other nations
13-12-2005 signed by the Emperor of Veneysis “Y filii herit”

After many revolutions and coups, the foundation of our Nation is finally a fact! The emperor of Veneysis took his place on the Imperial Throne in Veiola, the capital of Veneysis. Immediately after the occupation of the throne a series of action took place.

1. The emperor, although keeping his absolute power, allowed to form a First council (1), a Parliament (2), a Senate (3), a second council (4)

2.At any time the emperor can reorganise the state. At any time the emperor can make new laws. At any time the emperor can destroy laws.

3.The way the State is organised and is taking care of it’s civilians is based on the goodwill and the compassion of the emperor.

4. The title of emperor is given for life, but any new emperor is chosen by the people.

5. The emperor can be set off the throne by a 3/4 majority in the assembled council (two councils+parliament+senate)

(1) the first council consists 15 members of the imperial faction, they will assist the Emperor in his decisions. (more information will follow..)
(2) the parliament consist of 26% conservatives, 26% progressives and 48% imperialists. The great majority of the imperialists must keep the absolute power for the emperor, the presence of the two other factions is to ensure that the possibility to overrule some decisions of the emperor stays. The imperial faction is led by the first council.
(3) The senate has a 75 seats, 25 for each faction. The senate cannot deny new laws or decisions but can alter them in restricted terms (for example to make them less radical). The amendments cannot be destroyed by the parliament.
(4) The second council consist of 15 members of the two other factions. They do not have direct contact with the emperor, but can also give him advice by sending Letters of the Second Council. These letters cannot be ignored.
