Mhm, you can't really IM someone through NS, and the telegram system isn't all that effective for these types of threads anyways.
What you're looking for as far as I can tell are storefronts. Most of those are located in Intenational Incidents. I don't believe anyone actually sells, builds, or does anything with casinos on these forums, but if you're willing to start the thread there'll most likely turn out to be interested parties. Granted, it's more interesting to set up something beyond "I'm buying $_Number AK-47s, money wired."
