In view of the spate of civil unrest throughout the world, Emperor Light has given the go-ahead for the Terrnian army to create a new band of elite tactical special forces, the Ghosts. The Ghosts will react to regional situations when the need calls for them to act. The Ghosts are a team specialised in counter-terrorism tactics and infiltration, a direct answer to America's Delta Force, the secret Green Berets.

When interviewed, Defense Secretary, Sirtas Ultor, mentioned the need for such an elite squad, "The world threatens to plunge into a state of turmoil any moment now, and the special forces will act and counteract against external forces that tries to infiltrate our homeland. We can also gather intelligence on certain countries in the region and distribute the info. among our allies. Emperor Light refuses to comment.

When approached, the Commander-in-Chief, Commodore Qin, declined to give comment. Howevers, there plans to install an agency to function as the intelligence centre of Terrna.

We support Terrna and her plans to create the elite special forces. Each country should have its own form of protection and The Ghosts are just one form of protection. However, we would continue to monitor Terrna and her armed forces. This is just to make sure that Terrna does not constitute a threat to world peace. The Most Serene Republic of Shadowthone would like to assure everyone that world peace takes piority in our foreign agenda.

To all:

Unification is the way to a successful region. I am not speaking of an expansonist view here nor am I talking about the rich ganging up on the poor, and the big whacking the lights out of the small, as some of you may have misinterpreted me. I am here, today to propose a more efficient and systematic way of ruling, a method of governing that will allow us to move as one entity, as a whole. Below are my proposals and reasons.

We shall be all united and present ourselves to the world as a entire region, and not as separate and individual states. Each nation will still have its own way of governing, but when the need comes for all nations to unite and settle problems and issues with other regions, all MUST come forward and give their support.

We shall have a common currency. A common currency will serve a common market. There shall be free trade amongst all nations in HCI, tariffs should be lowered on export and imports. Economically weak nations can choose not to accept aid if they wish so.

A common language. Certain nations speak a language so primitive and incomprehensible that many translators and interpreters are needed to deliver a message from one nation to another. A common language will greatly enhance inter-regional cooperation and trade.

A poll shall be held every 2 weeks to vote for the region's foreign policy. Either it be expansionist or pacifist. (note that every member, not state, must take part and foreign policies change every fortnight.

Instead of struggling on our own, we shall all seek the help of one another in this region. No nation should suffer alone. Unification is the way. Good night.

To all:

The need to survive comes with the natural urge to expand, my fellow regional member states. As one unified front, we shall march forward to the enemies' gates and bring the battlecries to their homes. Far and wide, people will echo the victories of HCI Regional Armed Forces, and sing our praises. Instead of sitting here in our small region and preaching about peace and democracy for our peoples, we should instead, bring our countries to greater glory, in search for greater lands for our nations. :sniper:

Why sit here and wait to be attacked and then think of lame excuses and useless diplomacy to try to talk the enemy around. The enemy should feel the wrath of justice, and cry for mercy. Expanding our lands can not only bring about unification of other barbaric states around our region. It gives us even more land for our peoples to live in, to work in, and for us to build in. More land will mean more room for economic development. For those of you who seek economic blooms, expansionist is the solution.
Expansion will draft more men into the army, leading a much lower rate of unemployment. In the months of preparation towards war, patriotism towards the region and nation is cultivated. :mp5:

Expansionist give your people more political freedom; for those who constantly seek welfare and civil rights for your people, expanding is the way. Once new lands are conquered, people will naturally rise up to sing or criticise the government. Isnt that what you ask for? Reward those who won credit for HCI, honour the dead. Your people will be happier.

We, the elite, are given a task to unite the rest of the barbaric states left close to our borders under our rule. We will givn them more refined culture and art than they ever saw in their goddamn freaking lives. :sniper:
