G.O.A. integrates real-world wargame excercises into program.

The Xanthalian Ministry of Military announced today that it will be instating a new training program for the G.O.A. training facility beginning next January, 2968. "The new program was designed with two main things in mind," reported Minister Hamitel in his announcement of the change. "Namely, the technical procedure adjustments that the combined Xanthalian forces have adopted for use in the combined Labule; and the nonaggressive military policy that the Xanthalian government has chosen to pursue."

The Minister went on to assure the people of the Socialist Republic that the new G.O.A. training program will only increase military readiness for defensive or offensive action. "A well-maintained military is key in any stable nation. As a peaceful nation, the Labule must not be allowed to stagnate through lack of combat experience." According to the new program, which was publicly released at the time of its announcement, the new G.O.A. training program will include competitive real-world wargame excercises between students and with Xanthalian allies when possible. These combat simulations will be continued in peacetime for all active Labule personnel, and under normal circumstances all relevant-duty officers will be required to participate at least once every six months.

The training change reflects also the Xanthalian Council's late decision last session to disband the Nahbule and move planetary warfare capabilities of the military over to the Labule, creating a unified national military agency. Alphin Isayama spent much of the past two political cycles pushing for a modernization of Xanthalian military structure and training, citing a large number of incidents of protocol violation over the past five years, mostly having to do with interactions between the two military branches and older officers originally trained in territorial or private programs before the reunification. When asked if she believed the new training program and Council action would help repair the combined military's faults, she simply responded "No. There is no way to fully integrate five seperate militaries into one in the first two generations. I think Minister Hamitel realizes that our goal is for a long-term solution and short-term damage control."

Minister Ralees Hamitel, a Xanthalpha abh nominated by Isayama, reported the military as "ready to carry out any necessary action in a satisfactory time and manner" in his State of the Military report last summer, and has been a strong supporter of the Alphin's push for reform of the ministry's operations. He has publicly stated that the casualty rate in the planned live excercises is expected to be negligible. Galen Oifnal Adsilal (the Military Training Academy) operates out of multiple facilities across Xanthal and has been charged with training all Xanthalian military personnel. It is under the direct authority of the Ministry of Military and the Alphin.
