Commerce Heights–Fmjphoenix World Cup 24 Hosting Bid

Techincal Setup
The number of teams in qualifying will be determined once the signups are closed.

All scorination will be done using leagion, using KPB points. It will be slightly modified, however, the modifications will not affect scores.
The KPB-points formula in leagion is:
660 ∙ (random number) − 580 + (constant) ∙ (√(team’s rank) − √(opponent’s rank)),
where the “constant” is 15 if the team is the home team and 12 otherwise.

The RP bonus will be a leveled quality bonus, but it will also be modified based on length. A “slani” RP will get no bonus for length, while an “über” RP will get a large bonus for length (a Lemmy RP will be worth significantly more than a Snub Nose RP). In addition, a “storyline” bonus will be added, worth significantly more than the ordinary RP bonus, which will reward teams that continue an RP story over several matchdays.

The Bidders
Note: While I (CH) do not believe that this should make a difference, other than concerns about the hosts being online regularly, I have included this section for completeness.
While it is true that neither of us has hosted the World Cup before, we’ve hosted several competitions (CH has hosted Field Hockey World Cup 9, the Bribery World Cup, and Baptism of Fire 15—Fmjphoenix has had less time to gain experience, but has hosted the Takil Cup and Baptism of Fire 23). We are committed to RP, as shown by Fmjphoneix’s numerous qualifying RPs and CH’s multiple RPs during the knockout stages of World Cup 22, even when it made almost no difference due to LE’s minimal RP bonus.

Although the same combination could not win the vote for World Cup 23 host, Rejistania and Eauz have done an excellent job, a level of quality that we hope to reach, if not exceed. With large contributions like those of our sponsors, Asgard Technologies and the Commerce Heights Engineering and Associated Technologies Alliance, a number of modern facilities, and a tourism-friendly atmosphere, we encourage the World Cup Committee to select our nations as World Cup hosts. CDA National Stadium was originally built for the CHFF’s World Cup 20 hosting bid with Liverpool England. It has since replaced Ken Chang Field as the home of the New Seoul Cougars, hosted over a dozen World Cup qualifying matches, and held 19 TechConGroup Cup finals. Though it is the largest stadium in the nation, it is not as high-tech as Capitalizm or the recently-built Auswärtssieg Arena.

With a capacity of 161 803, unsurpassed until the construction of CDA National Stadium, a transparent roof (not shown in model pictured above) using patented Chorion Industries technology, air conditioning, and an advanced holographic projector from Asgard Technologies to keep advertisements in compliance with WCC regulations, Capitalizm was made possible by a §30 billion investment from the CHEAT (Commerce Heights Engineering and Associated Technologies) Alliance. The excessive cost left the stadium on the drawing board at first, but, with the possibility that Commerce Heights would host the World Cup 16 final, the CHEAT Alliance went ahead with the project. In addition to the Yu-Po Firebirds, Captializm hosts several matches during the Commerce Heights Capitalizts' World Cup qualifying runs.

Cliff Broquard Stadium, initially built for a WC11 hosting bid with Kaze Progressa, was the home stadium for the national team from WC10 to WC19. The stadium was nearly destroyed by fans angry about CH’s WC16 qualifying run, causing the CHFF to fund a §50 million renovation effort to give the stadium its current appearance.

Auswärtssieg Arena is the most modern arena in the nation, with advanced computer displays, trans-arena communications technology to speed the process of obtaining match updates, and many other features. Since it is the home of the Natestadt Nationalisten, it is run in a very socialist fashion, but the CHFF has been able to obtain permission to run the stadium in a more capitalizt manner for World Cup matches.

The only stadium on the small island that is Aeropag, the Orange-Green Bowl was planned long before land value skyrocketed on the island. Fortunately, CHEAT had purchased the land in advance, and construction proceeded smoothly. A proposal was made during the World Cup 23 hosting campaign to demolish the Orange-Green Bowl and build a skyscraper containing a 223 607-seat stadium, but the project was cancelled on the basis of feasibility and cost.

The first stadium built in the former Bundesrepublik since it came under Capitalizt and Bedistani control, Ronald Reagan Memorial Field was named after the former Chancellor Reagan, a great leader of the Lontorican people who was killed during the government’s collapse. It is the largest stadium built for a local (division III or lower) team, and is the only local stadium that hosts matches in the TechConGroup Cup.

Cirto Seaside Stadium will host the third-place playoff.

Marlin Shertzer [CEO, CHEAT Alliance]: Mr. Bonawitz, could you explain to me again why we’re building this place here, instead of some rural area where we could pack in around two hundred thousand people?

Alvaro Bonawitz [Chief Planning Coordinator, CHEAT Alliance]: As I understand it, foreigners think an ocean view is pretty.

Shertzer: You’re sure about that? And that’s a good thing, right?

Bonawitz: Fairly sure, and yes, it’s great. Even though there’s only sixty thousand-odd seats, I estimate we can charge three times as much for tickets as we do at our largest stadiums. This place’ll be more profitable than CDA National Stadium, and much easier to fill up!

Shertzer: But no Capitalizts will come here, it’s too pricey.

Bonawitz: They’ll come to a World Cup match. Especially a big one like the semifinal or third-place playoff. And in five years or so, Amalgamated Amortization Association’s Anchormen Arena over on the east side will be so run-down that the club will have to move here. We might not sell out for a local match, but we’ll do great anyway. I’ve even heard rumors that the Anchormen are moving up in the CHFF league!

Shertzer: Alright, but I want more focus groups in Eauz, Bedistan, and all those other rich commie nations. See if you can strike a deal with the Anchormen’s owner, too.

Bonawitz: I don’t think that’s necess—

Shertzer: DO IT!

Bonawitz: I’ll see to it right away, sir.

Shertzer: Good. Here, have a brownie. Marketing seems to think these will keep people buying once they get in the stadium, and I want to know the effects. Have a report on my desk by 0900 tommorrow.

Moises Palanza [Assistant to the President, CHFF]: This is ridiculous! Our inquiry into the Druidan and Krytenian use of the Richardson–Perry Index was completely ignored, and all we have is some slani transmission about their stadia!

Lance Lasala [President, CHFF]: Hold it! As I recall, at your recommendation, I sent out the same “slani transmission” about our stadia.

Palanza: That’s not the point. They think they can host the World Cup, the largest established sports competition in the world, and they can’t even bother to respond to routine correspondence?

Lasala: Of course they can’t be trusted with the World Cup. Why do you think we left them behind in our last bid?

Palanza: No, they’re definitely around now, or they wouldn’t have sent out their stadium transmission.

Lasala: Maybe the Druids are covering for them.

Palanza: Routing information clearly indicates that it originated in Krytenia.

Lasala: And can’t that be faked!?

Palanza: Well, actually…no, Mr. President, it can’t.

Lasala: Oh. Never mind, then. Is this RP thing important?

Palanza: Yes, it could change the future of the World Cup! They provided a formula, but the results are dependent on that slani arbitrary ranking, and we don’t even know how big the effect is! If we have any chance of pulling off this win, we’ll need to prove the superiority of our methods.

Lasala: Let’s stay calm…even if this inquiry is the key to our salvation, we can’t make it look urgent to the voting public. Give the slani Krytenians some more time, then calmly protest the lack of response.
