In light of Danaan Foreign Policy Objective 7, building cultural links and understanding with all nations in a manner appropriate to the particular relations existing between the Resurgent Dream and other nations in question, the Danaan Foreign Ministry would like to draw attention to the various standing programs available to foreign governments also seeking such exchange.

Officer Exchange
Available To: Allies and friendly nations
Program: Danaan military officers serve as regular officers in a foreign host military and/or foreign officers serve in the Danaan military. In both cases, officers serve in the same branch as they serve in their home country or in its nearest equivalent. Barring surprise attack, officers in the exchange program are not to see combat. The officer exchange program does not involve allowing Danaan officers to serve in wars which do not involve the Danaan High Kingdom nor does the Resurgent Dream expect foreign officers to serve in Danaan Wars.
Maximum Size: 100 Danaan officers abroad and 100 foreign officers in the Danaan High Kingdom.

Student Exchange
Available To: All nations where relative security confidence exists, including hostile nations where the Danaan government feels there is no threat of harm to Danaan students and no threat that they be forced to act against the normal dictates of their conscience.
Basic Program: Danaan students attend public schools abroad and/or foreign students attend public school in the Danaan High Kingdom. The goal of this program is to have ordinary students experience ordinary students and schools in other nations. Correspondingly, the Danaan High Kingdom will select the students to be sent abroad on the basis of cultural factors and not on the basis of merit, wealth, or rank. It is suggested, though not required, that partners in this program do likewise.
Maximum Size: Unlimited for all practical purposes

Direct Cultural Exchange
Available To: All nations, though nations where security concerns exist should be aware that this program confers upon the host nations, including the Resurgent Dream when she is a host, a level of responsibility for the security of the participants equivalent to that enjoyed by low-level diplomatic personnell not enjoying diplomatic immunity.
Essential Program: Authors, artists, musicians, actors, and other cultural workers from the Resurgent Dream tour another nation and/or vice versa.
Maximum Size: 100 Danaan cultural workers abroad and 100 foreign cultural workers in the Resurgent Dream.

Any interest in sending or receiving officers, students, or cultural workers in accordance with any of these programs, or on similar terms to those given here with modifications to be requested by your government, should be made known to the Danaan Foreign Ministry.

I'm sure theres alot you can learn from us, and if there isn't anything useful I can learn from you, I will be sure to take your officer's heads as trophies. STUDENT EXCHANGE PROGRAM

Dear Parents and Students,

The Drapeur Government is committed to education. As Minister for Education, it has been my privilege to enact the Drapeur Government's education policy, including the creation of Pantocratoria's public school system. My colleagues and I in the Imperial Government support Pantocratoria's growing public schools, and we know that Pantocratoria's public school students are the Empire's future.

We believe in our nation's public schools as centres both for academic excellence and multiculturalism, and to help encourage academic excellence and increased cultural sensitivity in Pantocratoria's public schools, the Drapeur Government is announcing one thousand Foreign Cultural Exchange Scholarships. Scholarship recipients will participate in a foreign exchange program in the Danaan High Kingdom of the Resurgent Dream, where they will study in a Danaan public school for a year. All airfares and living costs will be paid for by the Imperial Government, and each recipient will receive ∂500 spending money.

Applicants must be in grades 10 to 12, and must be studying English (or be able to speak it). Applicants must write an essay (1000 words) on the topic of "The Future of Multiculturalism in Pantocratoria", fill in the attached form (which includes a parental consent section), and have their English teacher fill in the attached "Statement of English Language Proficiency". The applications will be considered, along with the applicant's academic record, by a Ministry of Education panel formed for the purposes of administering the scholarship. Applications must be made by the 30th of June, 2005.

All accepted Pantocratorian students were sent a questionaire to determine where they would be sent. The questions asked how well they spoke English, whether or not they had any linguistic interest in Welsh, Gaelic, or Hawaiian, whether they liked to sail, if they had any especial cultural interests, how alien of an environment they were comfortable with, etc. The Danaan Education Ministry also asked if Pantocratoria desired similar information to place the Danaan participants.

I believe that this is a golden opportunity to make more solid the friendship between our countries. We would like to take advantage of all three aspects of this program as soon as possible.

A student exchange program of 2,000 students going each way was proposed to Lavenrunz and Lavenrunzian participants were asked linguistic interests, how alien an environment they would wish to live in, and any special needs.

An officer exchange program of 100 officers going each way was proposed to Lavenrunz and an identical program of twenty officers going each way was proposed to Weyr. Foreign participants were asked their rank and branch of service.

The Tarana Orchestra was prepared for a tour of Lavenrunz.

Danaan exchange students to Pantocratoria were asked by the Pantocratorian Ministry of Education to grade their proficiency in French and in Greek, if they had any special residential, nutritional or healthcare requirements. They were also asked to nominate the region in which they preferred to study, although the Ministry of Education stressed that they could be allocated to a different region altogether, and that there was no guarantee at all that they would end up where they nominated as their preference.

As to the cultural exchange program, preparations are underway now for the first annual Fatus Maximus Cultural Fair in our capital city of Fatopia. The guard came back a day later with a larger holoprojector and Jeanne was on her way to success, famous for her massive projections, including a forty-foot high holoprojection of the Prophet Jihuntae. Spent years perfecting every wrinkle in his robe and every animation until eventually, Jihuntae was revealed before a massive crowd, his robe swaying in the wind, smiling warmly at visitors, and tilting his head from time to time. An excellent artist.

Basics: Not especially old for a Lictorian, in which life expectancy has reached around 145, but definitely aging. After retiring from his job as a construction worker, took up an interest in films. Wrote and directed a five-film series about anarchists who tried to overthrow the government. In the thrilling conclusion, the anarchists attacked the Lictorian Palace and were finally slain in front of the council room by clerics. Has made other films enjoying high amounts of success, but these five are seen as his finest work.

News from your exchange program have reached to my ears, and I deeply feel that it would be good for our both nations if the Sindarin Empire of Aelosia decides to participate. The Cúthalion Noble House of Enlightment and Understanding, as the highest authority institution regarding personal and national education in the whole empire, have prepared and selected ten of our best students from several fields of study to be sent to the Danaan Empire to integrate themselves to this program. We are glad to receive ten Aelosian students and would ask that they each make known to us the level of their English proficiency, any interest or proficiency in Welsh, Gaelic (Scots or Irish), Hawaiian, or French, and any other preferences, envinronmental or cultural, in where they would wish to stay. We will be sending a like number of ten Danaan students to Aelosia and would request whatever information you need us to collect from them as well as any especial restrictions the Aelosian government feels the need to place on the program.

With regard to the officer exchange program, the Danaan government wishes to stress that we intend to place no pressure upon the Aelosian government to participate and will fully respect the Aelosian decision, whatever it may be. It is an unfortunate truth that there are many things that nations must keep confidential even from their allies, but it is a truth nonetheless. We also understand that many nations consider any of their troops being under even the temporary command of a foreign officer as being incompatible with national honor. We would, however, remind you that exchange officers would not be expected to serve in any particularly sensitive or classified operations but in the relatively routine duties of the military, in operations not generally classified anyway.

It has come to my attention that the Danaan High Kingdom is currently running an open student exchange programme. In consultation with my superiors I have gained permission to operate a subsidised student exchange programme from the Provincial Educational Budget, for any number of students, ideally around ten thousand students – one of the benefits of having a population that remains in school age for several decades is the highly adjustable pace of learning – for between one and two years as appropriate.

I am however, concerned about the availability of Danaan students interested in visiting Duat (it should be relatively simple to arrange placements outside the Tephet region) in exchange.

The closest analog to our own system that you might have, would be long durration deep see submariners. (ooc if your wondering how a landlocked country... you'll see) We would further request that they have no known mental imbalances beyond those required to be promoted in the military, and no traces of clostrophobia.

Understand that a duty tour can be lengthy, and that while military service is mandatory, not all those who might be able to be commanded by your visiting officers would apreicate it.

Being that our government is new on the scean, we know not what the shifting aliances of the surface hold. But we would be willing to add a formal decloration of peace to the offer.

We would prefer you to simply utilize the student exchange instead and perhaps to exchange embassies.

We would be happy to engage in such a program with the C'tan. The number, however, might pose something of a problem. We would, instead, wish to engage in a student exchange program with four thousand students going each way.

That would not be a problem, indeed, to certain Education Ministry officials, it is indeed doubtless a serious relief. Daanan students visiting Duat are asked about proficiency in Sindarin, Necrontyr and Quenya, but all of them are strictly non-essential.

Additionally, interest is solicited in various lunar colonies, and sub-oceanic placements. Travel between any and the mainland is easy, and neither should be seen as a barrier againt visiting the main part of the Empire.

The Holy Republic of Kadoon has debated this offer at length and has come to the conclusion that as an introduction of our Republic to the international scene and as an envoy to discover more about the world we find to be around us, as well as to gain insight and progressive ideas from foreign nations. We therefore condescend¹ to agree to and request confirmation of an expedition to The Kingdom of the Resurgent Dream, consisting of authors and literati as well as the more famous musical composes and artists of this generation of our Republic.

In return we graciously request that a Danaan delegation be sent at whatever time is considered to be appropriate for the greater convenience and honour of the Kingdom, and of our Republic. We would suggest that such a cultural exchange place first the visit of the delegation from our Republic.

The responses came back after a slightly longer than normal delay. Where the Aerospace Force managed to find a spare officer went unasked, with promises of Bad Things in store for anyone who changed that. The Maritime Force offered two officers for approval. The Defense Agency's staff spent several hours making sure this was not a joke on the part of the Ground Force -- the Maritime Force was somewhere between reality and theory, a hypothetical entity that went largely ignored by most. The Gorund Force, finding itself in competition with two other branches, one of them slightly better funded and equipped, quickly shoved anyone who volunteered onto the list, and was prevented from being the only branch to participate in the exchange program by the intervention of the Defense Minister.

There were also actual questions for the Daanans included with the response, compiled and sent in triplicate for no real reason except because the Defense Agency's Foreign Affairs section wasn't sure how the other side wanted things done. Mainly the agency wanted to know the experience of the personnel involved, where they wanted to be located, and what, if anything, they wanted to do besides sit in an office for several months.

The Defense Agency was a civilian institution, built to keep Weyr's armed forces from ever expanding into the uncontrolled semi-mercenary group they had been until the Sixty Minute War. As a civilian body, it wasn't expected to be particularly good at managing the actual Defense Force, but because it had more sense than anyone had truly expected of it the civilians left the actual operations up to the real soldiers, and at least tried to listen to them when it came to organizing the budget or, in this case, choosing which personnel to send on a six-month stint on the other side of the planet.

The Educational Exchange program Director responded in the affirmative to the applications after having a background check done, and gave reassurances to the Nie family that their daughter would be boarded at a student hostel which would be all-female and which would be chaperoned. She was assured that girls from good families in the country sent their students there so as to make sure of them concentrating on studying and avoiding too much temptation.

As for the other students, each would be boarded with a Lavenrunzian family. Ambika would be going to the city of Mirenburg, the most truly international and cosmopolitan of Lavenrunzian cities, to stay with a family called Mullik, which was also Hindu, coming from the Lavenrunzian province of Surya. It was difficult to find families who could readily adapt to a beef free diet in Lavenrunz.
