Greater Prussian Summit at Castle Dunrobin (Closed: GPE Only)
OOC: Okay, this is the second go-around. All of the crap that hit the fan has settled, and the room was disinfected.
Let's try this again, shall we?
Instead of making everyone repost, I went back and copied all of the previous posts up until the point the shit hit the fan, and am now reposting them here.
====================
To: Heads of State of the Nations of the Greater Prussian Empire
From: Alexei Alexandrovich Andropov, Arch-Chancellor of Greater Prussia
Subject: Summit
With the Greater Prussian Empire currently involving itself in a lot of things, as well as other nations taking their own path, the GPE is in disorganization and turmoil. I am calling this summit to reorganize the Empire's path, as well as discuss current events and long-term goals, as well as a few other things which at the moment shall not be mentioned.
You will arrive by plane at Rekjyavich-Andropov Military City Airport. From there, you will be taken to the meeting place.
I expect all major players of the GPE to attend, as well as all the other members of the Empire.
Deo Vindice.
Czar Alexei Alexandrovich Andropov XIV
Guardian of the Covenant of God
Sultan of the Eternal Empire
Monarch of the Divine Prussian Empire of Derscon
Arch-Chancellor of Greater Prussia
Star Office, Kremlin Palace, Rekjyavich Andropov Military City, Derscon
Alexei finished typing his letter and printed off a bunch of copies, which came out thirty seconds later in the laser printer under his desk, in which he sealed in envelopes himself and called in his brother, who arrived five minutes later.
"What's up, Alexei?" The Czar put all the envelopes in a bag and handed them to John.
"To ensure complete and total security, I want you to hand-deliver these letters to the heads of state of each nation. Make it discreet."
"Righto."
And so, John took a field trip, and delivered the letters -- after all, schedules are pushed aside for the emessary of the man who basically runs the GPE -- and returned by sundown.
"Thanks, John," Alexei said over a glass of Chardonnay with his brother, watching some of the government papers burn in the fireplace. They both downed their glasses, said goodnight, and headed off to their respective bedrooms, to await the arrival of the next day.

King John and Cardinal De Vito arrived in the office. John had on a light grey business jacket, a white shirt and black tie. cardinal De Vito wore a simar trimmed with red.
King John embraced Alexei and John. He lightly pecked Kathy on the cheek.
"Nice to see you Alexei. You too John." When he mentioned John, his eyes flickered for a second with a mischievous glint. He continued,
"Kathy, you look lovely as ever." His eyes softened as he remembered when they had kissed in the Formal Dancian museum. They quickly returned to normal,
"John, you met Cardinal De Vito briefly. Alexei and kathy, this is His Eminence Daniel Cardinal De Vito, Archbishop of Cherry Ridge, and Religious advisor to the crown."
The Cardinal grinned, and shook hands with Alexei and John, and also kissed Kathy on the cheek.

"Good day, Alexei." - Alexander Kazansky’s voice rang emotionless and machinelike in the room as the man walked in, his dark, metallic-looking suit and helmet concealing his face and true voice."This here is my secretary, Angela Murphy." - he pointed to a beautiful Southern girl, slightly over 16, dressed in what is generally known as ‘Dixie Shorts’ and a T-shirt, taut over a thin, beautiful body. Angela blushed as she looked at her boss - or perhaps she’d like him to be more than that. Luckily, his helmet and voice adapter concealed his feelings on the matter. He continued. "Good day to you too, your eminence. I am certainly pleased to meet you."

ohn shook hands with Kazansky, and nodded towards Angela. He didn't think twice about her, or admire her. Southern girls weren't his type. The Cardinal did the same.
Cardinal De Vito looked at the girls slothes, and gave a look of disapproval. He bansihed the thought to the back of his head with,
I hope she dresses better for dinner and the discussions.
King John said,
"So, Alexei, whats for dinner tonight? Dress code?"

Chairman Jack O’Neill entered into the office with his service cap in one hand and his wife, Siri, in the other. He was dressed in his dark-blue air force uniform that included the new five-star general insignias on his shoulder boards and a gold-handled longsword at his side, and his salt-and-pepper hair was cut very short. On the other hand, Siri’s golden strands flowed freely down to her shoulders. She wore a lengthy turquoise formal dress with a string of pearls around her neck.
She cautiously looked around the room at what she thought to be a strange group of people. The various kinds of clothing and overall looks were foreign to her. Even though her husband had told her that there was nothing to worry about here, she rubbed the palm of her hand over the pommel of her rapier just in case.
After a few seconds, Jack introduced himself to everyone. “Good afternoon, folks. Uh…for those of you who haven’t met me. I’m Jack O’Neill, Chairman of the Northrop-Grumman Corporation and this is my wife, Siri.” He gestured to her. She smiled and nodded respectfully, not knowing what to do in this sort of situation.

Kortana, a nearly gray skinned woman wearing robes that were of simple cut and of ornate decoration, entered. Probably one of the more 'unique' attendees, she took any reactions other than complete disinterest to mean she was above the rest. Colonel Hilts followed, the aging blonde haired man starting to gray a bit. His uniform was crisp and perfect, showing off his medals, some of which hadn't been given in going on thrity years.
"Uh, hello all. I am Colonel Virgil Hilts of the Crimmond Marines. This is High Inquisitor Kortana, head of the Empire until the Khan's return from Automagfreek's latest series of conflicts." He said, then went silent as Kortana pulled back her hood and spoke.
"It is good that we meet." she said, though her hairstyle was more commanding than her voice at the moment, appearing to be shaved in bands from front to back, but infact growing that way. "We shall achieve much here, Arch-Chancellor. That or you'll try to exorcise me." Her tone was nearly flat and emotionless. Behind her, Hilts sighed.

Queen Mariah Penelope-Rebekka Stuart of Jeruselem, evidently looking like an expectant Mum, escorted by Vice-Grand Inquisitor Janus in full Inquisition black (who looked a bit like Darth Vader minus the helmet and light saber) walked into the office. Despite carrying around "extra weight", the Queen still carried her sword about and still looked rather attractive for a pregnant mum.
She said to everyone "Good day everyone. I''d like to meet Princess Maria Leia Stuart, my pending daughter." pointing at her stomach and then said "and this is Vice-Grand Inquisitor Janus of the Jeruselem Inquisition. I think the Ridgians here might recognise him in another role.".
Janus bowed and said to John Antonette "Long time no see, John" in his friendly voice which was unusual for a member of the Inquisition. He was known as the "Happy Assassin" for good reasons.

Cardinal De Vito stepped forward, and grinned,
"And before that I was a regular Parish Priest."

Prince Bill Ghen of The Principality Of Ghencu, suddenly, opened and walked through the doors leading into the conferance, dressed in full cerimonial robes, made from ancient Ghenchu Wolf fur. Followed, closly behind was Daniel McELwain, the High Advisor of Ghenchu, also dressed in cerimonial robes, and writing on a digital notepad. Bill rose his hands up and said "Ah, it is good to be back, ay"?, and took a seat at the conferance table, McELwain taking one next to him "Sorry, it took so long, my Ghencu is prone to harsh winters, yes"? Bill finished, in a russian sounding accent.

Diplomatic Commissar Aban Fadi and General Fadwa Rima arrived at the office, Fadwa being excited about being in Derscon and the Aban being completely miserable as ussual. The entire time on the plane and in the car Aban had lectured people about the "unethical exploitation of the Working Classes." Fadwa, the commander of the Republican Guard, was sick of hearing her friend go on like this, despite being a hardline Communist.
Aban opened to door to reveal a group of unfamiliar faces. They two Halladis stuck out like sore thumbs, with their Soviet-esque uniforms. Fadwa was sure they'd stick out in other ways. The Commissar, walked into the room - Fadwa following nervously - and introduced them.
"Ah, hello." He searched for a word. "Hello... friends. I am Diplomatic Commissar Aban Fadi, and this is comrade General Fadwa Rima, of Hallad. Its a... pleasure to be here."

"I think its obvious where you are from." His eyes grew hard, remembering the communist rebels he had fought against in Golencia. He was in the Ridgian Army, and had seen many men shot and killed by communists in that war. They had eventually been put down.
Cardinal De Vito said nothing, but glanced at Janus, who he was sure had killed atheistic commies before, like himself. He also wondered if he, since he had a Ridgian mother, had any relatives killed or had served in the war.
The Dersconi party made their hellos, et al, and had everyone sit down and served with their favourite drinks (MSS kept tabs so they'd be welcomed with a good beverage every time they came to Derscon). Strangely, all twenty members of the Praetorian Guard were in the room, and instead of the usual formation for the four "SPG's" behind the Royal Family, they were instead situated at the four corners of the Dersconi party. There were no guards at the door into the Office, though, as there was no door. It was a ramp that came down from the floor of the office into the secretary's room.
At the moment, Alexei was waiting for everyone else to arrive as Prince John poured the drinks from the private bar.

OOC: For your general information, here is the path you will take from outside Derscon into the Star Office.
First off, you have to ask permission to enter Dersconi Airspace, or you'll be shot down without warning. Afterwards, you need permission from the Praesillei Dei -- The Crown's private militia -- to fly over RAMC. Then, when you land in RAMC Airport, you are escorted by an SUV and two M3 Bradley's to the gates of the Kremlin Complex within RAMC. The walls are thirty-feet thick, and the gates are ten feet thick -- and there's two of them. When you finally get into the Kremlin Complex, the SUV drives up to the lot in front of the palace.
When you enter, there are three security checkpoints, guarded by fifteen seven-foot tall extraterrestrial Honor Guards and a total of thirty Praesillei Dei.
When you get past them, you come to the massive solid gold doors into the Kremlin Palace itself, guarded by six Honor Guards. When you pass through those, you enter the Grand Hall, which is a perfect sphere, with rounded doors all over the place, and a massive painting of the Ressurection on the roof. There are platforms extending out from all of the doors, but they themselves go nowhere. At the end of the passageway, two Praesillei Dei soldiers will type in the passcode to create the mobile energy platform that will float around to the appropriate passageways. To get to the Star Office, you need to go up. The halo over Jesus in the painting will light up and create a hole in the roof for the elevator to go through.
Afterwards, you are now in the Imperial Hall Anteroom. The entry chamber you are now in is an oval, armed with six Honor Guards stationed at the corners of an imagenary hexagon in the room. You pass through the oak doors into the Imperial Hall. Twelve marble columns on each side line the Imperial Hall, and in between each are the Praetorian Guard, the best-trained and most powerful beings in the Greater Prussian Empire -- one guard per space. At the end of the hall, two Praetorian Guards stand guard to the massive titanium doors into the secretary's room, where the secretary (who is, while a beautiful blonde, also a trained Praetorian), and two other Praetorian Guards stand watching.
If the secretary lets you in, the roof to the right will come down and form a ramp, allowing you to walk up it into the Star Office.

"Have a USSR flag laying on the floor outside his room. When he goes to pick it up out of 'respect', have little poppers start going off, which eventually put holes in the flag. We knock on his door at midnight, then leave it there. It should wake other people up. Have a hidden camera, so we can play it to an embarrassed crowd the last day of the conference."

Almost everyone thought that she was in her forties, but she was in fact many times older than that. “I am not as young as you think I am. By human standards, I am quite old at the age of 335. But, yes, I do find that dancing keeps me feeling young.”
Jack nodded. “Yeah, it does help quite a bit. Although, I’m not as flexible as she is and she has way much more energy than I do.”
The sound of heels clicking on tile exhoed through the emtpy hallway leading up to the main confrence room, sounding the movement of Imitoran First Speaker Anna Fratelli. Unlike many of the others, she came alone, sans boy friend, husband, man on the side, body guards, or any other so called wing man. And she realised that she would be one of a few that did this upon entering the main hall.
Fratelli was two people, so to speak. At times, she was the young, 28 year old flirt that, when nessecary made it into the office to do some work, and get a pay check. At other moments, such as this, she was all buisness, the iron fisted ruler of an iron fist nation. Her heels continued to click as she moved through the confrence hall, brushing off any offers for drink or food as she moved towards an open seat.
Her grey capris hugged her frame, and despite her serious nature, there was a sway in her hips that wasn't quite seductive in nature, but teasing. A grey suit coat was worn open over a dark blue blouse, and her blonde hair, with its brunette highlights, was worn cut shorter, not extending far past her shoulders. Soft brown eyes betrayed the icy cold facial expression, and had also been the downfall of many men.
She found an open seat, and sat down, crossing her legs feminely, leaning back into the chair, and began to scan the room. She had always been one of an impatient nature, who desired to get down to buisness as soon as the opportunity presented itself, so that the fun could be had. She sat, quietly, and watched, waiting for the summit to begin.

"Only an observer?" Alexei asked. "That's a shame. Then again, I might want to interview a few if you ever crack down on them. Ask why they worship Lucifer. That's basically asking 'God, could you please send me to hell?' Never understood them."
Prince John -- at now the age of 29, having a birthday the past week -- saw Anna sit down and walked over and sat beside her.
"So, you're that Imitoran delegate. You want anything to drink?"

Fratelli looked up at the Dersconi prince. She didn't know quite who he was, but then again, being the new kid on the ball court, so to speak. So, out of habit, and respect, she smiled and nodded. "Yes, First Speaker Anna Sophia Fratelli. I'd give you the full long drawn out title that goes with it, but even I don't know all of it. And yes, a glass of water would be nice."
"Why are we always late to these things?" Emperor Cav asked.
"Well, Your Excellency, I think it has something to do with the different channels these messages go through. We have to get an official invitation from their embassy and then it goes through the Foreign Affairs Department to the head of the State Department and then to your desk. Then we have to file a security plan for your trip and by the time it's all over, well, we're here on this plane headed over."
"Thanks for the Bureaucracy 101 class," Cav said, muttering "Idiot" under his breath. "Let's make sure this never happens again, or you'll be shuffling around prisoner transfer forms in Judithville for the rest of your life."
The plane landed, late again, in Derscon and soon Cav and his party were knocking on the doors of Kremlin.

Queen Mariah said to Siri "I keep forgetting you're an Elf, but elves like making merry and dancing of course. I guess dancing might be an Elixir of Youth, but good genetics help too. It's nice to meet another hyperactive like me although my husband has same problem as yours by the looks of it."Siri replied, “Indeed. Jack can hardly keep up with all I do. Whether it be teaching cadets at the military academies how to properly wield a sword or inspecting the many bases on our colonies, I do quite a bit since I am like the eyes and ears of the Chairman and Vice-Chairman.”
After the Halladi general introduced herself, Jack said to both Siri and Mariah, “I’ll let you ladies talk amongst yourselves. Now, if you’ll excuse me. I’ll be back in a minute.” Jack then turned to the general and shook her hand. “General Rima, it’s a pleasure to meet you, too. It’s good to finally meet someone face to face that I’ve sent weapons to.”

The Prince shrugged. "Bah, titles are pointless, in my opinion. I gave my brother a few new ones because I thought they sounded cool, but other than that, it's mostly international dick-waving, no offence. Anyways, I'll grab that water for you." He walked over to the bar, passing the desk where Alexei, Janus, and DeVito were talking, grabbed a glass of water, and came back to Fratelli.
"Why are we always late to these things?" Emperor Cav asked.

The present guards took the Emperor through the palace and up into the Star Office (OOC: Yes, in fact, I am lazy).
When Alexei saw the emperor come in, he smiled and waved him over. "Emperor Cav! Welcome back to Derscon. I hope you had a nice trip."
Janus looked at Alexei and threw an bullet-ridden Pax Maria badge on Alexei's desk "The Pax Maria already know I've betrayed their kind in Jeruselem. No need to hide this fact now, I want them to come after me now. Then they will find out who the Angel of Jerusalem really is. No point hiding the fact anyway, it was open knowledge after the Pax Maria files were opened."
Bill's and Daniel's ears perk up at hearing the ongoing conversation, Bill whispers to Daniel, who adjusts something in his ear, and begins to write furiously on pad. No one notices them.
Fratelli accepted the water graciously, and took a long sip. "So, you gave your brother a few titles? I assume that would mean you are of some level of royalty or in a larger leadership postion," she asked, taking another sip of water.

Prince John did notice him write on a pad, however, paid no attention, as he figured it was unimportant.

"Well, I am a prince," he responded. "But no, I am not higher. Technically, Alexei gave them to himself, as he's the only one that can -- I merely suggested it. Our Czar has very few titles -- four of them, all of which actually have a meaning -- compared to some nations, who have a bunch of titles that really do nothing other than to inflate the ruler's ego."

Antonette noticed Prince John talking to Anna. He walked over and said,
"Anna Fratelli, I'm John Antonette, The King of Burgundy. May I say that you look lovely today? And also may I observe that you are only drinking a glass of water? Wouldn't you like something, ah, alchoholic, like this Baileys here?"

OOC: Sorry for the one-liner, but there's not much else to do.
While pondering a response to the Prince's words, Anna noticed another man approach, who seemed to be of importance. At this point, she was the only person in the convorsation sitting, and decided that, it should be best to stand. When the man introduced himself as the King of Burgundy, she was glad she did.
She bowed, more of a nod than a bow, and smiled. "Your highness, it is a pleasure. You already know my name, but allow me to properly introduce myself. Anna Sophia Fratelli, First Speaker, at your service. And thank you, for the compliment" she said, extending her hand. After the proper serries of shakes, kisses, grasps, and what not had passed, she nodded at the glass of water.
"Well, normally I would accept something, shall we say, a bit stronger, but I feel that my wits are best kept about when sticking with that a non alcoholic beverage. However, maybe after the summit, I would be glad to find a glass of something stronger."

The Prince telepathically sent a message to John -- You know, I was having a nice conversation until you showed up trying to hit on her. Horny little bastard.
THe Prince smirked. "There's always something alchoholic around Derscon," he said with a chuckle. "However, the strongest thing we have is Andre-Allistiare Vodka, however it's illegal to sell. It's been known to kill people with only one pint."
Fratelli chuckled. "Sounds like some of my college days. Used to have a bit more fun at the parties than I should have. But then again, who doesn't have a bit to much fun every now and then," she finished. She took another sip of the water, and placed the glass down on the table.

I will not be attending, as I feel like shooting at the range and partying with some friends in the town where we're going." He shrugged.
Not bad, Antonette, the Prince shot to John. I didn't realize you could communicate telepathically. However, when it comes to the mystic power, I still own you. He looked at his glass and said,
"My glass seems to have emptied itself." He got up, and filled 2 glasses of Baileys. When he got back, he handed one to Anna,
"One can't hurt."
Anna smiled at the King, and accepted the Bailey's. "I guess a sip wont kill me," she said, taking a small sip. It was less of a sip than an allowance of the liquor to touch her lips, slightly parted. One thing she had mastared was the art of social drinking, the ability to let a bottle of beer, or glass of alcohol, last a few hours. She smiled again, and placed the glass down.

"Its an aquired tallent. Take a while to learn to not drink so much. That, and I'm not a huge Bailey's fan. Never really liked the taste." She did used to find it some what good, however, a number of her boyfreinds had loved it, especially mixed with half a glass of Guiness and whiskey and chuged. She was a wine and beer girl, and so, she simply nursed the Bailey's, one sip at a time.

Queen Mariah said to Janus quietly "Hey look, John Antonette has taken an interest in Anna Sophia Fratelli from Imitora. He's really interested by the looks of it. It seems he wants an heir now. Now what's this Greater Prussia thing with foreign brides eh?"
He replied (not audibly to everyone) "Well, at least with you - there's no mistaking the intention. You know what you want. Your parents were mixture as well, Hebrew and French Catholic - and you are the first Hebrew ruler of Jerusalem since the 2nd century." as he passed some more wine to Mariah who could drink an entire bottle without ill effect if she wanted to, but she moderated during pregancy.
Her mobile rang and she answered. It was her husband "I hope you aren't playing up again, but that's to be expected whoever you are with. Anyway, I'm taking Arthur fishing tomorrow, so have fun down there in Derscon. I know you will." and she replied "Me? Play up, never ... Don't let Arthur go wrestling Sharks eh? He like wrestling things." then hung up.

Mariah turned said to Siri "I've heard you're the best swordsman or actually that is swordswomen in your nation. OOC: Derscon, Sorry to kind of jump in late. I'm going to assume, unless you have some serious problems with this that I have permission to land my Helicopter.
The sound of a helicopter making it's landing was heard, and those who would look out the window saw a navy blue helicopter, trimmed in silver landing on the Heli Pad. The Seal of RWC was blazoned on the side, the three swords, placed through the golden crown.
The blades slowed to a halt and the Co-Pilot, dressed in Full Dress Air Force Uniform, exited from the pilots door and opened the passenger door, steps folded out, and two Marine Corps Elite Guards stepped out and stood on each side of the steps at full attention.
The two figures that appeared at the doorway next, we're obviously of high importance, though they had not been seen internationally for quite some time. The country of RWC had been plunged into multiple instances of espionage, assassination, and betrayal on various levels.
The man, standing on the left, was dressed sharply in a black tuxedo, his dark brown hair was combed neatly, though small streaks of grey could be seen. This was King Nathaniel Conners of CERWC, and the woman to his right, who was obviously pregnant, was Queen Rachel Conners, dressed in a simple dark blue dress. Nathaniel helped his pregnant wife down the stairs and then took hold of her hand as they made for the entrance.

The Guards also took the Conners family up into the Star Office, where everyone was waiting.
John was enjoying this conversation. "Nurse a drink? I'm fully capable," the Prince was saying. "However, I choose not to! My liver is as strong as the walls of the Kremlin. I can down many drinks without feeling anything. PLus, Derscon makes so much alchohol -- we have to get rid of it somehow."
Alexei, noting the time, called everyone to order and stood up.
"Thank you all for coming. I realize it's a tad cramped in the office, but it's not meant as a meeting room. Emperor Napoleon will be coming later, he informed me he has pressing matters at the homefront to attend to.
"In case you did not already know, I am Alexei Alexandrovich Andropov, monarch of Derscon and -- for this conference, more importantly -- Arch-Chancellor of Greater Prussia. Over there is John Antonette, the King of Cherry Ridge and -- for this conference, more importanty -- the King of Burgundy. At the moment, the President of the Free Cities Alliance can't make it, but he should be arriving soon.
"I will not discuss the agenda of the meeting here. However, there's a change in plan. Instead of going to Castle Dunrobin in the countryside, we are instead going to the Birthplace of the Andropov family and myself, the mountain fortress of Meckler Castle in the small town of Mecklersburg. We will be going most of the way via the NBC, which the majority of you have never heard of. Once we reach our half-way point, we will go by helocoptor to Mecklersburg, and from there take an SUV convoy to the castle itself. This is the first Mecklersburg has been mentioned, for security. Yes, I understand it is redundant, as I had the Prince hand-deliver the invitations, however, these trips go on schedules, and people see schedules.
"At this very moment, all of the routes of transporation are secured and ready to go. However, we will wait a little longer for any late arrivals, and then I will take you to the KRemlin Centre of the National Bunker Complex, the most elaborate and largest military installation on the planet, I can assure you.

The Jeruselem Inquisition use both, modern firearms and medieval weapons to defend the nation from evil doers. We have an academy for excellence in the weapons of old, still running and very popular. And oh the sword!" and it jumped out her scabbard into her hands.
It had a Golden hilt with exquisite carving and the blade was of perfect black Obsidian which pulsed with dark power. "It's modern name is Excalibur of Arthurian legend, but also known as the Sword of Darkness used by an Archangel of God once. Cast in the fires of Hell, the blade is made from the Obsidian of Hell which easily kills any natives of Hell like you know Demons and other nasties. This little baby can spit out Hell-fire or cast darkness on a target with pretty much instant death. It's also cursed - you have to die with it before moving onto the next owner. And it's an absolute pain to control at times, not one for the weak."
Inquisitor Janus noted Queen Rachel Conners's arrival and her similar state to his leader. It seemed "Mum" was the word for the summit.

“Impressive,” Siri commented. “I have seen no other sword crafted quite like this one. It truly is one of a kind. Though, I can imagine that it is quite spectacular to use in battle by itself, and those special powers can come in handy in a bleak situation.”
She grabbed the hilt of her rapier by putting her hand through the many elaborate weaves of wire wrapped around the grip in the form of a guard. Then, she pulled the silver rapier completely out of its scabbard. It glistened in the lights of the office.

OOC: Taking a couple of liberties, but I kinduv need to. The things that the Arch Chancellor and the other High Command members want to address the Emperor about..e.g. Law Code stuff...we will handle that behind closed doors.
IC: Napoleon was informed of the new location of the summit, and his car had pulled up about five minutes before the arrival of the others. Just enough time for him to gain entrance and properly establish his social position in the entire affair. He was the Emperor of Greater Prussia, and this could possibly the most significant conference in the Empire's history. He would be damned if he was going to let someone else take control in this affair.
He wore his corronation sword and his golden laurel crown to remind all present that they were not addressing their equal in any sense. Yet, he also kept his costume plain enough so as not to seem too aloof and insensitive.
Napoleon's popularity had dropped in recent months, and if could come out of this conference with a new agenda, and an agenda that would work...then he would come out smelling like roses.
He had the solutions. And he was going to fight for what he saw as right. He remembered Joseph II, and how his reforms were reviled and how now he is looked upon as one of the greatest Austrian Monarchs. He was a reforming Emperor.
The two greatest issues in his mind were the concentration of authority in one physical location so as to ease lines of communication...and a new policy to counteract the international backlash due to the problems in Edolia.
OOC: Again, taking liberties. If you want to drag on before this, do so, but as I have relatively little time to type with the Computer being dead and all...I need to do this
IC: Napoleon stood regally in the Centre of the room where the summit would be held. The Arch Chancellor made his way there first, with the guests about three minutes behind. "Alexei." Napoleon bowed deeply. "I am happy to see you. I have high hopes for this conference and I am sure plenty of things that you will be anxious to hear." Napoleon began walking to the seat which was designated for him and bade Alexei to sit at his right.
A few minutes later, the guests, lead by the King of Burgundy, walked into the room, milled about and exchanged greetings with the Emperor, and then took their seats. The Arch Chancellor began to rise from his chair to begin the summit, but found that Napoleon was already standing with a prepared speech.
"Your Emminence," Napoleon bowed to his Arch Chancellor. "I appologise, but there is a great bit of news which I have with held and plan to announce to you all here. We all know the problems that resulted from the aftermath of the Edolian campaign and we all suffered through the losses. But it now seems that perhaps some of our actions have been vindicated. The Emperor of Edolia has placed the issue of joining the FCA upon the floor of the Edolian Parliament. Furthermore, the direct military threats to our Empire have ceased, either being vanquished or politically subdued. Though we do not have all that we had wished...that being the unity and peacefullness of the Haven region...we are at peace and we are prospering.
Now the main issue is how to put a foundation to this prosperity and insure that it continues as well as correct problems that have arisen in the recent few years.
I am here putting proposals up for discussion. These are, though, more than mere proposals. They are perhaps the best hope for our future.
First: there have been rumblings of disunity between our national leaders on our agenda. I hear of disagreements with the policy I have set down only through secondary sources. There is a back alley full of griping and complaining in this Empire…and we need to get that out into the open so that issues can be addressed. In days of old, the thing that put us apart from all others was our unity…unity behind the Crown and eachother. Without that, we are no better than the Yutties.
In order to solidify the chain of command and have all voices heard, I propose to take the same action as did Louis XIV when faced with the same problem. The high command of the Empire will concentrate themselves, for a large part of the year atleast, in the city of Reichsburg which shall cease to be territory of the Kingdom of Reichskamphen and shall become territory of the Imperial Crown, a city for all the people of this Empire. The tie between an Emperor, his Arch Chancellor and Arch Treasurer needs to be solid as iron and as of now, even with modern communications, it is not. The logistics of this will require a great deal of discussion, especially on the topic of what do national leaders do when they are not in their nation most of the time. My proposal is the separation of your offices…either be the Czar or Arch Chancellor but not both. Either be the King of Burgundy or the Head of Cherry ridge. This particular solution is not set in stone, and should be more thoroughly discussed.
Next, the Empire needs to begin using the Imperial Guard in a Humanitarian Capacity. We need to be founding new charities left and right, and we need to begin reaching out to other nations of the world. There are those of you who believe the entire world hates us. This is far from true, but there are many who do. The majority of those who dislike this Empire do so because it is fashionable to do so. We must make it unfashionable. It is time to put our best face to the world. I suggest the founding of the Greater Prussian Academy to make more concrete the culture of Greater Prussia and promote our highly cultured and affluent society as the premier society for class and style. We shall do for Prussia what Cardinal Mazarin did for France those many years ago, the effects of which are plain to be seen.
Finally, the issue of the Workers Republic of Bavaria needs to be addressed. This is a particularly acrimonious issue. I admit, I was premature with giving my authorization for the project, but now that it has been done, let us see what can be done. It is true, that the Law Code of Greater Prussia prohibits the creation of such a section of the Empire, and it is equally true that I could amend the code to suit the situation…but I shall not. There is a way to do this within the context of the lawcode. Perhaps this is the solution: Bavaria shall not be a part of the Empire on Paper but it will be so in practice. For example, It will be a entity independent of Greater Prussia, but I will simultaneously be its head of state separate of my obligations to Prussia. There is no prohibition against any type of alliance as such in the lawcode, and we can ally ourselves so fully as to render these states the benefits of full membership. This is an issue that also needs to be discussed.
For now, let us start with the discussion of the Imperial City and the unity of the command chain. I see that the Arch Chancellor and the King of Burgundy have something to say on this issue so I shall now yield the floor to which ever of them wishes now to speak.

Janus was taking notes about what King John Antonette was saying when Queen Mariah suffer a moment of discomfort from her stomach. "You OK?" he asked very concerned and she smiled "I'm fine. I think I shouldn't let my children watch Jackie Chan movies while they're in my stomach".
OOC: Damnit.
Will, check your telegrams. Again, the summit is in suspended animation due to OOC reasons. However, if worst comes to worst, I will resolve the problem myself.
