Dear Friends!

Only recently we have established the Global Trade Area Treaty, one that is designed to free up trade and open markets for us all. However, it seems - at least to our statisticians - that this is yet insufficient effort. Not only has it been hard to sign up new members for the GTA, but, in fact, many members have criticized the treaty for being too restrictive.

A suggestion has been made, already, to remove articles 6 to 11 of the treaty, making it a straightforward free trade body, thus making it easier and simpler for the treaty to operate and to attract new members. I cannot of course do this - not without the assent of the other GTA members.

Moreover, in general, I believe we should all meet - and review the ways we move our markets and our nations into the future. I also would wish to meet with the leaders of certain foreign countries - and to see their input on the GTA and its future form, perhaps recruiting them to the GTA if we can amend it into a superior form

This is my proposed form of a new treaty:



Introduction and structure

1. This treaty shall hereby be known as the Global Trade Area Treaty (GTA).
2. An abjudicative body will be established, composed of representatives of five nations in the GTA, and it will sit in the city of New Port-Allanea. It’s purpose will be to abjudicate all alleged violations of GTA
3. The body will be known as the Five Member Council, or FMC.
4. The FMC will be composed of The Resurgent Dream, Independent Hitmen, and Allanea, as well as two more posts that will be filled on monthly (RL) rotation.

Requirements and Conditions
5. All signatories of the GTA will remove all import tariffs on each other’s goods.

Punishments in case of violation
6. If a nation violates the GTA it will be immediately expelled form the treaty

Application for the GTA
7. Any nation which agrees to the above terms may agree to the above treaty, yet any FMC member may veto the application within 48 hours of it being made.

I would like to see you in New Port-Allanea in a month from now, in order to discuss the feasibility of such changes. Sincerely yours,

The Sultanate of Gruenberg will gladly attend the conference at New Port-Allanea. We will send representatives from our Ministries of Foreign Affairs and Finance. As it stands, we would agree that Section 2 ('Requirements and Conditions') should be refined as suggested, but would propose the retention of both clauses of Section 3 ('Punishments in case of violation').

Greetings,

I regret to inform you that I, John Raddhart, will not be able to join you at your conference. My Nation, and Her people, are at war, expanding our horizons. So of course, I may not leave my duty. In my stead, a representative will be appointed by the Board Members of the C.C.E., whom will in essence, be my 'mouth.'

As for the refining, we applaud the efforts to make it a more streamline term, and we will aid this effort in any way plausible.

Three days later, New Port-Allanea

Joseph Reingold smiled as he looked out of the window of his office. He liked the Imperial-style architecture of the new city. Preparations were already being made for the big GTA meeting that was about to occur in twenty-seven days, and he already knew he was going to be successful - he has received a favorable response so far to his suggestions, and he hoped he would secure an agreement from the members to amend it. If he didn’t… well, it still wouldn’t be too bad. Allanean businesses already had access to entirely new markets, and strangely a new success was found for Allanean goods - especially software, soft drinks, and in those countries where it was legal, soft drugs.

Still, he knew that if the GTA would suffer, so would his career.

Joseph didn’t like that.

Unfortunately due to the ongoing meeting of the Ottoman Alliance President Anderson will be unable to attend the meeting in person. However the Secretary of the Treasury, Mark Hammond, will be dispatched to New Port-Allenea in his stead.

The meeting hall wasn’t quite ready yet - the chairs were rough, the lighting had problems, and the walls were bare concrete. Still, it stood, and the delegates have begun to assembling. The Allanean representative, being the host of the event, spoke first.

Friends! You already know, from the letters I sent you, my idea for this evening. So I will not speak long. I will merely welcome you to our fair city, and suggest my first resolution:

To repeal entirely all provisions of the treaty regarding maritime transit, thus making it easier to enter and comply with.

Anybody opposed? Anybody for it?

Gruenberg has always been firm in its maintenance of supreme control over its admittedly small maritime claims. As such, we would support the proposed amendment.

The Gruenberger delegate walked to the other end of the hall, and scanned the proposal quickly. It seemed in order - and he was convinced of the merit of the idea as a whole. He scribbled his signature to the document in the 'Approvals' section, and returned to his seat.

Councilman Duath of the Council of Trade had arrived speedily and after a few words of greeting spoke Amerigo's view on the proposed amendment.

"And what about provisions 8 & 9?
8. All signatories of the GTA will guarantee the security of the property of both their and foreign citizens from unreasonable seizure.
9. All signatories of the GTA will agree to treat foreign and local businesses equally before the law

Amerigo requires guarantees that its businesses overseas will be protected under this treaty. The removal of these provisions makes this treaty ineffective. Until these conditions are reinstated Amerigo will disagree to this new form of this treaty."
