It is my duty and honour to announce that the complete authoritative and governmental structure of Bynzekistan has been radically altered and refined.

The government now consists of three levels: The Supreme Council, The House of the Republic and Provincial Government.

Not only will this revolutionise internal matters, but I believe it will have a greatly beneficial effect on Bynzekistan's relations with other nations.

President Bynzschev read the letter again. It was a good letter, though it was standard stock for all the government restructure notifications he'd written in the past few months. But this one was different. This one had an air of finality about it. As he sat there, he knew that several kilometres away the printers were publishing the final edition of the Constitution. Once that edition landed on his desk, and once his signature and that of the Supreme Chancellor adorned its front page, Bynzekistan's government would be set in stone.

Bynzschev took a sip of coffee. He considered the implications of such a momentous event. There would be problems from within, of course. Damned conservatives and traditionalists, always standing in the way of progress. But they could be dealt with. Bynzschev's mind instead went outwards, beyond the national borders. He could have representatives from other nations sit in on sessions of the Supreme Council or the House of the Republic. Could have them give speeches on behalf of their nation. This could be a way of making lasting diplomatic ties that would be mutually beneficial. The more he thought about it, the more he liked it.

He then got out another Presidential letterhead, sat it in his printer. He turned to his keyboard and began to type...

To all nations and their leaders...

I hereby invite all national leaders to a special inaugural session of the House of the Republic of Bynzekistan. This is a momentous occasion in our nation's history, and all are welcome to share it.

We hope this will lead to further discussions between our nations on how our ties can be strengthened. There will be time allocated during the session for international delegates to make speeches on any topic, and all accommodation and transport costs will be covered by my Finance Ministry.

I urge all leaders to seriously consider this invitation if they have diplomatic interests such as Bynzekistan.

As Bynschev watched the printout slide slowly out from the printer, he knew this would be good. As he signed his name on the letter, he smiled.

This would be good for Bynzekistan, and great for the world.

Charles Verdeaux reclined in the looming leather chair, a stack of reports lay on the desk unattended while the relaxing gentleman read through the stock report in the newspaper - as predicted, SAITECH were in the lead once again and the only reason people haven't sold all their shares was because the ridiculously high sell price was still climbing. Verdeaux reminisced to the decade of bad hairdos and rampant capitalism, the 80's, and smiled as his eyes met the rather nostalgic banner in the newspaper.

"Free market with her catchy names and slogans...", thought Verdeaux with a pleasant expression of remembrance etched into the noble features of his face. He cast a look about the massive office sixty floors up in the majestic sky scraper, surveying the white panelled walls with gold gilding with a smile, he admired the tapestries of numerous religious events in their opulent frames while the massive fireplace, stocked with kindle and good wood lay cold. It was a warm morning and to get a roaring fire going was hardly at the top of Verdeaux's list of things to get done.

He set the newspaper down on the desk in the shadow of the mighty leather chair as the rays of orange-yellow light from the rising sun poured into the room through the tall window that loomed over the rear of the chair Verdeaux occupied. Sighing as the twin silver knobs embedded in the double doors turned at the behest of someone on the other side. Straightening up, he brushed away any invisible creases in his suit that may have caused a flaw to his image and noted how the door knobs were turned but the doors remained closed. Only Hervier knew to wait for Verdeaux's approval before entering... of course he'd learnt the hard way, from the verbal scathing that Charles gave him the first few times he'd entered without Charles being away or "ready".

"Come in Monsieur Hervier."

At the request, the two doors properly and Hervier stepped through, nodding slightly and bearing yet more reports and papers for the overworked leader of Bordosia. Giving the stack of work in Hervier's arms, Verdeaux couldn't help but heave a self-pitying sigh before leaning back in his chair and staring at the rich scrollwork decorated ceiling. Bringing his gaze back down to reality and the waiting Hervier, who just set the papers on the notably bourgeois desk.

"Please Hervier, any good news?"

The broad featured man standing in front of the desk frowned in consternation for but a moment until a look of satisfaction overcame his face.

"Yes, actually, I believe that a nation by the name of Bynzekistan has requested our presence at an inaugural session at their building of government."

Sitting up in his chair properly now, his eyes opening up in interest, if his focus on the issue couldn't be deduced from his posture, it could be from his speech.

"Oh really... so a change of governmental hands, the mantle of leadership being placed on another's shoulders... new trade needed.

"That's right Monsieur Verdeaux."

"Well, I'll contact SAITECH and see if they're interesting to support any trade arrangements on our part... adieu Hervier."

On the advice of his doctors, President Bynschev of Bynzekistan had been absent from his daily duties for several days. Now, as he sat at his desk, his only thought was of the imminent inauguration of the House of the Republic. He had received one response to his invitation, from one M. Verdeaux of Bordosia, and needed several more in order to make this a worthwhile event.

The House of the Republic had just finished construction in the Administrative Quarter of Bynzek City. It was a magnificent building no less than twenty stories high, resplendent in a shimmering white outer coat of Romani finish. Bynschev could see the apex of the giant structure as he stared out his window. He had never actually seen inside the building, and it was a custom in Bynzekistan for politicians not to be within an administrative building until it was to be used. But he had seen and approved the plans and had been told that the House Chamber itself was a sight to behold. It was much like a huge amphitheatre, with over fifty lush maroon seats on one side, for the Government, and another fifty deep blue seats on the opposing side, for the Shadow Government. In addition, to the rear of the Chamber, overlooking all proceedings, were a series of seats for visiting delegates, officials and observers. The press corps box was embedded in the wall above and behind the observation seats. It really was a grand achievement.

But he needed more delegates. He would delay the inauguration until he had at least five that were willing to attend, and if they so wished, address the House, or partake in some behind-the-scenes diplomatic discussion. It would work, Bynzschev told himself. It would come together.

Oneng Sylim stepped off the plane in the airport of Bynzek City. He was the diplomat sent here from Brigidonia, he knew this nation was of some importance to the leader of his country, Quiangkal Nonart as his orders came from Mr. Nonart himself. He was to set up security cameras and start live feed back to the Governmental Spire in Brigidonia, then he had to go to some meeting and from then keep the intrests of his country in mind. He walked up to the Bynzek welcoming party. "Please bring me to the embassy and set up a meeting with your president. My staff will be following shortly."

"Certainly," the young Larylen man called Monre said as he shook hands with the Brigidonian delegate and his party. "I trust your flight was smooth?"
"Most satisfactory," Sylim replied. "Your carrier is to be commended on fine service and good food."
"Our government ensures that nothing but the finest Bynzekistan can offer is available to everyone."
"I look forward to meeting some of them soon."

Monre opened the sedan door for Mr. Sylim and his aide, and then ushered the remaining delegates to other sedans along the valet strip. Monre then got in the sedan with Mr. Sylim.

"I'll be escorting you and your people to your suites in the Administrative Quarter, where you'll have some time to unpack and get settled. Then I have orders to take you, Mr. Sylim, and a select security detail of your choosing comprising no more than three men, to meet President Bynschev personally. I believe he wants to discuss some things with you."
"I look forward to it, Mr. Monre."

About two hours later, Monre brought the Brigidonian ambassador to the doors of the President's office. Three loud raps and the large door creaked open; President Georgi Bynschev rushed forward and clasped Sylim's hand, then invited him into his office, leaving the security detail outside.

Once the press corps had taken the requisite number of photos of the two men, Bynschev poured Sylim a cup of the finest Bynzeki coffee and sat across from the Brigidonian delegate.

"Mr Sylim, may I say now we're alone that I personally am wholly grateful for your presence here in Bynzekistan. I believe our two nations have a lot in common, and I can only hope that your government feels as mine does: That this will be the start of a long, healthy and mutually beneficial relationship."
"Thankyou, Mr. President, and yes, my government feels much the same."
"I'm glad to hear it. With that in mind, I must tell you of an occurrence which threatens the longlasting peace Bynzekistan has enjoyed. This morning, very early, a Bynzeki Intelligence Agent was shot whilst on a sting operation, hoping to unmask the mysterious group whose only known symbol is the blue Slynex. The sting, obviously, was unsuccessful. And just now, an Elyria-Lorain aircraft was shot down after being sent here with incorrect intelligence. Tension mounts, and we look to our allies for help. I am asking you for help. While you are here in Bynzekistan, contact your government and see what they can do. Rest assured I will repay you in kind when the time comes. We need more information, and more people to uncover the truth. I ask that my Intelligence Service and yours work in tandem to try and stop whatever this may turn out to become."

Sylim paused, his expression unreadable, then turned to the Bynzeki President....

The Federated Klatchian Coast Sends Second Tier Diplomat to Bynzekistan

The Foreign Ministry of the Federated Klatchian Coast has decided to send a Deputy Foreign Minister to the inaugural opening of House of the Republic. Present sources within the Ministry indicate that Landgrave Wittelbach has selected William Pethurst, the youngest Deputy Foreign Minister, to attend the ceremony as a represenative of the Federation.

Pethurst is one of the younger members of the Pethurst family of Port Olympus who have given us such luminaries as Parker Pethurst the novelist and Abigal Pethurst, the painter. Obviously one can also remember James Pethurst the poet who was considered for a Nobel Prize in litrature before it was discovered he was the K-9 serial killer.

William Pethurst's last employment was with the Klatchian International Opportunites Fund as an Asset Transfer Manager. When Wittelbach was named Foreign Minister, Pethurst became one of his new deputy Foreign Ministers as part of the transition team and has stayed on through the current crisis.

With a Deputy Foreign Minister so closely tied to KIOF, speculation has arisen about possible ecconomic investment of KIOF into Bynzekistan. Although currently KIOF has not made any investment reports that reflect any intrest in that nation.

President Georgi Bynschev was never one to read the paper much. But he decided he needed a break, so he made himself a cup of strong Bynzeki coffee and sat down, spreading the morning edition of the Bynzekistan Tribune across his desk.

Flicking through the first few pages, he soon found an interesting article, the contents of which he found he hadn't heard about.

The Foreign Ministry of the Federated Klatchian Coast has decided to send a Deputy Foreign Minister to the inaugural opening of House of the Republic.

Bynschev blinked. Some good news, on a day like today (http://forums.jolt.co.uk/showthread.php?t=453443)! He immediately took out a letterhead. He'd respond to this one himself.

To the honorable delegates of the Federated Klatchian Coast,

On behalf of my government I would like to thank you for agreeing to send Mr. Pethurst to this momentous event.

As a token of goodwill I would like to offer a suite in the Administrative Quarter of Bynzek City in which Mr. Pethurst can stay during his time here.

I am interested in exchanging embassies and ambassadors, and securing economic, political and diplomatic ties with your nation, however that can be discussed once Mr. Pethurst is in Bynzekistan.

Mr. Pethurst is also invited to address the House of the Republic at its opening on behalf of the Klatchian nation, however he is free to just observe if he prefers. I also invite your delegate to participate in all official gatherings, meetings and any other random discussions that take place over the course of his stay.

May this be the beginning of a prosperous and mutually beneficial relationship.

The President of the Commonwealth, Mark Stevens, looked out the window of his helicopter and yawned. He had just had a long flight on WestJet, his nation's carrier, to the capital city's airport. From there, there was a helicopter waiting to take him to a makeshift helicopter pad on the grounds of the Consulate, from which a motorcade would take him to his residence for the trip.

As he looked outside, the new state Parliament caught his eye. It was a gigantic building, shimmering in the sunshine with all of its marble finish beauty. Which reminded him.

"Ed," he asked his newly appointed ambassador to the nation, "debrief me on the full situation. All I learnt was that I was invited to the state opening of Parliament. "

"Well," he replied, "there was a new Constitution for the nation that was just signed. The state opening of Parliament is when the legislators will ratify the new constitution."

"Okay," replied the President. He didn't want to make long conversation; after all, he was dead-beat. All he wanted to do was get something to eat and some rest before the ceremony, where, hopefully, he would meet President Bynschev, and get to know him.

Port Olympus

The President of Bynzekistan's letter went of course to Port Olympus, captial of the Federation. And vanished into the maul that was the Standard Post Service. Now the problem with the Standard Post Service was it was still trying to catch up with the backlog of 1856 Postal Strike that had lasted until 2001 when the last member of the Postal Employee's Union died at the age of 103.

So when the letter appeared it was promtly sorted filed and delivered to the Foriegn Ministry on Parliament Hill. Of course the first foreign minister had procceded to get drunk upon his appointment, and use all of his staff funds to support his various gambling habits. The mail had piled quite high over the intervening years. By the time of the governmental reorginization, the offical letters that came by standard post had piled up (11.5 feet to be exact).

The President's letter obviously wound up on top. However, the Special Secretary for Standard Mail was trying to figure out if the nation of Uzbuzustikistan still existed. The reason being that he had a decleration of war from them in his hand, one with a smugged post mark. So he wasn't sure if there was an Uzbuzustikistan anymore, and if so, was said Republic technically at war with the FKC still? Had it changed governments, was there a peace proposal somewhere else in the pile? Had it even been delivered yet? Or was this a new letter which needed to be forwarded? It was always so hard to tell. When the former Special Secretary for Standard Mail had gotten Zibiton mixed up with Zibitor, all hell had broken loose. The peaceful residents of Zibitor were quite upset about being invaded because long dead Zibiton had declared war some ten years earlier. Quite a mess really.

In the end, Deputy Foreign Minister Pethurst didn't see the letter until next January. Which was quite fast for Standard Mail which usually said 10-12 months for delivery depending on behavior.

Flight 883, From Somewhere to Bynzek City

Pethurst stood up as the large jumbo jet pulled up to the terminal of Bynzek City's International Airport. The first class stewardess named Angie gave William a look, one that demonstrated what she thought of the tall, dark haired Olympian. William, who had used his movie star good looks to get evening companionship all over the world, smiled back and slightly shook his head. Back in the days of KIOF he would have taken up that non-verbal offer, but diplomats were not supposed to take stewardesses back to their hotel rooms. Especially diplomats working for catholic Alconian prudes.

William took his metal diplomatic case from the overhead compartment and got in line to walk off the aircraft. Somehow there was a smile, not too fake looking, plastered onto his face as he realized the woman before him was an obvious frequent flyer 'upgrade' and smelled her cheap perfume.

Like most Olympians, Pethurst was an arrogant prig who thought anyone outside of his 'great city' were either idiot foreigners, barbarians, smelly babboons, slimy aliens, or some other combination.

So what ever the terminal looked like, it would be wrong of course. If it looked like a Palace, too showy; if it was just utilitarian, no class; and if it looked anything like the Port Olympus airport, well the barbarians were just copying their betters. Yes, Olympians made a New York Yankee's fan watching his team lose the World Series to the Boston Red Sox a rational, polite fellow. They made the French seem to be pleasent, accepting people. Only Vaadians seemed be be worse.


The reasons someone with this natural dispostion to the outside world, including his fellow klatchians, was allowed even near diplomacy was he could hide it and seem charming. That, and he could lie to three saints, a pope, and a million starving orphans one moment, telling them he was going to save their lives, and then sell their collective souls to the devil and their kidneys to a dog food company a moment later.

Yes, Bynzekistan had been sent a demon in a gray silk suit, with a pleasent smile and a heart darker than a black hole.

Olim Merek, an air traffic controller who moonlighted as a Bynzekistan Intelligence Service Agent and ATC Liaison with the Bynzekistan Space Agency, watched as several aircraft touched down in succession at Bynzekistan International Airport.

The first was WestJet Flight 982 from the West Canada Union. Merek's contacts at the BIS had told him this flight carried the President of the Commonwealth and his staff, and instructed him to let it land at all costs. President Stevens was one of the guests of honour at the inaugural session of the House of the Republic.

The second aircraft was an aircraft which originated in Port Olympus, Capital of the Federated Klatchian Coast. Again, this flight held an important passenger. The new Ambassador of the Federation to Bynzekistan, William Pethurst. His colleagues at the BIS had had a long chuckle to themselves about the Federation's choice of Ambassador. Pethurst's silver tongue and bottomless wallet were well-known to the governments of the world. But ambition, no matter how... severe... was something that could be handled. All that mattered to Bynzekistan was that another country had shown interest in making a connection. From what Merek knew, as far as President Bynschev was concerned, Bynzekistan's primary interest in the Federation was economical; If money was all that Pethurst cared about, then that's what they'd discuss.

Merek blinked as a new contact showed up on the screen. It was a private jet, licensed to SAITECH Industries. He knew that this jet carried one Charles Verdeaux of Bordosia - another guest of the President. He instructed the pilot to land at a free runway and watched as the plane touched down, slowed and eventually stopped.

On behalf of my people and my government, welcome to Bynzekistan!

This week's events will cement relationships between all our great nations and ensure prosperity and goodwill for years to come.

As far as security is concerned, you need not be alarmed or worried. A detachment of 10 Bynzeki Civil Officers will escort you wherever you need to go, and will accompany you at all times. Before you were cleared to land, you and your staff were checked on basis of credit, criminal history and political allegiance. This was only a precautionary measure, I hope you understand. Events these past few days (http://forums.jolt.co.uk/showthread.php?p=9944847) have forced us to step up security on a local and national level. For every event you are attending, there are incoming and outgoing bag checks and metal detectors.

National security is paramount to Bynzekistan, and be assured you are under no threat from internal or external hostile entities.

The week's official proceedings are as follows:

Day 1
Delegates arrive.
Official Welcoming Dinner, the Dining Hall, Presidential Quarters, Bynzek City.
Day 2
Tour of the Administrative Quarter, including Presidential Quarters and Offices, the Bynzekistan Stock Exchange, Bynzekistan Space Agency, the Lianlon Restaurant, the House of the Republic and the Supreme Council Chambers.
