The distant bonds that tied them to the center grew ever more fragile. In the Former Alliance State, in the South Haven States, and to a lesser extent in Shen-Zhou, the people had grown closer to the region's interests than to faraway Crystal City's. Tiburon was by all standards a free nation, but the level of militancy that had manifested itself in the streets was a liability. Extreme socialism, extreme imperialism, Haven regionalism- all threatened the links with Crystal City. People had already called for armed uprisings. Fringe groups, perhaps, but they would spread. The legislative and executive branches of all three states had recently formed a provisional subgovernment- the Tiburonese Government of Haven States- but this was really code for a revolution.
All good commanders know when to cut their losses. And the risk of keeping the Haven territories far outweighed the rewards. And, therefore, the decision was made.

Dear Sirs and Madams,
As the growing fractures between your government in the City of the Eternal Alliance and ours in Crystal City have shown, it is no longer prudent to maintain the bonds of government that bind our states together. The Tiburonese states and the Tiburonese Haven states appear to have gone far down different paths, and we believe that needless reconciliation would not only be imprudent, but also heedlessly costly in both lives and money. It is for this reason that the National Legislative Assembly has recently supported your measure to secede from the United Federation. We take heart in the history of the Czecoslovak Republic, which understood the limitations that it set out in bringing government to its citizens, and peacefully departed. It is imperative that as we sever the bonds, we follow this example that history has laid out for us, for our relations, for our future.

A constitution was quickly drafted and completed among the states. They would retain the same functionality that their larger sibling- now a foreign country, the nation of Tiburon- had held. A president, a national legislative assembly with two houses, an independent judiciary. State governments. The capitol was chosen as City of the Eternal Alliance, built in the days of the United Alliance of Progressive States- a natural heart for the new nation. A diverse nation, spanning the rich paddies and clustered cities of Shen-Zhou to the technological advancements of the Former Alliance State, and to the rolling fields of the South Haven States, had been formed. The Allied Havenic Republics of Cocentrica had been born.
