Actually, I don't think it's a regional recruitment message (although it's a bit hard to tell).

Seems more to me like a bit of an intro as to how they plan to play themselves. Quite an interesting intro if it was intended that way, but once I got to "where the feeling of not fitting in is ripped from them", it broke the flow for me.
