Krytenia–Commerce Heights World Cup 23 Hosting Bid

Techincal Setup
The number of teams in qualifying will be determined once the signups are closed.

All scorination will be done using leagion, using KPB points. It will be slightly modified, however, the modifications will not affect scores.
The KPB-points formula in leagion is:
660 ∙ (random number) − 580 + (constant) ∙ (√(team’s rank) − √(opponent’s rank)),
where the “constant” is 15 if the team is the home team and 12 otherwise.

The RP bonus will be a leveled quality bonus, but it will also be modified based on length. A “slani” RP will get no bonus for length, while an “über” RP will get a large bonus for length (a Lemmy RP will be worth significantly more than a Snub Nose RP). In addition, a “storyline” bonus will be added, worth significantly more than the ordinary RP bonus, which will reward teams that continue an RP story over several matchdays.

The Bidders
Note: While I (CH) do not believe that this should make a difference, other than concerns about the hosts being online regularly (which all of the candidates are), I have included this section for completeness, since very little else is different between our bid and Rejistania/Eauz.
While it is true that neither of us has hosted the World Cup before, we’ve hosted several competitions (CH has hosted Field Hockey World Cup 9, the Bribery World Cup, and Baptism of Fire 15—Fmjphoenix has had less time to gain experience, but is currently hosting the Takil Cup). We are (much like Rejis and Eauz) committed to RP, as shown by Fmjphoneix’s numerous qualifying RPs and CH’s multiple RPs during the knockout stages of World Cup 22, even when it made almost no difference due to LE’s minimal RP bonus. In fact, if you want to see our commitment to RP, just read the RP developing right here!

Though it is the largest stadium in the nation, it is not as high-tech as Capitalizm or the recently-built Auswärtssieg Arena.

With a capacity of 161 803, unsurpassed until the construction of CDA National Stadium, a transparent roof (not shown in model pictured above) using patented Chorion Industries technology, air conditioning, and an advanced holographic projector from Asgard Technologies to keep advertisements in compliance with WCC regulations, Capitalizm was made possible by a §30 billion investment from the CHEAT (Commerce Heights Engineering and Associated Technologies) Alliance. The excessive cost left the stadium on the drawing board at first, but, with the possibility that Commerce Heights would host the World Cup 16 final, the CHEAT Alliance went ahead with the project. In addition to the Yu-Po Firebirds, Captializm hosts several matches during the Commerce Heights Capitalizts' World Cup qualifying runs.

Since it is the home of the Natestadt Nationalisten, it is run in a very socialist fashion, but the CHFF has been able to obtain permission to run the stadium in a more capitalizt manner for World Cup matches.
Auswärtssieg Arena will host the third-place playoff.

The only stadium on the small island that is Aeropag, the Orange-Green Bowl was planned long before land value skyrocketed on the island. Fortunately, CHEAT had purchased the land in advance, and construction proceeded smoothly. A recent proposal was made to demolish the Orange-Green Bowl and build a skyscraper containing a 223 607-seat stadium, but the project was cancelled on the basis of feasibility and cost.

It is the largest stadium built for a local (division III or lower) team, and is the only local stadium that hosts matches in the TechConGroup Cup.

It’s a bit impossible to host a Cup with someone who isn’t around to do anything. The change in the bid was necessary to ensure that there was at least one bid (unless, of course, TnUI is serious about hosting, which I doubt) that was actually able to carry out its promises.

EDIT: And that’s a rather unusual statement for someone who lost a co-host to inactivity to make…it’s not the same exact circumstances, but it’s close.

Ruffin: Well, it could be very profitable—socialist tourism means people spending like they never have before, either consuming for their very first time or taking advantage of the lack of taxes!

Bolin: Yeah, that Arena, since they’re set up by socialists for socilaists, and that’s exactly the demographic we’re concerned about.

Sheppard: I don’t care what you say, I’m not going anywhere near Natestadt!

Bolin: Yes, and the target audience isn’t going anywhere near Commerce Heights or Aeropag, until we can meet them on some sort of middle ground! Uh…that arena is the perfect place to do that.

Sheppard: And are there any other reasons we shouldn’t throw out this ridiculous idea?

Bolin: Well, it could go a long way towards establishing good relations with our Lontorican (gestures towards Mr. Marcinek) friends.

Sheppard: Keep going…

Bolin: If we do host the Cup, the Capitalizt organizing committee will undoubtedly want security for the events—you know, to keep people from eating the non-human players. Why would they choose the CCCP, when they can return our favor?

Sheppard: Return a favor? Now you’re talking like you really are one of them!

Bolin: But, General—

The door of the conference room opens. Gen. Sheppard and all of the executives are startled, since the meeting was supposed to be secure. “Now, who could that be?” thought Sheppard. “Hey, that looks like—”

Dalton: Jack Dalton here, CEO, TechConGroup. I just saw this nice flyer CCCP got from some no-name Vilitan graphics design company—apparently they’ve done umpteen soccer uniforms, but we can’t even remember their name—and I was wondering if you, General, would be interesting in coming?

Sheppard reads the flyer. “Hey, maybe Cody here was on to something…”

Sheppard: You do realize that no one outside of this nation has even heard of a Capitalizt domestic team, other than maybe the Panthers?

Dalton: The point isn’t the teams—if you didn’t notice, we’re calling it a “World Cup preview.”

Bolin: Wait a minute, Jack, that was—

Sheppard gestures Bolin to be slient.

Sheppard: Yeah, right. The last time a domestic match was played there, and the Nationalisten weren’t involved, no one showed up—good luck!

Dalton smiles, and leaves the room.

Sheppard: I suppose you’re done with that idea? Cody, I hear they’ve got these great new hamburgers at MacArthur’s. Wanna get a couple?

Bolin: Sure, why not?

Sheppard (as he and Bolin leave the room): I hear they’re on sale, too—only §0.49!

"Pretty good sir. There are only two other opponents that we have to face. It may not be easy, but it is not insurmountable."

"How did you come up with that?"

"Well, the two groups are Rejistania/Eauz and Total n Utter Insanity. Both of them have lots of expierence, but we have that youthful energy. Maybe it isn't so bad being the young guns in the world. Already we have gotten accliam from our Under 21 team winning two championships, we helped spearhead the Takilian resistance in Rejistania, although it is struggling."

"All that is good and dandy, but where do we stand with what we are doing?"

"All the stadiums have been fully revamped and upgraded. They all have state of the art facilities and have been rated some of the best in the world. Lots of people seem to be liking us, well, except for those slani Karelans. Rejistania seems to be trying to change us every day."

"Yes, I do like speaking with their leader, except for this Karela nonsense. The magic 8-ball has said that Rejistania should be converting to System Takil. Anyway, what about of friends from Commerce Heights?"

"They asked for an update on what we have heard about our chances of winning hosting duties. And at the moment, it is so-so. There have been a few confirmations of those who back us, and some of those who wish to see us hung by our toenails."

"Yes, well maybe its time to start full sales of our Takilian Brownies. They have been making marvelous wonders in other countries, maybe it will help boost our ratings in the world."

"Its worth a shot, I shall contact out economic department to get on it."

Jack Dalton (CEO, TechConGroup): Oh, wonderful! We’ve got confirmation from all four teams, and we’re ready to strike a massive blow against the Rejistanian defense…mmm, these brownies are great, you should try some!

Kiselev: Where’d you get them?

Dalton: The cafeteria here just got them this week. Imported from Fmjphoenix, I think…

Kiselev: What a conicidence. Can I have one?

Dalton: Sure, why not?

Kiselev eats one of the Takilian brownies.

Kiselev: Hey, why don’t we attack the no-good CDA freaks? Jack, get me a secure uplink!

Dalton: Yes, sir.

Kiselev uses the uplink to contact CCCP forces across the nation.

Kiselev: Execute order number Epsilon-One-Three-Three-Seven-Red!

Brig. Gen. Walter Herriman: But, sir, the CDA will have HQ under siege in no time! We’ll be forced to use…nuclear weapons!

Kiselev: That’s an order!

Harland overhears Gen. Kiselev’s conversation, and realizes the implications of a military commander being influenced by obviously-drugged brownies. He pulls a small orb out of his suitcase, and activates it, causing it to glow in strange colors.

Allan Harland (CEO, Anaphase Alchemy Corporation): Feeling any better, General?

Kiselev: Noooo…you can’t…

Kiselev struggles with his conflicting feelings for a few moments, then suddenly has a moment of clarity.

Kiselev: General, cancel that last order. How’s the HQ defense force looking?

Harland: It’s doing fine, sir.

Kiselev ends the transmission.

Kiselev: Well, now that we’re done with that…Jack, how are we going to defend our bid against the Rejistanians?

Dalton: Wha…defend? I think I need another brownie—but that can wait. So, the first problem I see is that we can’t counter-attack, since the Rejistanians surely won’t attack, but that can easily be solved by reversing the pola—

"Well, the brownies have been a good success so far. They have made record sales in Commerce Heights and Oliverry. There seems to be a slight interest in one area in Eauz, I think we might be able to add some influence there."

"What about host voters?"

"Sales are so-so in most countries. The name kind of scares some people away. But I am sure there will be more of an interest when these nice commercials come out showing the fun people have when consuming Takilian Brownies."

"Good good. Apperently 14 nations have already entered their votes. We are not sure who has picked in what yet, but we are feeling good right now. Our counter-parts in CH have also been seeing an interest of Brownies in other nations in their regioin."

"What company is producing the brownies? Perhaps we should invest in them to make more brownies and look into new Takilian consumables."

"Draylorn Food Co sir. They are the leading food corperation in Fmjphoenix. I shall get into contacting them for funding of new products."

Several workers are unloading crates labeled “Draylorn Food Co.” out of a large eighteen-wheeler. Although they are having trouble finding places to store the crates, they are resisting the temptation to eat the contents. They stop when their boss, Jack Dalton, comes to check their progress.

Dalton: So this is what ten thousand brownies looks like…

Wright: There’s not much space for all of this—couldn’t you come up with a more feasible gimmick?

Dalton: Luke, these are no ordniary brownies!

Wright: I’m sure they aren’t—now, if you’ll excuse me, I’ve got another hundred thousand brownies to unload!

As Dalton walks away, he thinks about his plan. “Oh, won’t it be wonderful when the Panthers beat the Cougars 13–9!”

Gravat: Hello, and welcome to Auswärtssieg Arena in Natestadt, where a full house of over 125 000 have come to watch the Sonoma Center Panthers face off against the New Seoul Cougars in the CCCP World Cup 23 Preview Tournament. I’m Darren Gravat—

Chitty: —and I’m Christian Chitty. As you know, this match will decide the winner of the TechConGroup Rubber Chicken Trophy, an award for the best team that does not advance to the semifinals of the TechConGroup Cup. Let’s look at how these teams got here:

Gravat: The Panthers, the long-time powerhouse of Capitalizt soccer, lost in the quarterfinals of the TCG Cup to the Commerce Heights Thunderbirds in a close match, ending 3–4. Their offense certainly showed up when they played in the World Cup Preview semifinals, handily defeating the Said Tigers 8–5.

Chitty: The Cougars, the traditional underdogs that only recently promoted to the Champions League, lost the first round of the Cup to the third-division Aeropag Hurricanes in an almost Karelan 0–1 match. Their World Cup Preview semifinal was anything but Karelan, a 9–3 blowout of the home team, the Natestadt Nationalisten. Now, let’s take a look at the starting lineups for tonight’s match—

Gravat: Sonoma will be using their traditional 3–4–3. Tobi Hunn will cover the goal; Paul Derbyshire and Bobby Lovelace will cover the backfield, with JC Milam as the lone back on the left wing; Igor Balmin, Saul Martín, and Jason Ritter will play at midfield along with left winger Robert Perryman; their front three will consist of Howard Biddle, Cory Creech, and Ben Arnold.

Chitty: New Seoul will replace their normal 5–3–2 with a 2–4–4, not unlike their semifinal. Darryl Ulrey will be the keeper for the night; Neil Schmaltz and Matthew Tarry will play defense; Erik Trottier and Clayton Hedgwood will man the center of the field, with Matthew Modisette and Kurt “Clippy” Klick on the left and right wings; Kelly Hard, Guy Crago, Ted Hervey, and Jessie Winegar are their strikers.

Gravat: The game’s about to get underway…So, who do you think is going to win the TechConGroup Cup this year?

Chitty: Well, Aeropag’s made a very strong run to get to the final—I think their determination will easily overtake the Thunderbirds.

Gravat: I don’t know about that…the Thunderbirds are two-time defending Champions League winners, and were the runner-up in last year’s Cup—they’ll be tough to beat, especially for a third-division team.

Chitty: And there’s the kickoff! Panthers, in the blue and white, have possession.

Gravat: Balmin…Ritter…Biddle makes a run for the net! He shoots—GOAL! Panthers up 1–0 in the first minute!

Chitty: I swear, there’s something in all those free brownies…

Gravat: What a shot by Howard Biddle for the lead! Let’s take a look at the PariMedia instant replay.

Chitty: Cougars, in the red and black, take possession after the kickoff. There’s an interesting history between these two teams. It goes all the way back to the 11 BTE season of the CHFL. The final between New Seoul and Sonoma Center was 0–0 after extra time, and the penalty kicks were inconclusive. Sudden death penalties went on for a long time—what was the number again?—oh, yes, it went on for—

Gravat: Trottier with the ball, he runs down the left side…passes to Modisette…GOAL! Cougars equalize at 1–1!

Chitty: We’re seeing some great goals early on here at Auswärtssieg, but where’s the defense?

Gravat: If you want defense, watch the Rejistanian H1SR! Here, have another brownie, they’re wonderful!

Chitty: C’mon, no one watches those matches, there’s no attacks!

Gravat: But plenty of defense. Anyway, the kickoff goes to the Panthers, Martín to Perryman…passes back to Balmin…Derbyshire—looks like you’ve got that defense you wanted!

World Cup: Tribune, PariMedia announce media boycott
COMMERCE HEIGHTS, CT—A meeting between the two largest media corporations in the nation, the Aeropag Tribune and PariMedia, resulted in an agreement not to broadcast or publish any information pertaining to the planned 23rd World Cup to be held in Rejistania and Eauz. The decision seems to have something to do with the so-called “RP bonus,” a number which has been pushed into soccer since World Cup 9. It is calculated on the basis of the Richardson–Perry (RP) Index, which ranks the publications of the world’s nations on a scale which varies greatly from year to year—sometimes it’s the quality that counts, other times journalists fight to push every last word into their articles. Though the RP Index rankings are not public, it is rumored that Rejistania and Eauz have had a very low index during the time of their successful campaign to host World Cup 23, much lower than that of Commerce Heights. Since neither Rejistania nor Eauz cares about the Index, according to the rumors, the Tribune and PariMedia are intentionally reducing the Capitalizt index, in an attempt to closely follow Rejistanian and Eauzian practices during the World Cup run.
