After serving as the co-hosts for the fourth Basketball World Cup, the Incorporated Basketball Federation of Sarzonia have announced that they would be interested in serving as the primary hosts for World Cup V. Since all matches are currently expected to take place in Sarzonia, participation would be limited to the first 16 nations to sign up.

Unlike the previous World Cup, each team in a division will play each division opponent twice, for a total of six group stage games. The four division winners will win automatic berths into the playoff rounds, whilst the four remaining berths will be determined by won-loss record. Other tiebreakers will include head to head results, point spreads (also known as aggregate points), and RP bonus. If all above methods are tied, a one-off playoff game will determine the winner. The quarterfinal and semifinal rounds will be best of three series, whilst the final will be a best of five.

The RP bonus will be as follows: Players will get five points for an Excellent RP (one that is well written and shows effort). Writers will earn three points for a Good RP (one that is either medium length and shows effort, long and unevenly written, or relatively short, but very well written). You get one point for a Minimal RP (you get that for posting any kind of RP). IF you don’t RP, you don’t get a bonus; simple as that. The RP bonuses will not be cumulative. Pre Cup RPs count toward Gameday 1, but only the most recent RP will count toward the bonus. If you RP more than once between gamedays, only the last RP you did will count as I scorinate.

Rank bonus shall be three points to the top ranked side, 2.5 points to the second ranked side, two points to the third ranked side, 1.5 points to the fourth ranked side, one point to the fifth ranked side.

According to the Basketball Ranking System I proposed, the ranks for World Cup V are as follows:

1. Harlesburg (27 points, World Cup II & IV champions; World Cup III fourth place)
2. Gaian Ascendancy (15 points, World Cup IV runners up)
3. Liverpool England (14 points, World Cup III runners up; World Cup IV fourth place)
4. Vilita (10 points, World Cup IV third place)
5. Sarzonia (9 points, World Cup II runners up; World Cup III third place).

The Basketball Ranking System:

Four points for World Cup champions
Three points for World Cup runners up
Two points for World Cup third place
One point for World Cup fourth place

Then, to take prior World Cups into account, the system uses the most recently completed World Cup and the two previous World Cups. The most recent World Cup performance total is multiplied by five. The second most recent World Cup performance total is multiplied by three. The third most recent World Cup performance total is multiplied by one.

The top four seeds each get their own division. The top two seeds will be placed in different conferences.

To have the capacity for 20 teams, And to have a historic moment in Wulaishen, We have allowed you to possibly host the BWC in the city of Panjana (pop. 2.4 million, 33rd largest city in the DPRW), in the Sri Nari Arena, home to the Panjana Tigers, it can accomodate over 75,000 people, and despite this photo's angle, it is quite a large arena, being nessled in a the World Park, a 150 acre park on Panjana's downtown sealine in the midst of it's very modern skyline, and conviently, the Pratyana International Airport is built on the artficial island next to it, a short five minute bus drive across the Hajra Suspension Bridge above the Port Area.We also want to register our natl team for the first time
