Reichsburg, Dec. 12th 20--.
I hereby decree and establish a new policy of the Greater Prussian Empire and all nations that preside therein in regards to affairs within the Haven region.
There shall be no expansion of Imperial assets in the Haven Region beyond what is currently possessed either by Imperial forces or by any national force that has true loyalty to the Greater Prussian Crown.
The Empire shall, in Edolia, evacuate all but two of their bases, those being the city of Gerberg which is manned by Imperial forces and the City of Hari which is owned by ZMI. Imperial Forces shall assist the Edolian Empire in the re-establishment of their armed forces through monetary assistance as well as through assisting with their training.
When it is manifestly clear that Edolia is capable of defending itself. The Empire shall reduce the numbers of its Imperial Guard presence to no more than 68,000 men which will be restricted to the city of Gerberg.
