Xanthal cuts ranged weapon use in KGB.

The Xanthalian Council passed legislation yesterday that is projected to have enormous consequences in the Kuscosal Gimesi Bule and the Nahbule. The bill had been in floor debate for some time, passing only with a narrow 2/3 of an almost-full Council room. Titled the Domestic Disarmament Act, the controversial decision has two major effects.

First, it calls for a major cut of already-thin Nahbule ranks, ending the planetary warfare agency's ability to keep armed personnel on active duty in peacetime. The DDA will completely mobilize the Nahbule, the end of reforms stretched back several decades into the Mirfakan era (Mirfak's forces compose the bulk of the Xanthalian planetary and space forces, and their military policy was adopted by Xanthal in the reunion of territories). After the Nahbule has finished complying with the DDA, within the next two years, they will be reorganized exclusively for international operations, their domestic facilities dismantled with the sole exception of command centers.

Second, the KGB, Xanthal's domestic law enforcement agency, will be required to disarm all of its normal duty personnel, leaving only its special response forces with ranged weapons. Regular forces will be allowed to keep only their sakabatos under normal circumstances.

This legislation is unique in its being the first demonstration of the superiority of the legislature in the balance of power of the three branches of Xanthalian government; excercising authority over both the executive's military forces and the judiciary's policing power. Both the Alphin and the Daiho registered official protest to the bill, but could not prevent its passage.

Speaker of the Council Icy Glaring Fire gave his reason for supporting the Domestic Disarmament Act simply: "Crime in most areas of Xanthal is almost nonexistent. It is unnecessary to increase the risk of violent encounters by continuing to distribute firearms to domestic enforcement agencies." Interviews indicate that the Council views the DDA as a necessary step to help preserve the peace and lessen the risk of "harmful" military action. The Labule, in charge of running and maintaining Xanthal's space forces, will not be affected by the Council action.
