Lobisonia comes out of its isolation (Former Hell Bovines player)

(OOC: Hello again to all fellow NS forum members! It's good to be back!
To those that know me, in case you haven't noticed, my NS participation as Hell Bovines has been almost unexistant over the past months, mainly because I've been very busy, but also because I had ultimately became bored with the concept of 'Hell Bovines' as a nation.
For such reason, I've decided to put Hell Bovines to 'hibernation', and switch to the Clan Confederacy of Lobisonia, which will now become my main nation.
It has not been an easy decision; HB was, after all, a nation I've put a lot of time into, and that I greatly enjoyed roleplaying with.
But I'm certain that this change was needed, and I hope that the concept behind Lobisonia sounds as appealing to you as it is to me, and that I can make a sucessful return to this forums...)

IC:
-Patag-kon, Lobisonia

The night had already fallen over the small mountain city, when the monthly meeting of the Tribe Council, the ruling body of the Lobisonian Confederacy, was coming to an end.
Inside the large stone building, the representatives of the nine tribes and clans that composed the Clan Confederacy of Lobisonia would have seemed like a quite brutish and scary spectacle to an outsider. The strange, stout and lupine humanoids certainly had a fearsome aspect, but it was just a superficial characteristic. Once befriended to them, anyone would find a trustable, honorable and loyal person in a Lobison.

The long discussion had ended, and the representatives of the nine tribes had agreed to a tough decision: It was necesary for the Lobisonian Confederacy, a developing nation after all, to break its isolation from the rest of the world.
The struggling nation needed to gain allies, both economically and diplomatically, and needed to develop relations outside of its region.
For such reasons, it was agreed that Lobisonia would join the United Nations, as well as the International Fair Trade Agreement (http://invisionfree.com/forums/CACE/index.php?showtopic=536), in an effort to develop trade relations in a respectful way torwards enviromental and worker's rights.
It was agreed, also, that Lobisonia would 'present itself to the world', and that the following letter would be sent to all democratic and friendly nations known.

The letter, written on a quite elegant paper, read as it follows:

To all world leaders interested,

We are proud to announce that the Clan Confederacy of Lobisonia has decided to leave its current state of isolation, and that we are now actively seeking to engage in friendly diplomatic relations with all peace-loving, democratic and left-leaning nations as ours.
We are looking to exchange ambassadors with any nation interested in doing so, and to open diplomatic relations with the aim of forging strong friendships with other like-minded states.
Do not fear our kind, for we are pacifist and nature-loving people, and we do not wish to repeat the mistakes that have created conflict with human nations in the past, as we are sure human nations don't want to repeat their mistakes either. We are confident that, with your help, our nation will be able to become sucessfully integrated with the world community again, and that we might be able to aid in grand tasks involving ambientalist, pro-democracy and social causes.
Thank you very much in advance. Honourably yours,

Methkarr Yupanqui, speaker of the Tribe Council, Lobisonian Confederacy

We welcome the Clan Confederacy to the international community and look forward to a long and peaceful relationship between Lobisonians and Ecopoeians alike. It disappoints us to see that Lobisonia has so swiftly limited its options on the global stage by signing the irredeemably flawed International Fair Trade Agreement, but nonetheless hope that civil and mutually advantageous relations are still possible between our nations.

Kind regards

To the esteemed Frank Chalmers, Speaker for International Relations of
the Cloud-Water Community of Ecopoeia,

We greatly appreciate your welcoming message, and share the hope that we are able to establish civil and mutually advantageous relations between our nations.
In that spirit, we propose an embassy exchange with your noble nation, with the purpose of setting the basis for a strong friendship.
We hope that, despite our differences, our communities soon find great friendship between them, and wish all the best to the Ecopoeian nation.
Yours sincerely,

Methkarr,

Many thanks for your swift response. Ecopoeia would be delighted to exchange embassies and accordingly offers a residence in central Underhill, our capital (located on Chryse Island).

Esteemed Frank Chalmers,

We are glad to hear your nation is willing to exchange ambassadors.
Diplomat Sirth Pehuénk has been appointed to be ambassador in your nation, and he is already delighted at such prospect.
In exchange, we offer your nation a comfortable residence in the embassy area of Patag-kon city for the use of your diplomatic mission.
Yours,

((Yay! Welcome back.))

Honourable Speaker Methkarr Yupanqui,

It's such a pleasure to have received word of the arrival of the Clan Confederacy on the world scene. It would be a great joy for my government to establish diplomatic relations and close ties of mutual friendship with your own. It's probably not a good idea for you to send an ambassador along right now, as the occasional prominent world leader has been known to vanish without trace in our luxuriant jungles (or perhaps they just enjoy the pristine beaches so much they just don't want to go home). Oh, and also our country is currently over-run by an especially virulent strain of parasites from overseas. Do you know anything about parasite control? Excuse my rambling, there's no one else in the office today as all our diplomats are off chasing various forms of wild goose. My, what big eyes you have.

Methkarr,

Thanks again. We have selected Jana Razkova as Ecopoeian ambassador to Lobisonia. She will hopefully make her way to Patag-kon City by the end of the week, assuming she returns from her free-falling holiday unscathed.

Premier Quetzalcoalt Nochtli looked over several files regarding this “Clan Confederacy”. It has been ages since the Aztecs have heard from a non-human nation. The last was Hell Bovines, but, it had seemed as if the Grand Duchy had all but vanished.

“Sir,” said Dr. Darius Wellington (http://i2.photobucket.com/albums/y50/Spectrechris/george.jpg), I believe it would be wise to open up relations with this nation. They show promise in the international community, despite their non-human status.”

“Agreed, said the Premier.” He then looked outside his window, over the bustling metropolis of Tenochitilán. “In fact, I would like the honor of writing the letter myself.”

The Minister nodded, shook the Premier’s hand. He then left the room and the Premier to write the letter.

Salutations to Methkarr Yupanqui, speaker of the Tribe Council of the Lobisonian Confederacy,

The United Socialist Republic of Aztec National League welcomes you to the international world. We are happy to see the peaceful nature of your nation, and we feel it would be prudent if we were to pursue diplomatic and trade relations. To mark our future friendship, we would be honored to exchange embassies. The Aztec government has openings for embassies in our capital, Tenochitilán. However, we are open to having an embassy and your respective consulates anywhere in the ANL.

We shall send Ambassador Zeltzin Cuetlachtli as the ambassador to the Confederacy. She will represent the Aztec’s interest to your government.

If you so wish to, feel free to read the Aztec National League’s factbook, as it may come in handy.

May peace and prosperity come to you, your people and nation.

-Premier Quetzalcoatl Nochtli ( http://i2.photobucket.com/albums/y50/Spectrechris/randy_castillo.jpg)
Premier of The United Socialist Republic of the Aztec National League

OOC note: Well, it’s been a long time. Yes, if you want to read the factbook, which is linked in my signature, enjoy it. However, it’s about 44 pages long in MS Word, so, it will take some time. Just as a basic overview, the ANL has had two civil wars and is currently engaged in one. All the leaders who were in charge during the Fair Trade Agreement convention during 2003 are still in power. Also, the Aztec Union has stretches from México to Panama now, so it has grown from the last time you were here. In any case, I’m glad to see you have returned. May your new NationStates career be successful.

OOC: Thanks for the welcome, TB and ANL!
I'll give a quick read to your factbook as soon as I finish this.... seems that you've written up a very interesting history for your nation, after all. :)

With the moonlight coming in through the windows, the shaggy figure of Methkarr rejoiced at the sight of the two new letters lying on his wooden desk.
It was not a very big response, true. But for Methkarr, a diplomat with little international experience, only used to solving small policy conflicts between the Lobisonian regions, it was an enourmous and encouraging answer.

After investigating a bit on both countries, courtesy of the Council's only computer, Methkarr begun to write the letters, his enourmous back bended torwards the desk, and his lupine features grinning with excitement.

To the esteemed Bacchus Slurp, Third Under-Secretary for Diplomatic Relations and Pest Control (Acting), Government-in-exile, United Provinces of Tanah Burung

I thank you for your friendly, though confusing, letter.
The Clan Confederacy would be delighted and honoured to establish diplomatic relations with your nation, as well as offer support for your precarious situation, of which we are fully aware.
We Lobisonians had to struggle long and hard with the forces of imperialism and oppression, when they presented at our nation's ancient forests and mountains, 170 years ago. For such reason, we realise the importance of the tribes' and peoples' right to independence, and so we express our commitment to helping the Burungi cause in any way we can.
We hope that we can together set the basis for a long, respectful friendship, eternal like the sky, and fruitful like the Mother Earth.
Honourably yours,

Methkarr Yupanqui, Speaker of the Great Council, Lobisonia

Then, taking the last sheet of the 'fine' recycled paper (it certainly was the finest paper in the country, specially when you compare it to the deer skins used by the other less tactful diplomats), Methkarr set on the task of writing to the ANL:

To the wise Quetzalcoatl Nochtli, Premier of The United Socialist Republic of the Aztec National League

We are grateful for your friendly and welcoming letter. The Aztec National League seems to be a wonderful land, with a history and cultural legacy with a value only comparable to that of the ancient wisdom of our forests.
We would honored to open full diplomatic relations with your nation, and pleased to have an exchange of ambassadors, as well.
Diplomat Afantü Mallínk will be travelling to your lands shortly, to become our ambassador in Tenochitilán. In exchange, a nice and spacious cottage in the city of Patag-kon is offered for the use of your ambassadors.
We hope that our friendship may grow stronger and unbreakable, like an old tree, and that our peoples live safely for the years to come.
Yours,

Methkarr Yupanqui, Speaker of the Great Council, Lobisonia

An office worker walked into the office of the Premier, a blue envelope tucked under his arm. The Premier was sitting behind his desk, looking down over another file.

The young worker said nervously, “Sir, Dr. Wellington has sent you a message; he asks that you reply to it promptly.”

Premier Quetzalcoatl opened the file and read the message in it…“Things seem to be going over well. Tell Dr. Wellington I’ll have a response right away.”

The worker nodded, “Yes, Premier.” He then turned around and walked out of the Premier’s office.

To Speaker Methkarr Yupanqui,

It’s a pleasure to see the development of relations between our two nations. We thank you very much for the quick response to our letter. We look forward the exchange our two cultures will begin, may our knowledge and cultures complement each other.

In any case, we look forward to the reception of the Confederacy’s Ambassador, Diplomat Afantü Mallínk. We will work to make sure we will be able to accommodate his needs to ensure both an enjoyable and productive mission within our lands. The High Soviet Congress has approved my nomination for our ambassador to the Confederacy, Mr. Ehecatl Itlapaltzin.

I am sure the relations between our nations will grow strong, and the Aztec people look forward to the future between our nations.

"Dear Mister..." read Charles Bradsworth's secretary.

"Hold it right there," said the Man with the Golden Tongue (although, being it was three o'clock in the morning on the Shield, he was not as mellifluous as usual) himself. "Ben, you sure about this, um, Methkarr's gender?"

"Not in the least," said Benjamin Rinehart, the Director of Foreign Affairs, who happened to be heir to the ancien régime's most corrupt, slow-moving, and generally inept department.

"All right. Go again, I suppose," sighed Bradsworth.

"Dear Mister Yupanqui,

"Nothing can be more pleasing to this Government than Lobisonia's decision to emerge from its traditional isolation. For many years, the Grand Empire of the Shield sought diplomatic relations with your great state, and -"

"Wait," said Bradsworth. "You mean to tell me that the Empire actively courted this country for years, and we still don't know the gender of Methkarr Yupanqui!?"

"Unless you'd rather dig through MacIntyre's documents," said Rinehart. "Continue, please."

"For many years, the Grand Empire of the Shield sought diplomatic relations with your great state, and now we, acting as the new authority in Iansisle, wish to rebuild relations abused by the less-wise policy decisions of that government."

"That's rather awkward," said Bradsworth.

"Shush," replied everyone else in the room.

"We hope that Your Excellency will join with us in the friendly exchange of ambassadors at the soonest possible date.

"Cordially yours,

"Charles Bradsworth
"Premier of the National Assembly of Iansisle
"In the Name of HM the King"

"I can't believe you're thinking of putting my name to that sophomoric, ill-composed, absolutely terr-" started Bradsworth.

"We've actually already sent it out," replied Rinehart with an apologetic grin. "Um, we thought it was rather good."

((OOC: sorry about the awkward formatting. I wanted to try something different, and it didn't turn out quite the way I wanted. I've put the full text of the letter at the end :)))

IC:
Speaker Methkarr grinned with delight at the sight of two new letters on his desk. The towering Lobisonian male sat again on the small bench, and begun to write a polite reply to the Iansileans.

Esteemed Charles Bradsworth, Premier of the National Assembly, Iansisle

It is our pleasure as well to be finally able to open diplomatic relations with your honourable state. We are also suffering from the less-than-wise decisions of the previous Lobisonian government, but with the changes our nations have gone through over the recent years, we are confident that we will find many common similarities between us to provide a base for a stable and long friendship.
The Great Lobisonian Council has appointed Aokienk Marrl as ambassador to your nation, and he will be delighted to travel there shortly.
We hope that our friendship can soon prosper and thirve, and that you enjoy the gift included with this letter - A Fermented Seal Liver, one of the finest Lobisonian delicacies.
Yours sincerely,

Methkarr Yupanqui, Speaker of the Great Lobisonian Council, Lobisonia

Methkarr closed the envelope, thinking how smart was of him to include a tasty liver as a gift. Surely when Foyentukk, the head of the great council, reviewed the letter, he would realise what a great diplomat Methkarr was, and would call a motion to promote him, he though.

OOC: We go from Bovines to Lupeines hmm?

IC:

It was dark in the valley. A night gong demanding silence and meditation could be heard echoing across the feilds to the rambling stone and wood structure that stood on a small rise at the edge of the cleared land.

Under the eave of the vast porch that overlooked the valley, two inhabitants of the valley sat quietly. One narrowed his eyes and looked down the valley towards a stand of trees where the road, following the small river here, pulled out from behind the stand of trees.

"Do you hear it?" The gray furred creature asked in his normal, quite voice.

"No grandfather...what...the bell?"

"The car...comming up from the Great Valley..." The elder creature turned his head and began to draw on his pipe again. The smell of tobbacco mixed with herbs and clover filled the still air.

The government issue rover came around the corner and up the gravel road, turning off at the drive to the house.

"They are comming here grandfather..." The reddish creature stated in a curious tone.

"Hmm, I wonder why?"

A few moments later a human servant knocked on the edge of an open doorway. "Your Lordship, a messanger from Apethorpe Palace has arrived."

The gray fox like creature nodded, and stood up from his basket-chair. A hurried human in a green uniform strode in and bowed to the much smaller fox. "Your Lordship, I have been asked to present this message and a letter from his Grace to you on this matter."

"Quite..." The Baron of Red River nodded and took the proffered envelopes as he walked inside. Opening the first letter he read it with little emotion on his face.

The human in uniform, and the reddish fox creature stood in the doorway, both patiently waiting.

"It would seem that we are not alone in this world. A message from a race that may, or may not be our brethren have surfaced. His Grace has asked me to direct all contact with this race."

He paused and looked at the human guard. "Sargent? Please go and ask my butler for a room for the night. I shall have a response for this matter after breakfast."

Speaker Methkarr Yupanqui of Lobisonian Confederacy

Although your letter was not written to my leige Lord, the Grand Duke of the United Duchies, his relationship with the state of Tanah Burung has brought your recent announcement to his Government's attention.

Futher, rumor has placed that you are a nation of possibly Canis Intelliga . This has caused great intrest within the Royal Family. For centuries we, the people of the Red River have stood with the Crawfords, and they with us. The possiblity that there are others of our kind in the world, or even near cousins, is of great intrest to myself and the People. We hope that our ties to a centrist, constitutional monarchy, will not exlude us from futher exploring our similarities and diffrences in the near future.
