I assume that the language is pretty public domain by now IC in NationStates, so it's only fair that I publish what I have so far. Mirfakan, the official language of Xanthal, is obviously a work in progress on my part; but here's what exists to date, in all its glory.

Usually, a native on a planet will use that planet’s cycle time, but this should not be taken as a given. Mirfakan proper dictates that, when no planetary notation is made, national standard time is being used, but this rule is not always observed in casual conversation. When in doubt, ask for clarification.
-Note: since the passage of time varies based on the relative speed at which an object travels, the sĕkĕnd is standardized to the passage of time on the surface of the capital planet of the Xanthalian state: Mirfak III. When a period of time equal to one Earth Second as measured at 0°N 0°W on the Earth's surface from Christian calendar 01/01/1960 00:00:00 to Christian calendar 01/01/1960 00:00:01 passes on a fixed point of the surface of Mirfak III, one sĕkĕnd has passed. Most mobile clocks are equipped to either independently compensate for relativistic differences in the flow of time or display time based on a broadcast from a Mirfak III clock.
