By order of the illustrious Emperor Robert I of Cantelmium, the following request has been submitted to all potential allies of the great imperial power.
Our current funds allow for us to enlist the aid of no more than 5 nations in a cooperative building programme. This programme will include the construction of off-site military bases in friendly or allied nations, each holding no more than 50,000 Cantelmian troops.
Each accepting nation will be required to aid in the construction of the base (a project providing 2000 jobs per base) and recieving the minimum wages provided for by the Cantelmian government. In addition, these nations accepting, if not already allied with the Empire will be considered for diplomatic relations and given first choice in future building programmes.
Finally, upon completion of the project, the government of the accepting nations will recieve a unique military contract (to be drafted at a later date) that will enable said nations to enter into the purchase and sale of Cantelmian arms.
