Bleakly gray with a mixture of slate, the Nauti sky appeared ever normal. The very idea that the sky would not be gray with a mixture of slate was unheard of, for the people were too often accustomed to what "those silly foreigners" called a drab and gloomy day. A small mixed rain had begun to fall upon the towns and villages of the countryside, and the few select cities that existed in the largely rural country. Snow dotted the mountains of the Far North, a region known as Korsengratt. The climate in Nautior was always cold, even during what "those annoying outsiders" called the summer months. This was so because Nautior was easily in the Arctic Circle, creating a rather isolated and traditional nation. The archipelagic nation was rather small in geographical terms, with several large islands forming a cluster, with smaller islands dotting outer regions. As snow, sleet, and rain fell around the country, the people continued about their daily activities. This was their way of life. Rain was not an event to be upset about. They ploughed in the rain, worked in the rain, and fished in the rain. They walked in the rain. The same was true for the snow. The snow was an everlasting occurrence during what "those pesky intruders" called the winter months. Darkness was also common in the winter months. The Northern Lights were vibrant in these times, and "those idiot tourists" often visited the more hospitable eastern region to watch them and take pictures.

The most popular tourist destination was the very hospitable eastern city of Sevosk, claiming a half million inhabitants. Sevosk was noted for its very hospitable business climate, as well as its thriving tourism industry. Hundreds of thousands visited the clean city each year to watch the Northern Lights, to fish, to swim in the hot springs, to ski off the nearby mountains, and to participate in a number of other activities. Another city, Boderkaus, was an industrial city. Smokestacks and manufacturing industries were prevalent in the city, and it ranked highest in pollution. The people, numbering 300,000, were happy and content with their lives in the dirty place. Tourists often avoided the messy municipality, and not only because of the disgusting conditions. The people of Boderkaus were much less hospitable, and sometimes taunted visitors.

However, the most culturally vibrant city, the one that deserved the most respect, was the capital of Poskev. As one entered the harbor upon the large freight liner he discovered a small statue upon a rock. The stone statue was that of the Nauti Saük Bear, one that was a hybrid between the polar bear and the walrus. It was an interesting animal indeed, and upon passing the statue one read, "Discovered in Nautior in 1843," written in Nauti and English. After passing the statue one would find himself immersed in the deepest and thickest fog that ever did exist. The fog cleared and he would see a beautiful city resting on the side of an altitude-increasing hill. The immediate shoreline was flat, as was about seven miles inland, but then it rose steadily to form Mt. Naask. The buildings were old and had an Eastern European style about them, flat and gray with large and lofty windows. One would notice a strict grid plan for the city, and the downtown area was dotted by several skyscrapers, all glass and steel. After this discovery, he would pull his eyes into closer view and notice the dozens of fishing boats about, and would likely see two or three freight ships pass in the opposite direction. After being directed to an area west of the city itself, one found himself at an extremely large port in an industrial district. Dozens of ships were unloading cargo (including people) or loading it, and the Port of Poskev was the most active in the nation. One found himself getting off the ship and retrieving his luggage.

An hour later, after riding in a courtesy shuttle on the freeway, one arrived in the city itself. He viewed the gray, flat buildings up close, and saw an extravagant design to them all. Engravings were common throughout the Old City. He saw the many government buildings, passed by the gated area known as "Embassy Row", and visited the hustling downtown area. Retail was alive in this area of the city, and shopping was at a high in Nautior. One could continue to tour the city for the rest of the day, perhaps even the week.

The most beautiful structure that stood in Poskev was the Vaudker, or Parliament. The Vaudker was bicameral, with the Aschen, which was the upper house where five members were elected from each region (ten regions in total), and the Paask, which was the lower house where members were elected from each region based on population. Members of the Aschen, or Askes, were elected to ten-year terms. Members of the Paask, or Paati, were elected to five-year terms. A census every ten years determined the change in the number of Paati per region. The maximum number of Paati that can serve in total was 400.

The Paati was the house in which the Prime Minister was elected. Nationally, the people elect the Paati, and the majority party or coalition then chooses its Prime Minister. In modern times, parties have announced their expected PM candidate.

Currently, the Paati is made up of the following parties:

Nauti Democratic Labor Party -- 201 seats Econ. liberal, socially progressive
Nauti People's Party -- 40 seats econ. socialist, socially liberal
The Christian Party of Nautior -- 14 seats econ. conservative, socially conservative
Nauti Conservative Democracy Party -- 137 seats econ. conservative, socially libertarian
The Green Nauti Party -- 5 seats green, socially libertarian
The Imperial Party -- 3 seats econ. conservative, socially fascist

The current Prime Minister of Nautior is Kristov Dushevik, a member of the Nauti Democratic Labor Party. For the first time in its history, the NDLP is able to lead the nation without forming a coalition. The NDLP has remained in government for the past ten years. Ten years ago it came to power for the first time in four decades, finally defeating the NCDP. During the past ten years, Nautior has taken upon itself a very isolationist policy. It has refused to get involved in the political affairs of other nations until now. With the creation of the Ministry of Foreign Affairs, the Republic is prepared to make new relations with other nations. Slow progress is essential -- the Republic would not make an attempt to create relationships that do not last. The current government does not support free trade agreements, though it could look into very low tarriffs.

The Grand Duchy of Chazadia is interested in establishing diplomatic relations with Nautior. I suggest an exchange of ambassadors. Also, congratulations on the recent ascendency of the Nauiti Democratic Party. A similar party controles the Chazadian Parliment. I am sure there is much our two peoples can learn from each other.
