OOC: This is going to be rather messy seeing as it is more of a guide than an actual document, albeit written as one. Feel free to post OOC comments, suggestions, and criticisim. I would like to note that this is yet to be voted on.

IC:

The Articles of Khristian Confederation as proposed by Provisional President Peter Ikatori and his Board of Advisors.

We the Khristian people hereby usher in a new era in our existence by throwing off the shackles of extremism and despotism. This document is empowered by the spirit and strength of those people to promote their general welfare and to provide for their defence. Their inherited freedoms as sentient beings shall not be denied to them by this government nor any government. Nor shall they be bound to this government by this document and may withdraw their support when they deem neccesary. This Confederacy shall be one of unity yet atonomy; a balance of order and freedom.

The Confederacy shall be comprised of Estates which have voted to sign the Articles of Khristian Confederation and pledge allegience, duty, and honor to the Confederacy. Their leaders shall adhere to the guidelines set out by the Confederacy, as shall their people.

These Estates and their subordinate divisons shall conform to the standards of government as depicted in this document. The divison shall be as such:

A government cannot last long without the support of its people. Therefore the people shall be the electors of their most basic lawmakers. Those who are respected and known by them shall be their delegates and rulers. They shall elect their city council members and their District Emissary. The councilers shall serve two-year terms.

Out of these councilers shall be elected the most respected and qualified to be Mayor of that city. The Mayors throughout any given County shall serve on the Mayoral Council to conduct Mayorial business and to elect the most qualified of their own ranks to the office of Sherrif. They shall serve four-year terms.

Then the Sherriffs of the Sub-District shall conduct their business and elect the Steward of their Sub-District in the Sherrif's Electorate. They shall also serve four-year terms.

The Stewards shall conduct their business and elect their elite to be Prefects in the House of Stewards. They shall serve four-year terms.

The District is administered by a Prefect who serves a six-year term. The Prefects conduct their business and elect Premiers from their own ranks via the Assembly of Prefects.

The District is the largest of the basic divisions of government and as such, all the people of a Sub-Region elect Emisarries from their District to represent them in the Senate of the Districts. Only Mayors, Prefects, Sherrifs, and Stewards are eligible for election. It is an eight-year term.

The Sub-Region is the next level of government. Theyare governed by a Premier who serves a six-year term. The Premiers conduct their business and elect their elite to be Prime Ministers in the Committee of Premiers.

The Region is the largest division of an Estate and is administered by a Prime Minister who serves a six-year term. The Prime Ministers form the Board of Prime Ministers which elects from their own ranks the President and Vice-President of the Estate.

The President and Vice-President are superior to all other offices except those of the Confederacy. They are supported by a Cabineint of Advisors and Ministers which they choose and are approved by a joint session of Premiers and Prime Ministers.

The President is the Commander-in-Chief of that Estate's armed forces he shall command them with the respect and honor that their peers have shown them since they were voted onto their city's council.

They shall also oversee and aid in the conduct of the business of the Prime Ministers and Premiers.

The President also holds the right to give hereditary titles to citizens of merit and to grant autonomy to various sub-divisons of his Estate as he sees fit so long as the Board of PRime Ministers is in agreement.

The Vice-President shall serve as liason to the Confederacy and will succeed the President at the end of his six-year term.

The District Senates within the Estates shall elect their members to be Delegates in the Delegacy of the Estates where they shall serve four-year terms. The Purpose of the Delegacy of the Estates is for the Estates to work out their differences, conduct commerece, and vote on important matters of state.

Counterpart to the Delegacy is the Imperial Senate, comprising of Nobles who serve for life in the Senate(unless their judgement is brought into question), military Tribunes and Consuls, high ranking church officals, and members from the Delegacy who have been elected to a ten-year term.

In the case of internal affairs(excluding elections and expulsions) a majority of more than sixty percent is needed. In the case of all external affairs, a three-fourths majority is needed. For elections and expulsions, a two-thirds majority is needed.

The Imperator of the People shall be elected from the Imperial Senate and serve a fifty-year term. The people and their representatives place full trust and power in the Monarch and he shall be their commander-in-chief and have absolute power within the limits of the Articles and the Confederate Legislature.

All these officals shall govern within the guidelines of the Confederacy and it's respective divisons. They shall have committed no infedilities against the Confederacy nor its Estates and may be dishonorably repreimanded by their respective families and clans.

All government officals ranking higher than a Steward reserve the right to call for men and material for use of the state, so long as it is passed in the respective District Senate(s). Citizens within city districts and neighborhoods may volunteer themselves and elect those for this purpose.

From the Armed Forces of the Estates shall be elected Tribunes to act as liasons to the civilian governments of the Estates and to serve in the Imperial Senate. They also act as liasons with the Confederate Combined Forces.

Consuls shall be elected from the Confederate Combined Forces to act as their representatives in the Imperial Senate. They are second only to the Imperator in terms of military power.

While the Confederacy supports freedom of religon, it endorses the Khristian Church as the state church, but no citizen within the Confederacy shall be forced to conform to this religon.

Bishops, Arch-Bishops, and Cardinals shall serve in the Imperial senate and act as liasons as the Khristian Church sees fit.

Noble and Ancestreal Khristian Families and Clans may apply for certain rights and titles within their respective districts, etc. and are entitled to privlidges befitting them.

To be Khristian is not a requirement for citizenship within the Confederacy, therefore we hold that these inalieble rights be true.

All citizens are entitled to Free speech.

All citizens are entitled to Freedom of Peacful Assembly.

All citizens are entitled to Freedom of Religon.

All citizens are entitled to Freedom of Peaceful Expression.

All citizens have the right to bear arms within the guidelines of their Estate, etc.

All citizens have the right to vote regardless of race, ethnicity, rank, or sex. The age that one is eligible to vote is decided by the citizens of the city districts and neighborhoods based on maturity and intelligence.

Everyone born within the Confederacy is eligible to apply for citizenship. It ispossible to be a citizen of an Estate and not of the Confederacy.

And we hold these rights true for the Estates, etc.

Membership in the Confederacy shall not be forced. Members may leave the Confederacy and re-join.

The Members may colonize in their own name.

The Members may conduct trade as they see fit unless interevened by a higher power.

The Members may declare war against foreign powers and against each other without Confederate aid. A Member may apply for Confederate aid.

Colonies and other nations may apply for membership within the Confederacy.

It is the sincere hope of the Provisional Government that this document shall bring unity and hope to all Khristians everywhere. That it shall strengthen them against their enemies and strengthen their alliances with friends. This truly is the end of an era.

Written and Approved by the Provisional Government of Peter Ikatori.
Ratified by the Provisional Government of Peter Ikatori on August 1, 2303.

Official Recommendation of the Confederate States Dept. of Justice

We recommend that the Khristian Confederacy acquire itself some stronger-worded protections both to the right to bear arms and to other important rights not even mentioned in this document. Hint: Jury trials, protection from search and seizure, protection from double jeopardy... the list is long.
