A large dome-like creation sits afloat in the water near a piece of land. The steel framing is well melded and finely put together by perfect craftsmanship. Of course being a dome it encloses at the top, though mounted is a small office-like structure with a large finely polished and shined cross. The dictator of the floating nation is Lord Anderson, self proclaimed Pope Innocent the Fourth.

In a large office sitting in a throne-like structure is our dictator. His fine robes and gowns around molding to his frame and stature. His green eyes scanned the workers about him.

The quote on quote “land” of the nation is bustling with people working, coming and going and living their lives. Security and law enforcement is at hand at all times. This keeps crime to its minimal area. Judgment in the nation is a fast and effective route to most crimes. If there is evidence against you, then you must have had part of the blame for the crime, unless you can prove your innocence.

In (like many nations run by dictators) what the dictator(Lord Anderson) says is law.

With wishes of alliance and problem less friendships, Lord Anderson declares The Holy Empire of Innocent the Fourth a true nation in the eyes of Lord Anderson and soon to be all eyes.

Lord Anderson's eyes scanned the many workers running around. He stood and coughed.

"My workers, and people. I have decided to get on the designing a quote on quote "gundam". In other words a mobile suit. A large robotic shell with mounted guns, rockets and all that good stuff." He said cracking his knuckles.

He walked down the three steps leading from the floor to the throne's stage. Andersons arms crossed gingerly behind him.

"Now, if we can get our top designers to draw out some models and such and get the builders and tech... Such and such whatever, to make them like our dome..."
