CHO:P Hosting bid for WC26, presented by Pepsioli and C4™,

Oliverry and Commerce Heights, the promoters of the :p smiley, are proposing a hosting bid for the cup of the Centennial. Here are the main points of it:

Scorinator:
We'll be using a modified version of the WC12 formula. There will still be modifiers, but they will work a bit differently. For example, a +2 team will have more attacks, but it will be easier for their opponent to score while a -2 team will have less attacks but it will be harder for their opponent to score.

Qualifying Format:
There is no real max number, but 107 nations is what we're presently looking for. Then, it will make the qualifyings shorter: 15 groups of 7 makes only for 14 matchdays. But, only 2 teams per group qualify for the final. The Group draw will be done with pots based on, you know it, don't make me say it... oh well, ok then, but it's the last time... KPB points.

Cup Group draw:
After the qualifying, there must be a cup. The Group draw will have the same base than in the qualifyings.

RP Bonus:
The RP bonus will consist of two parts - a simple yes/no bonus for writing a reasonable-length RP (one-third of the bonus), and another yes/no bonus for writing a particularly high-quality RP (two-thirds of the bonus).

Roleplaying:
Commerce Heights and Oliverry will RP the WC26 Hosting Campaign in this thread, and then, will continue this RPing right up to the World Cup final.

Rules:
- Saying Québécois sacres like "Calisse, Tabarnak, Ciboire, etc"
- Respecting capitalizm
- Respekt der Fuhrer(Rejis, stop telling me rules like that, I could get banned because of you :p )
- Last, but not least... HAVE SLANI FUN!!! or else a bunch of French surrendering people will try to shoot you down(they will try but surrender before being able to)

Actually, only the last rule must be taken into consideration

Stadia to come later

Have you simulated a test qualifying using this format??

I would suggest the following breakdown, using the finalized formula.

Odd Groups:

1- Rank 1 (+/- Alternating by group)
2- Rank 25 (+/- Alternating by group)
3- Rank 50 (+/- Alternating by group)
4- Rank 75 (+/- Alternating by group)
5- Rank 100 (+/- Alternating by group)
6- Rank 150 (-2)
7- Rank 150 (+2)

Even Groups:

1- Rank 14 (+/- Alternating by group)
2- Rank 16 (+/- Alternating by group)
3- Rank 45 (+/- Alternating by group)
4- Rank 60 (+/- Alternating by group)
5- Rank 120 (+/- Alternating by group)
6- Rank 150 (+0)
7- Rank 150 (+0)

Running the entire 15 groups with 3-4 different full sims.

Sokojito Überdome
http://www.thirdgeek.com/wcstadia/wc26-ch-sokojito%C3%BCberdome.png
Location: 소코지토 도시, 새로운 소코지토 특행치 (Sokojito Dosi, Saeloun Sokojito THJ)
Date Built: under construction (expected completion in 75 CE)
Capacity: 400 552
Club: none
The most ambitious project ever undertaken by the CHEAT (Commerce Heights Engineering, Athletics, and Technology) Alliance, the Sokojito Überdome will be the largest “non-godmodded” (don’t ask us what that means!) stadium ever to host a World Cup match. Ramps will be available for those who require them (though they fold into the wall during matches to accomodate seats), but most people will enter the Überdome by a sophisticated teleportation system designed by Asgard Technologies. Like with Capitalizm, the CHEAT Alliance refused to let a sponsor put its name on the stadium, despite extremely high offers from corporations such as Capitalizt Consolidated Conglomeration Corporation (C4™) and Aeropag Tribune Media.
If Commerce Heights and Oliverry are selected as World Cup 26 hosts, the Sokojito Überdome will host the World Cup final.

CDA (Capitalizt Defense Alliance) National Stadium
http://www.thirdgeek.com/wcstadia/wc26-ch-cdanationalstadium.png
Location: New Seoul, New Manhattan
Date Built: 25 CE
Capacity: 173 205
Club: New Seoul Cougars (Coalition of Capitalizt Football Clubs)
CDA National Stadium was originally built for the CHFF’s World Cup 20 hosting bid with Liverpool England. It has since replaced Ken Chang Field as the home of the New Seoul Cougars, hosted over a dozen World Cup qualifying matches, and held 20 TechConGroup Cup finals. It is the largest stadium in the nation—though only until the completion of the Sokojito Überdome—but the Überdome, Auswärtssieg Arena, and Capitalizm all surpass it in quality. The name “National Stadium” is no longer accurate, as the CHEAT Alliance has chosen to use its own stadia for World Cup qualifying matches, but it will once again see international matches if Commerce Heights hosts World Cup 26.

Capitalizm
http://www.thirdgeek.com/wcstadia/wc26-ch-capitalizm.png
Location: 유포, 새로운 소코지토 특행치 (Yu-po, Saeloun Sokojito THJ)
Date Built: 1 BCE
Capacity: 161 803
Club: 유포의 불의 새 (Yu-po-ui Bul-ui Sae)
Named after the economic system that has proven itself to be the best in Paripana, Capitalizm was designed to be the best stadium ever built in Paripana. With a capacity of 161 803, unsurpassed until the construction of CDA National Stadium, a transparent roof (not shown in model pictured above) using patented Chorion Industries technology, air conditioning, and an advanced holographic projector from Asgard Technologies to keep advertisements in compliance with WCC regulations, Capitalizm was made possible by an XAU 125 million investment from the CHEAT Alliance. The excessive cost left the stadium on the drawing board at first, but, with the possibility that Commerce Heights would host the World Cup 16 final, the CHEAT Alliance went ahead with the project. In addition to hosting 유포의 불의 새 (Yu-po-ui Bul-ui Sae), Captializm acts as Commerce Heights’s national stadium.

Cliff Broquard Stadium (sponsored by TechConGroup)
http://www.thirdgeek.com/wcstadia/wc26-ch-cliffbroquardstadium.png
Location: Commerce Heights, Capital Territory
Date Built: 24 BCE
Capacity: 135 000
Club: Commerce Heights Thunderbirds (Coalition of Capitalizt Football Clubs)
Cliff Broquard Stadium, initially built for a World Cup 11 hosting bid with Kaze Progressa, was the home stadium for the national team from WC10 to WC19. The stadium was nearly destroyed by fans angry about the Capitalizts’ World Cup 16 qualifying run, causing the CHFF to fund an XAU 200 000 renovation effort to give the stadium its current appearance.

Auswärtssieg Arena
http://www.thirdgeek.com/wcstadia/wc26-ch-ausw%C3%A4rtssiegarena.png
Location: Natestadt, Neue Lontorikanische SV
Date Built: 41 CE
Capacity: 127 202
Club: Natestadt Nationalisten
Auswärtssieg Arena is the greatest luxury arena in Commerce Heights, with advanced computer displays, trans-arena communications technology to speed the process of obtaining match updates, and many other features. Since it is the home of the socialist Natestadt Nationalisten, it is run collectively by the club, but arrangements have been made to eliminate this potential confusion by giving Capitalizt SLANI direct control over the stadium during the World Cup.

Orange-Green Bowl (Bole Anorade-Vigre)
http://www.thirdgeek.com/wcstadia/wc26-ch-orangegreenbowl.png
Location: Aeropag, Atlantian Jativan Islands (Éropeg, Aïles Qátivem Atlántiem)
Date Built: 15 CE
Capacity: 107 596
Club: Aeropag Hurricanes
The only stadium on the small island of Aeropag, the Orange-Green Bowl was planned long before land value skyrocketed on the island. Fortunately, CHEAT had purchased the land in advance, and construction proceeded smoothly while other businesses had to leave their projects on the drawing board. A proposal was made during the World Cup 23 hosting campaign to demolish the Orange-Green Bowl and build a skyscraper containing a 223 607-seat stadium, but the project was cancelled on the basis of feasibility and cost.

Anaphase Alchemy Stadium
http://www.thirdgeek.com/wcstadia/wc26-ch-anaphasealchemystadium.png
Location: Sonoma Center, New Anaphase
Date Built: 58 BCE
Capacity: 73 918
Club: Sonoma Center Panthers (Coalition of Capitalizt Football Clubs)
Of all the stadiums used by CCFC teams, Anaphase Alchemy Stadium has the richest history. The only stadium still standing that was built before Commerce Heights declared independence from Boopsylvania, it has acquired numerous traditions over the years as well as a number of expansions from its initial capacity of 31 000. The stadium has been filled to capacity for every Panthers game in the last 30 years, and the stadium would be flooded with blue and gray-clad fans on match days in the old CHFF leagues. Now that the Panthers have no one to play, Capitalizt SLANI decided to try and bring the stadium to life again with international matches in World Cup 25 qualifying, and will hold more matches there in World Cup 26.

Cirto Seaside Stadium (Stádie Iladímire Sirtem)
http://www.thirdgeek.com/wcstadia/wc26-ch-cirtoseasidestadium.png
Location: Cirto, Atlantian Jativan Islands (Sirto, Aïles Qátivem Atlántiem)
Date Built: 55 CE
Capacity: 62 832
Club: Cirto Anchormen
Although it is the smallest stadium used in any recent World Cup bid by Commerce Heights, it is built on an attractive waterfront property in the island city of Cirto. From the higher seats on the north end of the stadium, a stunning view of the Jativan Sea can be enjoyed along with the game.

Message from Capitalizt SLANI
The World Cup has brought us one hundred years of friendly international competition. It has created the greatest rivalries of all international sports, employed countless people in the gambling business, and brought many families together on game days to see their nation’s team play. In continuing the Cup’s legacy, we hope to pave the way for the next hundred years of World Cup play. We encourage the World Cup Committee to choose Commerce Heights and Oliverry to host the twenty-sixth World Cup. Let us put the CHFF’s failures behind us, and have a fresh start for the second century of international football.

A point of detail, if I may... The logo. If I were you, I wouldn't indicate years in it. I imagine not all nations consider WC1 was hosted in 1990, and not all nations consider the present year to be 2086.

That it is - accurate, too. :)

As much as I like that touch, though, Ariddia does have a point...those numbers are probably pretty meaningless outside Bedistan.

Not all nations consider the time between WC1 and WC26 to be 100 years (CH doesn’t, for instance—time there is strictly based on RL). You have to draw the line somewhere. http://terranordalis.thirdgeek.com/images/smiles/icon_razz.gif

Dôme de Saint-François
http://www.thirdgeek.com/wcstadia/wc26-ol-d%C3%B4medesaintfran%C3%A7ois.png
Location: Saint-François, Sud, Oliverry
Year Built: 2013
Clubs:
- Saint-François(Ligue Oliverrienne de Soccer)
- Saint-François Chiefs(Oliverrian Football League)
This stadium has been built to replace the first one Saint-François had, a 19 000 seated stadium. It has been completed 40 days ago and will soon be hosting Saint-François's games. This stadium, the biggest one in Oliverry, has been built by Dome corporation, a Limbrogidlian company that is specialized in Domed Stadiums. This stadium has an artificial turf field, so the ball should go extremely fast. This stadium will host the 3rd place playoff if CHO:P is chosen.

Le Stade Français de Perpignant
http://www.thirdgeek.com/wcstadia/wc26-ol-lestadefran%C3%A7aisdeperpignant.png
Location: Perpignant, Olive, Oliverry
Year Built: 1992
Clubs:
- Perpignant FC(Ligue Oliverrienne de Soccer)
- Perpignant Fury(Oliverrian Football League)
This stadium was first built for an American Football team, but, as the league never saw the daylight, it has been closed. It's been used for 10 years as a concert stadium. After this, an amateur soccer team, Perpignant FC, took the stadium to play their games. This is not the biggest stadium, but there is space for everyone to enjoy the game.

Ennemies' Complex
http://www.thirdgeek.com/wcstadia/wc26-ol-ennemiescomplex.png
Location: Ennemy City, Southside, Limbrogidlia
Year Built: 1975
Club: Ennemy City West FC(Ligue Oliverrienne de Soccer)
This stadium was the stadium of the old Limbrogidlia Soccer League team, Ennemy City FC. After the league got dislocated, in 1995, nothing happened there. Well, this was until the Ligue Oliverrienne de Soccer was founded, in 2010. This stadium is the oldest and the biggest one in Limbrogidlia. The stands colors have a signification: Red, yellow and Orange are for the Limbrogidlian colors while Blue is the color of water, which is nearly a god for the Native Limbrogidlians.

Jean Angleton Garden
http://www.thirdgeek.com/wcstadia/wc26-ol-jeanangletongarden.png
Location: Marshalliston, Capitale, Oliverry
Year Built: 2008
Club: Nouveau Marshalliston(Ligue Oliverrienne de Soccer)
This stadium was first intended to be used by Marshalliston FC in the future LOS, but, as the talks failed, people in Nouveau Marshalliston district decided to lift a new team called Nouveau Marshalliston. This stadium has an artificial turf field.

Pepsioli Stadium
http://www.thirdgeek.com/wcstadia/wc26-ol-pepsiolistadium.png
Location: Marshalliston, Capitale, Oliverry
Year Built: 2004
Club: Marshalliston Cheese Olympians(Oliverrian Football League)
The redoubted stadium. 100 000 seats in 2004, it has been reduced to 61 000 seats after the old manager lighted it. Because of him, many events have not been able to go correctly in Oliverry(NS Bowl I for example). This rebuilt stadium is one of the best facilities: field has been changed from artificial turf to normal soccer field, the seats are well arranged, etc.

King's Palacium
http://www.thirdgeek.com/wcstadia/wc26-ol-kingspalacium.png
Location: Kingston, Pillarie, Oliverry
Year Built: 1976
Clubs:
- Kingston(Ligue Oliverrienne de Soccer)
- Kingston Fire(Oliverrian Football League)
Located on Clergy Street West, did you know that the first thing that happened here in 1976 was... a mass! Actually, this stadium looks like a palace inside. Many masses have been said there, mainly by Archbishop John Popa Bishop. In 1988, Kingston was granted a franchise in the Limbrogidlian Soccer League. Until the close of the league, they were part of it. This is one of the 7 biggest Oliverrian stadiums(the 7 ones being used in this bid). Sure, it doesn't have the best architecture, but it's very nice anyway.

Holy Empire Stadium
http://www.thirdgeek.com/wcstadia/wc26-ol-holyempirestadium.png
Location: Oliver City, Olive, Oliverry
Year Built: 1886
Clubs: Oliver City FC(Ligue Oliverrienne de Soccer)
This is the oldest stadium in Oliverry. It was built during the first empire, when people thought it was time for a sports league to emerge. It was the biggest stadium for nearly 75 years. It saw many things: the emperors and the kings were crowned here, and, even if the capital was placed in Marshalliston in 1905, the first presidents were saying their first discourse there.

Colisée Jean-Benoît Laroche
http://www.thirdgeek.com/wcstadia/wc26-ol-colis%C3%A9ejeanbenoitlaroche.png
Location: Tastragnant, Sud, Oliverry
Year Built: 2009
Clubs: Tastragnant FC(Ligue Oliverrienne de Soccer)
This stadium was built to allow Tastragnant a team in the LOS. It's architecture makes up remember about old roman coliseums, which is why it's called "Colisée". Even the inside looks like that. A little touch of modernism has been added with the placement of a jumbotron at the west end of the stadium.

Note that these years are in Oliverrian years, not in Bedistani ones.

Word from the Oliverrian Soccer Association:
As our SLANI counterpart said, this is the centenial of the cup. This cup is one of the greatest things in NS and it must continue. The rivalries, the famous RP's, the scores, etc, are creating a very nice environment to play with. We strongly encourage every World Cup Commitee member, to select Commerce Heights and Oliverry to host World Cup 26.

Brad Liang (CEO, Capitalizt SLANI): Chris, I want you to send a message to the Vilitan FA.

Chris Göktuð (Liang’s secretary): What kind of message?

Liang: One containing a very special sequence of characters.

Göktuð: I’m ready…

Liang: h-t-t-p—

Göktuð: Wait, are the letters capital or lowercase?

Liang: Lowercase.

Göktuð: So what was that again?

Liang: h-t-t-p, colon slash slash, w-w-w, stop.

Göktuð: That’s it?

Liang: No, there’s more. t-h-i-r-d—

Göktuð: Is there a space after the full stop?

Liang: No, no space.

Göktuð: Look, can’t you just type this yourself?

Liang: Do you want to get paid or not?

Göktuð: Continue.

Liang: g-e-e-k, stop.

Göktuð: Same as the last stop?

Liang: Indeed. c-o-m, slash, l-e-a-g-u-e, stop.

Göktuð: There’s still more?

Liang: Not much. t-x-t. That’s the end, no stop after it.

Göktuð: Got it. Hey, is that a URI?

Liang: Yes.

Göktuð enters the URI into his computer. An error comes up—“404: File Not Found.”

Göktuð: But there’s nothing there!

Liang: Of course not, it’s not a real-life URI. It’s an “IRL” URI.

Göktuð: Anyway, do you want anything else in the message?

Liang: No. Just send it.

Göktuð: Done.

As much as I like that touch, though, Ariddia does have a point...those numbers are probably pretty meaningless outside Bedistan.

Everyone does their timelines differently, whether its Four, Two, One or the ubiquitous 'Other' years in between each cup.

Starblaydia, for instance, has been around for ten cups - 40 years by the 'regular' four-years-per-cup rule. Somehow the national leader has been iin his 'late twenties' for that entire time though, with only 7 seasons of the Liga Starblaydia.

Time flows... interestingly in the NSWC. Using Bedi's actually-numbered years is better than nothing.

CHO:P Score Probability Calculator (http://www.thirdgeek.com/shockometer26.php?team1=Sarzonia&style1=2&team2=Casari&style2=-2&neutral=1) (edit the URL to change the teams, styles, and location of the match)

[OOC: Names for style modifiers are used throughout this post. They are similar to U21WC style modifiers:
−2: KARela
−1: DEFensive
±0: NORmal
+1: ATTacking
+2: TAKil]

The finalized formula is:
Attacks = 12 + 3 · Style Modifier (i.e. a KAR team gets 6 attacks, a TAK team gets 18)
Advantage = 50 at home, 0 away
Goal Value = (1 + (−580 + 12 · (Opponent Rank ^ 0.45 - Rank ^ 0.45)) / 660) · Opponent Attacks / 12
Note: The WC12 formula is not usually written in this way. The CHO:P formula was designed to be easier to understand than traditional formulas—the goal value is the probability of scoring on an attack.

For each of Attacks attacks, a goal is scored iff the random number is less than Goal Value. If draws are not allowed, and the score is tied, each team will be given an additional Attacks / 3 attacks (extra time). Penalty kicks will use a different goal value, with a WC25-like style modifier (since the number of attacks in PKs is fixed):
Goal Value = (1 + (−400 + 12 · (Opponent Rank ^ 0.45 - Rank ^ 0.45)) / 660) · ((Attacks + Opponent Attacks) / 24 + 16383) / 16384

Note that the style modifiers are significantly stronger than in WC25—a game between two KAR teams will result in very frequent 0–0 and 1–0 scores, while a game between two TAK teams might go over 5 goals each. Also, you may notice that a KAR team has a slightly higher probability of winning than their opponent in a match against an equal-rank TAK team—this is exactly offset by the TAK team having a greater chance of a multiple-goal win.

Also note that in order to accomodate teams of all style modifiers, CHO:P will not use the traditional tiebreaking system. Goal differential will still be the first tiebreaker for teams with the same number of points, but it will be followed by head-to-head points, as using goals for would be unfair to defensive teams. If the teams have an even record, then head-to-head GD and away goals will be used. If all else fails, a playoff game will determine the qualifier.

CHEAT Headquarters, Prontera, Chorion

Brad Liang (CEO, Capitalizt SLANI): So, Paul, I understand you ruined a perfectly good perfect record in Cup of Harmony Play. Against Milchama?

Paul Iñaki (Coach, Commerce Heights Capitalizts): Well, we do have a history of losing to terrible teams, like Isles of Wohl—uh, you know whom I’m referring to. It’s that “System Takil” thing, or, as our Oliverrian friends would say, “Système Takil”—wait, that’s not pronounced any different. You know what I mean.

Liang: About our Oliverrian friends…if you haven’t heard, that World Cup thing we used to be in is up to the quarterfinals. Simeone Di Bradini is bound to call for World Cup 26 host selection soon, and there’s not much competition in that matter. Maybe that slani Ακηλαίοι (Akelaíoi) prophecy will come true after two of those…what are they?

Iñaki: “RL” years?

Liang: Yeah, those.

Iñaki: That’d be…interesting. They want to make peace with the Free-Market Republic so they can attend a Manhattanite World Cup 13—a century later, the Free-Market Republic is gone, Ακήλα (Akéla) is gone, and the two peoples are united as Capitalizts hosting World Cup 26 in a stadium beyond the wildest dreams of the people of that era. Quite a story.

Liang: You’re probably wondering why you’re here, so I’ll just tell you—it’s that RP thing again. Not much of it happened during the campaign.

Iñaki: If there aren’t any other bids, why would we need to do that?

Liang: Looks good on our national résumé. You never know who might need a co-host for World Cup 51…

Paul Iñaki (Coach, Commerce Heights Capitalizts): Sure.

Iñaki: So, what’s this about?

Liang: You hear about the réjistance?

Iñaki: The capitalizt résistance in Eauz?

Liang: No, not the résistance, the réjistance.

Iñaki: Some sort of French-Karelan uprising?

Liang: It’s not French, just Karelan. Apparently Liverpool England and Rejistania are trying to rejist our World Cup 26 hosting.

Iñaki: They’re trying that again? They lost to the slani Belmore Family, they can’t seriously expect to defeat the Capitalizts and Québécois!

Liang: Uh…what’s a Québécois?

Iñaki: Sorry, I’ve been “IRL” again.

Liang: Shouldn’t you see a doctor about that?

Iñaki: No, it’s nothing serious. Nothing to waste an ounce on… :P

Liang: Uh…what’s with your tongue?

Iñaki: That’s nothing to waste an ounce on, either. :P

Liang: Anyway, what’s a Québécois?

Iñaki: I meant Oliverrian.

Liang: Ah. So, what do you think of the Karelans’ chance of forcing a draw against us?

Iñaki: They can’t draw us for hosting, the IRLians won’t allow it. It’ll go to penalty kicks, but they’ll refuse to attack and we’ll win. But now that you mention it, this’ll be a fairly impressive showdown between System Karela and System Takil. May the best striker win!

Liang: You’re sure you don’t need to see a doctor? There are no strikers in hosting bids.

Iñaki: True. But the most attacking bid will win anyway.

Liang: I suppose we’ll see about that…

Iñaki: Do you need to see a doctor? Do you dare deny that defense means defeat?

Liang: No, of course not. I just meant that the IRLians will decide, and they’re not necessarily subject to the normal laws of the universe.

Iñaki. Good.

Liang: Dismissed.

Business: Sokojito Überdome completed
소코지토 도시, 소코 (SOKOJITO DOSI, SK)—After years of construction, the CHEAT Alliance announced today that it had completed the Sokojito Überdome (소코지토 우바돕), the largest stadium ever to be constructed in the “non-godmodded” world. Although the structure of the stadium has been finished for nearly three months, CHEAT has only now announced completion due to difficulties with the teleportation technology used to get people into the stadium. “We realize that teleportation is one of the more difficult aspects of the stadium for fans to accept,” said Capitalizt SLANI CEO Brad Liang, whose organization was officially given control of the stadium today. “It’s understandable that many people don’t like to use teleportation, but we assure you, it’s perfectly safe. Besides, there are ramps for people who refuse to ‘beam’ into the stadium—they just won’t be available during the game.” Some critics of the Überdome project accept the teleportation technology as necessary, but dislike the stadium for other reasons. “It’s just not reasonable to expect that four hundred thousand people are going to come watch a match unless it’s the World Cup Final,” said Antonio Paige, founder of Capitalizts for Responsible Corporations (CRC), a 32-member organization committed to ending wasteful corporate practices. “I know they wanted to make a good impression on the World Cup Committee, but I don’t think anyone would blame them if they waited until after the so-called ‘CHO:P’ World Cup 26 hosting bid was confirmed to start construction.” The Überdome will host its first soccer match in a domestic friendly between the New Seoul Cougars and the Sonoma Center Panthers next month.

I like the Bedistani years thing. For me, my earliest RL memories come from 1990 anyway, sitting in my living room in London with my dad and a few of his Scottish pals, watching Scotland get humiliated against Costa Rica. How the world has changed then. Well, we still get beat 1-0 by the likes of Belarus and Liechtenstein, but at least we do it in qualifiers, where no-one can see us :)
