Zhang's trusted doctor sat down as he opened a white paper envelop. He had a grim look in his face, as though he was about to tell Zhang he had an unspeakable disease. Over the past few months, Zhang's advisors had noticed his increasing memory lapses. He had forgotten key appointments, and his absence was interpreted as a snub. He was also becoming increasingly unco-ordinated. There was something definitely wrong. He was almost 70.

"My emperor, I'm sorry to tell you this bad news, but you have a degenerative brain disease disease that we havn't diagnosed yet. It seems likely that your situation will continue to deteriorate as you grow older, and you will end up in a mental institute and die there."

Zhang sat there, stunned. He wasn't going to let this disease control his life though. He would continue to serve his nation.

"How bad does it get?"
"A lot worse. You will start forgetting who your friends are. You will become much more guillible. Your memory lapses will become more common."

Zhang sat down and looked at his hands.

"Don't let news of this get out. Please."

With that, zhang left the examination room with his file in a hurry, bumping into the Doctor's assistant on the way who managed a glimpse of his file.

"Stapapol Agent 267, I have urgent news for General Liu. It seems a golden opportunity has arisen..." the doctor said on his mobile phone.

The doctor's assistant was also calling someone.

He sat their in his six foot high victorian chair, and began thinking. Surely Liu would know about this one way or another. Squabbling with Liu is like pen fighting sword.Although the formation of the Republican guards, now named to Chinese Federal Guards have insured once in for all that Liu's influence in the North remain low.

Several plans Yeh wanted to do is to grant the Congress more power over the military, without the Emperor's approval, the military would still be able to influence the congress. However, this is not the time, as our dear Emperor Zhang may be a rotting plank, the plank is still strong. Yeh would probably wait until further results of Zhang's health can confirm the status of his health and mental state.

We all know, the stapapol agents are everywhere. The creation of the Chinese Federalist Guards have also created the Committee for State Security. Former Red Scarves members, an underground crime empire which had allied itself to Xiaguo as an intellegence source, were now officials members of the CSS. The CSS will be in favor of the government body and not the military government and will operate seperately from the Liu Tong Zhong.

There were of course, even CSS Agents in the Palace, and in Liu's Zhongnanhai Military Headquarters. The military recently has decided to limit the monitering of thier military purchasing and selling activities, and sometimes the congress does not even know what's going on in Zhongnanhai. Although that may explain the unhealthy attitude between government, and military, the recent tank scare in Beijing was a sign that something needs to be done to insure the Emperor and the government is the head, not the military.

The Chinese Confederate Party, formed in Xiaguo during an uprising against the Communist government was a direct emulation of Sino's highly conservative, United China party, although the two parties began shifting away from each other when the Chinese Confederate Party began supporting a more liberal style of government.

Some radical CCP members had openly supported an invasion of Siberia to counter Russia's invasion of the Baltics and to reclaim Vladiostok. Although Yeh had secretly jotted down a plan and submitted it to the Emperor, which later came back as unnecessary, and Ye followed the Emperor's wishes.

General Liu has expressed his deepest concerns for the man who represents the Chinese people. As a gesture of utmost respect, Liu shall be at the Emperor's side for at least one hour per day if possible.

Due to the sensitive nature of the situation, the National Congress is responsible for the appropriate time to release such shattering news.

Meanwhile, the finishing touches are in place for the formation of CODEC* (Covert Operations Department of the Empire of China) after the recent administrative almalgamation of the former intelligence services.

Yeh has scheduled a an evening with Emperor Zhang and General Liu. There hasn't been a formal meeting like this for a long time, and maybe one of the questions raised, and needs to be discussed, is an heir. Although the Emperor does not have an absolute power, the ruling monarch does have the power to veto bills passed in the parliament, which can alter any changes issued by the Congress. An Emperor is more than just a ruler, he is a figure, and is a well respected man.

Looking at the note passed to him by a messenger, Liu concluded grimly that it sounded too much like a funeral arrangement. The man's got many years of life, although he'll be known as the Chinese Ronald Reagan sometime soon. In Liu's mind, it is absolutely necessary to hide the emporer's condition from the enemies of China for as long as possible to prevent them scoring a symbolic, propaganda victory. The General thought about the emporer's son, who should be coming of age and initiate his training to succeed.

The Chinese Confederate Party headed by Chancellor Yeh Zhao Feng has merged with the Chinese Nationalist Party, headed by Minister of Foreign Affairs Li Li Shan.

The merge of two of the most powerful parties have ensured the domination over Liu's United China Party, an opposition part of the Chinese Confederate Party.

The new, Guo Min Dang, the two parties have adopted the Chinese Nationalist Party emblem of the blue canton and white sun.

Yeh Zhao Feng has been made Chairman of the Party, and Li Li Shan as Vice Chairman. The merge was another move to balance power between the Congress and the military branches, which has gained independent powers such as purchasing, and operating without the consent of the government.

The Federalist Forces has changed their name once again due to the merge, to The Chinese National Guard. The total number of active National Guards number up to 30,000. About 15,000 are in training and several thousand are serving as reserve troops. The National Guards are not under the control of the Liu Tong Zhong military command and therefore has their own welfare and training standards.

The better pay, economic benefits, and health benefits has ensured a steady line of recruits. Several Academies have been opened for the National Guards. Such as the Jiang Jieshi, and Sun Zhongshan Military Acdemies. The training was supposedly to be more strict in terms of profession in appearance, attitude, and dedication to the government and the Emperor.

The Chinese National Guard however, does not have the power to operate an airforce. However, they do operate small patrol boats in Bohai, Changjiang, and the Huanghe.

Zhang was annoyed at the amount of spies in his palace, but it was largely an academic matter now since he was going to tell them anyway. His son on the other hand, he would not be able to contact without the risk of bugging and the bad news being released to the public.

"My recollection may be hazy, but I suppose you have met my son Joshua? He is preparing to graduate from his studies at Trinity Bible College in Quintonnia. But I can't ring him or send mail, due to security risks, and he wants to keep a low profile. We might have to send someone to pick him up."

The Quinntonian consulate could be contacted and the Quinntonian CIA agents that are monitering the Prince for his protection could just inform him of their presense, and pick him up.

Chinese CSS agents have already contacted Quintonnian officials on closely monitering the prince, and to keep him safe. No other explanation except that he was the only son of the emperor, was given.

The CSS may be surprised to find that the prince has been under surviellance since he entered the country, from a distance. Though, the sudden interest after all these years does put up some red flags, so more agents are assigned to the project, and funding is found to add more protection, with care taken at each step to keep their distance and not let the young prince know they are there.
The CIA liason tries to get more information out of the CSS as to why they are so interested now, saying that if something has changed, or the prince is in danger, we should know, to better protect him.

The CSS was formed recently under a special order the National Congress has passed which allowed a seperate government funded army. This was not only to make Liu and many generals mad, it was also payback, and was seen as a boost to Chinese Intellegence, and security.

The CSS are more interested than their Stapapol comrades because they have been recently formed and needed to get in touch with everything. Although, before the forming of the CSS, the Xiannese CNSA, CHinese National Security Agency had already hired much of the experienced Xiannese agents which.

Hudecia was far from being completely ignorant of the situation, having a few informants in Trinity Bible College. Although there was only a few of them, they tried to keep an eye on the Emporer's son. But more recently, there seemed to be a few extra eyes keeping watch on him.

Still, Hudecia was unable to ascertain why the increased security presence for him. Not that many people in the Hudecia Secret Service really cared. For the moment, this was unimportant.

OOC-OK, c.mon, does CSIS have nothing better to do than hang out in a minor Bible Colleg ouside of LA? One with a student population of less than 1,500 people? The whole piont of him being there was to have him out of the way. If you have at least two infomrants at that colleg, how many do you have at U of LA? 2-300? Harvard, Princeton, Berkely, Westpiont, MIT?
It just surprises me, because though Trinity ois a fine school, this ammounts to you having a significant intelligence presense in a Community College in a small town.
I know you just probably thought that it was the name of a huge school full of important rich kids, but I just wanted to show you why I was so surprised.

Zhang had not seen his son for many years now. To send him mail or ring him posed a security risk, as many of his fellow students did not know his heritage. Hence, they had not spoken for many years. To suddenly contact him now would be drastic, but so was the situation.

Zhang lets the CIA know about a bodyguard that will arrive in LA soon to collect his son after graduation and bring him to China. No specific reason is given.

Chancellor Yeh has asked the Emperor if the Prince may return to China soon. With Liu missing, there needs to be someone to take on the duties in controlling Asia's largest army.
