I would but I also have over 1 billion (are they american billion or british billion as if its american I only have like 400 million more then your top limit but if its british billion I have several hundred thousand million more then you)
but I am already involved in several wars so my forces are more minimalist then normal (i.e. my country has already sent off large parts of my military to fight so If we had a war I would not out class you that much especially as I like to have some of my army to stay at home (say 25-50%) so Ive only got about 25% of my army to play around with which effectivly halves my population in terms of what your asking about
